City may consider power grab

Whether the city of
Marianna will attempt to exer-
cise its right to buy out the
Florida Public Utilities distri-
bution system
in town is a
question the
city is starting
to explore.
Under the
terms of the
FPU-Marianna
franchise
agreement, Bill

tract expires in
2010, the city does have the
right to purchase and take over
the company lines and poles
that send power to households
all over the city.
According to board attorney
Frank Bondurant, FPU would
have no choice but to sell the
city their distribution system.
The contract terms call for
the company and the city to
each have their own appraisers
set a value on the system, then
bring in a third party to arbi-
trate a final number.
Although the city could ini-
tiate a hostile takeover of this
sort, much research must be
done before a decision is
reached, according to
Marianna City Manager Jim,
Dean and Bill Heirington, the
consultant who spoke to board
members about the possibility
in a workshop Wednesday.
Herringtoti said there are
several factors to consider,
including the potential cost of
operating the utility, there cost'
and availability of bulk pot er.
and how the numbers compare
to FPU's current rate struc-

he thought that the job might

he was asked to offer some-
thing more solid on paper for

a rate study done to see if FPU
is higher or lower than in sur-
rounding municipalities, and

Chipola sees increase in enrollment

Enrollment for Fall classes at Chipola is
almost five percent higher than it 'was at this
time last year, according to college officials.
Students are,also taking more classes this year.:
Dr. Jayne Roberts, dean of enrcinment serv-
ices at Chipola, attributed the increase in part to
a high interest in the college's four-year pro-
grams, particularly in elementary education
and business.
Theincrease might also be a result of enroll-
ment caps at state universities, said Roberts.
The number of students registered this
semester is 2,000, compared to 1,909 registered
at this time last year, according to information
provided by the college.

lation of the number of hours that students
take-is up more than 10 percent over last Fall,
according to Chipola officials.
"I am proud that so many students are taking.
advantage of the opportunities available at


Chipola. Our goal is to provide access to high-
er education to all the citizens of our district,"
said Chipola College Presidefit Dr. Gene
Prough in a Thursday news release.
Enrollment in the college's four-year degree
programs accounts for five percent of the col-
lege's total enrollment with 109 students,
according to Chipola officials.
"Most Chipola students are enrolled in the
Associate in Arts (AA) program, a two-year
degree that guarantees acceptance to .Florida's
11 public universities. Chipola also offers
Associate in Science degrees and certificates in
Workforce Development programs that provide
training for high wage jobs. Two of the col-
lege's Workforce Development programs-
Cosmetology. and Automotive Technology-
have maximum enrollment with students on
waiting lists. Other Workforce programs fea-
ture open enrollment which allows students to
enroll at any time," said the news release.

Apparently, it's easy to get around
in Jackson County.
Last month, JTrans (Jacksofi
County Transportation Inc.) was
named top in the state as the Rural
Community Transportation
Coordinator of the Year.
The Florida Commission for the
Transportation Disadvantaged
bestowed that honor.
JTrans coordinates non-emergency
transportation services for any
Jackson County resident to anywhere
they need to go, even outside. of the
state, said JTrans executive director'
Sharon Peeler.

dedicated staff.

Marianna advised to add

new charge to gas bills

NMaranna's natural gas customers could be looking at-an extra charge on;their fuel bills if
city commissioners take the advice of consultant who spoke with them in a workshop
Wednesday evening.
Bill Herrington, who advises a number of Florida municipalities about their utilit\ issues,
said Marianna is one of the few% he knows of which does not assess a "customer charge" in
their gas bills:.The charge is unrelated to actual fuel usage.
He thinks the city should add one. and start phasing itin with an initial $4 monthly\ charge
to residential customers, a $16 charge to commercial concerns. $25 for industrial customers,
and $40 for the prison that gets its natural gas from the city.

Ascension Lutheran to

celebrate 50th anniversary


SPECIAL TO THE FLORIDAN
Ascension Lutheran Church of
Marianna will soon celebrate 50
years of worshipping God here in
Marianna. The celebration's theme
is "Living and Proclaiming Christ
in Word and Sacrament." The spe-
cial celebration will be at 3 p.m.,
on Sept. 7, with a service featuring
.the Rev. Dr. Wallace Schulz,
world-renown evangelist.
Schulz is the evangelist of the
Lutheran Heritage Foundation, a
worldwide mission organization,
and he is editor of Good News
magazine,. published in 20 lan-
guages and distributed in over
100 countries. For 25 years,
Schulz was a speaker on the
Lutheran Hour, reaching out to
people around the world. He was
also fifth and second vice presi-
dent of the Lutheran. Church-
Missouri Synod for three terms.
On this celebration of 50 years of
worshipping here, Schulz will
address the church and guests on
bringing people to Christ.
Ascension's 1- 'stor Hank
Malone, who was installedd in
April, calls for the members of his
church to turn and reach outward,
sharing the. loving church family
with those seeking to know God.
All are invited to this wonderful
-service.
In 1958, eight families gath-
ered together to worship in the
Lutheran tradition, meeting first
in their homes and then with the
help of others, having the first for-
mal church service, which is
commemorated here, 'using St.
Luke's Episcopal Church build-
ing. Services were held with
Pastor D.E. Sallach of Dothan,
Ala. They also worshiped at the
Graham Air Force Base facilities,
as some members were Air Force
personnel, then continued with
evening services in the Les Beard
Studio. During this time, Vicar
Milan Weerts came here from the
Trinity Lutheran Church in
Panama City and gave services.
The young church suffered a
blow when the Graham Air Force
Base was closed.
In August 1960, the first resi-
dent pastor of Ascension, Pastor
L. Delgohausen arrived, which
they shared with Port of St. Joe
church. Services then moved to
the Marianna Women's Club.
Finally, helped by a loan from
the Lutheran Southern District,
the congregation purchased an
old building in 1961, which was a
veterinary office, and remodeled
it into a church. At this same loca-
tion, 3975 West Highway 90, and

29 years later, a new wonderful
church building was built anid
dedicated in 1990. Volunteers of
the Laborers for Christ and our
own members built the house of
God. Some of earliest members
were from the community of
Bonifay, and through the years,
those members formed a church
there called Grace Lutheran
Church. The two churches shared
the services of their pastors
through the years until 1996.
With the help of so many peo-
ple and with the God's guidance,
the church congregation has con-
tinued and now celebrates its 50th
anniversary.

fuel is used, with thai con-
sumption measured in
"therms." Customers pay 35
cents per therm in distribution
charges, and Herrington is
proposing a slight increase for
residential customers, to 55
cents per therm.
- A recent survey showed that
'customers, at this time of year,
use an average of 27 therms a
month and pay about $6.75 in
that part of the bill. This distri-
bution charge is rolled into the
!,charge for the fuel itself, so
That customers see only a sin-
gle line item on their bills.
Herrington is also advising
the city to separate those into
two line items, and add a third
line for the customer charge
he is proposing.


The customer charge would
help the city meet its profit
goals for the department.
The city's hope is to gener-
ate $243,728 above expenses
in the gas department.
Currently, the city falls
about $100,000 short of that
target.
The extra money raised with
the customer charge could
generate about that much,
Herrington predicted.
The fuel profits are trans-
ferred to the city's general
fund to help the city carry out
its other obligations to citi-
zens, such as non-revenue pro-
ducing activities like fire,
street, and police service, and
is an important revenue source
which helps the city keep
property taxes low, said City
Manager Jim Dean.


Part of the reason for the
shortfall may lie in a problem
that was discussed at length
during the workshop.
For a couple of months,
there appear to have been
higher than average "losses"
in the gas department that may
- or may not be costing the
city some of the income it
should be collecting in gas
sales. Dean explained the situ-
ation as he knows it at this
point, and said the city is try-
ing to find the reason for the
losses.
"The Florida Gas
Transmission sends us gas
through a pipeline," he
explained. "They have a faucet
on the south side of town that
is connected to the city's
faucet where we take it in. As
an example and to use simple


round numbers, let's say that,
at their faucet their meter says
they've given us 100 gallons,
but at the end of the month,
we're only showing that we
sold 95 gallons. Where did the
five percent go? Some losses
are just naturally occurring,
but we've seen a couple of
spikes above normal, perhaps
10 percent."
Based on Herrington's fig-
ures, at an average 8.4 percent
loss per month over a year's
time, the city could be losing
$30,000 in income a year if
the situation isn't corrected.,
But, Dean said, he's riot sure
if all the losses recorded are
real, whether there's a glitch in
the city's meter reading, or if
there are a number of reasons
to explain the spike.
"It might be a problem at


the meter at the gate station, or
it might be that some of the
old meters at houses and busi-
nesses are not recording all the
gas they're receiving, or it
could be a problem with the
city's meter on. its end of
town," Dean said.
He can't be sure whether
that is the problem, in part
because historically that meter
has not been routinely read by
city employees. It is now
being read regularly, he said,
but without the. historical data
it's. impossible to go back and
determine what the reading
was and what was happening
when the spike in losses
occurred.
Dean said the city may have
'found at'least one reason for
the discrepancy in meter read-
ings at customer locations like

JTrans has a total of 34 employees

JTrans operating manager Danny,
Skipper. "It's more than just a job to
these people. We believe in what we

JTrans provides services on multi-
ple levels, making transportation
affordable for private payers as well as
those who qualify for a small co-pay
under Medicaid or Transportation
Disadvantaged.
A one-way trip to Dothan could cost
$6 for someone who qualifies as trans-
portation disadvantaged.
A trip to Panama City for that same
person could cost $13.
The non-profit organization is on a

"We've replaced number of
old meters already," Dean
said, "and we had a number of
them recalibrated. It does
appear that some of them were
not operating properly. We're
already implementing things
that we feel are addressing the
problems. This is not some-
thing you can just pick, a
month and do. It's not some-
thing you can correct in a
month. We have hundreds of
customers, hundreds of
meters, so it's going to take
time, and there could be a
combination of problems.
These issues are expected to
be revisited in future meetings
of the board.

Hornets try to break losing skid to Pirates as both


teams look to bounce back from preseason losses

In their dress rehearsals for the 2008 season,
both the Cottondale Hornets and the Sneads
Pirates came away disappointed, CHS losing
its preseason classic to Freeport and the Pirates.

Both teams hope to leave tonight's regular
season-opener in Cottondale.with much better
feelings. ,
The Hornets play host to the Pirates at 7 p.m.,
meaning one of the two Jackson County clubs
will be 1-0 at night's end.
If the recent history of the series holds true,
that team wi]I be Sneads, w% which has. won the
last four of its season-opening matchups %with
Cottondale, though by only a total of 20 points.
'"Every year, the Sneads and Cottondale
game has been a barnburner," Hornets coach
Mike Melvin said Thursday. "It almost always
comes down to pretty much the last series, so
it's an exciting game to coach in and watch. It
has always been a good competition.
"It's not a district game for either one of us,
which takes some of the pressure off, so we can
just go out there and have fun with another
county team."
First-year Sneads coach Don Dowling said
he's new to the Cottondale/Sneads rivalry and
expects an intense atmosphere.,
"I found out that Cottondale and Sneads is a
big rivalry, so eerN body is going to be on their
'A' games. There will not be any letdown," the
coach said. "They played Freeport last week
and had a chance to w in. Now the 're mad and
playing a rivalry game. so that doesn't bode
well for us." i .
Neither team should be lacking in motivation
coming into tonight's game, with both clubs
looking to remove the sour taste of last week's
losses from their mouths.

Melvin, however, said he thinks the Sneads

the team he will see tonight.
"I think they're a whole lot better than that
one game over in Gracexille." he said. "I'Tm
sure coach Dowling fixed some of the mistakes
they Were making, so we expect a good ball-
game.
"They've got a lot of speed and they're
extremely large up front. That's a pretty good
combination to wini some football games % ith.'

week. I'm anxious for folks to see
that we've got some kids who can
play over here. I just want us to show

One Sneads player Melvin is well-
aware can play is Pirates running
back/kick returned Mark Lawson,
.-who accounted for Sneads' only two
touchdowns against Graceville, one
on a 78-yard kickoff return and the
other on a 51-yard run. .
"That kid's got a lot of potential,"
Melvin said of Lawson. "I was real-
ly impressed with him, with how he
played that game.
"With the way that game went, it
would've been easy to stop running
the ball, but he.ran just as hard in the
fourth quarter as in the first. Sneads
had a few kids like that. They played
through adversity."
As for the Hornets, Dowling said
he saw enough from the Freeport
tape 'to know his team will be in for
a battle.


"Cottondale has a bunch of ath-
letes and they can runf," the coach
said, "and you've' got to cover those
kids a. little longer because their
quarterback will run around and give
them longer to get open and they've
got.kids who can go get it.
"Their team speed scares me a lit-
tle bit. Graceville is going to hit you
in the mouth, but Cdttondale will
sneak around and kidney-punch
you."
For his part, Melvin said that the
primary directive for his team this
week has not been'to worry about
Sneads, rather to worry about giving
a better all-around performance than
it gave against Freeport.
"We really haven't spent a whole
lot of time focusing on Sneads," he
said. ,
"We're focusing on learning from
the mistakes we made in the classic,
which is the reason you play those
games. But in any county game, you
want to play good."
