Students were celebrated for their attendance as well as their honors status. Two of the top honorees were salutatorian, Mattie Bass, and valedictorian, Erica Brickel. Moore Haven High School graduation ceremonies will be held on Friday, June 6, at 7 p.m. at Terrier Field. Erica Brickel, pictured above, with principal George Coates, is Moore Haven High School valedictorian. She is the daughter of Jim and Veronica Brickel of Moore Haven. She will attend Florida Gulf Coast University in the fall and wants to eventually major in pharmacy. Mattie Bass (photo at right) is Moore Haven High School salutatorian. She is the daughter of Ladd and Renee Bass of Venus. She will attend Tarleton State University in the fall and will major in equine science. The U.S. Army Corps of Engineers, Jacksonville District has announced restrictions on lock operations on the Okeechobee Waterway due to falling water levels on Lake Okeechobee. Effective Thursday, June 5, locking operations at the W.P. Franklin Lock & Dam near Fort Myers and the St. Lucie Lock & Dam near Stuart will be conducted every two hours from 7 a.m. to 7 p.m. daily. This action is the result of the water level at Lake Okeechobee falling below 12.5 feet. “This is standard operating procedure whenever the lake falls below 12.5 feet” said Steve Dunham, Chief of the Corps’ South Florida Operations Of ce. “We encourage boaters to be aware of the lake level and consider that drafts will continue to decrease if the lake drops more in coming weeks.” The updated schedule means that lockages will occur at Franklin and St. Lucie at 7 a.m., 9 a.m., 11 a.m., 1 p.m., 3 p.m., 5 p.m., and 7 p.m. Operations at the other three locks, Ortona, Moore Haven, and Port Mayaca, will continue on demand between 7 a.m. and 7 p.m. Should the lake drop below 11.5 feet, additional reductions in service will be necessary. A ‘Dear John’ Letter Worth SharingBY PASTOR JOHN HICKS First United Methodist ChurchIs there any son or daughter in this world who is not thrilled by the declaration of, “I’m proud of you,” from a parent?” I know how it was for me. Few things in my life have ever touched me as much as the words my dad shared with me in the rst letter I ever received from him. In many ways, it helped bring the “Prodigal” back home. My dad is gone now, but the blessing of that letter lives on. It’s a 28-year-old “Dear John” letter worth sharing. “Dear John: Your mother and I have been asked by Mike Oliver to write you a letter in support of your planned “Walk to Emmaus” in January. It is supposed to be an opportunity for us to express our appreciation of you and what our relationship means and has meant over the years. “When you were little, I had the same close relationship with you that I had with the other boys, and I realize now that when you were in junior high, I let you down by not being as involved with you in your activities as I was with the other boys. I also did not understand your sensitivity to other people at that time, and when you came home with a peace symbol, I never gave you an opportunity to state a position. I had my mind made up, and did not care to be confused by the facts. I was critical of your friends, and thus alienated you and never really re-established a close bond with you. I regret that now, and if I had the opportunity to re-run that part of the race, I would move up to scouts when you did, to try to gain back the son that I had ‘lost’ with a few hasty words. “You are in the correct eld. From the time you were in senior high, I began to see the potential, and it really came out while you were in college. I felt that ministry was where you belonged, but I was not the one to whom you came for advice in those days. I will admit that I was quite pleased when you nally made the decision to enter the ministry, and I am very proud of you and your accomplishment in dedicating yourself to a life of service to others. You will never know the sense of pride we felt at your ordination. Your mother stood and walked alone for the rst time after the accident, and held her head high the whole way down the aisle. That event inspired her to do what very few believed could be done. “Your accomplishments in school, in scouts, and now as a person, have been sources of pride to us which you will recognize when you have children of your own. The greatest gift any parent can receive is to have a child do well, and the highest feelings of ecstasy are realized in the accomplishments of your offspring. When you do well, we glory. “Keep up your good works, son, and hold the hand of Him whom you have vowed to follow. Your earthly parents love you very much, and are very proud of you. Your Heavenly Father must be even more so. Love, Dad.” I hope each of you parents is smart enough to tell your children how proud you are of them. But not just parents -grandparents, aunts, uncles, teachers, coaches, friends, neighbors and everyone else! Just as God said to Jesus, “You are my beloved son. With you I am well pleased,” so we also need to let the young ones who are entrusted to our care know that we are pleased with them -pleased for the kind of young men and young women they are becoming, and pleased that God has brought them our way. Father’s Day is approaching. Fathers, why not write a letter of blessing to your child? It can change a life. It did mine. He was born July 23, 1942 in Forsyth, Ga., to the late Robert Lee and the late V erley (Campbell) Marsh. He was a resident of LaBelle since 1977. Larry retired from IUEC Local #32, Atlanta and IUEC Local #71, Miami in 1998. He w as a longtime member of the LaBelle Quarterback Club and was a member of Sugarland Lodge #281 F&AM. Survivors include his wife, Diane (McKenna) Marsh; sons, Robert Lee (Terri) Marsh of LaBelle and Larry (Cheryl) Marsh, Jr. of LaBelle; daughter, Marie (Steve) Bone of Alpharetta, Ga.; brothers, Ronnie (Gayle) Marsh of Hillsboro, Ga. and Terry Marsh of Juliette, Ga.; sister-in-law, Cathy Marsh of Jackson, Ga.; and grandchildren, Stacy Stoodt; Eric (Sarah) Stoodt;, Braxton Bone; Addison Bone; Delaney Marsh and James Marsh III; great-grandchildren, Grayson Stoodt and Julia Stoodt; and several nieces & nephews. He was born Oct. 30, 1937, in Cuba, the son of the late Manuel and Felica (Sarmiento) Ponce. Mr. Ponce married Rafaela C. Hernandez. He w as a machinist for United States Sugar Corporation in Clewiston for many years. He and his family are members of Saint Margaret Catholic Church of Clewiston, where he was very active in the parish. He was a loving husband, father, grandfather and friend. He will be greatly missed by his family and all of his friends. He is survived by his loving wife, Rafaela; loving son, Eddie and his wife Terry and their three children. He was a veteran of WWII having served in the Army where he completed Parachutist school. He participated in Operation Varsity Jump in Rhineland with the 464th Parachute Field Artillery Battalion while attached to the 17th Airborne Division. He received the American Theater Service Medal, the European-AfricanMiddle Eastern Service Medal with two Bronze Stars and WWII Victory Medal. He was preceded in death by his loving wife of 61 years, Syble Juanita Carver Parker; father, Tobe Claude Parker; mother, Lena Jinnett Sills Parker; and sister, Jewell Parker McDaniel. He is survived by daughter, Patricia Parker Haggins and husband Milton, of Pahokee; son, Walter Parker and wife Linda, of Clewiston; daughter, Jo Ann Parker Lairsey and husband Ronnie, of Canal Point; son, Jerry Parker and friend, Mary Riley, of West Palm Beach; and son, Michael Parker and wife Janice, of San Angelo, Texas. Mr. Brown thanked the board for building the community center and presented the board a nice commemorative plaque. Chairman Storter accepted it stating it would be placed on the wall of the chambers’ entrance with other plaques of appreciation. 2. Clifton Larson Allen to present Audit for Year Ended Sept. 30, 2013. CPA Martin Redovan went over the draft audit report that disclosed minor weaknesses remaining but noted improvements and resolutions of other issues. Mr. Redovan acknowledged that some of the issues addressed were in part due to lack of staf ng in the nance of ce. Overall the audit went well. A nal version will be presented to the Board later for of cial acceptance. BUSINESS AGENDA 6. Engineering Contract Task Authorization Board approved supplemental task authorizations with Johnson Engineering for the engineering of Canal Rd (CR 720 from SR78 to the Locks) and CR 733-loop road in Palmdale from US 27 to US 27. Chairman Storter abstained from the vote. 7. Resolution supporting the Heartland MPO Board approved a resolution supporting the creation of a Heartland Metropolitan Planning Organization that will include the counties of Glades, DeSoto, Hardee, Hendry, Okeechobee, and Highlands. Federal funding for transportation projects and programs are channeled through MPOs in order to ensure that existing and future expenditures of governmental funds for transportation projects and programs are based on a continuing, cooperative, and comprehensive planning process. The resolution does not obligate Glades County to join the MPO at this time, however, it may be advantageous because of FDOT funding structures. 8. Resolution Amending the 2013-2014 General Operating Fund and Transportation Trust Budget A resolution was adopted that amended budgets to re ect additional revenues that were not included in the original budget. In the General Fund, $47,876 was received from the Courthouse Facilities $30 surcharge collected on nes paid in Glades County, and $14,709,598 Transportation Trust Revenues for insurance proceeds, refunds, and mowing contract. 9. Resolution providing technical changes to the SHIP and LHAP Program County Manager Carlisle and SHIP Administrator Whitney explained the needed changes. 1) Under current rules, if a SHIP participant dies, the heirs receive total forgiveness of the remaining SHIP mortgage. New rules provide that any heirs must either pay off the remaining SHIP mortgage or apply for SHIP themselves and qualify to continue as participants in the SHIP program for the remainder of the mortgage. 2) Establish a lifetime of $100,000 maximum participation for recipients of SHIP or LHAP funding. Currently, a homeowner can qualify for $30,000 in repairs and come back later and apply for up to $100,000 for a new home. 3) About a dozen of existing SHIP contracts are for funding of homes on which the homeowner has allowed insurance coverage to lapse and/or have not paid the real estate property taxes thereon. This change will require documentation that the applicant has suf cient monthly income to afford property taxes and insurance as well as the monthly mortgage payment. Board approved the SHIP and LHAP changes which will be submitted to the state for approval. 10. Declare items as surplus and delete from Property Records Board approved more lists of items to be declared surplus and deleted from property records. Commissioner Echols inquired about leased equipment and its subsequent disposal on lease/purchase of new equipment. Clerk Brown stated she has cautioned those who negotiate such lease/purchases to make sure the traded in property is declared surplus if it is county-owned. It would not apply to leased property. 11. Consider Variance to allow interment of cremains. Chairman Storter stated that a member of the family of Jim Greer had requested permission to bury the ashes from the cremation of Jim’s brother Wayne Greer in the Greer Family Lot in Ortona Cemetery on Friday, May 30, in a private family service. Chairman Storter stated she had researched the minutes and found that in April 2010, the BOCC accepted the recommendations of a Cemetery Committee it had appointed the previous month which included directions about burial of cremains, and directed County Attorney Pringle to prepare an ordinance adopting those recommendations. Pringle did not prepare the ordinance. Current code addresses burial but does not specify requirements for interment of cremains. Clerk Sandra Brown read from the 2010 Minutes and stated she had talked with Mr. Pringle about this matter several times over the past few years but no ordinance was prepared. Board granted variance to allow the Green Family to inter the remains of Wayne Greer in the Greer Family cemetery lot and allow future interment o f Mrs. Wayne Greer beside him. Mr. Carlisle is to have the cremains interment matter on the agenda of the June meeting with a draft ordinance prepared by Pringle CONSTITUTIONAL OFFICERS COUNTY ATTORNEY COUNTY MANAGER Mr. Carlisle informed the board that he had had a conference call with Wright Construction and CR A concerning the Guaranteed Maximum Price contract for construction of the Emergency Operations Center. Mr. Carlisle stated they are very aware of the board’s displeasure in the delays in light of the fact that the funding requires the EOC to be completed by May 2015. Mr. Carlisle reported on attending the Florid a Trend meeting in Sebring and the plans for Glades County to be included in a Florida Trend magazine feature article about Florida Heartland, and the Glades County Economic Development Council is offering the opportunity for participants to advertise in the article. Chairman Storter stated she had attended the meeting and commented on Florida Trend’s featured article on Alachua County and how well it presented all parts of Alachua. She said EDC will be advertising and is offering the county the opportunity to have its logo and ad supporting economic growth in Glades County included in their ad. Mr. Carlisle said the ad fee will be around $250. The Board gave consensus to participate in the EDC ad in Florida Trend. PUBLIC INPUT ON NON-AGENDA ITEMS COMMISSIONERS ITEMS AND COMMENTS Commissioner Beck commented that the Harne y Pond Pavilion is completed and he expects the restrooms to be completed shortly. He expressed hope that a bass tournament will be held there to utilize the new amenities. Glades County Commission Meeting Notes Memory Mobile to visitMany caregivers for persons with Alzheimers disease are unable to leave their loved ones alone or travel the distance to receive needed services and information. The Alzheimer’s Association-Florida Gulf Coast Chapter (AA-FGCC) is bringing its fully-equipped mobile of ce, the Memory Mobile, to provide free services to local residents.
