Appraiser surprised by appeal

Jackson County Property
Appraiser Sharon Cox said
Monday she was surprised to-
learn that county commissioners
were appealing the budget she
submitted, to the Florida
Department of Revenue.
The budgets of constitutional
officers like Cox are ultimately
approved by. the state, but the
county does have some say in the
matter.
In a meeting last Thursday,
commissioners voted. to appeal
the budget as approved by the
state, saying Cox was the only
entity it helps fund which did not
comply with a county directive to
trim budgets by five percent.
Cox found out about the appeal
decision Friday morning, and
said she hopes the matter can be


settled amicably.
"I don't want to hurt the coun-
ty, I don't want to hurt anybody,"
she said, "and I feel like this is a
misunderstanding that we could
straighten out if we could talk. I
haven't been afforded that oppor-
tunity, If I'd known my budget
was going to be on the agenda
Thursday, I could have been
there."
She said she did what she could
to work with the county on budg-
et reductions, despite' what she
called less-than-perfect commu-
nicatiori.
She said she only learned of the
-five percent mandate "by acci-
dent" more than a month after the
county took that action. She was
never officially notified, she said,
and therefore had no idea it was
in place when she submitted her
budget. By the time she did find
out by happenstance, in a con-


versation with the finance depart-
'ment, she said she had already
given her proposed budget to the
state, and it had been approved.
She said she nevertheless did
make an effort to reduce her
budget significantly, once she did
find out about it.
She cut her budget by "$6,000,
but the county wanted her to cut
another $17,821.
Cox said she thinks there may
be some confusion about her
budget, and that she hopes the
Smatter can be resolved to the sat-.
isfaction of all parties.
, One point 6f confusion may be
an item in her contingency fund.
The county may believe, erro-
neously, she says, that the
$11,382 she initially earmiharked
for that fund was bonus money
that she put into the budget acci-
dentally. :
The county had authorized


bonus salary funds in the current
budget year, and her share came
to about $12,000. It did not, how-
ever, authorize the bonuses for
the coming budget year.
While county officials say it
appears she put the bonuses back
in her contingency fund for the
coming budget year, Cox said
this isn't so.
The $11,382, she said, is
money she set aside to pay out in
the event that someone in her
department retires in. the next fis-
cal year. The money is meant to
cover unpaid sick leave or vaca-
tion that a retiree would be due on
separation frombemployment.
Cox said she feels that there
may be a mix-up, because the
amount she set aside for leave
reimbursement was so similar, to
the bonus money total from last
year.

to celebrate Monday, learn-
ing that Saturday's Garden
Gala fundraiser had "dou-
ble-digit growth" over pre-
vious years.
Jennifer Griffin, a devel-
opment manager for
Covenant, said the event
raised $45.(1(0 .' That
money will.,be used in a
variety of ways, in service
,to Jackson. Ca.lhoun,
Washington and Holmes
counties. It t ill help pay
for some of the care given

tastings, as well as a, flower
market with plants donated
by Oglesby.
A memory garden was
also set up for guests to
place a candle in memory
of a loved one.

Demolition will make way


for new health building

Construction of the new
Jackson County health building
could begin in 90-to-120 days if
all 'goes. well, according to
Jackson County Public Health
Director William Long.
Funded by a $10.8 million leg-
islative appropriation, the 40,000-
square-foot building is slated for
construction on the property once
occlipied by the Sykes Call
Center.
That building, devastated by a
tornado in 2005, is to be demol-
ished' soon to make way for the
health department. Jackson
County Commissioners are
expected to authorize the bid
process for demolition at its
meeting tonight.
Because the property was once
part "of Graham Air Base, the
Florida Department of Health has
ordered a limned environmental
study of the site once demolition
is complete, in addition to a cur-
sory study which was done earli-
er in the process of site selection.
The expanded study will mainly
consist of soil borings, Long said,,
tests which .will help officials
determine whether the land con-
tains contaminants that would
prevent the building from being
erected on that site.

and I anticipate that they 're going
to find nothing remarkable, noth-
ing out of the ordinary," Long
said. "They've had some experi-
ence building on old military sites
before, and this is something they
want to do now, because they
don't want to get into construc-
tion and then find something that
they have to deal with at that
point. I fully expect its going to
be found clean."
Long and other county officials
have said they believe the partic-


ular site was used only as an
airstrip. The state will pay for the
study, he said.
The new health building will
replace the one currently in use. It
was built in 1955, and even with
several additions through the
years, it still only contains about
13,000 square feet. Securing the
new, much larger building, Long
said, "is one of the most positive
things that's happened to the
county in a long time, and we cer-
tainly look forward to having it."

College Brain Bowl
Support Fund.
Rotary president Eddie

Chipola Brain Bowl coach
Stan Young with an initial

administered by the
Chipola Foundation.
Rotary also agreed to
invite Brain Bowl team
members to attend at least
one annual meeting.
Rotarians invite other
civic clubs, local organi-

Brain Bowl Support Fund.
Chipola captured the
school's first ever Brain
Bowl State championship
in March and finished sec-
ond in the NAQT National
Tournament in St. Louis in
April.
Chipola's biggest wins
at the National
Tournament were against,
Wake Forest and Toronto,
which helped Chipola
advance to play for the
JUCO National
Championship. The tiam

against several prestigious

by-products of beef!
First graders in Jackson
County will be learning
this fun fact and much
more during the First Time
Farmers Program Sept. 25-
26.
This agriculture aware-
ness program is funded
through a grant from
Florida Ag" in the
Classroom and is spon-
sored by UF/IFAS
Jackson County 4-H.
Each day, 250 first
graders will. learn why
'agriculture is so important
to Jackson County.
Students will interact with
40 volunteers and local
producers at the UF/IFAS
Research and Education
Center in Greenwood.
Sbme of the field tip
highlights will include:
learning how to make
peanut butter, milking a
mechanical cow, partici-
pating in a scarecrow con-
test, picking cotton and
pc 'nuts, navigating their
way through a corn maze,
learning about livestock,


and picking pumpkins.
"Students in .Jackson
County are surrounded by
agriculture, but have very
little understanding of
what it really means to our
everyday lives.
Agriculture is not just the
food we eat,. but it is the
clothes we wear, the soap
we use, and even the roads
we drive on," said Jackson
County 4-H Extension
Agent Heather Kent.
Classrooms will rotate
through each of the nine
learning stations from 9
a.m. to 1:30 p.m. each-
day.

include Golsen
Elementary, Cottondale
Elementary, Malone
Elementary, Victory
Christian Academy, and
the Chiplola' Home
Educators.

Elsie Glover of Quincy
passed from this life on
Sept. 22, 2008, after a brief
illness. She was 87.
She was bon on Sept.
27, 1921, to Arthur and
Myrtle Alford of Hosford.
She graduated from Vernon
High School.
She was a wonderful
daughter, wife, mother,
grandmother, aunt and
friend.
She was a professional
bookkeeper for more than
50 years for the AST
Tobacco Company and
Imperial Nurseries in
Quincy.
She was a woman of faith
who was widowed at age
32. Her life was devoted to
serving God and raising her
four children. She was a
longtime member of the
First Assembly of God
Church of Quincy, where
she served for many years
as church treasurer.
She is survived by four
beloved children, Barbara
Craven and husband, Jim,
of Marianna, Sue
Donaldsori and husband,
Harold, of Marianna, Joe
Glover and wife, Bonnie, of
Tallahassee, and Richard
Glover and wife, Jennifer,
of Tallahassee; a brother,
Clinton Alford and his
wife, Frances, of
Tallahassee; and two sis-
ters-in-law, Veva Weeks of
Quincy and Marie Alford
of Chattahoochee.
Other survivors include
10 wonderful grandchil-
dren: Bryan Craven,
Candace Barnes, Tanya
Wiggins, John Donaldson,

great-grandchildren:

The Marianna Recreation
Department was scheduled to
kick off its 2008 soccer season
Monday night at Optimist Park
with 28 teams competing in four
leagues.
Senior league
The Galaxy
Starting at the top will be the
senior league that will have five
teams vying for the top spot. The
Galaxy will be under the direc-
tion of Melanie Tuta who debuts
her coaching career this year.
Tuta will have Preston Skipper,
Brent Canada, Ryan Rudd,
Samuel Muniz, Kyle Wyman,.
Elizabeth "Lizzie" Mathis,,
Timothy Edwards, Nocholas
Harris, Krista Tuta, John English,
Devin Tyuts, Noah Mercer, Zac
Davis, and Amelia Wester work-
ing hard on the ,field for her.
The Mutiny
The Mutiny will be under the
leadership of -George Sanchez,
who returns after some absence

1, Object of the game is to amass as many of the 136
possible points as you can. Simply review the weeks
schedule of games, listed on entry form, and decide
which game you are SUREST of picking a winner in.
'Write the name of your projected winner on the 16-point
line, and so on down to the'1-point line, which game you
figure to be a toss- up, Next, fill in Tiebreaker 1, the total
points scored by both teams in the weeks designated
game. If this step fails'to produce a winner, the judges will
apply Tiebreaker 2, total offensive yardage from
scrimmage in this game. If a winner still doesn't emerge,
a drawing, will be held among those contestants still tied.
Decisions of the judges are final. The weekly East region-
al winner will receive $1,000.
2. Any entry form that does not contain a legible name,
address, etc.. will be disqualified.
3. Entries that fail to forecast a winner from each and
every game-will be disqualified, as will entries that fail to
distinguish between the Jets and Giants of New York and
other similar teams.
4. No points are awarded on tie games or in case any
game is not played for any reason during its scheduled
week.
5. Entering POWER POINTS constitutes permission by
contestant for his or her name and photograph to be used


for news and reasonablepromotional, purposes at no
charge. .
6. Employees of this newspaper and their immediate
families are ineligible to.participate.
7. Any inquiry about a protest of weekly results must be
made by noon on the Friday following the announcement
of winners.
8. No purchase necessary. Facsimile game entry forms
will be accepted. Enter contest by dropping entry form
into POWER POINTS container at the Jackson County
Floridan,
9. Weekly deadline for entry will be 2 p.m. Thursday
except when noted otherwise on weekly entry form.
10. Neither this newspaper nor any co-sponsor will be
Responsible for illegible entry forms or those lost, stolen or
damaged In any way.
11. Limit: one entry per person per week. Each entry
must represent the original work of one entrant: group
entries, systems or other attempts to enter multiple
entries will be disqualified. Filling out extra forms and put-
ting your friends and relatives names on them violates
this rule. Any such entries are destroyed prior to grading.
12. Contestants must have reached the age of eight (8)
years by the Sunday of any week's play.
