Page 14 By Dale ConyersSpecial to the Glades County Democrat “It’s has been decades with a lot of work by a lot of people to get this building done,” Hugo Geistman, president of the Ortona Community Association (OCA) stated in his opening remarks at the dedication of the new community building on Tuesday, Jan.14. In total there were seven past presidents of the association present. The idea for the center originated with the rst president of the association, Kathy Pate, and each of the six presidents since her have done what they could to get this center going. The concept for the building goes back to the 1980s when the re department building was built in Ortona. The land was donated by Vance Storter and as long as it stayed a re department they could use that piece of property. In the same year the Community Action Group of Ortona was formed and they were given half the re department building. In 1992 the Ortona Community Association was formed, and Kathy Pate was the rst president. The association started with nine members. “In those times they worked to get this building going but there was always a reason for it not to be done,” Hugo said. In 2005 the Glades County Commissioners, with the urging of Alvin Ward, set aside $100,000 for the Ortona Community Building, contingent on state funding. See ORTONA — Page 11 By Eric KoppSpecial to the Glades County Democrat MUSE — A Glades County man is in federal custody following his arrest for allegedly selling a deadly toxin to an undercover agent with Homeland Security Investigations (HSI). According to a criminal complaint led by HSI Special Agent L. Martino and FBI Special Agent B.H. Zartman, two vials of the lethal toxin abrin were purchased from Jesse William Korff, 19, for $2,500. The exchange was made around 2:10 p.m. Jan. 15 at a rest stop located at I-75 Exit 139 at Luckett Road, some 10 miles from Fort Myers. Korff was subsequently arrested on charges of possession and transfer of a toxin for use as a weapon, and smuggling goods from the United States. His rst-appearance hearing was held in Fort Myers on Tuesday afternoon, Jan. 21. He was ordered held for a detention hearing slated for Friday, Jan. 24. He will eventually be taken to Newark, N.J., where he will be held for trial. He will be held in New Jersey because that is where the undercover agent was when arrangements were reportedly being made to purchase the abrin. The agent had apparently told Korff he was going to take the abrin to Canada. This investigation began in April of 2013 when HSI agents began an investigation of illicit sales activity on a website known as Black Market Reloaded (BMR). The BMR website allows vendors and buyers who are users of the site to conduct anonymous transactions online involving the sale of a variety of illegal and harmful Teen accused of selling deadly toxin UF/ IFAS/Vic RameyThe seeds of the “rosary pea” plant are black and red. One of my teachers told about the rebuilding of Japan after World War II: The railroads were destroyed and in an effort to modernize, a newer-model locomotive was brought in from the U. S. The Japanese carefully took it apart and copied all of the parts, then built new engines from this template. The locomotive they bought had been repaired during its lifetime and there was a patch on the boiler. Each Japanese locomotive came brand spanking new from the factory with a patch on the boiler! There have been times when I’ve sought to rebuild something, but asked along the way about what each part did or why the designer included it. Sometimes I’d run into “local variations” for one reason or another: a lawn mower with the air cleaner removed so it would be easier to start; a missing socket in a socket set that was replaced with a metric equivalent; radio knobs that had been glued back onto the radio because they had cracked or the metal insert was lost. Such measures work, but they come with a price. The lawn mower would be taking in dirt, the socket set would be bad for my knuckles and the radio couldn’t be disassembled if repairs were needed. There are always stop-gap solutions, and they come with a price. I’d see two holes beside the carburetor on the lawn mower and know they were for something. Looking at other lawn mowers soon let me know why. A change in the numbering on one of the sockets was a warning: if I want to keep my knuckles intact, beware! Radio knobs can be replaced from other non-working sets. Then the restoration is how the maker intended it to function; demise is forestalled and a small resurrection has taken place. I see the same thing in Churches, as well. Some local custom is af xed to the workings of a religious group, nobody asks any questions and the boiler patch becomes law. Nobody checks with what the rest of the faithful are doing, or how the practice came to be. It seems that this is not a new problem! The Acts of the Apostles tell us that some went out on their own, not part of the wider fellowship of Churches, and caused those in Antioch, Syria and Cilicia to be “disturbed” and “troubled” (Acts 15:22ff). The disciples wrote, “It seemed good to the Holy Spirit and to us not to burden you with anything beyond the following requirements ... (vs. 29)” -not adding anything else and keeping erratic local situations from becoming out-of-hand. I see the same thing in people’s lives: avoiding problems by denying they exist, covering for others in hopes things will get better on their own, pushing others into something that’s only good for themselves. Temporary patchwork can come back to haunt us. The apostles saw it at work in three Churches and intervened, not to add more problems, but to avoid what was leading them astray. I am a part of different, larger groups. Hearing the latest developments in ministry, or in other areas of my professional interests, keeps me in touch with my colleagues and gives me resources when I have questions about what to do in a particular local situation. I can contact someone who has “been there before” and learn of approaches to take. I can share a proposal for something I’d like to undertake and see if it’s been tried before. I can attend conferences to meet with colleagues and learn of the latest developments. In short, I work to keep balance by being part of the larger Church, the larger community of professional colleagues, the greater body of the faithful. Likewise, it is those around us who help us keep personally balanced; the wider the circle, the better the opportunities for help when we need it. The wider the circle, the more ways to look for true solutions that go beyond patchwork and the more ways to better become who God intended us to become. If you would like to contact Rev. BY MARGARET ENGLAND Hendry-Glades AudubonThe American Gold nch is one of the most common and widespread birds in North American. It is the state bird of New Jersey, Iowa and Washington. Populations in southern Canada and the southern United States migrate seasonally south, but will linger longer in locations where food is abundant. They are a relatively common wintering bird in Florida, but most depart the state by early April. These small nches, which are about ve inches long, are also called Wild Canary or Gold nch. They have a thick, short, conical bill with a pale or light gray color, small head, long wings and short-notched tail. Both male and female birds have a white rump. In the spring and early summer, adult males are bright yellow with a black forehead, black wings with white markings, and with patches both above and beneath the tail. Adult females are duller yellow beneath and olive above. Wintering birds are drab, non-streaked brown with blackish wings and two pale wing bars. These birds are the only nch that molts its body feathers twice a year, once in the winter and again in late summer. The oldest known American Gold nch, as of May 2007, lived to be 10 years and ve months old. The male's song is a long, variable series of twitters and warbles, which can be several seconds long. These birds continue to learn song patterns throughout their lives. The American Gold nch's most common call sounds like the bird is quietly saying, "po-ta-to-chip," with a very even cadence. Some of their other calls include harsh threat calls or males making a "tee-yee" courtship call. The Gold nch's main habitats are weedy elds, overgrown areas and oodplains where plants, like sun owers, thistles and asters, are common. They are among the strictest vegetarians in the bird world. Their diet consists mainly of seeds from plants, grasses and trees, and they only occasionally swallow an insect. At bird feeders they prefer nyler and sun ower seeds. American Gold nch nest later than most North American birds. Most nesting occurs in June or July when there is an abundance of milkweed, thistle and other plants to use for nesting material and as food for their young. When Brown-headed Cowbirds lay eggs in the Gold nch nest, the young Cowbird chick seldom survives longer than three days on the all-seed diet that the Gold nch feed their young. A mated pair of American Gold nch will raise one to two broods of four to six eggs annually. The female does most of the 10to 12-day incubation, but both parents feed their offspring during the 11to 17-day nesting phase. goods, stated the complaint. These goods can include, but are not limited to: biological agents; toxins; chemicals; rearms; ammunition; explosives; controlled substances; and, counterfeit goods. BMR, continued the complaint, is only accessible on the "Tor network." This is a special network of computers on the internet, distributed around the world, that is designed to conceal the true internet provider (IP) address of the computers on the netw ork and, because of that, the identities of the network's users. Even though the Tor network has legitimate uses, it's also known to be used by cybercriminals seeking anonymity in their illicit online activities. Illicit websites operating on Tor have complex web addresses, generated by a computer algorithm, ending in ".onion." According to the complaint, BMR maintained an ".onion" web address on the Tor network throughout the HSI's investigation. From about June 2013 through about December 2013, Korff maintained a seller's pro le on BMR which he used to advertise the illicit goods, continued the complaint. Korff allegedly told the undercover agent the vials would be hidden inside of two candles and, because of that, could be safely transported to Canada. The complaint details how Korff would bore out the center of a candle then insert the vials. The complaint then details how Korff explained to the undercover agent how he would then "... melt the wax I dug out and pour it over the vial and make a at surface on the top so it looks like a regular candle." He reportedly went on to tell the agent that no precautions were necessary when handling the candle. He then cautioned the potential buyer that when it came time to actually handle the abrin, gloves should be worn, added the complaint. Korff then allegedly told the agent "... about 220 mg of abrin (is) enough to kill a 440 pound human." He then went on to advise the agent that because abrin is about the color of light rum or whiskey, it would be best to put it in a cola soft drink, or a shot of rum or whiskey. Korff then said alcohol "... would probably be the best because you know they will drink all of it and they will start to feel u-like symptoms in 48 hours then it will progressively get worse until they die by the fourth day," indicated the complaint. According to the complaint, the candles were placed in a bag from a nearby McDonald's then left in some bushes at the drop site. The undercover agent then went to the bushes, picked up the McDonald's bag and left his payment. While under surveillance, other agents watched as Korff allegedly returned to the drop site and picked up the cash. Abrin is found in the seeds of the rosary pea plant. It is a white-to-yellowish white powder that can be released into the air, used to contaminate water or food, and can be released as an aerosol into an outdoors setting and can be used to contaminate agricultural products. Abrin, which is similar to ricin, can be absorbed into the body through ingestion, inhalation, eye contact and skin abrasions or wounds. Like a similar plant toxin, ricin, abrin causes toxicity by inhibiting the formation of proteins in the cells of an exposed individual. In his alleged conversations with the undercover agent, Korff explained that death due to abrin poisoning "... will look like a really bad case of the u, they will start to show symptoms within 48 hours and be hospitalized by 72 and be dead shortly thereafter and no doctor will suspect foul play so there will most likely be no autopsy but i f there is nothing will show up," stated the complaint. Korff allegedly told the agent he has "... several more doses on hand," and can always make more. Even the smallest doses of abrin are potentially lethal to humans if ingested, inhaled or injected. "It was a very frustrating time and it was like the OCA was getting nowhere with the building. I got a good lesson in patience," Mr. Geistman said. The association started holding spaghetti dinners as a fundraiser to help fund projects for the youth of the community. The county commissioners started coming to the fundraisers and saw the need for a new building w hen the association asked for help with air conditioning the re house to improve the library housed there. At their rst spaghetti dinner in the new building a record 200 people were served. The Ortona Library was started by Sam J ames and Anita Martinec and has grown to become one of the main libraries in Glades County. In 2011 the Glades County Commission approved the building of a new community center for the OCA and construction of the $225,000 project was completed in late December 2013. "It was not just the county commissioners who did this for Ortona. This money eventually did come from the one cent sales tax, which means that anybody who bought anything in Glades County helped pay for it," Donna Storter-Long, Glades County Commission Chairperson said. Glades County has a seven percent sales tax. Six percent of that goes to the state and the one percent is Glades County's to use. Public Notice Public Notice Public Notice Public Notice *** PUBLIC NOTICE *** U.S. Environmental Protection Agency Okeelanta Cogeneration Station Air Permit PSD-EPA-R4016 For New Hope Power Company Public Comment Period: January 23, 2014 to February 24, 2014 The U.S. Environmental Protection Agency is seeking public comment on a draft Clean Air Act (CAA) Prevention of Signi cant Deterioration (PSD) Greenhouse Gas (GHG) air permit for New Hope Power Company (NHPC) Okeelanta Generation Station Project (Project), 8001 U.S. Highway 27 South within the City of South Bay, in Palm Beach County, Florida. The draft permit will regulate GHG emissions from an additional natural gas boiler with a maximum 1-hour heat input rate of 589 million British thermal units per hour and a maximum steam production rate 440,000 pounds per hour. The EPA Region 4 is the agency responsible for implementing and enforcing CAA requirements for GHG sources in Florida. Pursuant to the air quality regulations applicable to GHG sources set forth in Title 40, Code of Federal Regulations (CFR), Part 52, a GHG source is required to obtain an air quality permit before beginning construction. The EPA has completed review of the NPHC air permit application and supplemental materials and is soliciting comments on the Agency’s proposal to issue Permit No. PSD-EPA-R4016 to NHPC for their project, which is subject to the terms and conditions described in the permit. The EPA has prepared a draft permit for public comment, as well as a preliminary determination/statement of basis document that explains the basis of the permit conditions.
