He was involved in Glades County youth athletics for over 25 years, coaching basketball and T-ball. His business helped sponsor girls softball and boys baseball at Moore Haven High School. Mario Monroy Hughes, 31, was apparently gunned-down by an unknown assailant(s) in his Park Ave. S.E. home Friday evening, Jan. 31. He was pronounced dead at the scene by Glades County emergency medical personnel. Detective Captain Daryl Lewis, of the Glades County Sheriff's Of ce (GCSO), said Tuesday, Feb. 4, Mr. Hughes had assisted GCSO investigators in some 2012 drug investigations. But, continued Capt. Lewis, he was not acting in that capacity "... at the time he was shot." 2 Serving the communities south of Lake Okeechobee May 27, 2010 4 Serving the communities south of Lake Okeechobee February 6, 2014 BY MARGARET ENGLAND Hendry-Glades AudubonFrom Afghanistan to Zimbabwe, bird watchers from more than 100 countries are expected to participate in the 17th annual Great Backyard Bird Count (GBBC) from Feb. 14 to 17. Anyone, anywhere in the world can count birds for at least 15 minutes on one or more days of the count and enter their sightings at www.BirdCount. org. The information, gathered by tens of thousands of volunteers, helps track the health of bird populations at a scale that would not otherwise be possible. The GBBC is a joint project of the Cornell Lab of Ornithology and the National Audubon Society with partner Bird Studies Canada. Hendry-Glades Audubon volunteers will enter data for participants who don’t have internet access. Please contact Margaret England to request a copy of the tally sheet which would need to be returned to Hendry-Glades Audubon before March 1. Cooper’s HawkThe Cooper’s hawk is a crow-sized raptor with a slender body, broad rounded wings and a very long, rounded tail. They have a apap-glide ight pattern. Females are larger and more powerfully built than the males. Adult plumage is steely blue-gray above with orange and white barred underparts. Juveniles are brown above with a golden buff head and wellde ned, dark brown streaks on their upper breast. The oldest known Cooper’s Hawk was 20 years and four months old. These birds are usually silent. Their most common call is a loud, grating “cak-cak-cak” made by either sex while defending their nest site or during courtship. In the eastern United States, they are found hunting for birds in deep forests, leafy subdivisions and backyards. Cooper’s Hawks capture birds with their feet, which they then kill by repeated squeezing. They have also been reported drowning their prey. Males usually take smallto medium-sized songbirds, while females prey upon larger birds, like doves, Pileated Woodpeckers and crows. In Florida, most Cooper’s Hawk nesting occurs from April through July in the northern two-thirds of the state. The male builds a nest 25 to 50 feet above the ground in pine, oaks or other trees growing near a clearing. The nest is completed in about two weeks with very little help from the female. This sticknest, about 27 inches, in diameter is lined with bark akes and green twigs. The female incubates three to ve pale-blue to greenish eggs for 30 to 36 days. The male provides most of the food for the female and hatchlings until the young are ready to edge at 30 to 34 days of age. The community is invited to participate in upcoming birding trips on Feb. 15, 16 and 17 at STA-5 (Stormwater Treatment Area 5). A few volunteers will be working on the Great Backyard Bird Count survey during the day. Birders and/ or photographers will meet at 8:30 a.m. at the STA-5 Deer Fence Canal Trailhead. To make a reservation or to request a GBBC tally sheet, please email Margaret England at sta5birding@embarqmail.com or by phone at 863-674-0695 or 863517-0202. "The two January events highlight the everpresent challenge of balancing our water supply mission with essential ood control," said Susan Sylvester, chief of the Water Control Operations Bureau. "In the dry season, a portion of the rain falling over a large area during several days can be stored in the system. Deluges along the coast require intense ood control operations." On Jan. 9 and 10, approximately 15 inches of rain fell in just three hours in the Boynton Beach area. This stormwater was discharged to tide to help alleviate local ooding, which can occur during intense storms. On Jan. 29, 30 and 31, a widespread rainfall event dropped more than two inches across South Florida, with up to ve inches in localized areas. Water managers were able to capture some of this water in storage for the remainder of the dry season. District-wide, 3.60 inches of rain fell in January, representing 187 percent of average, or 1.67 inches above average for the month. Palm Beach, Martin and St. Lucie counties, along with the Everglades Agricultural Area (EAA), were the wettest portions of South Florida for the month. Totals included: Palm Beach: 7.02 inches; 237 percent of average; 4.06 inches above average Martin and St. Lucie: 6.89 inches; 327 percent of average; 4.78 inches above average East EAA: 3.96 inches; 228 percent of average; 2.22 inches above average Lake Okeechobee stood at 13.95 NGVD on Feb. 3, which is 0.70 inches below its historic average for this date. The lake received 2.53 inches of direct rainfall in January, representing 190 percent of average or 0.84 inches above average.Dry Season ForecastSouth Florida’s Dry Season November to May About 18 inches of rainfall is the average. May and October are important transition months. March, April and May are the driest months because evaporation is highest. Highlights of the overall 2013/14 South Florida dry season forecast from the National Oceanic and Atmospheric Administration's Climate Prediction Center include: Below-normal precipitation. A possibility of near to slightly above-normal temperatures. For reference, South Florida precipitation in an average dry season is 12 to 15 inches in the interior/west; 15 to 21 inches in the east. For more information, please contact the South Florida Water Management District at 561682-2800. The Mideast seems to be in turmoil once more; problems of terrorist acts bring Kenya to the fore, Afghanistan and neighboring Pakistan are the origins of regular reports of trouble. This peace that so many of us want to see seems quite elusive. As I read further, Paul admonishes those in Philippi to hold to “Whatever is true, whatever is noble, whatever is right, whatever is pure, whatever is admirable – if anything is excellent or praiseworthy – think about such things. Whatever you have learned or received or heard from me, or seen in me, put in practice. And the God of peace will be with you” (verses 8-9). It seems Paul is saying that peace begins within us. Paul’s life was certainly not without problems; nor was the Old Testament era a time without wars, conquests, captivity or struggles. Worldly peace certainly is something that “passes understanding.” As I re ected on Paul’s advice, he talked about our individual actions, thoughts, deeds, thinking on what is true or noble or right or pure or admirable. Concentrating on things as they should be, can be a source of peace. Doing what is right and not getting dragged down by things that go against us will keep us in a more peaceful frame of mind. Paul recognized that peace begins, and can end, within each of us. There may be little we can do to change what is going on around us, but we can change what goes on within. I can choose to make myself happy or unhappy, at peace within or burdened with worries over which I may not really have any control. One of our great thinkers was reported to have said,“I worried about many things in life, most of which never happened,” and pointed out the futility of dwelling on negatives by his wry comment. Mark, likewise, points out that it is what is within, “For from within men’s hearts, come evil thoughts…” (Mark 7:21). Scriptures provide us with the answer to the prayer, “Lord, change the world, beginning with me.” The peace that passes understanding begins within; when it happens to enough of us, the world will change. In the meantime, the peace which we seek must not depend on what’s going on around us, we won’t nd it in the news or in daily confrontations. Rather, it will come from dwelling on right things, peaceful things, loving things and persons. One of my mentors wrote about a minister who was going to visit a church member and arrived at the gate to the pathway going up to his front porch. There was a large dog just inside of the gate. He called to the member sitting on the porch and asked, “Will the dog bite?” The owner replied, “Only if you’re afraid of him.” As for me, I like dogs and in over 40 years of visiting homes, have had two occassions where one tried to bite. Once when as I was walking up a set of wooden stairs with the dog laying underneath. He was too lazy to get up and tried to bite me through my shoes. Useless! Another time was with a heavily gloved hand on a cold winter day; the result was some pressure on my ngers, but nothing more than a warning from a disturbed canine. Peace is like that; it’s what is within that determines what happens to us and whether we have serenity or are riddled with anxieties. Dogs read us well; I hope to send them a message of peace from within when I encounter them. It seems I’m capable of doing it! We can do it in other areas of our lives too. Jarren Beck By Charles M. MurphyOkeechobee News Do you know a dead beat parent? It is likely that you know someone who isn't paying their child support. According to the Florida Department of Revenue, 30 percent of parents in Glades County due support, did not receive it last y ear. Renee Waters, Chief of public information for the DOR, said $849,244 was owed to Glades County parents while $591,606, was collected. Ms. Waters said they constantly monitor cases in an effort to help these parents get the money they are due. "If payments are not made as ordered, enforcement actions are initiated. Enforcement actions depend on the information available on the parent who owes support," she added. To implement wage withholding the state must know the current employer. To suspend the parent's driver's license, the parent must have an active license. All the enforcement actions also need an accurate address. Ms. Waters said at this time the child support program is not aware of any parents who have been arrested and or criminally prosecuted for the non-payment of child support in Glades County. Her advice to parents is to always provide as much information as you can to the child support program. "Sometimes they may know that the parent got a new job or car before the information is reported to us through federal and state data bases. Having the parent provide us this information could result in enforcement actions being taken more quickly," she added. More information about the program can be obtained on the website https://childsupport.state. .us/introduction RD.aspx. The Florida average of non-collected support is 31 percent. mission. At the time, he said he decided to seek county of ce in order to "develop areas so business can locate here and grow our economy." Glades County Commission Chairman Donna Storter Long said, "shock and deep sadness was the immediate reaction to notice of the passing of fellow Glades County Commissioner Dennis Grif n. Those feelings were no doubt felt by all who knew Dennis. "When he joined us in November 2012, he was eager to participate. Dennis Grif n was not political, but he was very government conscious," she said. "His participation in Glades County Commission was always with sincerity and his concerns were always the best interest of constituents. He was a man who liked to meditate on a matter before he took a position, but when he did, he was 100 percent. Probably no other commissioner spent more time at the courthouse than Commissioner Grif n. "His devotion to Glades County was re ected in his prayers when he gave the invocation. It was clear that Dennis was talking to a personal Lord and he humbly asked for wisdom and guidance for all county business," she continued. "Dennis Grif n will be sorely missed; not only by this commission, but county employees as well had great admiration and respect for him. We all want his family to know we share their loss, and they have our sincerest sympathy." Anne Coffey of the Glades County Historical Society, said Mr. Grif n was always active in the community and generous to community organizations. "This is a big loss to the community," she said. "He was a ne man, such a nice man. "He did everything he could for us," said Mrs. Coffey. "Any time we needed anything electrical done in the historic Westergaard House, he did it for free." "He was truly many things, a great inspiration as a hard working self-employed business man that all young people should strive to be like," commented Jacob Eighner. "We all could make our small part of this world much better if we could be half the witness he was for our Lord and had the willingness to help others no matter what," said Laura Gonzalez Mathis. "His encouragement blessed my life." Mr. Grif n's family includes his wife, Beth; son, Lance "Jake" Grif n and his wife, Taylor; daughters, Nancy Grif n and her ance, Cliff Peeno and Sera Grif n Roberts and her husband Kenneth; grandchildren, Cayson, Hadlee and Kenley; sister, Kathy Decker and her husband Mark; and many uncles, aunts and cousins. Prasad tours county business park, AGLC sitesSpecial to the Glades County Democrat The Glades County Economic Development Council played host to Florida Department of Transportation Secretary Anath Prasad Jan. 30 in the auditorium at the Glades County Health Department. Prasad and his chief of staff, Jim Boxold, w ere joined by FDOT District One Secretary Billy Hattaway Bartow, SWAO director Carmon Monroy, LaBelle operation center manager John Anderson, District One legislative liaison Zac Burch, and District One PIOs Debbie Tower and JoAnn May for the v isit, which included a meeting with city and county of cials, landowners and business prospects to discuss infrastructure improvements to the Glades County Business and Commerce Park and the rst phase of A mericas Gateway Logistics Center. Following that meeting, Mr. Prasad spoke to a group of 50 or so elected of cials and EDC member businesses before touring the Glades County Business and Commerce Park on SR 78 and US 27, just south of the Glades County Detention Center, and the A mericas Gateway Logistics Center site, ultimately a 4,700 acre master planned integrated, intermodal logistics center campus w hich will house warehousing, distribution and manufacturing facilities. According to Glades County Economic Development Council Executive Director Tracy Whirls, the FDOT Secretary's visit w as presaged by what he's heard about the A GLC project during logistics forums and other events around the state. "I think having heard about Americas Gateway over the course of the last three y ears as the project has been in development, the Secretary wanted an opportunity to visit the site and gain a "boots on the ground" perspective," Ms. Whirls said. Speci cally, Glades County of cials and the economic development council wanted to share plans for infrastructure work which has begun in the county business and commerce park, with a goal of extending that infrastructure into the entrance of Americas Gateway to site a travel center. The travel center is a $5 million project expected to create 60 jobs. Mr. Prasad said FDOT's goal is "to make improvements to get out of the way of business." "We want to create an economy where people who have wealth will come and invest in new businesses and create jobs," the FDOT Secretary said, noting that in Governor Rick Scott's proposed budget, released last month, the governor has proposed cutting $500,000 in taxes and fees while still budgeting $8.8 billion for infrastructure improvements for transportation improvements, including additional port improvements and improvements to Florida's intermodal transportation system. The secretary noted that the Panama Canal, which celebrates its 100th anniversary this year, is the basic connection for world trade, connecting the U.S., Latin America, and with the widening of the Panama Canal to be completed in 2015, Asia and China. "This trade and logistics stuff is happening now, not when it opens. When it opens, it'll be too late. People are making decisions about their supply chains now," Mr. Prasad observed, noting that while it will now be mid 2015 before the Panama Canal opens, "It's very important that committed entrepreneurs intercept those trade routes. They need to come to Glades County. You can get from Miami to here in two hours; you're a little over two hours south of Orlando and the I-4 corridor." Mr. Prasad said the state wants to alter existing trade routes, for Florida ports and logistics centers to be the gateways and ports of entry to Latin America. Emerging economies, especially in Latin America, Argentina, Brazil, Columbia and Chile, are looking to do business with the US and will buy products manufactured in Florida, which is why the governor eliminated the sales tax on manufacturing, effective in April, Mr. Prasad said. Mr. Prasad pointed out half of the ships that currently bring goods to Florida from Asia and elsewhere go back empty. "Our goal is to ll those containers with products made in Florida," he said. Mr. Prasad said this has been the focus of the state's signi cant investment in ports and the Governor's decision to fully fund Port Miami, so that Florida would have at least one deep water port. "We didn't want the feds to decide which port would win," Mr. Prasad said, "It's important that we not wait for others to create our destiny," noting that the federal government had last passed a Water Resources Act six years ago, and now neither Savannah nor Charleston are authorized as yet to go to 50 feet. Mr. Prasad said he is very excited about what's happening in the state; that economic development projects are happening and vowed that if the only gap to winning an economic development project is in delivering the necessary infrastructure, FDOT will do everything they can. "We're here to provide access to good, quality jobs. So if you have a guy coming here with an opportunity to create jobs, it's our job to get his products, his raw materials and his employees from there to here," Mr. Prasad said. "Our goal is to get to yes." 2 Serving the communities south of Lake Okeechobee May 27, 2010 20 Serving the communities south of Lake Okeechobee February 6, 2014 Florida Transportation Secretary visits Glades County Special to the Glades County DemocratFDOT Secretary Anath Prasad pledged his support for economic development in Glades County, but cautioned those in attendance, “We don’t invest in hope and pray. Hope and pray is not a strategy. If the deal is in place and it has to happen, our goal is to get to yes more often than not. Organic sound economic development is going to allow Florida to continue to be the best state to live in.” Above Prasad is pictured with EDC board members: Teresa Chandler, Waste Management; Kevin Hat eld, Gilbert Chevrolet; Representative Cary Pigman’s district secretary Libby Maxwell; and, Glades County School Board member Jeri Wilson. Special to the Glades County DemocratIn his remarks, FDOT Secretary Anath Prasad noted that while by 2014, 100 million tourists will visit Florida annually, we can’t rely on tourism for job creation alone. Instead we must focus on manufacturing and trade, making and moving product to serve those visitors, as well as Florida’s permanent residents. “Those 100 million people buy stuff, they eat and drink and they need that supply chain to go through Florida.”
