With the increasing number of black militarymen at NAS Jax, it is
by pure bigotry that the Navy Exchange Mainside doesn't have black

barbers.Now it wasn't always this way;they did atone time have their token
$ $ $ quota to take care of the black servicemen,but ignorance and general
harassment to keep a lily-white barber shop was the goal.It .
disbursing officer q seems a bit ridiculous that the two remaining bases in Jackson-
ville-NAS Cecil Field and Naval Station Mayport-have black barbersto
for details doesn't take care of the black servicemen's tonsorial needswhile NAS Jax

Somebody is definitely not doing their job! Minority affairs, EEO
and still nothing is being done to. correct the situation.It .
would be much simpler if I could get my hair cut here at mainsideby
a "qualified" barber instead of driving over to Cecil Field or

new minimum Time in Service (TIS) requirements for advancementto : -
paygrades E-5 and E-6. _

According to SUPERS, because of delays in promulgating the new __ i.I. i. _-/
policy to the Fleet,a one-time waiver of the new TIS requirements has S S -
been approved by the Chief of Naval Personnel for people taking the

The requirements contained in the BUPERS Manual for Advancement
(BUPERSINST 1430.16)) will be followed for the August

exams.The TIS requirement contained in BUPERSNOTE 1418 will apply, 4
however, to Navy personnel beginning with the February 1975 exams. :

CVWR-20 'outstanding' in readiness. evaluation

Jax-Naval Air Reservists from CVWR-20 gathered at Cecil Field recently for an Operational

; assessment (BDA) aerial photography, road reconnaissance missions and pre-strike target photo
collection using their RF-8Q aircraft.
VAW-207,flying their old reliable"Willy Fudds"El-B out of NAS Norfolk,exercised their airborneair
f controllers by directing CVWR-20 tactical aircraft to airborne adversary planes flown by VF-43 of
Oceana,Va.,and coordinating aerial refueling of participating exercise aircraft.
The KA-3B "Whales" of VAQ-208 played a most important role during this ORE by always being
available with fuel should any tactical aircraft run low on fuel.This capacity was aptly demonstratedlate
Saturday afternoon during the recovery phase of the last Alpha-Strike.Twenty-five to 30 aircraft
..x were returning to Cecil Field when a storm line moved through the area reducing the visibility to zero
J and closing the runway.Had tankers not been available,ten aircraft would have had to divert to NAS
Jax for fuel.
RAdm.Lawrence R.Geis,COMTACAIRLANT and Senior Evaluator, stated in his critique, "You
were graded just as a Fleet Air Wing would be with no,quarter given. Although no numerical grade is
assigned..CVWR-20 would fall into a low to medium outstanding category."
All squadrons were described as satisfactory with various comments of praise made for each unit.
RAdm.Geis described aerial photographs taken by VFP-206 as "the best pictures I have ever seen"
After studying RAdm. Geis' report, VAdm. Houser, Deputy Chief of Naval Operations for Air
Warfare, said, "It is obvious that CVWR-20 is performing commensurate with the highest of fleet

Public Works employees have received Special Achievement
Awards for preventing a major electrical failure that might have put the airfield
complex into total darkness and closed NAS Jax to aircraft operations.In .

J the early evening on April 19, Nace P. Rogers was doing engineering field
work when he noticed steam and a crackling noise coming from an electrical
manhole which carries four of the station's primary electrical circuits serving

,ty; T V the airfield complex. ",
6Wt' '.... Knowing the possible seriousness of what might be happening,"he rushed to the
.... Power Plant and got the Duty Electrician, Roy Underwood, to help remove the
manhole cover for a closer look.

At this time, LCdr. E.L. Bookhardt, Assistant Public Works Officer and
Command Duty Officer for the day, arrived at the scene while making his
security rounds. The manhole cover was removed and, from the steam and
noise, they learned that an electrical short in one or more of the cables was
developing, causing water in the manhole to boil. _
Rogers and Underwood responded immediately. Knowing the circuits in-
volved, Underwood was left at the manhole with his radio truck and Rogers was

taken to the Power Plant by the CDO. At the Power Plant, Cyrus W. James.
bu 1 opened the first of four circuits.


LEADERSHIP AND PROFESSIONALISM-OKI Robert Isley is Rogers told Underwood over the radio that the first circruit was open, but
presented the Navy Achievement Medal by Cdr. R.W. Weir, VP-5 Underwood reported that the shorting was still in progress. '

Jax-If you thought the Navy's woman pilots were
going to have it soft, you can't prove it by Lt. Judy

Neuffer.
She's flying with VW-4's "Hurricane Hunters".
Aviation may be a new field for other Navy women,
but it's nothing new for Judy.

"so this is a natural environment for me. My father has
been in aviation for 40 years and I was reared sweeping
airport floors."
A native of Ohio, she was stationed at a San Diego

females interested in Naval aviation.She .

Our recent requests for sharing of recipes by our reader
received a boost from the ladies at the newly established NAS
Jacksonville Word Processing Center. Our contributor this week is

Spicy Meat Loaf
1 can ((12 oz.) beer 1 teaspoon salt
1 cup bread crumbs 1 teaspoon pepper
1 lb. ground beef 2 tablespoons catsup .
2 eggs 2 tablespoons prepared mustardS '
4 cup chopped onions
Pour three-quarter can of beer ((9 oz.) over bread crumbs. Add 3"y
beaten eggs,onion,salt,pepper,and mix well. Add meat, mixing well. I ada
Shape into loaf in greased baking pan. Mix together remaining beer, c 11yi
catsup and mustard and set aside. After meat loaf has baked for 20
minutes, pour mixture over meat. Bake at 350 degrees for about one r
hour total.
