Value Adjustment Board denies all appeals

BY DEBORAH
BUCKHALTER
.FLORIDAN STAFF WRITER
Taxpayers who disputed
their tax bills from Jackson
County were out of luck
Thursday when the Value
Adjustment Board rejected
all appeals.
The county-appointed
body is made up of Jan
Poller, Joey Woodruff,
Kenny Griffin, Jackson
County Commissioners Ed
Crutchfield and Jeremy
Branch.
Only one, Compass Lake
in the Hills. resident Jim
Cowart, made his protest in
person.
Cowart, among other
objections, explained that
he felt questionable. real
estate transactions involv-
ing other people's proper-
ties were, in part, responsi-
ble for his current tax rate.

"My taxes have gone up
drastically because of sus-
pect land sales increasing.
the appraisal values,"
Cowart said after the meet-,
ing.
He said he believes some
land transactions were:
designed to artificially
,increase values and had an
unwarranted impact on the'
assessed value of-his prop-
erty in the same subdi i-
sion.
. Property Appraiser
Sharon Cox stands by her
assessments, -saying they
were based on the' sales
information.she had.:
After years, of flatline
sales in Compass Lake, the
property started turning
over, at least on paper, at a
brisk rate and for higher
prices in 2006. That trend
continued through the first
half of 2007. Unimproved
lots in the Hills were

assessed at $2,500 before
the escalating sales and val-
ues. But in 2006, they went
to $16,000. They're now
.valued at $16,500, with the
$500 increase based on
sales in the first part of
2007.
Cowart's property was
assessed similarly to the
rest'of the 6.200 lots in that
subdivision, and Cox said
she did all she could to keep
the value increases as con-
servative as she could and
still pass muster with state
regulators, who scrutinize
the local valuation process.
The Value Adjustment
Board voted, to reject
Cowart's appeal and those
made by 11 others. Some of
those ultimately had with-
drawn their appeals, and
others did not appear but
sent word that they may
move forward with objec-
tions at a future date, per-

in Jackson County

BY DEBORAH BUCKHALTER
FLORIDAIN STAFF WRITER
When early voting commenced at
8:30 a.m. Monday, people were lined
up waiting cast their ballots at the
office of Supervisor of Elections
Sylvia Stephens.
"When people show up and stand in.
line ahead of time, then Democracy is
working!',"Stephens said Monday as
she was getting ready to end a busy
day's work. Early otling wi'II be possi-
ble every Monday-Saturday, from 8:30
a.m.. until 4:30 p.m., through Nov. 1 at
her office.
"It looks like we're going to-have a
great turnout," Stephens said. "We've
had an influx of phone calls from peo-
ple checking, on their registration and
this and that, and I think we've had a
record number of people picking up
absentees 3,000 so far- I'm pretty
sure that's more than we've ever had
before."'
Stephens ventured-to predict a 70-75
percent turnout for the general elec-
tion. "That would be great," she said.
"It's so much better when voters exer-
cise their right: No matter who goes in,
and what measures pass or'fail, it's
going to affect everybody whether they

Chad Taylor named

Springs Champion

SPECIAL TO THE FLORIDAN
Chad Taylor, a Jackson County land manager and forester,
has been named Springs Champion 2008 by the Blue
Springs Working Group.
According to BSWG coordinator Allen Tidwell, "Chad is
an invaluable resource for the knowledge he possesses about
water resource issues and his many contacts with key envi-
ronmental people. He is my 'go to' person for the working
group and he has been a tremendous help to me since I
assumed the responsibility of project coordinator."
Taylor was the initial project coordinator for the group
before Chipola College took responsibility for the program.
In addition to his active role in the BSWG, he is an active
member of the Apalachicola River Keepers, River Way

South, and the Riparian County Stakeholder Coalition for
the Apalachicola River.
Taylor is the organizer of the annual Blue Springs "Old
Timer's Day" the first Saturday in May where he provides
and cooks fish for the guests.
Taylor is a land manager and forester who has worked
with springs and growth management issues for many years.
"Chad's passion about preserving and protecting the
environment; specifically our water resources is genuine.
With regards to groundwater and springs' protection, he
practices what he preaches in every facet of his personal,
business, and political life. Without a doubt, Chad Taylor is
truly a Champion for Jackson Blue Springs," Tidwell said.
The BSWG meets quarterly. For information, contact

At Dr. Kurpa's office we know how the feet are the
foundation of the entire spinal pelvic structure. Any
fallen arch or misalignment in the feet can cause pain
(now or later) in the knees, hips, back or neck and ,
even cause them to wear out prematurely. Many spinal
conditions are actually the result of feet that are poor-

We Now Have The AssociateT' Platinum from
Foot Levelers. The Associate Platinum is a digital scanner that
examines your feet and each of the foot's three arches. It prints

that could affect the rest of your body.. We then can recommend

While Bolds was still on the run
Friday, his family members called
to report drive-by shootings at his

father, Robert Bolds, has said that
at least two bullets struck his house
and another hit a tree in front of his
house. Several bullets pierced his
son's trailer just down the street, he

"The rumor is that absentees

action if the perpetrator can be
identified.

McDaniel said he hopes the
arrest of Bolds will help heal those
who are mourning Garrett's death.

Tuta.advances to regionals

BY SHELIA MADER
FLORIDAN CORRESPONDENT
The Marianna High School Golf team's
season will continue at the regional level
for at least one Lady Bulldog Golfer, Krista
Tuta.
Tuta qualified at district competition held
in Panama City last Tuesday to advance to
regionals with a score of 125. Regional
competition starts Tuesday at The- Tiger
Point Golf Club in Gulf Breeze.
Tuta gives credit to her interest in golf to
the Marianna Optimist Club's youth pro-
gram that allows the youth to try their hand
at the sport with instruction from Dr. Plinio
Tuta and Mr. Don Jones of the Optimist
Club.
The Optimist offers the program four to
.,five months out of the year at the Indian
Springs Golf Course.
ITuta says of the program. "Without the
Optimist program, I probably would not
have developed the interest in golf that I
have. I started three years ago with the pro-
r gram and began playing at the high school,
level my freshman year."
Tuta is the only returning lady golfer
from last season and entered this season as
a sophomore.
Tuta also praised the positives from her
coach, Kyle McDaniel, "Coach McDaniel a
has been very encouraging and that has
helped me a lot."
McDaniel says of Tuta, "Krista has
improved a lot since last year and was the
only returning lady golfer Wve had this year."
On the season, Tuta shot an average of
60. The Lady Bulldogs played in tourna-
ment play with the Bulldogs with no match-
es strictly for the females. The Lady Dogs
did play against girls from Freeport and
Walton but without the benefit of full
teams.
Krista is the daughter of Dr. Plinio and
Susan Tuta of Marianna.

Krista Tuta prepares to tee off at Indian
Springs Golf Course earlier. this season.

Basford's homer propels

Lady Lightning win

BY SHELIA MADER
FLORIDAN CORRESPONDENT
'Local Marianna softball stand-
out Lindsey Basford gaye the
huge home crowd' something to.
cheer about this weekend in trav-
el ball tournament action held at
Optimist Park. Basford is a mem-
ber of the Lady Lightning Estrada
14 U. travel softball team and
anchors downthird base for the
squad.
The Lady Lightning took the
field early Saturday morning
against the Southern Girls and
picked up their first win of the
tourney. The 4-0 shutout was
jump-started with Basford's first
at bat. With a 1-1 count, Basford
sailed the next pitch over the left-
field fence to give the Lightning
their first run of the game.,
In game two, the Lightning's
defense remained tough to hand
the Wakulla Wave a 6-0 shut out.
It wasn't until the final game of
the evening against Team North
Florida that the Lightning gave up
any runs. The late start coupled

with an early morning first pitch
took its toll on the Lady
Lightning as they fell 6-5 to
Team North Florida.
The Lady Lightning regrouped
and took the field Sunday morn-
ing for single elimination. The
Lightning's first competition was
a rematch with the Southern Girls
with the 5-1 score pretty much a
repeat of the previous day's game.
Game two came against the Lady
Lightning McCormick 14 U
squad but the Estrada team
showed no mercy as they domi-
nated their sister team, 9-1.
The Lightning took the field in
the championship game against
the Merchants, handing them a 5-
2 loss to capture first place in the
tourney. Basford's bat remained
hot throughout the tournament,
picking up eight hits and seven
RBIs throughout the tournament.
Basford is the .daughter of
Sammy Basford and Christy and
Andy Shelton of Marianna.
Grandparents are Bill and Karan
Davis and Chester and Frances
Basford.
