"My name is Roberta Walker and my
bill was $1,100, nearly doubling in a
month."
"My'name is Sherri OliVer, I just paid a

"I know people who are afraid to turn
their lights on, who are freezing in their
homes because they are afraid to turn their
heat on," Marsha Furr said.

license pulled
STAFF REPORT
A Cottondale man faces possi-
ble long-term suspension of his
hunting privileges after allegedly
violating a judge's order not' to
hunt for a year.
Von Morris Dilmore, 43, is cur-
rently being held without bond on
a charge of violating that condi-
tion of his probation. .
Dilmore was first arrested on
Oct. 20, 2009, and charged with
taking deer by illegal means He
was hunting with a rifle during
archery-only season, according to
Stan Kirkland of the Florida Fish
and Wildlife Conservation
Commission.
Dilmore admitted shooting a
deer with a .22 Magnum rifle' in
that incident, on property lying
between Marianna and
Cottondale, Kirkland said.
In the resolution of that case on
Jan. 4 of this year, County Judge
Woody Hatcher ordered Dilmore
not to hunt for a year, Kirkland
said, and fined him $238.
Officers began getting reports
"almost. immediately" that
Dilmore was continuing to hunt,
Kirkland said.

City approves boat landing upgrades

The Marianna City Commission approved
the city's request to apply for a state grant of
about $300,000 for improvements to the
Yancey Bridge boat landing during
T esday's regular meeting.
City staff requested permission to apply
for a Florida Fish and Wildlife Conservation
Cbmmission- boating improvement ,rann
City officials plan to use the funding to
remove and replace the ex.\isung boat ramp.
reconstruct the entrance road, provide grass
paver parking and an ADA-accessible, ele-
vated block restroom, and construct a ne\.
dock.
"These are' wonderful improvements."
Mayor Paul Donofro Jr. said. "And we % would
only complete as much as the grant allosN us
to, is that correct?"
City Manager Jim Dean assured the com-
mission that the only improvements made
would be those covered by grant funding.
City staff also requested permission to
apply for a 2009-11 forest health impro e-
ment initiative grant froth the Florida
Department of Agriculture and Consumer
Services. This $5,625 grant would be used
for the purchase and installation of trees, irri-
gation, fertilizer and mulch for Madison
Street Park.
The commission approved this request as
well.
In other news from the meeting, upon the
discovery of a collapsed and damaged sewer
line on Heatrice Street between south
Madison Street and St. Clair Street, the city

Jazz and art fest coming

Late winter, spring and sum-
mer promise to be lively times in
Jackson County as three big festi-
vals are planned for February,
April and May.
The first, "A Jazzy Day in
Town," is set for Saturday, Feb.
27, in downtown Marianna. It
will be on Caledonia and
McPherson streets. Musicians,
artists, and cooks will be in the
spotlight, and wine connoisseurs
will get a special treat.
The second, "Marianna Arts
Festival and Barbecue Cook-off"
also known as the Paint 'n' Pork
Fest, is set for Friday, April 16
and Saturday, April 17, at
Citizen's Lodge Park north of
town off Caverns Road.
The third, "Compass Lake in
the Hills Festival," is set for
Friday, May 21 and Saturday,

started promoting "A Jazzy
Day in Town," the festival set
for Feb. 27.
A large animated sign at the
corner of South Caledonia and

promote awareness of heart disease in

"I had a call from a woman crying,
crying to me about her bill being $50
more than her Social Security check.
What are they supposed to do,"
Caputo said.
Donofro said he agrees this is an
issue, and that it is affecting every-
one, including himself and his fellow
commissioners. However, Marianna
is not affiliated with Florida Public
Utilities, Donofro said.
"I think a better place to direct your
complaints would be, to FPU,"
Donofro said. "What I think everyone
is seeing is the January increase in
rates, as well as the effects from the
colder weather.". I
Most. in the audience disagreed.
However, Buddy Shelly, general
manager of Florida Public Utilities
northwest division, said in a tele-
phone interview Wednesday that is
exactly why people are seeing the
increase.
"January brought an increase of
13.8 percent, and that's because of a
rise in purchase power from Gulf
Power. And the cold weather has just
exasperated the situation," Shelly
said. "People just are getting usages
they weren't expecting."
Shelly also said that if residents
feel that their usage is incorrect, FPU
officials will check the accuracy of
the meter to make sure there is no.
mistake.
Residents at Tuesday's meeting
seemed more interested in what was:
going to be done about the rates, and
what could be worked out as far as

proposed to use wastewater capital
expenditure funds for the repairs. -
Dean explained that while unex-.
pected, repairs of this nature are bud-
geted for in the wastewater expendi-
ture line item. "Some of these sewer
lines are 60 to 100 years old. These
things happen," Dean said.
Commissioners approved repairs to
the 266-foot section by a low-bid
contractor out of Panama City. The
project will cost the city $12,915.
The City of Marianna will also be
repairing cracks and joints in the


payment.
Shelly said Wednesday that as far
'as payment plans go, these are settled
on a case-by-case basis. Customers
with a record of three or more past
late payments are not considered for
any payment plan options.
However, according to Shelly, FPU
officials will work with non-late cus-
tomers on payment arrangements or
budget billing, which averages each
payment t6 spread the cost through-
out each month. Neither option
deducts any money owed; it simply
changes it to an easier option for the
customer.
Donofro took comments for more
than an hour Tuesday night and con-
tinued to address the crowd of.resi-
dents.
"Is there nothing you can do? Are
you going to let one company run us
into the ground? You are the leaders
of this community, and you're telling
us there is nothing you will do for the
people who vote for you and put you
in office," Oliver said at the city
meeting.
"These fat cats don't care about
anyone but themselves," William
Williford added.
The many desperate calls for help
were applauded by audience mem-
bers and heard by all in attendance.
"All of us have gotten utility bills
we have never 'seen before,"
Commissioner John Roberts said.
As the residents spoke, suggestions
for how to solve this issue were also
offered. Many spoke of a rally in
Tallahassee; a petition sent to the
governor on city stationary; or even
the possibility of getting another elec-
tricity provider for the area to allow

peek into their process.
A 'taste of the town'
sampling by local restau-
rants and food vendors will
also be available, with all
area restaurants and food
vendors invited to partici-
pate.
Money raised from the
wine tasting and some of
the other offerings will go
to help develop the future

History museum.
The city plans to make a
museum of the old
SouthTrust Bank building
at the corner of South
Caledonia and Lafayette
streets. The building, long
shuttered, will be open for
viewing during the festival.

Guild of Northwest Florida
will be inside, painting can-
vases for a Main Street
Marianna beautification
project.
Children with a talent for
art will get a chance to
work as well, with hands-
on art activities planned.
Art demonstrations, a side-
walk chalk contest, face
painting and more round
out the fun.
'The day is devoted to a
higher purpose.

Bistro Restaurant within
the festival's location, said
the main idea is to begin
establishing that area of
Marianna as the art district
in town.
The Feb. 27 event is

with Main Street Marianna. '

As complaints began to get repeti-
tive, the public forum portion of the
city meeting was closed. Donofro and
other commissioners expressed their
concern for those "hurting in our
community".
"I really felt for them. I'm willing
to go to Tallahassee. Our community
members are hurting. They are really
hurting," Commissioner James Wise
said.
As the meeting came to a close,
commissioners pledged to do all they
could to find a possible solution.
City Manager Jim Dean agreed to
contact County Commissioner Ted
Lakey Wednesday, to discuss having
a special meeting or workshop with
the county.
Donofro plans to contact the may-
ors association, and brainstorm with
leaders from other communities to
gain insight on a possible solution.
The association meets on a regular
basis ,and Donofro will discuss these
issues at-its next scheduled meeting.
/ City officials will also be putting
together a letter to the Public Service
Commission as soon as possible, to
express concern and the need for
assistance.
Along with the city and county
efforts, Florida Public Utilities also
plans to do what it can.
"We are currently working with
Gulf Power and looking at ways to
modify the. existing contract to try
and lower rates," Shelly said
Wednesday. "We are looking at all
options and are hoping to find a solu-.
tion. We can make no promises, but I
can assure you we are doing every-
thing we can."

him near a "ground blind,"
a type of ground-level,con-
cealment hunters often use,
on a different piece of prop-
erty lying between
Marianna and Cottondale.
Dilmore had initially
concealed the rifle, he had
with him, Kirkland said,
but admitted to having it,
and produced it for the offi-
cer. According to Kirkland,
Dilmore had time to put the
gun in hiding because a
friend was with him on this


trip. The friend had
allegedly called Dilmore to
alert him when he saw
FWC officers approaching.
Dilmore was charged
after a report on the minci-
dent was presented to his
probation officer.
Dilmore remained in the
county jail as of
Wednesday afternoon,
where he was being held
without bond.
According to Kirkland,
Dilmore could face a
$1,000 fine and a five-year
hunting license suspension.

dore "Ted" Robinson Bill

2010. Ted was a graduate of
Suwannee Military Acade-

ful restaurateur in Panama
City. However, he often
said his most fulfilling days
were spent as a teacher at

.,After consecutive ..winless seasons
from 2006-08, the Malone Lady Tigers
broke through with five victories last
season .
This year, the Lady Tigers will look
to take the next step towards being a
winning program.
Malone coach Greg Ford said he was
thrilled with the improvement his. team,
made in 2009, and hopes to see a simi-
lar jump this season..
"The five wins weren't a lot, .but'it
was a wonderful improvement'* from
three years without winning a game,"
the coach said. "Hopefully, we. can take
it to the next level this year. We've got
22 games on the schedule this year, and
our goal is to win 15 of them."
Ford returns all but one of his players
from last year's team.' He also brings
back his top three hitters in Venisha
Hearns, Sara Newsome and Cara
McCormick.
All three batted over .500 in 2009,
and Newsome won all five games in

she's not an ordinary seventh. grader.
She's very fundamentally.sound, and.
her defense is top notch." '
Jakivia Hearns will take over at first
base for the departed Shandrell Mount,
but every other position on ,the team
will be filled by the same player who
filled it last season.
That experience and continuity will
serve the Lady Tigers well this season,

Tigers make it interesting, but 'Dawgs prevail again

The Marianna Bulldogs took
their '12th straight win Tuesday
night in Malone, beating the
Tigers 69-58 in Malone.
Kruize Pinkins scored 25
points to lead the Bulldogs, who
improved to 22-2 with the win.
Malone fell to 19-5 with the
loss, but the Tigers were far more
competitive Tuesday than they
were in their first matchup with
the Bulldogs on Jan. 8, a game. in
which Malone trailed by as much
as 30 points.
The Tigers found themselves in
front by four with just over four
minutes to play on Tuesday night.
But the Bulldogs responded with
six straight points to regain the'
lead, taking advantage of a pair
of Malone turnovers.
The Bulldogs pulled away late
with free throws and a pair of
dunks by Pinkins. The win was
the seventh straight for Marianna
against Jackson County teams.
But Tuesday night's victory was
easily the mnost competitive of all.
"It was a great game if you're a


basketball fan," Bulldogs coach
Travis Blanton said after the
game. "Malone and Marianna, it
doesn't get any better than that. It
was a shame one team had to lose
because both teams played their
hearts out. We made a few shots
late and picked it up on defense. I
think that made the difference,
our intensity o6n defense. Some of
the shots that fell for them early
weren't falling at the end."
Tre Jackson and Tre Long each
added 12 points for MHS.
LaDarius McElroy led Malone
with 13 points, with Jean Littles
and TJ Smith adding 11, and
Chai Baker 10.
The game was tied at 33-33 at
halftime, and the Bulldogs led
48-47 through three periods.
It was a far cry from the lop-
sided affair on Jan. 8.
"I thought it -was a real good
response considering how we
played against them the first
time," Malone coach Steven
Welch said after the game. "We
played hard, played tough, and
played well."

Jamar White scored 27
points as the Sneads Pirates
rolled past West Gadsden 80-
64 Tuesday night in Sneads.
'The win improved the
Pirates' record to 15-9.
Terrance Green added 16
points for Sneads, with Josh
Rogers scoring 13, and John
Whittington 10. Sneads trailed
20-14 after one period, but the
Pirates responded with a dom-
inating second period.
SHS outscored West
Gadsden 26-9 in the quarter to
take a 40-29 halftime aedge.
The Pirates led 58-47 heading
into the fourth and never sur-
rendered their double-digit
lead in the second half.
"We actually played pretty
good after the first quarter,"
Sneads coach Kelvin Johnson
said. "In the first quarter, they
out-hustled us. They were get-
ting to loose balls and offen-
sive rebounds, and we we
were standing around. We did
some halfcourt trapping in the
second quarter, and it caused
some problems for them."
The Pirates were balanced
offensively, playing the kind
of basketball that led to a 7-2
start in district competition.
"We played really well,"
Johnson said. "It was good
team ball, good passing and a
lot of open shots. We were
spreading the ball around pret-
ty good. Jamar White had a
real good game for us, and we
got a good contribution from
John Whittington."
The Pirates next play host to
the Malone Tigers on Friday in
a rematch of a 71-44 Sneads
loss on Dec. 22 in Malone.
"We're looking for a little
redemption in that one,"
Johnson said. "We didn't play
well up there. That definitely
wasn't the best Sneads team.
We've got everybody healthy
and back, so we're looking for
a good showing. But they're
playing well right now, too.
Malone has got some good
guards and good shooters.
They've got a real good team."

game. "It was a crazy
game. A win is a win, but

Aucilla because they really

prolonged offensive
droughts, scoring only one
point in the first period and
only two in the third.
"We just couldn't score,"
Murdock said. "They were
double-teaming Autumn
(Speigner) in the post, and
our shots were not falling.
We just didn't score."
Malone found itself trail-
ing 26-17 after three quar-
ters. Smith and Venisha
Hearns both fouled out late
for the Lady Tigers, and
Curteeona Brelove was lost


to a knee injury. '
Murdock said that
Brelove likely would not
play when the Lady Tigers
take on FAMU on Friday
night in the district tourna-
ment semifinals.
The coach said that the
loss of Brelove would be
tough, but Murdock said
she believes her team can
rebound with a better per-

couldn't keep them off' the

"I thought both teams
played well. They did what
they had to do to pull it out.
We played well enough to
win, but we just didn't exe-

Graceville and Sneads.
Blanton' said he was
pleased to see his team
have to win a close game.
"You've got to appreciate

didn't lose nearly as much
as everyone else (in the dis-
trict), we have a much bet-
ter shot at winning more
games," the coach said.
The Lady Tigers are.still
young, with only one senior
in Abby Calloway, two jun-
iors, arid 11 players who are
sophomqres or younger.
The depth of talent is
something the Malone pro-
gram has not had in recent
memory, and Ford said that
is a sign of the progress the
program has made.
"It's a credit to the girls
getting excited about soft-
ball," the coach said.
"When I got here three
years ago, we had 12 girls
playing softball. This year,
we've got a total of 30 girls
divided between three
teams. This is the first year
we'll have a middle school
to play a small schedule.
"I think we're getting on
track with making softball
important. The girls are get-
ting better every year. The
first two years we had to
spend a lot of times with
basic fundamentals, teach-
ing them how to catch and
throw. Now, we're able to *
get into much deeper soft-
ball situations."
The Lady Tigers were
also able to schedule more
games' this season, adding
seven more games, retain-
ing rivalry games against
Cottondale and Graceville
while adding new league
games due to an expanded
district. Ford said that
Aucilla and Munroe could
be the top two teams in the
district, but he likes his
team's ability to compete
due to its talents in the field.
"I think the main strength
of team will be defense,"
the coach said. "We've got
every starter back from last
year's team except for one,
and I think we'll be better at
that position this year. I
think we'll still hit and
score runs, but our defense
is going to be our biggest
strength.
"I think we'll do better
this year. I'm excited, and
the girls are excited. The
girls getting to watch each
other get better every day
helps with morale."
Malone opens the regular
season Feb. 15 on the road
against Blountstown.
