By Jose Jesus ZaragozaGlades County Democrat In the ongoing effort to maintain the Herbert Hoover Dike, the 143-mile earthen structure that circles Lake Okeechobee and keeps potentially residential-encroaching waters at bay, the U.S. Army Corps of Engineers is midway through the most comprehensive study yet of the reliability and safety of the dam. Even as the Corps moves through substantial rehabilitation efforts on the southeastern rim of the lake, strategic work at headquarters focuses on the overall scope of the Corps’ work at the lake, rather than the Corps waiting or risking that undiagnosed issues could pop up when it’s too late. The three-year study, which is expected to be completed by the summer of 2015, is labeled as the “ nal roadmap” to addressing and reducing the failure risk at the Herbert Hoover Dike. “This dam study is a very comprehensive look at the entire dike of levee around Lake Okeechobee, and whether any action needs to be taken and what are some of the alternatives we can look at that can be a good investment for the American taxpayer,” explained John H. Campbell, public affairs specialist for the Jacksonville District of the Army Corps of Engineers. To be sure, the Corps does not believe it will uncover risks of any considerable magnitude, according to Mr. Campbell. Rather, the work will zero in on other risks and features that could be implemented to reduce the risk of failure at the dike. The report could also conclude that there are areas that are in no need of rehabilitation of any kind. Human Grumbling and God’s ResponseBY REV. SAMUEL S. THOMAS, PH. D.+ Saint Martin’s ChurchIt takes a special person to listen to us when we’re not in the best of moods. Usually, an angry or bitter approach brings a like response. Someone awhile back was telling me about all the missiles being put into space and how they polluted our atmosphere and were a waste of time and money. I told him “ You don’t know the half of it, I lived near Cape Canaveral for awhile and many of them were sent up unannounced.” My answer was apparently unexpected and caused my complainer to wonder if things were worse off then he imagined. It ended the complaint about something that was totally out of my control. Other times I have heard people “grumble” and realized there was nothing I could do. Often I felt what they were saying was justi ed and merited some consideration. There were times, though, when I was the target and it was tempting to counter; people who were really unaware of what was going on or who had not been around for a long time and decided they knew best about what was going on or how to run things. I knew that in reality a confrontation would do no good. It was better simply to state my case and recognize their complaints were quite possibly from wanting to see things be improved. Every once and awhile I’d run into someone who was mad at God Himself! I’ve had to learn that God is not out there to do my bidding at my convenience or because it would make things better for me. Many of the so-called “acts of God” are not things that please people at all. Prayers sometimes are more like demands than intercessions and I’ve known of persons that pray “If you do this, God, I will do that” without considering that God may know what He is doing in the rst place. The message about it all that was given to me was “Keep praying until you get it right” and then God will answer. Maybe it’s not about “my will be done” after all! Our lesson cycle spoke of a particularly difcult time for the people of Israel and their forty years in the wilderness (cf. Exodus 16). They have escaped from Egypt and tyranny and the realization sets in that the time by themselves will be dif cult. Complaints start coming into the leadership; “If only we had died by the hand of the Lord in the land of Egypt when we ate our ll (Exodus 16:3)” and “you have brought us out into this wilderness to kill the whole assembly with hunger(ibid).” The Lord listens; “…because He has heard your complaining against the Lord (v.7)” Complaints do not bring vengeance or retaliation; they bring hearing, understanding and relief. Moses reminds the people “You will know that it was the Lord when he gives you meat to eat in the evening and all the bread you want in the morning because He has heard your grumbling against Him” (v. 8). Anger by His people causes the Lord to respond out of love and kindness in return: that’s a very, very special gift! Paul echoes and teaches what God has done in his Epistle to the Romans. “Do not repay anyone evil for evil…do not be overcome by evil but overcome evil with good (ch. 12; vss 1721).” From the beginning, God sets this example with His people; grumbling is with the understanding that others are hurting; complaints are with the realization that God’s guidance is not fully understood. All too often, a human’s rst instinct is to say “Oh yeah!...” and begin a tirade and counter-offensive when people feel they are being accused of something. Listening at such times doesn’t always come easily; and especially listening to the pain at the heart of it all. Now and again, God is speaking through the midst of it all if we listen; listen beyond the words and look for Him, and then respond as He would have responded. If you would like to contact Rev. FLORIDA SOUTH WESTERN STATE COLLEGEMembers of Cape Coral’s Korean War Veterans of Southwest Florida Chapter 155 established a scholarship endowment for military students attending Florida SouthWestern State College (FSW). For the last nine years the chapter has funded $1,000 scholarships for a veteran or the sibling of a veteran from Southwest Florida who is registered at FSW, but this year the organization decided to establish a $15,000 endowment to augment its annual scholarship giving. “Approximately ve years ago it was voted on by the organization to raise funds to start an endowment in our chapter’s name, knowing that this would be on record long after we’re gone,” said Bob Kent, treasurer for KWVA Chapter 155. “The funds for this effort have come from several raf es, soliciting at local establishments such as Wal-Mart and RaceTrac, Aviation Day at Page Field, and several small grants from various corporations.” On average, 400 students enrolled at FSW receive veteran’s bene ts each year. While these students are each eligible for the $1,000 scholarship, the endowment paves the way for more of them to receive this vitally important assistance. Veterans at the college train in all variety of elds that bene t the Southwest Florida community. “I am immensely thankful for the scholarships I received from the Korean War Veterans. They helped me meet my nancial obligations in the trying times of the recession,” said FSW student and veteran Carlos Barahona, who explained that he was only able to nd temporary work while going to school. “Some of these obligations included purchasing computer parts and peripherals, paper and ink, and anything involving transportation to and from school like gas, car insurance and maintenance.” Barahona, who is in his nal year of completing a Bachelor of Arts in Education at FSW, concluded that the scholarship played a major role in his success at the college and he was proud to be a part of a culture that cared for fellow comrades. Arlene M. Knox, senior director of Development and Planned Giving at the FSW Foundation, said the endowment is an exciting chance to continue supporting our veterans. “The annual scholarships have been so helpful for veteran-students at FSW and this endowment is not only ensuring that the giving continues, but that more of these students will be eligible in the future,” she said. SOUTH FLORIDA WATER MANAGEMENT DISTRICTWork is set to begin on two structures that will route water where it can be stored and cleaned as part of Governor Rick Scott’s Restoration Strategies plan to improve Everglades water quality. The South Florida Water Management District (SFWMD) Governing Board this week awarded contracts to build a new gated structure and improve an existing structure to move water to and from the massive L-8 Flow Equalization Basin (FEB). This storage reservoir will capture peak stormwater ows so water managers can move water into a Stormwater Treatment Area (STA) at a steady rate to optimize its performance and achieve water quality improvement targets. “This is where a plan on paper becomes a working construction project on the ground,” said SFWMD Governing Board Chairman Daniel O’Keefe. “Seeing earth movers and heavy equipment means we are closer to achieving this agency’s goal and the Governor’s vision of cleaner water for the Everglades.” With an approximately $4.4 million investment, Douglas N. Higgins, Inc., will construct a vertical-lift gated structure located in the L-8 Canal, about 2.6 miles north of State Road 80 in Palm Beach County. The fully automated, concrete reinforced structure has two basic functions:  When closed, it will allow water levels in a portion of the L-8 Canal to be raised and held without affecting water elevations in the remainder of the canal north of the structure.  Filling of the L-8 FEB by gravity and also pumping of water out of the L-8 FEB to nearby STA-1E and 1W without impacting ood control and water supply for L-8 Canal users. With an approximately $2.3 million investment, Murray Logan Construction, Inc., will upgrade the existing gated structure known as S-5AS near the C-51 Canal along State Road 80 west of Wellington. This upgrade will enable the structure to move water sent from the L-8 FEB to be treated in the STAs. Both of these structures are key to fully utilize the operation of the L-8 FEB. The reservoir is one of two Flow Equalization Basins under construction as part of the Restoration Strategies plan, providing 105,000 acre-feet of combined water storage for delivery of consistent ows needed to optimize performance of the region’s Stormwater Treatment Areas.L-8 Reservoir Quick Facts 950-acre former rock mine  Watertight geology allows for deep, belowground storage  Below-ground storage minimizes water loss through seepage and minimizes levee safety concerns  Initially approved in 2002, the project is capable of storing 15 billion gallons of water  This is enough to ll 34,000 football elds one foot deep  The reservoir will be able to accept up to 3,000 cubic feet per second of in ow from the L-8 Canal The L-8 Reservoir has already provided regional water resource bene ts, including:  Approximately 3.1 billion gallons of water from Tropical Storm Isaac were directed into the reservoir to help alleviate ooding from historic rainfall in Palm Beach County.  The City of West Palm Beach utilized more than 600 million gallons of water from the reservoir for water supply during the historic 2007 drought and again drew from the reservoir during a prolonged dry period in 2011.  During a 2011 pilot project, the District used small pumps to send fresh water from the reservoir north to bene t the Loxahatchee River. On Monday, Sept. 8, Chris Schmiege of the Florida Forest Service presented a program on “Forest Recreation and Management on Okaloacoochee Slough State Forest.” Okaloacoochee Slough State Forest is 13,382 acre pristine slough located approximately 30 miles east of Fort Myers in southeastern Hendry and northeastern Collier counties. It provides a large roaming area of contiguous habitat for a variety of wildlife species. The forest offers a variety of recreational activities for visitors. Hendry-Glades Audubon promotes birding opportunities in inland Florida and leads bird watching trips for 1,000 visitors annually to (Stormwater Treatment Area 5), which is featured by Visit Florida as one of the top ve birding spots in Florida. Of cer Taylor followed up on a recent alligator case he made in Glades County in July 2014. Of cer Taylor and Investigator Douglas interviewed a nuisance alligator trapper about the unlawful sale of a live alligator to an unlicensed person. The nuisance alligator trapper was ultimately cited for unlawful sale of a live alligator, sale to an unlicensed entity, and violation of the special use permit to possess live alligators. The seized nine-foot live alligator was donated to a local alligator farm. FWC Law Enforcement Report By Tony YoungFlorida Fish and Wildlife Conservation Commission Football season is in full swing, and the 2014-15 hunting season is cranking up. Heck, in Zone A, they're already into general gun season. But for the rest of us, I'd like to cover some things you should know regarding three hunting seasons that are just around the corner: muzzleloading gun, gray squirrel and the rst phase of dove. Immediately following the close of crossbow season in each zone, the muzzleloading gun season begins. Season dates on private lands run Nov. 22 to Dec. 5 in Zone B, Oct. 18 to 31 in Zone C and Dec. 6 to 12 in Zone D. During muzzleloading gun season, bows and crossbows are also legal methods of taking game on private lands, in addition to muzzleloaders. But on wildlife management areas (WMAs), only muzzleloaders may be used. The most common types of game to take during muzzleloader season are deer and wild hog. Regarding deer, only bucks that are legal to take in your area may be harvested, and the daily bag limit is two. You can hunt wild hogs year-round on private lands, and there are no bag or size limits. For hunting deer, muzzleloaders ring single bullets must be at least .40-caliber. Guns ring two or more balls must be 20-gauge or larger. The only muzzleloaders that can be used during muzzleloading gun season are those that are red by wheel lock, intlock, percussion cap or center re primer (including 209 primers). Muzzleloaders that can be loaded from the breech are not legal to use during this time. It's also legal to shoot gobblers and bearded turkeys during muzzleloading gun season. You may now take up to two a day on private lands, but there's still a two-bird fall-season limit. You can't hunt turkeys in Holmes County during the fall or winter. And on WMAs, you may still shoot only one turkey per day and antler/size restrictions on bucks/hogs can differ, so check the speci cs of the area before you hunt. Gray squirrel season on private lands starts Oct. 11 statewide and runs through March 1. There's a daily bag limit of 12 gray squirrels, and shooting fox squirrels is against the law. Legal shooting hours are from 30 minutes before sunrise to 30 minutes after sunset. Except for turkeys, hunters may take resident game over feed, such as corn, but only on private lands. No baiting is allowed on WMAs. The rst phase of the mourning and white-winged dove season began this year on Sept. 27 and ends Oct. 27 statewide. Shooting hours during this rst phase is noon to sunset, and there's a 15-bird daily bag limit. The only rearm you're allowed to use for hunting doves is a shotgun, but you can't use one larger than a 10-gauge. Shotguns must be plugged to a three-shell capacity (magazine and chamber combined). You may hunt doves over an agricultural eld, as long as the crop has been planted and manipulated under normal agricultural practices. However, it's against the law to scatter agricultural products over an area for the purpose of baiting. Some things you can't do while dove hunting include using ri es, pistols or crossbows; shooting from a moving vehicle; and herding or driving doves with a vehicle. In addition to a Florida hunting license, you'll need a $5 muzzleloading gun permit to hunt during muzzleloader season. To hunt deer, you need a $5 deer permit, and if you'd like to take a fall turkey, you'll need a $10 turkey permit ($125 for nonresidents). If you're going to hunt doves, you'll need a no-cost migratory bird permit, and if you hunt on a WMA, you also must have a management area permit, which costs $26.50. All are available at your local county tax collector's of ce; through license agents; by calling 888-HUNT-FLORIDA; or by going online to License.MyFWC.com. So if you're going after that monster buck during the muzzleloading gun season or small-game hunting with friends and family, I hope I've helped explain some of the things you'll need to know. This lively event included a shrimp boil, jambalaya and gumbo buffet, as well as live and silent auction items. Proceeds of the dinner will support the initiatives of the Glades Education Foundation, including the purchase of basic science fair materials for all participating students in Glades County, Sunshine State Young Reader Award book sets for all of the schools, classroom grants for teachers and additional iPads and Kindles. Florida SouthWestern State College Hosting Job Fair SOUTH FLORIDA WATER MANAGEMENT DISTRICTWith the goal of expanding opportunities and partnerships to restore and protect a unique Florida waterway, the South Florida Water Management District (SFWMD) Governing Board approved a $500,000 investment in the Indian River Lagoon National Estuary Program (IRL NEP). Earlier this month, the St. Johns River Water Management District Governing Board also approved a $500,000 investment in the program. These actions follow Governor Rick Scott’s direction to the Florida Department of Environmental Protection to participate as well, by dedicating $250,000 a year in funding for the IRL NEP effort. “The Indian River Lagoon helps de ne the quality of life along a vast stretch of Florida’s east coast, including Martin and St. Lucie counties,” said SFWMD Governing Board Vice-Chair Kevin Powers, a long-time resident of Martin County. “We are proud to join Governor Rick Scott and the Florida Department of Environmental Protection in dedicating funds to protect this valuable resource.” SFWMD funding for the program comes a month after the Governing Board was briefed on proposed organizational changes designed to increase community participation and expand project opportunities. These enhancements include:  Reigniting community engagement,  Targeting the IRL for increased project funding at local, state and federal levels, and  Highlighting the importance of the IRL through outreach and education. The IRL NEP was established in 1990 through the U.S. Environmental Protection Agency’s designation of the IRL as an “estuary of national signi cance.” The IRL NEP provides a non-regulatory, stakeholder-driven, collaborative approach to coastal watershed restoration and protection. The IRL is a diverse, shallow-water estuary stretching across 40 percent of Florida’s east coast from Ponce de Leon Inlet in Volusia County to the southern boundary of Martin County. The lagoon is a critical water body in the state and has experienced excess nutrient pollution in addition to excess freshwater ows for many decades. Widespread algal blooms appeared in the lagoon in 2011 followed by brown tide blooms in 2012 and 2013. Approximately 47,000 acres of seagrasses were lost, a reduction of about 60 percent of the lagoon’s total seagrass coverage. The lagoon supports a multitude of industries and activities, from shing and recreation to tourism and agriculture. A study concluded that the economic bene ts of the Indian River Lagoon totaled more than $3.7 billion in 2007 alone and accounts for 15,000 jobs.
