Meeting to begin new plan for bed tax

Those with an interest in the future of
tourism and the use of bed tax revenues in
Jackson County may want to make Friday,
March 12, a red-letter day on their calen-
dars.
A planning workshop on those subjects
is scheduled immediately after the Jackson
County Chamber of Commerce First
Friday breakfast.
It will. be held at the agriculture center
on Penn Avenue, and is a joint session of
the Jackson County Commission and the
county Tourist Development Council. The
chamber administers TDC funds generat-
ed by the bed tax, and has facilitated a few
previous meetings related to the tax and its
purpose.
Chamber President Art Kimbrough said
rules of the bed tax require the community.
to develop an updated spending strategy
every 10 years. A new.plan is due this
year.
The chamber's breakfast meeting before
the joint session will also be devoted to the
subject of tourism, and the guest speaker
will stay to help facilitate the second meet-
ing.
Kihbrough said Judy Randal is "consid-
ered a premiere expert around the country
on rural tourism'," and helped create the
model for Riverway South, a public-pri-
yate partnership seeking to increase recre-
ational and tourism opportunities on the
Apalachicola, Chattahoochee and Flint
river system.
Kimbrough snagged Randal .for the
meeting when he found out she was

Library fundraiser

STAFF REPORT
The Classic Southern Desserts
fundraiser last week was a sweet success
for the Jackson County Library System.
According to interim Library Director
Alan Barber, the event raised at least
$5,700, with more still trickling in as of
Monday.
The money was raised in ticket sales to
the all-you-can-eat dessert buffet, and
through live and silent auctions of special-
ty cakes and merchandise donated by area
businesses.
This year's take is about $1,000 more
than in 2009, Barber said.
The money will be split between the
Marianna and Graceville branch libraries.


Most of it will be used to buy more chil-
dren's books, shelving and signs inside.
Roughly 300 people turned out for the
annual fundraiser, compared "to a little
more than 200 last year.
Jackson County Commission Chairman
Jeremy Branch and Glenda Sue Bradley of
the county library board emceed .the event.
.Bradley also took a turn entertaining the
crowd in a duet with Peggy Cox. Dianne
Tipton also sang. Pianist Donna McCrea
played background music most of the
evening.
Dianne Oswald read from "A Land
Remembered," by Patrick.Smith. A histor-
ical novel set in Florida, it is the first vol-

county version of "Super
Tuesday," as the .towns of
Marianna, Cottondale, Graceville,
Grand Ridge and Sneads go to the
polls for city elections.


Greenwood elections are June
7.
-Bascom elections are scheduled
for July 20..
Alford has an election on Aug.
10.
Campbellton's turn comes on
Sept. 7.
Jacob's election day has not
been announced. Malone does not
have an election scheduled in
2010.

Scouting turns 100 years old


SPECIAL TO THE FLORIDAN

The Boy Scouts of America began
100 years ago with an act of kindness.
Boy Scouts founder William D."
Boyce was traveling in London in
1909, when he lost his way in a dense
fog. Boyce paused under a street
lamp'to figure out where he was,
when a boy approached him and
asked if he could help.
The boy took him to his destina-
tion, but when Boyce tried to tip the
boy, the boy replied, "I am a Scout. I
won't take anything for helping."
Boyce was so impressed that when
he traveled back to the United States,
he formed the Boy Scouts of America
on Feb. 8, 1910. Boyce based the
Scouting program on American
Indian lore and outdoor camping
activities, which are still used today.
The centennial celebration will
continue throughout the year 2010,
with numerous local and national

Crews began his Scouting career in
1943, when he joined Troop 36 under
Scoutmaster Dewey "Red" Wells.
Through dedication to the Scouting
program and principals, Crews
achieved Scouting's highest rank of
Eagle Scout in 1945. He' continued to
work with Scouts and in 1995, was
awarded the highest honor given to an
adult, the Silver Beaver. The Silver
Beaver is awarded for 10 or more
years of exemplary service to Boy
Scouts of America.
The 2010 Golden Eagle Dinner has
been scheduled for Thursday, Feb.
11, 6;30 p.m. in- the Jackson County
Agriculture Center. Crews was cho-
sen to be honored for his dedication
and meritorious service to the Boy
Scouts of America.

20th Annual Throssell Literature/Language Festival set

Chipola College will host the 20th
Annual Throssell Liteiature/Language
Festival on Friday, Feb. 12.
"Without the initial funding from the
late Literature and Language Department
Chair Dr. Throssell and the founding work
of Senior Vice President of Instruction and
Student Services Dr. Sarah Clemmons, the
festival would not be the success that it is,"
said Rachel West, festival coordinator.
Currently enrolled juniors or seniors
from high schools in the Chipola District
will compete in writing, speech, oral inter-
pretation, humanities, grammar/mechan-
ics/usage, literature, reading and Spanish
competitions.


Recognition will be given to first, sec-
ond, and third places and two honorable
mentions in each competition. A monetary
award will be given to the first place win-
ner of the President's Reading contest.
The festival will begin at 8:15 a.m. and
conclude with the awards ceremony at
12:30 p.m.
Lunch, compliments of the college, will
be provided to the contestants and their
sponsors. Participants also will see a pre-
view of the upcoming Chipola musical,
"Bye Bye Birdie."
"We are looking forward to hosting our
20th festival," Dr. Sarah Clemmons said.
"It is always a pleasure to have area high
school students on our campus for a day of
rigorous, academic competition."

craft the bed tax legislation. Carol
Rutland of Riverway South is also
expected to attend.
Kimbrough said he envisions a
10-year bed tax plan that will be
more comprehensive, and far-
reaching than the one now set to
expire.
The bed tax stands at 4 cents on
the dollar. Half the money is cur-


rently being set aside for the
development of a conference cen-
ter or similar venue. As a tourism
engine, many advocates of such a
building see it as a place that
would be attractive to large organ-
izations, which could hold multi-
Sple-day seminars here.
By filling up hotel rooms, sup-
porters say, the conference center
would also likely generate busi-
ness for local restaurants and
other businesses, as visitors find
ways to spend their free time.
Typically, events are funded
with the remainder of the TDC
money on a case-by-case basis. If
event organizers can show a
potential to fill hotel rooms and
meet certain other criteria, events


are usually funded at some level.
Kimbrough said he thinks the
revised plan will have a more
proactive approach about spend-
ing this half of the TDC money,
aiming it toward specific, measur-
able tourism goals.
"We're engaging in these con-
tinuing education and tourism ses-
sions together, so that we can
come to a common understanding
about how the dollars can best be
used to increase tourism activity
in Jackson County," Kimbrough
said.
"Eventually, we'll end up with a
a revised strategic plan in which
we have a more holistic decision-
making process, that allows us to
proactively allocate and invest

events, and in other ways that
make the best use of the money."
Part of that will likely mean
more focused ad campaigns.
"I think we'll begin to see a
more common thread of directed
marketing, rather than ad hoc
responding to opportunities that
happen to cross the radar screen,"
Kimbrough continued. "For most
of the first 10 years, .it has been
more or less like that, but I think
that going forward we're going to
have to have a more organized
approach toward planned results
that we agree we want to achieve.

work out the goals and the strate-
gies."

Mrs. Stephens was born

The Chipola College Lady
Indians softball team improved'
their record to 9-3, after two wins
on Sunday afternoon against
Faulkner College.
Game One was a 3-2 victory
behind the pitching of Elizabeth
Steverson. Game Two was a 5-0
shutout, with Brittany Black on
the mound for five scoreless
innings and Steverson closing out
the final two innings.
In the first game, the Lady
Indians were led in scoring by
Shanae Pittman and Hannah
Lovestrand, who were both 2-for-
3. Dana Cauthen was 2-for-4, fol-
lowed by Black and Ariell

team improved' their season
record to 4-3, aftergoing 2-1 this
past weekend in the Fibercare
Classic.
The Indians finished off the

The Chipola Indians kept their-
postseason hopes alive for one
more day with a 71-69 victory
over the No. 11 Tallahassee
Eagles on Saturday night in
Marianna.
Aaron Davis scored 14 points
*lead to the Indians, who are still
three games behind TCC for sec-
ond place in the Panhandle
Conference standings. Chipola
four games left to play. I
Only the top two spots in the
league get to advance to the state
tournament.
John Taylor added 12 points
for Chipola, with Dexter
Ellington adding 11, and Keith
DeWitt grabbing 12 rebounds.
The Indians shot 51 percent for
thegame, holding TCC to just 34
percent shooting, and led by as
many as 19 points in the first half.
'The Eagles closed to within 13,
at 44-31 at halftime, but Chipola
pushed the lead back up to 18 in
the second half.
The Indians led by 12 with
3:30 left in the game before a late
rally by TCC cut the final margin
to two on a last-second 3-pointer.
With the win, Chipola improved
to 3-5 in Panhandle play. The
Eagles fell to 6-2 and are now a
full game behind first-place
Northwest Florida State (7-1).
Chipola coach Jake' Headrick
said he was happy with the way
his team performed for most of
the game in front of an energetic
Homecoming crowd.
"It was a great environment
with it being Homecoming, and
the fan support was great," the
coach said. "We were a little
short-handed, but I was proud
that the guys found a way to win
against, a good, experienced
team."
The Indians were without start-
ing shooting guard Lashay Page
