FLORIDAN STAFF REPORT
A diver died at Blue Springs Recreational Area
near Marianna early Monday morning.
The diver has been identified as Joel Mitchell
Tubbs of.Oakmans, Ala., located near Jasper in
the northwest portion of the state. No findings
have been determined yet on specific cause of his
death. He was 41 years old, according to a press
release from the Jackson County Sheriff's
Office.
Two divers had registered with the sheriff's
office for diving at Blue Springs before their
Sunday night dive. The two divers apparently
started what was supposed to be a cave explo-
ration sometime- during the night, the sheriff's

Office reported. .
Upon entry into the cavern both divers had sig-
naled that they weie "okay" and proceeded to
extend a safety line from the entrance to the
spring. After a short distance, the lead diver
turned to check on her partner and found his
underwater scooter sinking to.the bottom of the
cavern, according to the narrative in the sheriff's
office press release.
The diver noticed her partner had risen to the
ceiling of the cavern and was unresponsive. she
immediately pulled him to the surface and
brought him to shore, according to the. press
release. .
Attempts to revive the diver were unsuccessful
and 911 was called.

Jackson County Fire and Rescue and the sher-
iff's office responded to the call at 12:37 a.m.
* The medical examiner's office has assumed
jurisdiction and will perform an autopsy to deter-
mine the cause of death, the news release stated.
Jackson Cotinty hosted last month an interna-
tional cave diving convention, which drew divers
and their families from around the country and
internationally. The county's tourism officials
are beginning to promote Jackson County's natu-
ral springs and opportunities for nature-based
recreation.
A portion of 131ue Springs is leased by the
county from the state to provide recreational
activities for area residents. The swimming and
recreation area are closed on Monday.

worked diligently to limit.millage
rates while .maintaining and
increasing the services delivered:to
the citizens by the county.

This wide-ranging history of public
service better qualifies him to per-

Commissioner.
"There is no substitute for 'hands-
on' experience in working with
county finances, county road proj-

issues of managing growth in oilr
county," Pittman states.
"With budget cuts looming in our
future, and Uncertain of the future

sPECIAL TO THE FLORIDAN
Milton Pittman has served the
citizens of Jackson County as the
Commissioner from District Five
for eleven years and six months. He
wants to add another fourth term to
his years of service as a commis-
sioner. Pitman is proud of the many
accomplishments he has seen the
county implement over the years,
Most notably would be the role
the Cortimission played in locating
the Family Dollar Distribution
Center in our area, the expansion of
Rex Lumber Company in
Graceville, Green Circle Bio
Energy which is nearing comple-
tion near Cottondale, and the place-
ment of a girls juvenile detention

live in the Lovedale-Two Egg
Community, where they have
raised their three children, Angie,
Jeff, and John. They are now the
proud grandparents of three grand-
children. They are lifelong members
of the Lovedale Baptist Church.
Pittman wants to manage the
growth in Jackson County in a man-
ner that will preserve the high quali-
ty of life that we all enjoy. He points
to his recent efforts in the leasing
and management of state lands by
the County for recreational and eco-
tourism. These would include the
significant improvements made to
the Blue Springs Recreational Area,

the Citizens Lodge and Park Area,
and the Spring Creek Park improve-
ments. P
ittman was directly involved in
arranging a thirty year lease with the
U.S. Corps of Engineers on Lake
Seminole for the boat ramps on the
west side of the Chattahoochee
River. Also, the county is preparing
to engage in a program of extensive
resurfacing and widening of numer-

One of their big projects
together has been the garden
at the Williams' home on
Fort Road near Greenwood.
This year, the granddaugh-

grown some eye-openmg
cabbage there.
"Some of them measure
almost two feet across," Mrs.
Williams said "I've never *
seen anything like it. People-

take pictures of it."
She said she recently har-

sPECIAL TO THE FLORIDAN
Division Director of Senior Volunteer Pro rams with Elder
Care Services, Inc. Julie Prevatt attended the 2008 National
Conference on Volunteering and Service, May 30 June 3, in
Athinta, Ga. Over 4,700 volunteer program leaders from across
the nation learned, connected, and inspired each other with sto-
ries of innovation and impact. -
Elder Care Services in the local sponsor of the Foster
Grandparent, Senior Companiorf and Retired & Senior
Volunteer programs. Through these three programs, over 1,000
senior volunteers serve in 15 North Florida counties.
This year's conference theme was "The Urgency of NOW," in
honor of the late Dr. Martin Luther King Jr. The theme served as
an ever-present reminder of the need for bold civic action. The
momentum of the message was delivered in the opening plena-
ry, when civil rights icon Congressman John Lewis implored,
"the things we need to do to make a better society we must
do them now... we cannot wait for someone else to do it!"
Also during the conference the brand new identity and struc-
ture for the Points of Light Institute and HandsOn Network were
unveiled. The final day of the conference saw a dialogue led by
former Secretary of Defense William Cohen and former Senator
Sam Nunn on citizen service and how public policy can be used
to encourage people to serve their country.
That dialogue was continued m the closing plenary, along
with inspirational words from Jinuny and Rosalynn Carter.
Next year's conference will be held in San Francisco, Calif.
