By Charles M. MurphySpecial to the Glades County Democrat Glades County Commissioners had a short agenda when they met Tuesday morning in Moore Haven. The commission approved an extension of 60 days for needed improvements for the Lake Okeechobee Navigation Channel. Commissioner Tim Stanley abstained from the vote because he is employed by the South Florida Water Management District. This project involves maintenance needed for the dredging of the Moore Haven canal, the Pearce Canal and Dyess ditch. County Manager Paul Carlisle said $1 million is set aside for the county to assist in the cost of the work. The project has been in the works for close to ve years. In other actions, the commission approved a renewal agreement with the Heartland Library Cooperative. Commissioners approved a 38-cent-perhour raise for employees in their proposed budget on Sept. 8 after a public hearing. The tax rate was set at 9.036 mills which represents a 1.41-percent tax increase for property tax payers this year. The commission also discussed the use of county facilities for political campaign events. Attorney Richard Pringle said the county must follow free speech rules. If it is a political fundraiser, there could be restrictions on who is allowed in the building. Since it is government-owned, there are rst amendment rights involved. He said the county should shy away from political fundraisers. Private property would not have these restrictions. "I would not rent out county facilities for political fundraisers," he said. Any activity that violates the law or county rules and policies are currently prohibited. "These facilities are county owned, it is a bene t to the public to use them, and you could state they can't be used. They must comply with your rules, and they are not entitled to use them." Maintenance costs, insurance coverage and risk to the county are factors they should consider when leasing facilities to the public for certain events, Pringle advised. Pringle said free speech is often a quagmire. He said the county manager must be given discretion in deciding who uses a county facility. "We are not going to intentionally violate somebody's rst amendment rights." Commissioner Donna Storter said she understood insurance coverage for certain events but questioned why insurance would be required for a spaghetti dinner in Ortona. In recent utility scams, someone calls and claims to be a representative of a utility company and tells the customer that their utility bill is overdue and payment must be received or services will be shut off immediately. Scammers use devices that alter the caller ID to look like a utility customer service number. Payments are requested in uncommon ways, such as wiring the money, prepaid cards or gift cards. The latest targets of this scam include restaurants and other businesses that can’t afford to have their utility services abruptly shut off; however individual consumers are just as likely to be targeted. Consumers can protect themselves from utility scams by following these tips:  Never provide personal information over the phone or through email.  If contacted by a suspicious person claiming to be the customer’s utility company, the customer should contact his or her utility company and notify them of the recent communications and check the billing status of their current account.  Report any suspicious activity to Attorney General Pam Bondi’s Fraud Hotline by calling 1-866-966-7226 or by visiting MyFloridaLegal. com. Warning Consumers of Utility Bill Scams The Ferguson Aftermath and The DreamBY DR. TODD BUCK First Baptist Church of ClewistonAmericans commemorated, on Aug. 28, 51 years since America’s greatest speech was given: Dr. Martin Luther King’s ‘I Have a Dream’ address at the Lincoln Memorial. Yet, as the aftermath of the Ferguson riots demonstrate, in many ways that dream remains unful lled. Certainly we have come a long way from the Negro League baseball in the 1940s, from Brown v. Board of Education in the 1950s, and even from the civil rights movement of the 1960s. Minorities have more opportunities and Americans generally have greater exposure to other cultures than ever before. Amidst this optimism, however, one must also be a realist. I am therefore not shocked when events like Ferguson occur, since I believe in man’s depravity -his fallen nature. Even today, one hears a racial slur, senses a racist undercurrent at a child’s sporting event or reads about an overt act of racially motivated violence, and our hearts sadden. Then we remember as Christians that we belong to a fallen and divided race. Racism is an area where actions speak louder than words. Many people say that they are more accepting of people from other ethnic backgrounds. They say they are seeking more diverse friendships. Yet unless we individually decide to cross some of the usual boundaries, we will always stay within the lines, and Dr. King’s dream will remain less than fully ful lled. One place where we ought to always be crossing boundaries is the church. The Bible says, ‘There is neither Jew nor Greek, slave nor free, male nor female, for you are all one in Christ Jesus’ (Gal. 3:28). This verse does not obliterate real social distinctions of ethnicity, class or gender. Yet it insists that we have a fundamental unity in Christ that keeps those distinctions from dividing us. God’s Spirit is at work to bring us together in Christ. And this must be re ected in our worship. This raises a very practical question: What kind of relationships are you forming? How does your life demonstrate the truth that God is making one people in Christ? This is not simply a black and white issue, because skin color is not the only thing that divides us. We are divided by culture, education, economics and even social class. These barriers can only be crossed by the love of Christ working in us to help us know and care for those who are different from us. As Christians, we have a remarkable opportunity to know people from many different ethnic and cultural backgrounds. We can worship together, which is a foretaste of Heaven, when people from ‘every nation, tribe, people, and language’ will gather at God’s throne (Rev. 7:9). But we must do more than worship together. We can also know one another. We can care for one another. And we can love one another, showing the world that there is no color line in the kingdom of God. According to the Centers for Disease Control and Prevention (CDC), approximately 17 percent of U.S. children are obese, and certain groups of children are more greatly affected. Research shows that children who are overweight or obese as preschoolers are more likely than children of normal weight to be overweight or obese as adults and suffer lifelong physical and mental health problems. Childhood obesity puts kids at risk for health problems that were once seen only in adults, like type 2 diabetes, high blood pressure and heart disease. There are no simple solutions to childhood obesity. The problem is in uenced by many different factors, such as the lack of community places to get physical activity or a lack of access to healthy foods like fresh fruits and vegetables. Research shows that fruits and vegetables are important in promoting good health and are important when someone wants to lose or manage weight. Fruits and vegetables are naturally low in fat and calories and contain lots of water and ber (both help you to feel full). Additionally, these foods also contain essential vitamins, minerals and ber that may help protect children against health conditions later in life. A diet rich in fruits and vegetables is important for everyone, and especially children, because it helps with their growth and development. Children can eat or drink fewer calories and stay full longer by substituting fruits and vegetables in place of foods with higher-calorie ingredients, such as added sugars and solid fats. Childhood obesity can be prevented. Communities, health professionals and families can work together to create opportunities for kids to eat healthier and move more. We can all use this month to raise awareness about the obesity epidemic and show people how they can take steps toward a solution. Here are just a few ideas: Encourage families to make small changes, like keeping fresh fruit handy or going on a family walk after dinner. Motivate schools to be healthier. Help them provide healthy food options and daily physical activities for students. Ask healthcare providers to be leaders in their communities by supporting programs to prevent childhood obesity. By working together, states, communities and parents can help make fruits and vegetables the easy choice for children and adolescents and help decrease childhood obesity. She was born November 10, 1956 in Fort Pierce to Doyle and Syble Hazellief. She had been a resident of Labelle for 19 years and worked with special needs children at West Glades School near Muse. She was a member of the First Baptist Church of Labelle. She was preceded in death by her parents and one son, J oshua Dewayne Rigdon. Volunteers set a goal of $247,400 to be raised during the 2014-2015 United Way Campaign. The allocations process ensures scal and performance accountability for all programs and initiatives, and at the same time helps assure the real human service needs of the community are met. Teams of volunteers analyze each United Way partner agency’s effectiveness, the need for the service the agency provides and the impact of United Way funding on meeting the community’s needs. Four teams with a total of 31 Hendry and Glades community leaders reviewed 28 agencies and recommended funding 48 programs. Team Leaders were Kate English, of Pavese Law Firm; Ron Zimmerly with the city of LaBelle; Andy Tilton, of Johnson Engineering; Tommy Perry, of Johnson-Prewitt & Associates; and Scott Bass and Mike Carter, of the Glades County School District. Serving the communities south of Lake Okeechobee September 11, 2014 8 Funds for Shark StudyHS Biology Teacher Raising Funds to Support Student Participation in Shark Study Moore Haven High School’s biology teacher is raising funds for a group of students to participate in an important research project on sharks. The students will be able to participate in a shark-tagging project with a renowned researcher associated with the Guy Harvey Foundation. The participants go to sea on the research ship and watch for sharks. They assist the researcher in “landing” the shark and tagging it for the study. The research being done is to aid in saving many of the endangered sharks and to better understand the migratory paths of these sh. The cost is $50 per student. Goodwill Cuts Ribbon on Apartments for People with Physical Disabilities South Florida Water Management DistrictFor the 19th consecutive year, water owing from farmlands in the Everglades Agricultural Area (EAA) achieved phosphorus reductions that exceed those required by law. Implementation of improved farming techniques, known as Best Management Practices (BMPs), produced a 63-percent phosphorus reduction in the 470,000acre EAA farming region south of Lake Okeechobee for the Water Year 2014 monitoring period (May 1, 2013 to April 30, 2014). The requirement is a 25-percent phosphorus reduction. “Everglades restoration relies on a suite of water quality improvement strategies, and BMPs are an essential component,” said Daniel O’Keefe, chairman of the South Florida Water Management District (SFWMD) Governing Board. “Reducing phosphorus and exceeding these requirements year after year re ects a long-term commitment to water quality improvements by South Florida’s farmers.” Examples of BMPs include re ned stormwater management practices, onfarm erosion controls and more precise fertilizer application methods. These and other management practices by agricultural growers reduce the amount of phosphorus transported in stormwater runoff that reaches the Everglades and its connected water bodies. BMP Program Delivering Successful Results To meet the requirements of Florida’s Everglades Forever Act, the amount of phosphorus leaving the EAA must be 25 percent less than before reduction efforts started. A science-based model is used to compute the reductions and make adjustments to account for the in uences of rainfall. Over the program’s 19-year history, the overall average annual reduction from the implementation of BMPs is 55 percent, more than twice the amount required by law. When measured in actual mass, 180 metric tons of phosphorus were prevented from leaving the EAA and entering the regional canal system, which sends water into the Everglades, during the Water Year 2014 monitoring period. Over the past 19 years, the BMP program has prevented 2,854 metric tons of phosphorus from leaving the EAA. Just west of the EAA, in the 170,000-acre C-139 Basin, a BMP program has been in place for the past 10 years. In November 2010, the program requirements were enhanced to better control the nutrient runoff. For the Water Year 2014 monitoring period, data show the actual mass of phosphorus discharged from the basin during that time was 28 metric tons. Ongoing work continues to focus on improving phosphorus reductions in this basin, which historically has reported elevated nutrient levels in its soils and runoff. Stormwater Treatment Areas Provide Additional Improvements Water leaving the EAA and C-139 Basin receives additional treatment in one of several Stormwater Treatment Areas (STAs) before entering the Everglades. These constructed wetlands are lled with native vegetation and use “green” technology to further reduce phosphorus levels. Since 1994, the network of ve STAs south of Lake Okeechobee—currently with 57,000 acres of effective treatment area— have treated 14.8 million acre-feet of water and retained approximately 1,874 metric tons of phosphorus that would have otherwise entered the Everglades. Last year, the STAs treated approximately 1.3 million acre-feet of water, retaining 81 percent of phosphorus from water owing through the treatment cells. Through the end of April 2014, more than 4,582 metric tons of phosphorus have been prevented from entering the Everglades through treatment wetlands and the BMP program combined. Overall, Florida has invested more than $1.8 billion to improve Everglades water quality since 1994. Additional improvements in Everglades water quality are being achieved by Governor Scott’s Restoration Strategies initiative, which includes more than 6,500 acres of STA expansions and construction of 116,000 acre-feet of additional water storage. Bryce Aaron and Crystal Rodriguez are United Way 211 Information and Referral Specialists. Aaron graduated from the University of Texas at San Antonio and has previously worked for United Way Partner Agency AHF-ICAN. Rodriguez is a graduate of Kutztown University and has worked in the healthcare service industry. United Way 211 is a free, 24-hour information and referral service for health and social services that provides food, housing, medical, child care assistance and more in Lee, Hendry, and Glades counties. Allison Chandler is the United Way Manager for Okeechobee County. She has lived in Okeechobee for 10 years and is working on a degree in Business and Finance. Chandler is an active volunteer in Okeechobee. Stephanie Harrison is the Community Programs manager for United Way. Harrison is a graduate of Valencia Community College and has 10 years of experience in community banking. Michael Willis is director of Finance for United Way. Willis is a life-long Florida resident and a licensed CPA, with a Master's degree in Accounting and Taxation from Florida Gulf Coast University. The Humane Society Of The United StatesGopher tortoise relocation and rehabilitation efforts are expected to improve in Florida after a new collaboration was announced on Aug. 5. The Humane Society of the United States (HSUS), Nokuse Plantation, St. Joe Community Foundation, the St. Joe Company and the Florida Fish and Wildlife Conservation Commission hope the collaboration will improve efforts to relocate gopher tortoises from development sites to preserves. Dave Pauli, senior advisor of wildlife response and policy at the HSUS, said: "We're excited to work with the FWC, St. Joe Community Foundation, the St. Joe Company and Nokuse Plantation to help provide and promote gopher tortoise conservation. We hope this is the beginning of future new alliances being formed in Florida and beyond to save this long-lived species." Matthew Aresco, director at Nokuse Plantation, said: "We are grateful to be part of this unprecedented collaboration between the St. Joe Company, The HSUS and the FWC to relocate gopher tortoises from development sites throughout Florida to our preserve. This is a statement that kids hear over and over again from their parents. We constantly preach to them that although candy is a delicious treat, sometimes there are manipulative motives with such offerings. Often this is a literal lesson, but other times, it's an analogy that represents various acts of deception we are faced with today. When discussing avored tobacco, we have a pretty clear "candy" and "stranger." Flavored tobacco products have become increasingly common in the United States, containing avors such as vanilla, orange, chocolate, blueberry and cherry (CDC Tobacco use at a glance, 2011). These deceptive tactics are being used to target youth as "starter" tobacco products and are perceived as safer and better tasting. Among many problems, the major problem here is that tobacco products, even candy- avored, are addictive and carry serious health risks (CDC Tobacco use at a glance, 2011). It is crucial that we recognize our children are falling victim to this misleading marketing strategy. Under the Family Smoking Prevention and Tobacco Control Act, the sale of cigarettes containing certain characterizing avors other than menthol became illegal as of September 2009 (FDA Flavored Tobacco Product Facts Sheet, 2011). This ban exempts tobacco avored products other than cigarettes. Chewing tobacco, dip, snuff, cigars, cigarillos and other avored tobacco are still being sold in local retailers. In Hendry County, one in ve youth between the ages of 11 and 17 have tried avored tobacco (Florida Youth Tobacco Survey, 2010). This means that the same children we see riding bikes, shooting hoops and studying are being targeted by the tobacco industry. With such tempting marketing for youth, it is clear why our kids are experimenting with tobacco. National polls are releasing ndings that more youth between the ages of 12 and 17 are exposed to avored tobacco products or ads than adults (Florida Youth Tobacco Survey, 2010). It is our job as parents, teachers, coaches and members of the community to get the word out and stand up against the tobacco industry that designs these products with kids in mind.
