An angry e-mail exchange betu een a key
member of the local democratic contingent and
some members of the Jackson County Chamber
of Commerce could kill some folks' appetites'
for the Chamber's First Friday. breakfast this.
week.
The e-mails began after Jackson County
Democratic Executive Committee Chairperson
Judy Mount got an an invitation to the event.
This First Friday session, set for 7 a.m., isthe
Chamber's second annual Government'
Appreciation Breakfast. '
Held at the Jackson County Agriculture
office complex .on Penn Avenue in Marianna,
the event is billed as an opportunity to meet and
interact with some .of the local elected officials
-- 85 of them on record by the Chamber's count.
- The guest speaker will be Mark Wilson, pres-
ident and CEO of the Florida Chamber ,of
Commerce. Among his topics. will be the
importance of citizen involvement in local pol-


itics. ,
The chamber sent out identical invitations to
Mount and to her, counterpart in the local
Republican Club, Sandy Helms. The e-mailed
item also included a different invitation.
It. also asked Helms and Mount to recom-
mend people %%ith a pro-business attitude to
serve on the Chamber's Government Affairs
Committee.
Mount, who also works as an administrative
assistant in the Florida House of
Representatives, fired'back this response.
"Due to the extreme amount of work that our
office is engaged in here at the Florida House
of Representatives, I will not be able to attend
your event. However, I will ask my Vice-Chair,
Mr. Wallace Haber, to attend in my absence. In
addition, Mr. Wallace Haber is the name that I
am choosing to recommend for your commit-
tee. He possesses all the requirements that you
people generally want' for your groups (he is
white and he is male).". She signed it Judy
Mount, Chairperson-Jackson County
Democratic Executive Committee.
That last sentence and the phrase she put in
parenthesis struck a nerve with some members
of the chamber, and they shot back.

plete loss of words' for this response. Ms.

Gravel ordered for dirt roads

Road and Bridge Superintendent
Al Green broke his ankle last week
while preparing his home for possi-
ble higf winds associated with
Hurricane Gustav.
He'll be out of work for the next
several weeks, said Jackson 'County
Administrator Ted Lakey.
Meanwhile, road and bridge
employee Rand\ Edenfield with be
standing in for him, Lakey said.
That means Green may not be on
duty when the county rolls out its
newest plan to deal with dirt roads
that become impassable or extremely
difficult' to travel after heavy rains.
This week, three boxcars of gravel
arrived at Anderson-Columbia,
ordered at the request of the county.
Although the material is not solely
obligated to the county, it will'be
available for the local government's
use, along 'with two boxcars-full
which were already on hand.
The material costs. a little more
than $27 a ton,, significantly more
expensive. than the limerock the
county normally uses to fill in mushy
spots on county roads.
That material costs roughly $10 a

are two reasons gravel' is not normal-
ly used to shore up water-logged dirt


roads, Lakey said, but the administra-
tor said he'd decided recently it %"as
time to get supply.
"I'm going to try this, and if it
doesn't work, ;11 take the blame."
Lakey said. "I saw it work for a road
department in Alabama when I
worked there. It is. more expensive
than limerock. but gravel is perma-
nent; it don'tt turn.to mush when it
gets wet. The road department peo-
ple were sa\ ing that's a problem with
limerock We'll use- it in the bad
spots
Lakey said Pike Pond Road may be
one of the first to get an application
of gravel.
It became virtually impassable for
a day or so recently, when Hurricane
Fay dumped so much rain across
Jackson County. It was so bad that a
parent of a student who lives do wn
that road called the school officials
and advised that the bus driver not go
down it, according to Transportation
Specialist Sharon Bowers of the
Jackson :County School system. The
driver did actually try, but got onlh
about half-way.
Since the storm, the counts has
worked extensively on Pike Pond
Road and the school bus can now
make the trip.
Lakey said the road department is
building ditches beside the road so
that water will have a place to drain
into rather than standing in the road.
The gravel should provide additional
stability, he said.


City looking to make


improvements in town

S Wynn Street Park and other
areas in Marianna might be
subject to a few improvements
this year.
The possibility of some. of
those improvements will
depend on public input, city
commission approval and the
availability of state funding.
The Marianna CitN
Commission voted Tuesday to
apply for a grant through the
Florida Recreation
Development Assistance
Program.
If the grant is approved, the
funding would be used to ren-
ovate or replace the bathrooms
at the park, as well as upgrade,
and install playground equip-
ment, said Marianna City
Manager Jim Dean.
The grant, which would be
100 percent reimbursable,
would be in the amount of
approximately $200,000.


One improvement that will
definitely take place is a con-
tinuation of the sidewalk near
Golson Elementary, said
Dean.
More sidewalk will be
added along Carters Mill Road
to Kelson Avenue.
"There's already a section


of sidewalk by the hospital
and along an area by the
school," said Dean, "but
there's a gap from where the
school sidewalks to Kelson."

'Living Waters' exhibit to


premier Sept. 11 at Chipola


SPECIAL TO THE FLORIDAN
The public is invited to the
premier opening of "Living
Waters: Aquatic Preserves of
Florida," a multi-media
experience of film and pho-
tographs, Thursday, Sept. 11,
from 6 to 9 p.m., in the
Chipola College Arts Center.
The free evening of art,
film, music and refresh-
ments, will include discus-
sions and demonstrations by
the artists.
The exhibit, which will be
on display Sept. 8 through
Oct. 10, features photogra-
phy, film and music inspired
by the Florida's natural
waterways, including a col-
lection of 29 fine art photo-
graphic .images by Clyde
Butcher, renowned Florida
Everglades photographer,
and a screening of the PBS
film "Living Waters: Aquatic
Preserves of Florida," by
documentary film maker
Elam Stoltzfus.
For more than a decade,
Stoltzfus and his Live Oak
Production Group, have cap-
tured rare images of natural
Florida, with Living Waters
winning a coveted Crystal
Reel award for excellence.
The film showcases a dozen
of the state's 41 aquatic pre-
serves, highlighting their
natural and cultural signifi-
cance.
Michael S. Sole, Secretary
of the Florida Department of
Environmental Protection,
says, "Florida is known
throughout the world for its
lush, watery landscapes.
Living Waters emphasizes
the more than two million
acres of diverse water land-
scape and coastal areas that
are critical to Florida's
future. This award-winning
film' and exhibit encourage
us to be better environmental
citizens and gives viewers an
intimate look at the unique
aquatic preserves of
Florida."
'Sammy Tedder, a Florida
Panhandle, music legend,
scored the film, weaving
sounds of natural instru-,
ments he fashioned from
swamp reeds for flutes and
cypress logs for percussion.
Tedder also will perform at
the premier.

exhibit is managed by the
Office of Coastal and

Smoking Now' classes

The Jackson County Health Department Tobacco
Prevention and Control Program offers Quit Smoking Now
Classes that will meet weekly, on Sept. 8, 15, 22 and 29, and
Oct. 6 and 13, at 5:30 p.m., in the JCHD conference room.
According to JCHD, the Quit Smoking Now class cur-
riculum was developed by ex-smokers and designed for
those who wish to become ex-smokers.

,Mount you are now in the political
,arena and I would advise you to choose
"your words more carefully."
Byron Ward wrote a couple of mes-
sages, one to Mount directly, and one
tb the Chamber which was included in
his e-mail to Mount.
His message to the chamber said "If
the rest of the group doesn't take
offense to this 'he is white and he is
malee' then remove me from this
'group." He signed it "Byron Ward
(white and male)."
Mount responded to that message,
;and had a word for Morgan, as well.
Her e-mail read: "I took offense at
what the Chamber did last year, but did
you all care then? And Mr. Morgan...I
would hope that your statement was
tnot a threat...I will be contacting Parks
Ind Crumps law firm immediately." -
I Ward's direct message to Mount
read like this: "Mrs. Mount, I am not
familiar with you or what may have
happened to you last year. I am, how-
ever, very familiar with discrimination
and bigotry. Your statement including
terms as "you people," and "white and
male" are very hurtful and damaging. I
became part of this group to help my
community, and try to effect positive
change here in Jackson County. Our
group is made up of folks from all
walks of life; minority, white, male,
female...All Jackson County folks first.
I am truly sorry that you feel the need
to strike back in this way because
someone miss treated you last year.
Your position is to represent fellow
democrats from Jackson County, not,
for personal interest first. You may or
may not respect me or what I am stand-
ing up for, and that is your right, but
you will not practice discrimination
toward me and our group without
being exposed for who you are. An
apology to our group should be your
first priority, question is, are you big
enough to recognize that, or are you
just another pretender." "
. Mount, who went to Denver as a
local delegate to the Democratic
National Convention and was there
when this series of e-mails came to
light, spoke by phone with the Floridan
about what led to her frustration and
why she had no intention of apologiz-
ing for her remarks.
Mount said she feels the committee
does not properly represent the racial,
gender artpolitical mrake-up of Jackson
"Wnt all members were white,
"When all members were white,


with one democrat and one woman, the
committee did not represent how
Jackson County looked. When you're
dealing with federal dollars coming to
this community, you need to have fair
representation. It hurt my feelings so
bad, I cried. I was so upset. I called
them last year, and nothing was
changed. I understand now that they
have a black person on the commit-
tee...but my response this year was a
response to the situation as I see it and
I have to stand for the things that are
right. I love Jackson County and I want
Jackson County to look right."
Although. Mount stands by her
remarks, in her. conversation with the
Floridan she did add something of a
. conditional apology.
"If they feel this is the ratio that
meets the need of representing Jackson'
County, if they feel that their specifics
are equal to the percentage of females,
African Americans, Hispanics in the
county, then I really do apologize."
Mount indicated in that conversation
that she believes the committee was
stacked with republicans.
But chamber president and CEO Art
Kimbrough said he is mystified by
Mount's complaint. According to him
and several members of the govern-
ment affairs committee, membership
on it has always been equally open to
anyone of any party or race and to
either gender. There are only four con-
ditions to membership.
You only have to be pro-business, a
member of the chamber, be willing to
fully participate in the activities of the
committee, and be apolitical in all your
activities when you're acting as a
member of the committee.
Being apolitical is important, he
said, because the purpose of the corn-'
mittee is not to get a particular person
elected, but to communicate with offi-
cials about the business community's
concerns once they are serving in a
public office.
Additionally, Kimbrough said he
went to a meeting of the democratic
executive committee earlier this year
and issued a specific invitation to join.
All anyone had to do was show up and
commit to follow the four guidelines
for membership, he said. Although
some individuals do acknowledge that
they became members after they were
approached and asked, membership
was always an open door affair.
Furthermore, speaking to Mount's
complaint about the initial makeup of


the committee, Kimbrough s

He, like Ward, was unhappy that
Mount wrote a personal message under
the signature of her party.
"The language is inappropriate, and
my belief is that it is an individual
comment from a person who happens
to be in the role of the chair of the
party. I don't perceive it to be a party
reaction. Every individual has a right
to express an opinion, but the venue in
which she chose to make them affects
an awful lot of people. That's what
makes it inappropriate. This e-mail
broadcast communique, under the sig-
nature she chose, has caused a number.

seriously offended to mildly irritated.
Beyond that, it was highly inaccurate.
If you wanted to join, you could join.
The invitation went to all chamber
members, and I spoke to the democrat-
ic committee specifically to issue an
invitation to come and participate. The
chamber has a long, strong history of
inclusion and this paints a racial divide
that doesn't exist."
As the committee now stands, there
are 15 members. Ten are white males,
three are white females, one is a black
male and one is a black female.
Kimbrough said he's not sure of the
political make-up since the body is
supposed to be apolitical in its affairs.
Fellow democrats have had various
responses to Mount's e-mail. Her vice-
chairman, Wallace Haber, said her
comments did not represent the
party's, but he defended her right to
speak her mind. He said he doesn't
believe the party will ask Mount to
apologize or take any action to criticize
her actions. She is valued by the party
for her unparalleled efforts to keep
local democrats up to -speed on hap-
penings in the legislature, he said.
Haber also said he doesn't remember
Kimbrough coming to a democratic
meeting with such an invitation even
though he attends most of his party's
gatherings. He said that, if he'd known
he was free to join the committee, he
would have because he has always

against itself cannot stand. But we will
make it, because change is the only
constant."
He theorized that Mount is reacting
to current conditions in the mind-set of
someone with a victim mentality living
in the past.
Chamber member Bobby Lamar,
who is also a member of its govern-
ment affairs committee, said he thinks
the reaction to the e-mail has been
somewhat overwrought. He said that,
while he was initially taken aback by
Mount's comments, he came to a more
neutral position when he added histor-
ical context to his consideration of
what was said.
For an African-American female to
react as Mount did to a perceived race
and gender bias should not be terribly
shocking nor taken so badly, he said,
given history.

Born Feb. 26, 1932, in
Princeton, W.Va., she was the
daughter of the late Joseph

Whittaker. She was a home-
maker, secretary and rental
property agent.
The funeral service will be
at 2 p.m., Thursday, Sept. 4, at
the Lavonia Chapel of
Strickland Funeral Home.
Burial will follow in the
Lavonia City Cemetery.

After a preseason loss to East Gadsden, the
Marianna Bulldogs will look to get the regular
season off to a better start when they host the
Blountstown Tigers Friday at 7 p.m.
The Bulldogs fell to East Gadsden 24-14 Aug.
29 on the road, surrendering 24 consecutive
points after Tre Long returned the opening kick-
off for a touchdown.
Blountstown, however, blanked Liberty County
20-0 in its preseason opener,. and will come into
Friday night's game with vengeance on the brain
after the Bulldogs upset the Tigers 14-7 in last
season's season-opener.
"They've got to be looking forward to this'
one," Marianna coach Rob Armstrong said.
"They looked good against Liberty County. They
played good defense and moved the ball well.
Defensively, it was tough to move the ball on
them last year and it should be just as tough this
year. Their linebackers, are good and they've
always got a safety to come up and hit you.
They'll always be strong .
"It will be another tough one, just like it was
last year, so we have to come ready to go."
Armstrong said he was okay with his team's
performance last week in general, but felt there
were some things the team needed to clean up if
it's going to beat Blountstown.
"For what it was, I felt good, about it, getting
everyone on film, getting some work," the coach.
said. "We improved a little bit, but we've got
plenty to work on this week."
Among the things the Bulldogs need to work

"Offpnsively, we've got to finish drives,"
Armstrong said. "When we get the ball down
close, we've got to take advantage of it. We can't
miss opportunities inside the 20, so we've got to
get better at that..
"(Defensively) getting the ball thrown over our
head is not good, especially when we've got the
experience we have back there. That's something
we've worked on this week. I hope we'll be bet-
ter at that this Friday night because Blountstown

The Grand Ridge Middle School

ished by the Holmes County Blue
Devils Tuesday night in Bonifay.

scoring occurring in the first half.
Four of the five touchdowns
recorded by Holmes County. were
from Chris Walker, a 6-foot-5-inch
receiver who did it all.
Indians coach Art Porep said his
team was pretty much helpless
against the big and talented Holmes
County receiver.
"We could've stacked on top of
each other and not defended him,"
the coach said after the game. "We
just couldn't stop him."-

leyball team survived with a battered
and bruised lineup Tuesday night to
pick up a win against South Walton.

Brainerd, for the remainder of the
game, forcing them to finish the set
with only five players.

Lady Hornets prevailed to take a 25-
17 win in game one before falling 25-
15 in game two.
Cottondale coach Cassie Whiddon
said the light bulb came on in the
third and final set with back-to-back
victories for Cottondale.
Game three was a 25-10 victory
while game four was 25-14.
Leading the team in stats was Liz
I Krauser with 10 service points, while
Michelle Basin had eight service

Following the game, Whiddon said
that she was pleased with the results,
particularly with how her girls

"Overall, it was a great game," she

I'm very proud of all of them."
About the injury to Brainerd,
Whiddon says there is no news.
"We are still waiting to hear about
Samantha's injury and, hope nothing
but the best for her recovery," she
said.
Brainerd was sideline previously
due to a torn ACL. This injury was to
the other leg and no results are
known.
The Lady Hornets will take on the
Lady Wildcats of Altha in Cottondale
on Thursday with the start time
scheduled for 5 p.m. and 6 p.m.
