JUNE 27, 1974 PAGE 8 JAX AIR NEWS-AIRWINGER_ , New regulations protect Jax citizens if new fuel crisis hits Jax-Jacksonville citizens will be better protected i if another fuel shortage arises,According to Thatcher Walt,director of Consumer Affairs for the City of Jacksonville. 1- Future fuel and gasoline sales will be regulated by the recently approved chapter of Florida's c Unfair and Deceptive Trade Practices Act. According to Rod Tennyson, Consumer Counsel for the state, the recent energy crunch saw con sumer agencies throughout Florida swamped with complaints about gasoline and fuel sales. "There was a real need for regulations in the area," Tennyson said. The regulations went into effect June 4 after approval by the Florida Cabinet. it x The majority of complaints concerned tie-in sale practices. A tie-in sale is a customer's agreementto buy other goods or services in order to receive fuel. Walt said the State Attorney's Office was responsible for clearing up the problems Jacksonville t I consumers were experiencing with tie-in sales during the fuel shortage. Tie-in sales were unfair trade practices prior to the passage of the fuel and gasoline regulations. I However,under this new chapter the illegality of tie-in sales is clearly spelled out,Walt added.In . some instances,Florida consumers were required to purchase a car.wash or tune up before they could buy gas.Another unfair tie-in practice required buying a decal or sticker in order to obtain gas. "The new regulations also cover deceptive pricing,"Tennyson said. It is now illegal to display any sign that could deceive consumers as to the price of fuel. Current laws states that it is deceptive for a sign to advertise fuel for one price if the actual station pumps are .set at a higher price. - "Many consumers pull into a station thinking they'll get gas for the advertised price on a large - display sign, only to discover after waiting in line that they must pay a higher price listed on the pumps," Tennyson said.
