MurphySpecial to the Glades County Democrat The results from the 2013/14 end-ofcourse exams for middle and high school students were released by the Florida Department of Education earlier this week. In Glades County Schools, third grade reading scores dropped from 56 percent to 40 percent. Math scores dropped from 60 percent to 53 percent. Fourth grade reading fell from 56 percent at grade level to 44 percent. Math scores rose from 63 percent to 65 percent. Fifth grade reading rose from 48 to 53 percent, math scores stayed the same at 56 percent, and science scores rose from 41 to 49 percent at grade level. Moore Haven elementary saw reading scores drop from 32 to 24 percent in the third grade, math scores rose from 28 to 30. Fourth grade saw reading scores rise from 41 to 42 percent. Math scores went from 44 percent at grade level to 50 percent. Fifth grade reading scores improved dramatically from 30 percent to 56 percent. Math also rose from 48 to 56 percent and science from 18 to 33 percent pro cient. Commissioners have considered a new noise control ordinance that of cials hope won't cost them politically. The proposal would make it a second degree misdemeanor punishable by $500 nes and 60 days behind bars if you reach a certain decibel level. The noise allowed would vary from land use to land use. Chairman Donna Storter Long voiced support for the proposed ordinance, "I think it's time; we've had a lot of complaints about boom boxes at late hours. That is inappropriate for people trying to rest in the evening hours." Long pointed out this will not legislate the discharge of rearms which come under state statute. She said a lot of the problems are between neighbors and they hope to solve them with this proposal. There are several exemptions which include businesses already in operation, emergency signals like sirens when used for their intended purpose, railroad noise, ship noise, airport noise, lawn care equipment and other normal activities, garbage trucks, and animal noises. For example, noise from trash hauling and collections in residential areas would be allowed from 6 a.m. until 6 p.m. under the proposed ordinance. Lawn care, saws, tractors, street sweepers and tree chippers would be allowed from 7 a.m. until 10 p.m. Decibel levels above 66 in residential areas before 7 a.m. and after 10 pm would be a no-no, as would levels above 72 for commercial business between 7 a.m. and 10 pm. Industrial and manufacture uses would be allowed up to 75 decibels at all times. missioners would likely be surprised how loud noises would be allowed. Moore Haven City Councilman John Ahern said his city was interested in joining with this ordinance. One legislator concerned was Buckhead Ridge Commissioner Tim Stanley. He said a lot of duck hunters and shermen get up early in the morning to get to the lake and some own airboats that create noise. "I sure don't want to be a guinea pig for this ordinance," he noted The county will work on wording to exempt airboats during their normal operation in a waterway. Other loud boats might also be made exempt. "I think an exemption would be wise in this area," Commissioner Paul Beck of Lakeport, another shing hot bed community, remarked. In other actions the Commission approved a resolution that shows the counties support for a name change for Edison State College. It will be renamed Florida Southwestern State College. Board of Trustee for the College Julie Perry, who has represented Glades County for the past 12 years, and Director of the Hendry Glades Center campus in LaBelle Jeff Gibbs were on hand to receive the proclamation. Gibbs said he was honored to receive the proclamation. The campus will see some signage changes, and he described it like a rebirth that brings an air of excitement and energy to the campus. He also suggested the college would be interested in providing classrooms at the proposed job training center in Moore Haven. "We work very closely with the Superintendent of Schools and there are a lot of things on the horizon here, we look forward to being a partner in the job training that will be needed." Perry said the new name sounds very professional, identi es where the campus is located and should continue to help the college improve their services to Glades County. "We have a lot of Glades County students and we are very proud of them. I think we have been phenomenal in helping our students nd jobs after college. This training center will be fabulous and should bring people and jobs into the community. We are de nitely making progress." Commissioners approved a near $4.2 million contract with Wright Construction to build the Glades County Emergency Operations Center on route 78 west. The contract requires that the construction be completed by May 14, 2015. President of Wright Construction Fred Edman said this was an opportunity for Glades County and that his company was thrilled to be doing another project in the community. They were the contractor of the Health Department in Moore Haven. "That project turned out incredibly well. We will have a similar staff and the same project manager on that project, work on the new EOC," he added. Edman said he thinks the company can meet all the grant deadlines for construction. He said they also were pleased with the contract price, "We will really stress that local labor be hired for this project by our subcontractors. We were very successful with that on the health department project." Chairman Long said Wright was the best company possible to do the work and noted they have proved themselves in the past, "We are eager to go forward and I'm sure we'll meet all the grant deadlines and not lose the money. We also think it'll create jobs locally and that is one of our goals." Commissioner Tim Stanley also announced the County has been successful in the receipt of $3.5 million in state funds to help construct the infrastructure needed for the Glades County Business Park and intermodal logistics center projects. State Senator Bill Galvano said he pushed very hard for this project up until the end of the session and this was his top priority for Glades County this year. "I think it's a very positive thing for Glades County and for the State of Florida. I'm pleased the governor did not veto. It should lead to substantial economic development there," he told the Glades Democrat. Galvano also secured the second year of funding for the new Moore Haven High School campus. He also secured funding for dispersed water programs that impact the county and water management district. He said the governor wants to help rural areas and this project t squarely into his agenda for economic development. "Governor Scott is willing to spend dollars to create jobs and opportunities. If we put this training center in Glades County, people can become employable and opportunities will be made and ideas exchanged, it was a good budget year and it was meaningful and this project makes it all worth it." Commissioners also approved a veyear lease with cattlemen Melvin Guerry to lease a pasture owned by the County for $1,050 annual rent. He plans to raise Brangus cows and heifers on the property. The lease requires he carry insurance and construct a suitable fence around the property boundary. The Commission ranked projects to be considered for state funds in various rural county programs. Ranked rst is a project to widen and add shoulders to 15.35 miles on County Road 74 from SR 29 to Charlotte County. Ranked second was a resurfacing project on a 15-mile segment of Indian Reservation Road from SR 78 to the Highlands County line. Ranked third was 1.5 miles on Baker Road from CR 720 to Lundy Road. The Board also scheduled budget workshops for Tuesday, July 8th at the conclusion of their regular meeting, and another session on Friday, July 18th at 9 am. Commissioner Beck invited the community to a family fun day on July 19th at the Lakeport Community Center. Included in the event will be a pork rib barbecue contest. The event begins at 7 pm. The Ortona Community Association will host an ice cream social on July 3rd. A legislative appreciation day is scheduled for July 26 at the Doyle Conner Building in Moore Haven. Parting ThoughtsBY PASTOR JOHN HICKS First United Methodist ChurchI don’t know about you, but one of the constants in my life is time spent with God. I depend on time spent in prayer. I lean heavily on the belief that God loves me and that God responds in my life. After 12 years of Ministry in Clewiston, God has called Kathy and myself to ministry in Monticello, Florida. We love this town and the people in it. We have put down roots here and have our hearts invested in many meaningful relationships. But change is coming. As uncomfortable as change may be, it’s a fact of life. To live is to change. Change is inevitable in all of our lives. People and organizations which refuse to change and adjust to a rapidly changing world soon become extinct. I’m not suggesting that all change is good. Some change can be debilitating and even destructive. But change isn’t necessarily a bad thing. This is particularly true when it comes to a change of leadership. In the Bible, Moses had been the leader of the Israelites for forty years. Just as the Israelites were preparing to enter the land that God promised them, change happened. The change for the Israelites couldn’t have been more dramatic. Moses was dying, and Joshua had been commissioned to succeed Moses. That must have been quite a transition for the Israelites to make. But it was probably no more traumatic than the transition many churches have to make after a long pastorate. I’m sure there were Israelites who thought they were doomed because they no longer had Moses to lead them. But God cannot and will not be limited to using one person. If you don’t think so, read the book of Joshua. In some ways, Joshua was an even greater leader than Moses, because he led the Israelites into many victorious battles when they were hopelessly outnumbered. The scriptures clearly and consistently teach that God can use anyone (even you!) to accomplish God’s purposes. The same can be said about any change of leadership, including a change of pastors. They simply have to be open and willing to be used by God. I love the word of God in Joshua 1:9 for all of us experiencing change and transition in our lives: “Be strong and courageous. Don’t be afraid; don’t be discouraged, for the LORD your God will be with you wherever you go.” With that promise, it’s time to pass the baton to others to pick up the race where I left off. And God has inspired others to start stepping up! Pastor Alan Koch (Faith Lutheran Church) has accepted the call to be the new president of the Clewiston Ministerial Association. Pastor Todd Buck (First Baptist Church) has expressed interest in taking my rotation in writing articles for The Clewiston News. Pastor Jeff Smith and his wife Tina are coming to pastor First United Methodist Church. God is good! And so, it’s time to say a heartfelt goodbye to everyone. But if you think about it, what does it really mean to say “Good-bye”? Centuries ago, English-speaking Christians parted saying, “God be with ye.” In time, it became “God be wi’ ye,” and nally, “Good-b’ye.” The coming of the Holy Spirit at Pentecost lls the phrase with the full power of its meaning. “Good-bye” truly af rms, “God IS with you.” So, God be with you! “And I pray that the sharing of your faith may promote the knowledge of all the good that is ours and what we have shared in Christ Jesus.” (Philemon 1:6) Let me close with one nal thought. Most of us already know how to live a successful and purposeful life. It’s just that sometimes we need reminding! My perspective on the key to a better life: Complain less, appreciate more. Whine less, laugh more. Talk less, listen more. Want less, give more. Hate less, love more. Scold less, praise more. Fear less, hope more. A parcel of land in Palmdale has been identi ed off of US 27 and 2nd street. The parcel has been treated for wild re hazard reduction. When a natural area becomes overgrown, a purging re is inevitable and natural. "On large parcels of land, leaf blowers and hedge trimmers are not an effective or cost ef cient way to treat hazardous fuels buildup," states Forest Ranger Elmer Sauceda. "The process of reducing the wild re risk will include reduction or elimination of hazardous accumulation of dead leaf litter through mechanical and prescribed re treatments." Forest Ranger Elmer Sauceda uses a bulldozer with a metal drum (roller chopper) and protruding metal blades knocks down and cuts up ammable dense shrubs. "Chopping is essential in areas where the vegetation has grown to dangerous heights," Elmer explains. "The roller chopper is designed to knock down and chop up brush and trees up to about three inches in diameter." State Wildland Fire ghters are working hard to reduce the wild re risk in your community and they encourage homeowners who live near nature to build a wild re emergency kit, and make a wild re plan with your family. By Melissa BeltzSpecial tot he Glades County Democrat A Moore Haven man was struck and killed early Sunday morning by a passing van on a Glades-county Highway, the Florida Highway Patrol (FHP) reported. The incident occurred at approximately 1:28 a.m. on Father's Day, June 15. According to a press release issued by FHP, the man was lying in the eastbound roadway of State Road 78 when the van, a 2005 GMC Savana, struck him with the trailer it was towing behind. The man, 50-year-old Gary Lee Walker, of Moore Haven, was pronounced dead at the scene. It is reported that the driver of the van, an Okeechobee man who had two youths in the vehicle with him, attempted to swerve out of the way as he approached Walker, who was lying approximately 380 feet west of Lake Drive W. in Glades County. Florida Fish and Wildlife Conservation CommissionThe Florida Fish and Wildlife Conservation Commission (FWC) will hold three public workshops in June and July to discuss management of black bears in south Florida and how people can get involved in working with the FWC on local bear issues. Under the FWC’s Florida Black Bear Management Plan, approved in 2012, seven bear management units (BMUs) will be established throughout the state. The BMU approach will allow the FWC to manage bears based on the characteristics of bears, people and habitat in different parts of Florida. The rst steps are being taken to create the South BMU to manage the bear subpopulation in the Big Cypress National Preserve and surrounding areas. Workshops will offer the public a chance to provide input on local bear issues and allow interested individuals to sign up to be active members of the South Bear Stakeholder Group. At the West Glades K-8 School in Muse, Third grade reading scores went from 71 to 41 percent, third grade math went from 76 to 57 percent, fourth grade reading went from 60 to 70 percent, and math from 65 to 70. Fifth grade reading went from 67 to 48 percent, math from 62 to 42, and science from 64 to 50 percent. At the middle school level, sixth grade reading scores went from 58to 64 percent at grade level, math went from 62 to 81 percent. Their breeding range extends as far south as Panama, Belize and the Bahamas. These medium-sized birds are about a third larger and have a longer bill than the Downy Woodpecker. Hairy Woodpeckers have stiff, long tail feathers that they use to lean against tree trunks. Their bill is nearly the same length as their head and their black wings are checkered with white. The fairly square head has two white stripes. Males have a ash of red towards the back of the head. A white patch runs down the center of their black back. The oldest known Hairy Woodpecker lived to be 15 years and 11 months old. The most common call of the Hairy Woodpecker is a short, sharp "peek." They also make a rattle or whinny sound. Hairy Woodpeckers live in mature forests where there are medium to large trees. They can be found foraging in woodlots, parks, forest edges, open woodlands, recently burned forests and strands of trees infested by bark beetles. Up to 80 percent of their diet consists of insects with the remaining 20 percent consisting of fruit and seeds. In Florida, the nesting season for this species is from April to June. Both sexes of the breeding pair work together excavating the nest cavity located in the dead stub of a living tree, a fence post or living cypress. The cavity entrance is about twoinches tall and 1.5-inches wide. The nest cavity is eightto 12-inches deep and it typically bare except for a bed of wood chips. Three to four white eggs are laid and incubated for 11 to 12 days. The young edge when they are about three weeks old. Both parents continue to care for the young for several more weeks.
