audit with

flying colors

Jackson County schools received a perfect
score in an unannounced food safety audit
Wednesday. The audit put the district in the
top 10 percent of schools nationwide that
receive this score for food service.
Jack Noonan, general manager of Sodexho
- Jackson County's contracted food service
provider says the district hasn't received a
perfect score in more than seven years.
District officials are not told when, the food
safety audit is being conducted. The chosen
school for this year's inspection was
Marianna High School.
There wasn't a single point deducted in any
category in this year's audit. Among some of
the many categories included for inspection
were employee health; cooking, reheating
and storing foods; sanitizing and cleaning
surfaces; and community health and safety. -.

USDA to pay for road repair

Jackson County has signed off
on an agreement with USDA to
address erosion problems on a
dirt portion of College Street, just
outside the Graceville city limits.
USDA's National Resources
Conservation Commission has
agreed to spend up to $61,400 on
the project.
Jackson County has agreed to
provide a match of up to $25,000,
which will be in the form of in-
kind services like labor and
Using the USDA funds, county
road crews are expected to install
concrete headwalls to replace
sandbags that currently stabilize
the bank of the road along
Holmes Creek. The sand bags
aren't quite doing the job, the
county commission was told at
its Tuesday meeting.

The Jackson County Commis'sion, using money from USDA, will
replace the sandbags on College Street with a concrete headwall
to further stabilize the road and reduce erosion. Mark Skinner

County Road and Bridge
Superintendent Al Green said

the project will commence, but
that there is a Sept. 25 deadline
for completion.

applies for

state road

Jacksop County will submit
three roads for possible
improvement through funding
from the state's Small County
Outreach Program, or SCOP.
SCOP is a grant program of
the Florida Department of
Transportation, which now
allows SCOP money to be used
for paving, as well as re-
paving. For many years, it was
restricted for use in re-paving
projects only.
The county is taking advan-
tage of the new rules, arid is
including some paving work in
two of the three proposals
being submitted.
On Old Spanish Trail, the
county wants state funds to
pave about four miles, and to
re-pave a one-mile section
adjacent to the target paving
area, which lies between
Sneads and Grand Ridge.
The re-paving will require
minor overlay work, rather
than going down to replace the
deepest base layer.
The county also wants to re-
pave about 4.5 miles of Fort
Road north of Marianna, in the
section which lies between
U.S. Highway 231 and Old
U.S. Road.
On State Corrections Road,
the county wants to pave 1.5

County picks advisor for bond issue

The Jackson County Commission is seeking a
financial advisor to guide it through the process as
it considers a $10 million bond issue or other finan-
cial vehicle to secure road construction money.
Several weeks ago, the commission invited con-
sultants to submit proposals for the job. It also
appointed a committee to rank the four respondents,
based on their proposals.
On Tuesday, the commission voted to negotiate
with the top-ranked firm, Gollahon Financial of St.
If the commission and Gollahon can't come to
terms, the county would go to its second-ranked
firm, First Southwest.
The county already has a not-to-exceed price of
$18,000 from the firm, which is $500 more than the
second-ranked bid. The other firm, however, had
higher prices on per-hour charges for advice beyond
the bond issue. Gollahon offered those services at
prices ranging from $110 per hour for the services
of the company president, down to $35 an hour for
administrative support personnel.

The second-ranked firm offered the services of
the senior vice-president and above at $185 an hour,
down to $65 an hour for support personnel.
The third-ranked firm, Fifth Third Securities,
offered bond-only consulting at $20,000. The low-
est ranked bidder, Merchant Capital LLC, did not
offer specific pricing.
The county has not yet completed a list of road
projects that would be funded with the bond issue,
according to County Administrator Ted Lakey.
He said County Engineer Larry Alvarez is con-
sidering several factors as he surveys the county
"We have in the past focused a lot of attention on
connector roads, and there's nothing wrong with
paving them, but we're also trying to think out of
the box on this," Lakey said. "We're looking at how
many houses are on a road, for instance, and study-
ing where the motor graders work. It might be that
we could pave some short roads that are a little off
the beaten path and, in doing so, cut some miles off
the motor-grader's route, so the machinery and
operator could be more time-effective."
Lakey said negotiations with Gollahon should
.start sometime next week.

"The foot bone's connected to the...head bone!"
At Dr. Ktirpa's office we know how the feet are the
foundation of the entire spinal pelvic structure. Any
fallen arch or misalignment in the feet can cause pain
(now or later) in the knees, hips, back or neck and ,
even cause them to wear out prematurely. Many spinal
conditions are actually the result of feet that are poorly
supported, and we can fix that!
We Now Have The AssociateTM Platinum from
Foot Levelers. The Associate Platinum is a digital scanner that
examines your feet and each of the foot's three arches. It prints
a color photo of your feet to show where you may have issues
that could affect the rest of your body. We then can recommend
customized Stabilizers made just for you!

County resolution pans smoking

The Jackson County
Commission passed a resolution
urging local retailers to cease the
sale and marketing of all flavored
tobacco products in the county.
The resolution was voted on at
Tuesday's commission meeting.
Because it is a resolution and not
an ordinance, it is not binding.
The original resolution also
included language regarding the
placement of tobacco products
and smoke-free parks. However,
the resolution was modified prior
to being passed, due to the com-
mission's uncertainty about some
of the initial stipulations.
. The original resolution includ-
ed all parks and family areas,
where children are present, be
designated tobacco-free zones
with appropriate signage.
A limitation on the sale of
tobacco to youth in retail estab-
lishments, along with the particu-
far placement of products, was in
the original resolution but was
County Administrator Ted

about (the) language that could
obligate the board to outlaw
smoking in parks and to post sig-
nage" designating it as such.

Adrian Abner, the tobacco pre-

vention specialist with JCHD,
presented findings in support of
the resolution from 'the Florida
Bureau of Tobacco Prevention to
the commission Tuesday.
Abner stated that, according to
the findings, 7.7 percent of
Jackson County middle schoolers
and 18 percent of high schoolers
have smoked cigarettes on one or
more of the past 30 days. Both
numbers for the county were

The state's numbers were some-
what lower, with 5 and 14.5 per-
cent, respectively.
"The number of middle and
high school student percentages
reported who had smoked ciga-
rettes in the past 30 days is
astounding," Abner said. "It cre-
ates the question of where the
youth of our county are getting
tobacco products."

Abner also pointed out to com-
missioners that the findings indi-
cated that nearly 60 percent of
middle schoolers and 59 percent
of high schoolers in the county
think that people who smoke
have more friends.
"Children see adults smoking,
and to them it translates as
acceptable social behavior,"
Abner explained. "We want to
create an environment where

The resolution cites evidence
to support the argument that fla-
vored tobacco is basically a gate-
way for youth to becoming regu-
lar smokers.
It also states that a few of the
flavored tobacco products ,are
used in other ways which should
be discouraged.
The resolution notes "some of
these tobacco products, specifi-
cally flavored cigars and blunt
wraps, are also used as drug para-
phernalia for the smoking of mar-
With this evidence, the com-
mission approved the resolution

co products in the county.

Harambee Dragons to begin girls AAU program

The Harambee Dragons AAU basketball
team will begin its fifth year, with team try-
outs Saturday at Marianna Middle School.
Tryouts for the Dragons' boys team will
run from 2 to 4 p.m., with registration at 1
p.m. Girls tryouts will go from 10 a.m. to
noon, with registration at 9 a.m.
The girls program is a new addition to the
Dragons, with two teams to be put together
for 15-under and. 17-under. Head of the
Dragons program Darold Pope said the suc-
cess of the boys program, as well as feedback
from the community, was the impetus to start
a girls program.
"One of the reasons we decided to go with
a girls program is just to create the opportuni-
ty for young women to improve and get more
experience and exposure to the college-level
athlete and college coaches," he said. "There
were a lot of mothers and some of the girls
who had asked us over the last three years
why we didn't have a team, and would we
start a program."
Pope, who is the head coach of the boys'
teams, said the time was right to make the
girls program happen now.
"The main thing we wanted to do was
make sure we got the boys program on solid
footing, so it was just about the'right timing,"
Pope said. "This year, we thought it was the
right time to start a girls program. But,' we
wanted to afford them the same opportunity
as the boys to be successful as well."

The Marianna High School Bulldogs
junior varsity baseball team made it three
wins in a row with a decisive 4-1 road win
over the Wewa Gators on Monday night.
The win comes on the heels of back-to-
back victories over Leon and Arnold last
week, and improves the Bulldogs to 9-3
on the season.
Freshman Austin Lombardo took the
mound for the Bulldogs and picked up the
win, giving up no runs on three walks and
two hits.
Shayne Blanton came on in the fourth
inning to earn the save, giving up one
unearned on three walks, and no hits.
Marianna jumped out to an early lead
with a three-run first inning.
Zac Davis led off with a single but was
out on an attempted steal of second.
Seth Singletary drew a walk and moved
to second when JT Meadows reached on
an error.
Lombardo drew a walk to load the bases
for Chris Johnson's two RBI double.

"Hopefully, we'll have a good
turnout. I really want the girls
to come out and get the Lady
Dragons going."
-Darold Pope,
Harambee Dragons coach

The head coach of the girls team will be
Janna Mount, assisted by Delacia Tolbert.
Pope said he hoped to see th6 girls program
on equal ground with the boys.
"We're going to try to keep the (girls)
schedule on par with the boys, but we'll have
to see as the season progresses.
"Hopefully, we'll have a good turnout (at
the tryouts). I really want the girls to come
out and get the Lady Dragons going."
Pope said he is proud of how far the over-
all program has come since its inception.
"I've been very pleased with the progress
that we've made over the last four years in
establishing our program in this area," he
said. "It has been a great experience working
with players from the surrounding areas, and
the tri-state area.
"We appreciation the parents of the kids,
the coaches, and administrators that work
with us. We're especially appreciative of
(Chipola athletic director) Dr. Dale O'Daniel
and (Chipola women's basketball coach)
David Lane, and all the support staff at
Chipola for allowing us to practice at their

Jae Elliott brought another run to the
plate when he took advantage of an error
to reach first to make it 3-0.
Lombardo worked out of a bases loaded
jam in the bottom of the second inning
when he fanned the final two batters with
the bases loaded to get out of the inning
without a run scoring.
Marianna added their final run in the
top of the fourth inning.
Adam DeWitt led off with a single to
right field and was went to second on a
balk before moving to third on a sacrifice
by Taylor Strauss. A fly ball to left field
scored DeWitt.
After allowing a lead-off walk, Blanton
retired the side in the bottom of the fourth
inning. Wewa picked up their only run in
the bottom of the fifth with two outs when
an error allowed a runner to reach first.
Blanton walked two before inducing a
fly out to get out of the inning with just
the one run crossing the plate.
Marianna's junior varsity will be back
in action today at Bulldog Field at 4 p.m.
against Arnold before traveling to Sneads
on Saturday at 5 p.m.

facility and host AAU tournaments at the
Health Center."
Pope also said the program has received
numerous contributions and donations from
the business community to make the program
possible. '
The Dragons are one of three local AAU
programs, along with the Boundless Ballers
and the Greenwave.
The Dragons roster featured eight Jackson
County players: last season, including-
Cottondale star Marcus Humose.
Graceville's Cameron Dozier and Malone's
TJ Smith have also played with the Dragons
in past years.
Pope said his favorite part of his job was
watching players he has coached improving
and developing.
"It's really a great experience for me to go
to the high school games and watch them dur-
ing the season," the coach said. "I really
enjoy it, watching their progress, and watch-
ing them compete against each other. ,
"It's good to see the success the kids have
had translate over into their high school
careers. It's a good feeling to see you're hav-
ing an impact and making a difference for
A second round of tryouts will take place
on April 10, also at Marianna Middle School,
at the same times as Saturday's tryouts..
Players from Alabama and Georgia will
also be given the opportunity to make the
Pope said that the goal was to start compet-
ing against other teams by the end of April.
