Originally located on Enterprise between Langley and Ranger, the store moved to its present day location July 12, 1992. In January 2000, the NEX/commis- sary complex was the beneficiary of a $12 million expansion, enabling the NEX to expand its services and become equal to a civilian depart- ment store. If you take the time to observe a high traffic intersection, you may be shocked to see the amount of near misses a pedestrian may have with motorists. Who is at fault? A difference in opinion may be present between those who are involved. Years ago, the city of San Diego published the findings of a five-year study that was conducted on the crosswalks of the city. The city officials found that there were six times as many pedes- trian-vehicular accidents occurring at cross- walks as there were in an unmarked crossing area. Apparently, the painted lines of a cross- walk provide pedestrians with a false sense of protection. The lines of a crosswalk will not protect you from the laws of nature. A fast mov- ing vehicle may not be able to stop for the pedestrian if he or she suddenly steps out into traffic. The real observance of safe- ty must lie with the pedestrian to be alert and cautious while crossing any street. According to the NAS Jacksonville Deputy Occupational Safety and Health Manager David Colburn, state statutes and the base instruc- tions specify that the pedestrian shall not step into traffic if the vehicle cannot stop. However, they also state that the vehicle must stop for a pedestrian already in a clearly marked cross- walk. Both the state and military installations alike have taken into account that the laws of Sailors use the crosswalk on Saratoga Avenue near the Bachelor Enlisted Quarters. nature cannot be superceded by the laws of man. The bottom line is that common sense is the key factor for both parties involved. "You may have the right away, but there is right and there is dead-right. If you step off of the curb into traffic, you'll be dead-right. Keep your head on a swivel. Remember what mom used to say and look both ways before you cross the street," said Colburn. Sailors witnessing the event commented that the face of change has culmi- nated in recent years. "Anyone will acknowledge the command has grown significantly since its inception. But I'm amazed at how much this place has evolved just in the one and a half years I've served here," said SKC iSWi James Haffner, the command's supply officer. Haffner has witnessed several equipment up- grades and knows more are forthcoming. The command was established in April 1977 and maintains watch over 80,000 square miles of land and sea, spanning from Wilmington, N.C., to Daytona Beach. The facility's vigilant Sailors and civilians pro- vide invaluable services to the fleet, enabling military aircraft to train in local airspace and ships to com- plete critical pre-deploy- ment work-ups. Signifi- cantly impacting environ- mental concerns, FACS- FAC Jax also takes re- sponsibility for tracking vulnerable northern right whales and their calves, alerting ships at sea. FACSFAC Jax Com- manding Officer Capt. Robert Buehn indicated the command will contin- ue evolving. "As FACSFAC Jax marks its 29th anni- versary, we continue to do all that was envisioned at the start and much more," remarked Buehn. "Control of aircraft in the huge warning area off- shore is the original mis- sion of FACSFAC Jax. and we still do that today, 24/7. Through the years we have added a surface sec- tion, air intercept control training, a northern right whale reporting network and control of the target complex at, Pinecastle. As we start our 30th year in operation we are prepar- ing to support a joint har- bor operations center along with the Coast Guard to allow coastal surveillance of the ports of Kings Bay, Ga., Mayport and Port Canaveral, which is another new mission," he added. Today's article is about individual augmentees (IA's). You've seen emails, news stories and naval messages that address this topic, so hope- fully by me addressing it I can answer your questions or direct you to the right location for your answer. For three years we've had Sailors in Iraq, Afghanistan, Guantanamo, Cuba and the Horn of Africa supporting efforts in the war on terror. Navy heroes have stepped up to the plate and have answered the call as IAs and continue to do so. In the future we will con- tinue to increase and main- tain our support. Nav Admin 83/06 outlined the need for IA readiness. The message was simple and to the point; all Sailors are potential IA's and all Sailors need to be ready to support the war on terror. Let me discuss that: The Navy along with our sister services are not only con- ducting combat operations we are providing support in things such as law enforce- ment, EOD, intelligence, lin- guistics and public affairs. Obviously this list is not all- inclusive, .and as the needs .and missions shift, we need to be ready to adapt. Additionally, our Navy has been heavily involved in detainee operations, civil affairs missions and provi- sional reconstruction teams to name a few; doing all this while keeping the world sea- lanes clear and meeting the FLTCM(SS/SW) R.D. West maritime mission world- wide. We are an "Any Mission, Any time" Navy. How else can yo help? One major discrepancy pointed out in the recent NavAdmin was a lack of personal readiness on the part of individual Sailors preparing to deploy. That means Page 2s and security clearances updated, good physical conditioning, medical and dental health is maintained, and all the other financial, legal and personal affairs are han- dled. Not to make too fine a point on the issue, we recently sent a large num- ber of Sailors to their initial combat training to prepare for their IA assignments. Of that group, many had significant medical readi- ness issues that negatively impacted an already tight training schedule. We can't afford to do this. I know about this impact because Navy leadership has visited Fort Jackson, S.C. and watched the train- ing our Sailors are undergo- ing. The Force Master Chief of Manpower, Personnel, Training and Education Master Chief Mike McCalip, told me that during his recent vrisit he saw (1) out- standing Sailors who were upbeat, focused, and showed positive attitudes about preparing to deploy to sup- port the war on terror, (2) A Navy training staff that was focused on getting our war- riors ready for deployment, and (3) a cadre of U.S. Army DIs who are dedicated to helping our Sailors under- stand new and unfamiliar mission areas. I would expect nothing less, but the Navy-Army training team can only do so much. We have to do our part and ensure we are ready, when called upon. Which brings me to my next point. Pre-screening for IA. Again, it falls to our front-line leadership to make sure we are doing the right thing by the Navy and the Sailors. When the IA call goes out, we need to make sure the people we send can do the job. They have to be physi- cally, medically, and mental- ly ready. Just checking the box with a name is the wrong answer. Now I realize the job of finding the right person, with the right skills who is completely prepared isn't always easy. No one ever said it would be.'The Navy is taking steps to lessen the impact IA duty has on Sailors and their families. First, leadership is engaged to reduce the per- sonal and family hardships of IA by increasing the noti- fication lead times. This will give us the time we need to help our Sailors pre- pare as well as take care of family matters. Second, the Navy is put- ting out as much advance information as possible through Navy Knowledge Online (www.nko.navy.mil) portals by developing an IA portal page. When you log into NKO, there is a large box at the top of the homepage asking if you are an IA preparing for deployment. Click there and it will take you to everything you could possi- bly want to know. The por- tal includes Fort Jackson training information, uni- form requirements, IA checklists, the whole nine yards. Please make use of this service, as its only purpose is to make your life easier. Wrapping it all for you, the IA requirements are a reality and we must be ready from officer to enlisted. That means indi- vidually, we keep ourselves in a deployable status. On the leadership side, we must ensure we are leading and managing our folks to the highest possible state of readiness in case the call comes. I realize how disruptive IA can be for not only the commands but for the Sailors and their families, but if we all keep focus, we can keep that disruption to a minimum and complete the mission while taking care of the business at hand. Keep up the great work you all are doing, we are making a difference on the oceans, in the air and on the ground. I look forward to seeing you in the fleet. According to NOSC Career Counselor NC1(AW) Kevin Wager, this opportu- nity allowed Sailors to be hands on with their detail- ers, which he said makes a big difference in communi- cation and understanding. Sailors actually get to see the process by which detailers make their deci- sions, a great experience that many Sailors will never get in their Navy career," said Wager. / Sailors seemed grateful for the opportunity to get questions answered directly from their detailers as well as the chance to meet face to face. "I want to go back active and if I had not come by I would have been so lost," said AEAN Javaughn Griffin from VP-62. "This is such a great opportunity for Sailors to talk hands on with the per- son that assigns them their job," said Hutchison. "We are currently funded for these trips so I got to bring 11 detailers out and we were able to meet with more Sailors but, come October this year we will no longer have that funding and the requesting com- mand or Commander Career Development, will fund the trips which means fewer detailers." Karp shared the princi- ples behind his calming methods as well as hands- on demonstrations on using them in presentations to area healthcare providers and military families at Naval Hospital Jackson- ville April 8. He was here at the invi- tation of the hospital's Pediatrics Department as the naval hospital cele- brates the "Month of the Military Child" and ob- serves "Child Abuse Pre- vention Month." A pediatrician and child development specialist for 25 years, Karp is an assis- tant professor of pediatrics at UCLA School of Medi- cine, with a private practice in Santa Monica, Calif. He is also a nationally ac- claimed expert on children's health and the environ- ment, and an authority on breastfeeding. He has pub- lished two books through Bantam Books, Happiest Baby On The Block: The New Way to Calm Crying and Help Your Baby Sleep Longer and The Happiest Toddler on the Block. He is internationally rec- ognized on the healthcare lecture circuit and has appeared numerous times on such programs as Good Morning America, The Dr. Phil Show, ABC News World News Tonight, CNN and many national radio programs. His work has also been featured in the Associated Press, People Magazine, the New York Times and dozens of newspapers across the country as well as Time, Newsweek, and many other national maga- zines. Karp sees a newborn's first three months as the "fourth trimester." He explained the "five S's" as trying to replicate condi- tions the baby was comfort- able with in the womb. To clarify these five methods of soothing a colicky baby he demonstrated that swaddling involves tightly wrapping the.baby in a blanket. Side/stomach refers to the optimal position for the baby when resting. Sushing is the shhhhhh sound that replicates the swishing sound the baby hears in the womb. Swinging is a back and forth motion used to calm the baby. Sucking refers to nursing, or the use of bottles and pacifiers. During the presentation, a highly vocal Joshua Col- vin, 5-week-old son of Lt. Jeff Colvin and his wife, Erin, provided the perfect opportunity for Karp to demonstrate his methods. Lt. Colvin serves with VP- 30 aboard NAS Jackson- ville. A proud new father, Colvin trusted his son to Karp to demonstrate his calming methods. Proceeding with the "five S's," the baby was calmed and returned to his father's arms within minutes; another contented "Best Baby." Colvin, who had parent- ing duties that day, said he and his wife had been advised to try Karp's meth- ods by a co-worker at the squadron. He said it has always worked for them when dealing with Joshua's normal fussiness. "We apply Karp's methods and it seems to calm him down pretty quick," Colvin said. As far as seeing Karp work his magic first hand, Colvin said, "I think it was a great, rare opportunity to have someone who is nationally known be here. Fishermen strive to catch biggest bass at MWR tourney From MWR At the crack of dawn on Saturday, 120 anglers headed to the Mulberry Cove Marina to participate in the 24th annual NAS Jax Morale, Welfare and Recreation (MWR) Bass Tourna- ment, "Relocating Confused Bass Since 1982." The event was open to all active duty members, reservists, retirees and Department of Defense civil- ians. Teams consisted of two mem- bers per boat and they fished from first light at 6:30 a.m. until 3:30 p.m. The St. Johns Bass Anglers Club provided officiating duties for the event. In the afternoon, as each team's catch was weighed, a crowd began to gather around the score- board. The lead changed many times as everyone enjoyed free food and beverages. All participants received a free tournament shirt and sponsor bag with promotional items. Thanks to the very generous sup- port from area businesses, the , anglers received more than $3,000 in door prizes and gift certificates. When taken as directed and used properly, DXM is safe, but research shows that abuse of DXM is becoming an issue among those under 18 years of age. While there is not a legal requirement to control products with this ingredient, Navy Exchanges are voluntarily restrict- ing the sale of products containing DXM to customers under the age of 18. Navy Exchanges cashiers will verify proof of age at the time of purchase. "The Navy Exchange is always looking for ways to help its Navy family," said Tess Paquette, chief merchandising officer for the Navy Exchange Service Command. "By restricting the sales of these types of products, we're helping to keep our fami- lies safe and healthy."
