Local jailed in armed robbery try

A local man was' arrested roughly
two hours after an attempted rob-
bery at Focus Credit Union Just
west of Marianna late Monday after-
noon, according to an official
involved in the search.
Shady Grove resident Bryndyn
Neel, 18, is the suspect in the case,
according to Major John Dennis of
the Jackson County Sheriff's
Office.
With the help of tracking dogs and
numerous officers, Neel was fished
from Merritt's Mill Pond, which lies
near the credit union, Dennis con-
firmed.
Within an hour pf the suspect
being placed in custody, and just
before dark fully enveloped the
crime scene, officers also found the
gun believed to have been used in
the attempted hold-up. A backpack
was also located nearby, but official
were not saying whether it was
believed to have been connected to
the crime.
Swarms of officers responded to
the incident, According to Dennis, it
appears that Neel, wielding a rifle or
shotgun, -tried to hold up an
employee outside the .credit union
shortly after 5 p.m. Dennis said no

A Jackson County family is in
mourning todaySfollowing the less
of a loved one in a traffic accident
Sunday.
Bonifay resident Timothy
Robert "Rob" Fowler, 25, died in
a one-vehicle crash in the Roind
Lake community, according. to
Florida Highway Patrol reports.
Fowler was driving a Dodge
Neon northbound on U.S. 231
around 2:30 a.m. Sunday when he
entered a sweeping right curve
and lost control of the vehicle,
according to FHP reports.
The car traveled across the
southbound lanes and onto the
west shoulder, went up an
embankment and struck a tree.
According to reports, the car
split in half and caught fire. It
rolled over, struck another tree
and continued to bum.
Fowler was pronounced dead at
the scene, FHP reports stated.
Fowler was the son of Donna
Toole Fowler of Malone. His
father and stepmother, Tim and
Kim Fowler, live in Gulfport,
Miss. Several other relatives live
in Jackson County, including his
grandparents Don and Martha
Benton of Malone and Don and
Estelle McKee and Hollie and
Patricia Fowler of Graceville. His
great-grandparents Alex and
Lounelle Toole live in Graceville,
and he has other local relatives as
well.
Among Fowler's other sur-
vivors are his wife, Bonifay resi-
dent Whitney Day Fowler and
their infant daughter, Emma
Grace Fowler.
In the wake of her father's
death, trust fund has been set up
for the child at Peoples Bank of
Graceville.
Fowler had worked at Golden
Peanut in Graceville until about
three weeks ago, when he took a
job at the Marianna branch of the
Altha Farmers Co-op.
Ryan Williams, the manager
there, said he and Fowler got to
know each other about six months
ago as fellow golfers.
Williams said Fowler quickly
proved to be a real asset at work.
"He was great guy, really ener-
getic. He did a little bit of every-
thing here, and he was really
good with people, with dealing
with the public. Everyone enjoyed

Canine units searched the woods
behind the credit union. A helicop-
ter search team was dispatched
shortly after the incident and flew
above the parking lot and surround-
ing areas.
Game and Fish Commission offi-
cers patrolled Merritt's Mill Pond,
while sheriff's officers stood on
docks surrounding the body of
water looking for signs of activity.
Officers, some of them armed
with long-guns, were stationed at

A Grand Ridge man %%as one of several people
arrested.by Dothan police over the past several:
days days on prostitution-related charges.
Oscar Hamilton, 45, of Grand Ridge, Fla., was
released after he posted a $500 bond.
He and' the others were charged by Dothan
police investigators with misdemeanor soliciting
third-degree prostitution last week.
Rodney Bryant, a 32-year-old landscaper work-
ing for the City of Dothan, and Robert Edward
York, a 40-year old volunteer officer for the Webb
Police Department, were also among the men
arrested on charges of soliciting prostitution. Both
men were released from the Dothan City Jail after
posting $500 bonds.

Jackson was released after he posted a $1,500
bond.
Frpnk Genesis Taylor,.32, of Fourth Avenue in,
Dothan. as released after he posted a $500 bond.
Willie Morris Smith, 39, of Young America
Drive/ in Dothan, was released after he posted a
$500 bond.
James Hefflin Fuller, 35, of North Oates Street
in Dothan remained held in the Dothan City Jail on
a $500 bond Thursday afternoon.
Investigators charged Rodney 'Bryant, 32, of
Grand Oakes Drive, with misdemeanor soliciting
prostitution third-degree. Bryant, who works as a
city lanscaper, was off duty when he was arrested
after 5 p.m. Wednesday, said Dothan City Manager
Mike West. Bryant was released from the Dothan
City Jail Thursday after he posted a $500 bond.

department's criminal investigation division super-
visor, said he could not comment on the ongoing
investigation.
As a result of the arrest Bryant was placed on
paid administrative leave, until a determination is
made on the allegations filed. against him, said
Larry Muench, the director of general services,
which includes landscaping. The city hired Bryant
on April 2, but he was not using a city vehicle
when he was arrested, West said.
"We have to go under the presumption he's inno-
cent until proven guilty," said West.
A reverse prostitution sting led to the arrests.
York is one of six auxiliary officers working on
a volunteer basis for the Webb Police Department,
which only has two full-time employees. York has
been an officer since 2005.

Early registration set for Chipola's


bachelor's degree programs


SPECIAL TO THE FLORIDAN
Chipola College will hold a special early registration Aug. 6
and 7, for the college's bachelor's degree programs.
In order to register, students must be admitted to one of
Chipola's bachelor's degree programs in Math and Science
Education, Elementary Education, Exceptional Student
Education, B.S. in Nursing or Business.
Students in the Critical Teacher Shortage areas of
Mathematics Education, Science Education and Exceptional
Student Education who qualify may receive tuition scholarships
through the Beall Fund.
Students applying to the R.N. to B.S. in Nursing program
must be licensed Registered Nurses (R.N.'s).
Regular Fall registration for all college programs is set for
Aug. 18-20.

grade; and 6:30 to 7:30 p.m.,
kindergarten. This meeting is

bring children to the Parent

Open House is set for
Friday, Aug. 15, from 11 a.m.

the Dothan Eagle. Jerkins scheduled a
disciplinary meeting with York for
Friday afternoon. Until a later ruling,
York was placed on administrative
leave. Dothan Police Chief John
Powell said the operation took nearly
four weeks to plan and several days to
implement, but the time paid off.
"This was a very successful opera-
tion," Powell said. "This is a crime that
will not be tolerated within the city
limits of Dothan, and we take it very
seriously."
Two female officers were used dur-


ing the investigation, one from the
Dothan Police Department and one
from the Enterprise Police
Department.
"We certainly appreciate the help of
the Enterprise Police Department, who
provided us with a female officer to
help us in this operation," Powell said.
"These cases are very difficult to put
together, very time-consuming.
There's a lot of security issues we have
to keep in mind, and then, of course,
there's audio and video concerns we
have to keep in mind when conducting
the investigation."

AAU Basketball Tournament
The Jackson County Youth
Coalition will sponsor an AAU
boys basketball tournament July
18 at Marianna Middle School
from 6-8 p.m. and July 19 at,
Chipela College from 8 a.m. to 8
p.m.
Admission is $5 daily. There
will be six teams: NNFC
Greenwave, Harambee Dragons,
Boundless Ballers. Alabama
Cobras, Pensacola Tigers and
Northwest Florida Sharks.

Kids Golf Clinic
The Marianna Golf Association
will be conducting its annual golf
clinic for kids July 23-25 at the
Florida Caverns Gelf Course.
Kids will have two days of
instructions, including chipping
and putting contests, with a nine-
hole tournament the last day.
The cost is $35 per child and
this includes drinks and snacks
daily along with prizes and tro-
phies for winners of the contests
and tournament. Kids should
bring their own clubs and a hat.

Thursday for two weeks of 45-

Sneads 1-1 in Dixie



Pre-Majors State Tournament

FLORIDAN CORRESPONDENT
For the first time in recent history, Jackson
County is represented at the State Tournament for
the Dixie Boys Pre-Majors. This is the 15-16 year
old age group with most teams in the Panhandle
stopping at the Dixie Boys 13-14 age level.
Sneads Dixie Pre-Majors are now 1-1 in tourna-
ment action falling in the final inning on Saturday
10-8 to Hernando before bouncing back on Sunday
to take a 9-1 victory over Sebring.
In Sunday's match up against Sebring, Sneads
posted three runs in the first inning off of four hits.
Bret Hargaden took.the mound for Sebring. With
one out, Adam Bigale singled and moved to sec-
ond when Montez Fryson was issued a Walk. A
single by Josh Blount loaded the bases for Johnny
Yawn's two RBI double. Cameron Oliver sacri-
ficed home Blount but the final out came when
Yawn tried to take third on the play. /
In the bottom half of the inning, Sneads sent
Taylor Edge to the mound. Edge gave up a lead off
single to Matt Randall before inducing a ground
out for the first out of the game. Randall took sec-
ond on the play and stole third but was left strand-
ed when the next two batters were out.
Sneads added two runs in the second inning to
make it a 5-0 game. Alex Bigale led off the inning
by taking one for the team but was out at second.
Brian Wiggins singled and moved to second when
Marcus Beauchamp,.drew a walk. Both runners
advanced on stolen bases and a bunt by Edge
,scored one. Adam Bigale drew a walk and Fryson
loaded the bases when he was hit by a pitch. A
ground out to short ended the inning.
\ Edge retied the side in order in the bottom of the
second inning.
Sebring repaid the favor in the top of the third
inning retiring the side in order for Sneads. Edge
sat down the next six batters 'for Sebring.
Sebring's only run came in the fifth inning when
Toby Solobello doubled and scored. Sneads added
four runs in the top of the sixth inning. Alex
Bigale led off with a walk and with one out moved
to third on a single by Beauchamp. With two outs,
Adam Bigale drew a walk and a single by Fryson
loaded the bases. Blount and Dylan Halstead both
followed with singles scoring the final runs of the
inning before a strikeout ended the.inning.
In Saturday's five-hour rain delayed game, Alex
Bigale started on the mound for Sneads, going
three innings before being relieved by Beauchamp
for two innings.
Brian Wiggins came on in the sixth with Adam
Bigale starting the seventh before Edge came on to
close out the game.
Hemando started Seton McNaley on the mound.
Edge led off the game in the first inning with a
walk but was left stranded at third. Hemando
countered with a run in their half of the frame.
James Desmond scored the only run of the inning
when he led off taking one for the team. A walk to
Bryan Bradshaw put runners on the comers. With
two outs, Desmond scored before the final batter
ground out to the pitcher.
Seton struck out the side in the top of the second.
Hernando added a second run in the bottom of the
second inning. Ryan Clark reached on an error in
left field and stole second and third. With two
outs, J. R. Wright was issued a walk to put runners
on the comers.- With an 0-2 count, Clark stole
home before the final batter went down swinging.
Sreads exploded for five runs in the top of the
third inning. Cameron Oliver reached and moved
to second when Beauchamp was issued a walk. A

single by Edge scored one run and put runners on
the. comers. Yawrareached on an error at first that
scored a run. Walks to Adam Bigale, Fryson and
Alex Bigale led to the four runs scoring on past
balls. A strike out and a fly out to left field ended
the inning.
Hernando countered with three runs in their half
of the inning. Bryan Bradshaw singled and scored
on a double by Bret Maggard. An error at short
had McNaley safe and Patrick Dwyer's single
scored two. Clark drew a walk but Bigale retired
the next three batters to end the inning with the
game tied at five after three innings of play.
Stieads added three runs in the fourth.
Beauchamp and Edge had consecutive walks to get
things started. With one out, Adam Bigale singled
to score one. Fryson was intentionally walked to
load the bases.' A ground out to short by Jerry.
Bamberg scored another run. Halstead was issued
a free pass with a passed ball plating the final run


of the inning Hemando answered with a run in the
fourth. Beauchamp took over on the mound.
Wright led off with a walk but a fly out tp
Beauchamp doubled up Wright at first. Bryan
Bradshaw singled and moved to second when Brett
Maggord was hit by a pitch. Brenter's single
scored a run before a strikeout ended the inning
with the score at 8-6 Sneads.
The Sneads offense was shut down in the final
three innings. Oliver took one for the team in the
sixth with Adam Bigale and Blount both drawing
walks in the sixth and seventh innings for the only
base runners,
Hemando scored one run in the sixth off of three
walks an a sacrifice. The winning runs came in the
seventh. Three walks, a single by Bradshaw and
an error in left field-accounted for the runs.
Sneads was scheduled to take on Chipley
Monday. Results of that game were not available
at press time.

PROJECT 0708-35
Jackson County Fl. hereby requests Proposals from
qualified individuals or firms to provide Professional
Grant Administration and/or Engineering Services
for the Florida small Cities Community Development
Block Grant (CDBG), Economic Development Cate-
gory, FFY 2007-2008. Proposals must be received no
later than July 25, 2008 at 2:00 PM C.S.T.
Proposals may be submitted for one or both of the
services and must state which services) the, firm is
interested in providing. Qualifications and proposals
shall be, separately stated for each service. The eval-
uation of the proposals shall be separate for each
service and based on the criteria identified below.
Proposals- will be considered on an equal competi-
tive basis.
Administration Services: to be rendered include but
are not limited to Davis-Bacon Wage Scale reviews
and Labor monitoring, Environmental Clearances,
assisting the county with request for funds,'from the
state, assisting the county in financial oversight of
the project, assisting the county during site visits
and completing closeout documents on the project.
The project to be constructed entails construction of
a. potable water well upgrade, waterline extension
sewer force main/gravity line, and lift station. All
Administration requirements must meet current
CDBG requirements.
The qualifications for Administration Services will
be evaluated using the following criteria:
1) 20 points Experience with Florida Small Cities
Community Development Block Grant Program And
other Federal and State of Florida Grant Funding
Agencies.
2) 10 points Management and Staffing
3) 10 points Experience with Florida Small Cities
and Counties and other Governmental Agencies
4) 20 points Quality of Responses from the local
government client references provided
5) 20 points Familiarity with Economic Develop-
ment projects under the Florida Small Cities Com-
munity Development Block Grant Program
6) 20 points (Fee)
In case of a tie, MBE/WBE Status will be given pri-
ority.
Jackson County hereby requests Proposal from
qualified individuals or firms to provide Engineering
Services.
Project Is an Economic Development project with
funding through a FFY 07-08 Small Cities Community
Development Block Economic Development Grant,
Proposals will be considered on an equal competi-
tive basis.
The project to be constructed: is a waterline, waste-
water force main/gravity line and lift station and
upgrades to a potable water well in support of hew
business. Other activities that will be required, but
are not limited to, include preliminary engineering,
survey, geotech, reviewing contractors partial pay
requests, assisting the county with oversight of con-
tract documents and bidding, field over-site of all
contractor activities, and certification of contract
completion of project. all engineering requirements
mustmeet current CDBG regulations.
The qualifications for professional Engineering Serv-
ices will be evaluated using the following criteria:
1) 30 points Experience with Florida Small Cities
Community Development Block Grant
2) 20 points Management and Staffing
3) 20 points Experience with Florida Small Cities
aTd Counties and other Governmental Agencies
4) 30 paints Familiarity with Waterline, Wastewa-
ter Force Main/Gravity line and Lift Station, and pot-
able water well upgrades.
