Retirement pay

-Recent articles in the news media have highlighted disparities
which could occur as a result of certain shortcomings in the current
law governing Consumer Price Index (CPI) adjustments to retired

pay.These .
articles have promoted numerous inquiries from members
expressing concern and uncertainty about the future prospects for
retired pay. Indications are that some members may be con
templating retirement plans based on speculative information.The .
following information is provided in order to clarify the
situation.
Normally, members can expect td receive a higher rate of retired
pay if they retire after an active duty pay raise. However, because of
the recent abnormal growth in the CPI combined with shortcomings in
present statutory provisions governing retired pay, there is a oL
"
possibility this may not hold true for members retiring after the r
projected Oct. 1 active duty pay raise. _
The problems is that the rapid rise in the cost of living during the L ____
past year may cause the percentage increase in CPI adjustments to
retired pay to exceed the percentage increase in active duty pay raises
and thus, the pay of future retirees could lag behind that of previous r
retirees whose pay has been CPI adjusted.
To date,with the exception of certain general-flag officers who have
been limited by law to the $36,000 salary since January 1962, the
present statutory Save Pay provision has precluded retirees from
receiving less retired pay than similar members (same grade and
years of service) who have previously retired.
However, if the CPI growth continues, the existing Save Pay
provision will not guarantee this same protection to members who 4 ',1ij
retire after the projected Oct. 1 active duty pay raise. :
The financial impact on future retirees is difficult to predict becauseit _

is contingent upon two variables if the corrective legislation r

proposed is not enacted: ___ ___
1. The percentage of the CPI adjustment projected for July 1974. j' :

Taco Sauce

1 medium onion (chopped)
2 tablespoons bell pepper (chopped) (
2 cups water
1 pickled banana pepper (chopped)
1 No. 2 can tomatoes or 1 pintof "'UPellN
fresh tomatoes

Tabasco sauce to taste '

Combine onion and bell pepper in sauce pan,add water and bring to y

boil, cook five minutes and drain. Chop tomatoes very fine and add .
other ingredients (this step can be accomplished nicely in a blender) :
Return mixture to sauce pan and cook an additional five minutes. Cool
before serving.
Heated, the above mixture makes an excellent sauce for scrambledeggs
or as a sauce for omelettes.
This recipe makes about three cups of sauce and is sufficient for
three dozen tacos.

a South American sailors train for aviation careers ... I

----. -- ----- TJ- Jax-Twenty-five officers and men from the Venezuelan Navy are

training in the United States to develop the nucleus of a Naval Air
Force for their country.
The original group, under the command of Capt. Miguel Rueda,
arrived in the United States several months ago to embark on the first
leg of an extensive training program. The volunteers were pre
___ -; ___ __ selected from the fleet on the basis of their experience to receive
'' IPI additional training in the field of naval aviation.
II The first stop on their junket was Lackland Air Force Base, Texas,
to master the English language. The next phase of training was
1 y r 1 e I E completed at the Naval Air Technical Training Center, Memphis,
where the visiting Navymen were introduced to the various facets of
% aircraft intermediate maintenance.The .
final and most comprehensive phase of instruction is now underway
04 f at NARF Jax and NAS Cecil Field. The experienced pilots,
having qualified to fly the S-2 "Tracker", are now at VS-30 for advanced
\ training in air anti-submarine warfare tactics.

Mechanics and other workers who will be responsible for the
overhaul, repair and maintenance of aircraft are assigned to the
_
__ 4 : p' ? Naval Air Rework Facility.Here,on the flight line and in the various
,, engine shops, they are receiving valuable on-the-job training which
1P will qualify them to train others in the special operations to maintain
their country's naval aircraft in a "mission ready"status.
The exercise in international cooperation has mutual benefits. The
Venezuelans are enjoying their training time in Florida and many
have had their families join them here in Jacksonville, according to
Ltjg( ) Felipe Echeverria, the group's maintenance officer. Some of
alAN the children are enrolled in school, the women are participating in
Navy wives'activities,and family l life continues as usual.
With the possible exception of language, the visiting Navymen and
.. their families have had no major adjustments in lifestyle to make
