A MEDIA GENERAL NEWSPAPER
Man charged in
A man who allegedly abandoned
the car he crashed into a utility pole
.Monday has been charged with two
traffic offenses, according to
Marianna Police Department reports.
Officers with the MPD responded
early Monday to reports of an over-
turned Mazda 6 at the intersection of
Jefferson and Deering streets and
found the car had struck a utility pole
and snapped it in half.
The driver had left the scene,
according to reports,- and initially
could not be found. Shortly, however,
Panama City resident Marquis Lavon
Smith was located in the parking lot
of the Tom Thumb Store on Jefferson
Street and was identified as the driv-
er of the rental car.
He was charged with careless driv-
ing and leaving the scene of a crash
with property damage.
Weekend fights probed
Marianna police are preparing tb charge a number
of people in connection with what appear to be two
unrelated fights over the weekend in Marianna,
according to MPD Chief Hayes Baggett.
Baggett said one of the fights is believed to have
started at the McDonald's on Lafayette Street after a
Friday night football game, and may have spilled over
into a second scuffle at the corner of Harley Drive and
Yost Street. Officers'"encountered a large group of
people fighting in the street" there early Saturday
morning and dispersed the crowd around I a.m. The
incident is still under investigation and charges are
forthcoming against some of the individuals involved,
according to MPD reports.
In a separate incident Saturday, an 18-year-old man
received a severe neck injury in a disturbance on North
Street. He was first taken to Jackson Hospital but was
transported to a Dothan hospital for further treatment.
The' man's name was not immediately released.
No further details on either fight were immediately
County prices new lifesaving equipment
BY DEBORAH BUCKHALTER
FLORIDAN STAFF WRITER
Jackson County Commissioners are getting
prices on an updated "Jaws of Life" tool which
is used to free people trapped in wrecked cars.
Last week, commissioners voted to seek-bids
on a unit after the city of Sneads asked the
county to pay half the cost of a new model for
the volunteer fire department (VFD) serving
The total estimated price is around $23,500,
and Sneads has agreed to pay half the total for
Sneads VFD member Eric: Hill said the
updated model is needed because the depart-
ment's old unit, built in the mid-1980s and
bought, used in the early 1990s, can't cut
through' titanium and some of the other materi-
als now being used to build cars. In addition to
being capable of that task, the new models
would also be lighter, easier and faster to use,
County commissioners last %\eek declined to
take on the other half of the cost, at least for
no\t. but are looking further into the issue.
Commissioner \Ville Spires had expressed
misgivings about automatically helping fund
the tool for just one VFD when others might
also be in need.
Instead, -commissioners want to get prices
and find out how many volunteer departments
need one. If commissioners agree to spend any
money once they see the hard numbers offered
in bids, the board will then have to decide how
many to purchase, what percentage of the cost
they're willing to bear, and where to assign the
units if they can't afford to purchase or partici-
pate in purchases for all the departments in
While Hill and the other Sneads volunteers
are awaiting word from the county, they're
waging a larger campaign to shore up their
department's budget and help individual VFD
members bear the burden of giving.
A better way to say thanks
The city of Sneads for several years has
given each of its VFD volunteers $200 at
Christmas as a thank-you gift for their service.
This year, the 21 volunteers currently serving.
have agreed to give up those annual .Icro,' -the-
board gifts in favor of something else
Because the level of particip.iion ci'arie'
widely from person to person, the tolintecr-
want the blanket gift restructured so, that olun-
teers are rewarded at a level in keeping, \ ith
their le\ el of service.
Under the VFD's proposal, volunteers v. would
be given smaller amounts each time they'
respond, instead of $200 each at the end of the
They propose that the $4,200 gift fund be
distributed $15 at a time, with the glat gi\cn
each time a volunteer responds to a call. The
city would contribute this amount for up to fik e
volunteers responding to a given call.
If more than five turn up, the, olunteers
involved in a given call would take the total-a
maximum of $75-and split it equally amone

response basis -would be a. more appropriate

many volunteers bought their own radios, and

only three still work, and those some% hat. spo-
The VFD has 10 walkie-talkies, but.there's
no repeater in the area, so the units work an
average of one in five attempts to transmit
information beyond ,the immediate scene of an
emergency. New radios would allow communi-
cation with dispatchers and others outside the
immediate, scene. It' will cost an estimated
$11,529 to buy 21 of the mobile radios and
$4,140 to buy 10 new walkie-talkies.
Volunteers say they also -need better bunker,
gear, the clothing they wear when they fight

department's extraction gear back onto its truck. Mark Skinner / Floridan
fires. According to a report the VFD gave the
city, six of the 21 existing sets of bunker gear
do not meet the national standard set by statute
in 197-1. -Six sets of bunker gear will cost an
Volunteers also want the city to raise the fire
tax from the current $1 a month it charges each
city utility customer to $3 a month immediate-
ly, and finally to $4 by spring of next year.
Volunteers say the increase would help give
the VFD a viable, ongoing source of funding
for equipment and other basic necessities like
maintenance costs, training for the volunteers,
and building improvements.
