Suspect drops victim at E.R.,

takes refuge in deer stand

The blood-splattered interior of the car allegedly used in the attack and, abduction of a woman
from Cobb County Georgia is seen inm this picture. The search for the woman and her alleged
attacker ended in Jackson. County. Mark Skinner / Floridan

BY DEBORAH BUCKHALTER
FLORIDAN STAFF WRITER
A Georgia man suspected of
stabbing and abducting his
estranged girlfriend near
Atlanta, Ga. was captured in
Jackson County Wednesday
evening,, and he now faces
additional local charges.
Authorities say 39-year-old
suspect Anthony Robbins
apparently drove the victim
five hours from the scene of
the crime and dropped her off
in front of the Jackson
Hospital emergency room. As
an passerby helped her 'into
the hospital, Robbins. alleged
drove away in his wounded
girlfriend's car. He was found
holed up in a deer'stand just
north of Grand Ridge.
The woman, Lisa Ambrose,
was transported from Jackson
Hospital to a Shands
HealthCare facility in
Gainesville, for treatment of a
stab' wound to her neck and
other stab wounds to her
upper body. She was listed as
being in,. critical condition
there as of Thursday morning..
Robbins was found after an
investigator located
Ambrose'sMazda 6 car aban-
doned alongside State' Road
69, about a mile north of
Grand Ridge.
Tracking dogs picked up
Robbins' scent in the adjacent
wooded area around 8:30
p.m Wednesday, and; investi-
gators found him hiding in a
tree about 25 feet off'the
..'round; in a "deer condo," or

deer hunting stand with sides.
He initially ignored com-
mands to, come down, but
eventually climbed out and
jumped to the ground, author-
ities said.
Wielding a stick and the yel-
low-handled utility knife
authorities believe was used to
stab Ambrose, Robbins was
reportedly combative and
threatened officers when he
faced off with them on the
ground.'
He was taken into custody
after being sprayed with
Mace, and was taken to
Jackson Hospital. Robbins
claims he was shot, but physi-
cians are not sure whether a
bullet grazed him- or whether
he .had a knife wound that
.authorities say could have
been self-inflicted.
No shots were filed by local
officers, but authorities say a
retired police officer- saw
Ambrose being abducted in
the Atlanta, Ga. suburb of
Kinnesaw, and fired shots as
the car pulled away from the
parking lot where she was
stabbed and kidnapped.
The car, with bullet holes in
the windshield and blood-
soaked se:ds \ visible. was taken
to impound at the Jackson
County Sheri f'. Office.
Jackson County Sheriff
John McDaniel, said local
authorities were first notified
of the kidnapping and stab-
. binl around '3 p.m.,
\\ednesda-j by the sheriff's
office in. Cobb County, Ga.
Robbins,, theN learned, had

Anthony Robbins

family in Greenwood and
Georgia authorities felt he
might come here.
His parents do live in
Greenwood, and Robbins may
have lived here for a time him-
self, local authorities say, but
he is estranged from his local
family members. Authorities"
say it does not appear that he
ever went to his parents' home
Wednesday.
McDaniel' said members of
the JCSO SWAT team were
involved in the search for
Robbins, but that the unit itself
was not formally assembled
and called out to work the
case.
The JCSO was assisted in
the case by officers with the.
Florida Fish and Wildlife
Conservation Commission,
and by canine units with
Apalachee, Correctional
Institution in Sneads and the
Jackson Correctional
Institution in Malone.
Robbins is charged in
Georgia with kidnapping,
motor vehicle hijacking and
aggravated assault with a
weapon.
Locally, he is charged with
aggravated assault on a law
enforcement officer and resist-
'ing'arrest with violence.
As of late Thursday, he
remained under guard at
Jackson Hospital.

County to appeal Property

Appraiser's budget
BY DEBORAH BUCKHALTER works on a slightly different
FLORIDAN STAFF WRITER ,H 'budget schedule than the

Jackson County
Commissioners are appeal-
ing the budget, proposed by
Property Appraiser Sharon
Cox, saying she is the only
budgeted entity that did not
comply with a five-percent
cost reduction required by
the board as it worked Shari
though. the budget-setting
process for 2008-09.
They made the decision to appeal
on Thursday at their final budget
hearing for the coming fiscal year.
Because Cox is a constitutional
officer, her budget is ultimately con-
trolled by the state, but the county
does have a say in the matter and has
the right to appeal the amount
already approved by the state, which

county. Commissioners say
she is asking for $17,821
more than she would get if
she had reduced her pro-
posed budget by five per-
cent as all others funded by
the county have done.
Cox told the county she
was unable ,to trim by that
much, and submitted her

numbers at $904,373 rather
than the $886,551 that the county
says she's due. Her figure includes
$12,000 in one-time salary, bonus
inoney that. was authorized by the
county for its employees in the cur-
rent year, but which was not author--
ized for the coming year.
Cox could not be immediately
reached for comment after
Thursday's meeting.

County sets final village
BY DEBORAH BUCKHALTER. -
FLORIDAN STAFF WRITER .
On Thursday, Jackson County..
Commissioners set the 2008-09 ad
valorem tax rate at 7.28 mills, or
$7.28 .per $1,000 of taxable value.
Board members had planned almost B
from the start of their budget deliber-
ations to work toward that millage
rate, which is slightly below the max-
imum it could have set. It will gener-
ate an estimated $9,506,580. The fig-
ure represents roughly one-quarter of
the county's total budget, with the
other three quarters coming mainly
from fees and from revenue sharing
dollars from the state.
In what commissioners have called i
one of the leanest budget years in
recent memory, the board has author-
ized very few equipment expenses. Jackson County Commissioners
The board authorized a 2.5 percent voted to approve their 2008-09
across-the-board raise for all county budget' and ad valorem tax rates

Library to re-open soon

sporting a fresh look

BY DEBORAH BUCKHALTER
FLORIDAN STAFF WRITER
The Marianna branch of the
Jackson County Public Library on
Green Street is closed right now for
renovations, and will not re-open
Monday as planned, but should do
so sometime next week, according
to Library Director Joann
Rountree. In the latest round of
improvements at the library, new
carpeting replaces the decades-old
rug that was put down when 'the
structure was built in '1979.
For that to happen, all the books
had to be taken off their shelves
and the shelves taken off the floor.
Library staff, other county
employees and a few inmates have
been working day and night to re-
shelve an estimated 80,000 books
in the last few days.
County Maintenance
Superintendent Carl Griffin and
.several others,' for instance, were
working on that project at 2 a.m.
Sunday morning.
Rountree, exhausted Thursday
from another hard day of labor,
said she was weary but happy.
"It looks wonderful, and we've
done some other things that I think
the public will be pleased with,"
Rountree said. "We've redone .the
heritage room so that,, in addition
to people doing genealogy research
in there, patrons will have a com-
fortable place to read newspapers
and magazines. We put a different
conference table in there, and mov-
ing the newspapers and magazines
in will get them away 'from the
glare of the open area near win-
dows."
Rountree said improvements
have been ongoing, and that while
some of the changes will not be
new to frequent visitors, those who
haven't been in a while might want,
to come out when the library for-

Bev Baxter, Lynne Lowenthal and Nancy Kent were busy getting books
back on the shelves at the Jackson County Public Library in Marianna
Thursday. Mark Skinner / Floridan

mally unveils the hew carpeting
and other recent improvements.
The building has been repaired
in places--a tree fell on the roof
and those three holes were fixed
some time ago, Rountree said.
The circulation desk is being
resurfaced, new signs are going up
to help patrons find what .they're
looking for, and the old conference

table from the Violet Neal
McClendon Heritage Room has
been moved to a new area. It is
along a back bay in the library
where people can set up and more
comfortably use the 10 laptops that
the library lends users while
they're in the building.
A fresh paint job helps finish off
the new look.

going to be to come by.
"This is the kind of game
where if we mess around here
and there, Franklin Co. can
mess around and beat us," the
coach said. "I hope we don't
get ambushed looking ahead.
We haven't won a game, so
we're still trying to find the
correct pieces of the puzzle to
be successful.
"The big thing is we want to
focus and finish."
Dowling said one of the
things his team has focused on
recently is being a more fun-
damentally-sound football'
team.
"We went back to camp,
simplified a bunch of stuff,"
the coach said.
"We started working on a
lot of fundamental stuff., We
have to make sure, we're
doing everything right."
That would, include taking
better care of the football,
unlike the two critical fumbles
against the Hornets, and being
more disciplined on defense,
as opposed to the backbreak-
ing big plays the Pirates sur-
rendered in the fourth quarter
against Cottondale.
"We played better in
Cottondale (than against
Graceville in the preseason),
we just didn't get the winm"
Dowling said. "I Jhope we can
take the next step now. We
have to avoid turnovers,
missed assignments, get that
thing rolling. We have to get
our confidence back up and
start playing like we can. If we
do that, then good things can
happen to us."
