By Laura Gonzalez MathisSpecial to the Glades County Democrat Long time board member, Mike Pressley, gave a great presentation to all those in attendance at the Glades County Youth Livestock Show Annual Banquet on Friday, Oct. 25. He shared some history with the group about the beginnings of Glades County Youth Livestock Show, Inc., the early years, the hurricane damage sustained in 2005, all the way up to the current arena renovations. It was very interesting as well as entertaining looking at old pictures of the arena then, the rst steer exhibitors and all the way up to a group picture of last year's exhibitors. He explained that this picture of the entire group is what GCYLS is all about and what they all work so hard for. This was followed with a presentation by President-Weston Pryor to our county commissioners as well as our city council for their nancial support over the years. Without their help a lot of the arena renovations you see today would not have been possible in the timely manner in which they were done! FLORIDA FOREST SERVICEWith the transition from wet season into dry season, Florida Forest Service, Okeechobee District is asking homeowners to prepare for an increase in wild res. "If you live near nature, then you can be at risk for wild re danger," states Melissa Yunas, Wild re Mitigation specialist. Dry season is when the vegetation starts to lose moisture and goes into a dormant state. Grass vegetation will slowly dry out due to a diminishing of daily rainfall; typically, winter wild res are smaller but more frequent. Grass wild res can be very dangerous and fast moving. "Residents can help State Wildland re ghters," states Yunas. "Take the time to remove anything that will burn from your roof, gutters and the sides of your home." This includes pine needles, leaves, small twigs and palm fronds. Yunas says to "keep nature at least 30 feet from your home." "Even though we're the Florida Forest Service (FFS) Okeechobee District every county has an FFS station equipped with State Wildland re ghters and re ghting bulldozers," says Yunas. To learn how to reduce the risk of wild res, call or stop by a local FFS station. The following are ways to protect one's home and family from a devastating wild re: Keep the surface and area beneath decks, sheds, propane tanks and boats free of debris, leaves and ammable vegetation. Maintain a threeto ve-foot "fuel free" space around the house and all attachments -no ammable mulch, woodpiles or plants that can allow re to touch the house. A well-marked, non ammable street sign makes it easier for rst responders to nd one's home, as does an address on the mailbox or the house. Having a wideenough drive and paved road also make it easier for rst responders in larger vehicles to quickly render aid. Ensure that trees and shrubs within the rst 30 feet of the home are healthy, spaced apart and not overhanging the house. A pond or re hydrant aids re ghters in quickly accessing water to extinguish ames. Mow the lawn regularly and water wisely. Keep the woods 30 feet beyond the house and attachments. Add protection with "fuel breaks," such as driveways, gravel walkways and lawns. Clean out gutters and downspouts of debris and leaves. Make sure the roof covering and assembly is non- ammable -one's roof is the most vulnerable spot for re-brands, which blow in and collect. Love for Nature Increases Wild re Danger. There are several easy and effective behaviors that parents can share with kids to help reduce their risk of injury. On average, children are more than twice as likely to be hit by a car and killed on Halloween than on any other day of the year. Walk Safely Cross the street at corners, using traf c signals and crosswalks. Look left, right and left again when crossing and keep looking as you cross. Put electronic devices down and keep heads up and walk, don't run, across the street. Teach children to make eye contact with drivers before crossing in front of them. Always walk on sidewalks or paths. If there are no sidewalks, walk facing traf c as far to the left as possible. Children should walk on direct routes with the fewest street crossings. Watch for cars that are turning or backing up. Teach children to never dart out into the street or cross between parked cars. Trick or Treat With an Adult Children under the age of 12 should not be alone at night without adult supervision. If kids are mature enough to be out without supervision, remind them to stick to familiar areas that are well-lit and trick-or-treat in groups. Keep Costumes Both Creative and Safe Decorate costumes and bags with re ective tape or stickers and, if possible, choose light colors. Choose face paint and makeup whenever possible instead of masks, which can obstruct a child's vision. Have kids carry glow sticks or ashlights to help them see and be seen by drivers. When selecting a costume, make sure it is the right size to prevent trips and falls. Drive Extra Safely on Halloween Slow down and be especially alert in residential neighborhoods. Children are excited on Halloween and may move in unpredictable ways. Take extra time to look for kids at intersections, on medians and on curbs. Enter and exit driveways and alleys slowly and carefully. Eliminate any distractions inside your car so you can concentrate on the road and your surroundings. Drive slowly, anticipate heavy pedestrian traf c and turn your headlights on earlier in the day to spot children from greater distances. Many eld guides will include descriptions of bird's vocalizations using human words, such as the "who cooks for you, who cooks for you-all "call of the Barred Owl. Unlike other common Florida owls, Barred Owls are frequently heard during the day. Their various calls include crackles, hoots, caws and gurgles that have been described as sounding like a monkey or a buzzy raspy hiss when they are agitated. Florida's best-known resident owl is known by many names, including Eight Hooter, Rain Owl, Wood Owl, Striped Owl and Hoot Owl. The Barred Owl is a large bird having a pale face with dark rings around the eyes, a hooked yellow beak and brown eyes. The head of the Barred Owl is round with no ear tufts. The under parts are whitish with dark streaks, while the upper parts are mottled gray-brown. There is horizontal barring on the chest, but the belly is streaked lengthwise. Feathers cover the legs and feet to the talons. Barred Owls have a diverse diet which includes mammals, invertebrates, amphibians and reptiles, which they usually devourer on the spot. They generally hunt near dawn or dusk. At night, they have been known to be attracted to camp res or lights while they forage for large insects These resident owls are found in moist woodlands, hammocks, cypress swamps and along creeks, rivers and streams. Populations are being observed in suburban neighborhoods where they often build nests in tree cavities. These highly territorial birds can live up to 10 years. Bonded pairs are often observed nodding or bowing to each other. In southern Florida, the female will begin laying a clutch of two to three eggs in early January. The male will bring food to the female while she incubates the eggs, which hatch in about four weeks. The young owls edge when they are four to ve weeks old. Many individuals worry about weight gain when they are trying to quit smoking. However, the Florida Department of Health’s Tobacco Free Florida program’s new expanded resources can help. As of Sept. 25, participants who enroll in the Florida Quitline phone counseling may access the Weight Management Program, a pilot program designed to help tobacco users quit while limiting possible weight gain associated with quitting. Those enrolled will receive up to three tobacco cessation calls in addition to up to three weight management coaching calls. Participants with Type 2 diabetes will receive up to three calls with registered dietitians trained in the weight loss needs of individuals with Type 2 diabetes. The Weight Management Program is available to Florida Quitline participants, age 18 and older, who speak English, currently use tobacco and have a body mass index (BMI) of 23 or higher. Participants cannot be pregnant, diagnosed with Type 1 diabetes or have had weight loss surgery in the past 12 months. Tobacco Free Florida has also expanded its free nicotine replacement therapy (NRT) offering. Any participant who smokes more than nine cigarettes per day or chews more than two tins per week is eligible for combination NRT, including a supply of both nicotine patches and gum, free of charge. This offering comes after a change in the U.S. Department of Health and Human Services’ Treating Tobacco Use and Dependence guidelines. For individuals who use tobacco at these levels, the guidelines indicate this combination of medications “may result in greater suppression of tobacco withdrawal symptoms than does the use of a single medication.” Florida residents who want to quit tobacco and qualify for the Weight Management Program and/or combination NRT can take advantage by calling 1-877-U-CAN-NOW. That’s all it took for the game to be decided in favor of Clewiston, which earned its 16-10 win over Glades Day on Oct. 25 at Schlecter Field. Down 10-9 with 5:18 left in the fourth quarter, Clewiston junior athlete Lenorris Gaines had the end on his mind. Lined up at Clewiston’s 25-yard line, Gaines was in prime position to make a kickoff return play on special teams. Once the speedster caught the ball, he used his athleticism to juke several would-be tacklers and crisscrossed the eld to elude Glades Day’s special teams on his way to the game-winning score. At the 4:54 mark, Clewiston (7-1 overall) regained the lead it had lost and proceeded to hold on the rest of the way. “Lenorris is a stud and a playmaker for us,” said Tigers’ Head Coach Pete Walker, who defeated the team he guided to three state titles as the Gators head coach from 2006-2012. “We try to get the ball in his hands as much as possible.” Ironically, Walker’s strategy could have won the game for his former team. Clinging to a 9-3 lead midway through the fourth quarter, the Gators offense sputtered on a critical drive, as the Tigers defense forced them to send in their special teams to punt the ball away. Then all of a sudden, Gaines, who was in position to make a punt return play from inside Glades Day’s 10-yard line, touched the ball but fumbled it away with 6:32 left. It gave Glades Day (7-1 overall) a prime opportunity to take its rst lead of the game. Clewiston’s defense seemed to hold Glades Day’s offense to yet another three-and-out, but on third-and-goal from the Tigers 7-yard line, Gators quarterback Justin Sager rolled to the right, avoided the opposition’s pass rush and red off a pass in the end zone to Christopher Guerry. Along with Alberto Garcia’s extra point, the touchdown sent Glades Day’s fans into a frenzy. That didn’t faze Walker and his team one bit. “We made a mistake elding a punt,” the Clewiston head coach said. “We just needed to make up for it.” It proved to be the difference in a game that could have really gone either way. “I knew Glades Day was going to play tough from start to nish,” Walker said. “It was a defensive battle between both teams. Sometimes, you just have a nd a way to win it on special teams, and that’s what we were able to do.” Clewiston (7-1) took a 6-0 lead with 2:25 left in the rst quarter, thanks to a 94-yard touchdown reception that was caught by Gaines (3 catches, 118 yards, TD; 75-yard KO return for TD; 206 total yards). On rst-and-15 from the Tigers 6-yard line, sophomore quarterback Davis Witt dropped back after the snap, planted his feet and saw an open Gaines down eld before slinging a pass that only he could have caught. “It was a post in the middle of the eld,” Walker said. “Davis just laid it right in there to make the play happen. Lenorris used his speed to do the rest.” Other than those three scoring plays, this game proved to be a defensive slugfest, as neither team was able to do much of anything on offense. For the game, Clewiston outgained Glades Day in total yards, 166-75. “It was a tough one,” Glades Day Head Coach Eric Pitts said. “Other than the kickoff return and long touchdown pass, I thought our defense played very well. We made a couple of mistakes, but that’s all it takes sometimes.” The Gators were undefeated before losing at home on its Senior Night to the Tigers. Meanwhile, Clewiston has won ve straight since losing a 17-14 heartbreaker at home to King’s Academy in Week 3. Seminole Ridge 24, Pahokee 13: Mcarthur Burnett scored the game’s rst two touchdowns for the Blue Devils (5-3 overall), who went into halftime with a 13-3 lead over the Hawks. But Seminole Ridge junior D.J. Hickman, a Pahokee native, and senior running back E.J. Elien combined for three rushing touchdowns to snatch the win from Pahokee at Anquan Boldin Stadium. Glades Central vs. Miami Northwestern CANCELLED According to published reports, the Palm Beach County School District cancelled the Glades Central-Miami Northwestern game on Oct. 25. The decision was made primarily because of a shooting that took place near Glades Central High School on Oct. 24, the night before the Raiders were scheduled to play the Bulls at Ef e C. Grear Stadium. As a result of the cancellation, Glades Central was forced to forfeit the game and accept a loss, which drops its overall record to 3-5. It is old and has many different variations, but the message is always the same: "O when the Saints go marching in, I want to be in that number, when the Saints go marching in." It expresses a hope of the faithful and a recognition that the day will come when they will be victorious over the evil in this world. The Church has always held on to that hope and has celebrated it with Christian calendars throughout the ages. Nov. 1 is marked "All Saints' Day" in many traditions; it is a day when the faithful commemorate the lives of those who did great things and who are the "heroes" of the Church. We still celebrate some of them on their own individual days -Saint Patrick or Saint Valentine to name just two. All Saints Day was at the end of the Christian year and commemorated them all at once: they would be victorious at the end of time and celebrate with a triumphal entry. Earlier, the language of the time regarded them as "the holy ones" or, in older English, "the hallowed ones." (Remember that vestige we nd in the Lord's Prayer "...hallowed be thy name"?) The evening before "All Hallow's Day" was "All Hallow's Eve" and the time known today as "Halloween." Why the ranting and raving with all of the witches and ghosts and goblins and bad actors? Because they knew their hours were numbered; the next day would be the day that God's Saints would come marching in and it would be over for them. It was a night of their "last ing" and they would make the most of it. The tradition as it is celebrated today is carried on by our young "trick-or-treat" citizens, who are probably very unaware of the reasons they dress up and go from door to door. I am happy to see adults gathering and providing structured activities in lieu of going about after dark in neighborhoods that are not their own, not knowing the potential risks of such activities. I am also happy to see that not all of those who celebrate it dress up as bad actors and evil characters. Why celebrate something that is going to end and not celebrate the hope of humanity instead? The well-known hymn expresses where we should be and where we really want to be: "I want to be in that number," and that's what is to be celebrated. Halloween or any time is the time to begin! A recent article that came to my attention spoke of the need to provide those entrusted in our care with values, and spoke also of the senseless acts that take place when children are left to raise themselves. One researcher has pointed out that children need both controls and warmth to grow up as healthy and responsible adults. Those who lack one or both of these qualities are all too often the cause of many of the tragedies we see on TV or read about in our papers. A few moments in the headlines and then a life radically changed ever afterward and not for the better. If there is a message in Halloween, it is that Halloween should not to be taken alone and without the day of its origin: All Saints Day. There are forces of evil that exist in this world, but they are ultimately going to be overcome. Our faith and hope is to let us see the call to participate in the victory and not fall victim to what will nally pass away. The allegories that speak to this victory are found in Revelation (cf. 11:15ff) and they also remind us that the one who does evil "is lled with fury because he knows that his time is short(12:12)." Halloween is celebrated annually; the faithful celebrate every day. Today will be Halloween; tomorrow it will be over and Sunday will commemorate what is the nal victory -and every Sunday after that, too. Don't forget to celebrate with the winners on the winning team. Average retail gasoline prices in Florida have fallen 5.0 cents per gallon in the past week, averaging $3.26/g yesterday, according to GasBuddy’s daily survey of 8,237 gas outlets in Florida. This compares with the national average that has fallen 5.9 cents per gallon in the last week to $3.30/g, according to gasoline price website GasBuddy.com. Including the change in gas prices in Florida during the past week, prices yesterday were 22.6 cents per gallon lower than the same day one year ago and are 6.4 cents per gallon lower than a month ago. The national average has decreased 13.3 cents per gallon during the last month and stands 26.4 cents per gallon lower than this day one year ago. “Last week saw new downward momentum in crude pricesafter staying above $100/ bbl for 111 days since early July, crude prices fell below $100 and just days ago closed as low as $96/bbl,” said GasBuddy.com Senior Petroleum Analyst Patrick DeHaan. “In turn, the sudden drops in crude prices have pushed gasoline futures down as well, with motorists on the winning side of this all. The national average has picked up some steam on it’s downward trend and in some areas of the U.S., the wholesale price of gasoline is nearing yearly lows, which is adding up to signi cant savings for motorists. Corps of Engineers RV Park at the MH Locks – (Chairman Storter) Chairman Storter explained that at the recent joint meeting with the Glades District School Board and City of Moore Haven Council, School Board Chairman Mike Pressley requested the BoCC (and city) to consider contacting the Corps of Engineers urging advertisement for a commercial operator of the RV Park at the Moore Haven Locks, as its closure affected the local economy. Board approved chairman to send letter adapted from the school board’s letter, with emphasis to be included that the corps should allow an extension of the time [now limited to 14 days] an RV can remain in the park. 10. Letter from Lorie Ward, Property Appraiser, Regarding MSBU Assessment Costs – (Sandra Brown) Board acknowledged receipt of notice from Mrs. Ward of the cost for software to implement a proposed MSBU, as well as the time frame for it to be installed and that it was not budgeted for this year. 11. Non-ad valorem assessments for re protection services (Chairman Storter) Board recently directed staff to study and determine requirements to implement a Municipal Services Bene t Unit (MSBU) for assessing property to provide funding for re protection services. The board moved to approve the rst step of advertising the Notice of Intent and date of Public Hearing. Responses to the RFQ for a feasibility/cost study will be available at the Nov. 12 meeting. 12. Discuss or Move to select top candidates for county manager (Chairman Long) Board ranked top two candidates from the six applicants recently interviewed for the position of county manager. Board directed HR Director Mary Ann Whitney to complete a background check on Paul Carlisle, the board’s rst choice. Following completion of the background check, the chairman will initiate negotiation of an employment agreement with Mr. Carlisle, to be brought back to the board for approval. Constitutional Of cers County Attorney (Not in attendance) Chairman Storter noted items involving the county attorney that will be on the agenda for the next meeting include foreclosure process for the abandoned property in which the county was involved due to CDBG (Community Development Block Grant) funding, on which $5,930 back taxes would need to be paid by the board. Also to be considered is Attorney Pringle’s follow-up on the request from Kathy Warr concerning right of way issues on Riverside Drive. County Manager Interim County Manager Avant Brown informed the board that he was contacted by a representative of Thalle Construction concerning leasing 4 acres at the Road Dept. Compound for three years for use as a temporary construction of ce and staging area. Thalle was recently awarded a $31.8 million contract with Corps of Engineers for replacement of Herbert Hoover Dike Culverts 5 (S-282) and 5A (S-281) north of Moore Haven in Glades County. Board approved lease subject to legal requirements to be determined with review by County Attorney. The lease would be $650 monthly, possibly thru the spring of 2017 when the culvert project is expected to be completed. Board also directed Brown to seek alternative uses for another 40 acres (approximately) at the compound that may be suitable for a hay eld or another use that would not require fencing. Commissioner Stanley inquired about current code enforcement staff, reporting that a Buckhead Ridge resident had contacted him about a neighborhood area that was not being mowed. Brown was to work with Stanley on reviewing the complaint. Brown noted that discussion of the pro-cess for lling the vacant position of county planner would be on the next agenda. Commissioner Echols suggested that the new county manager soon to be coming on board should be involved in the hiring process. Public Input On Non-Agenda Items Commissioners Items And Comments Commissioner Echols stated that the recent federal government shut-down had delayed the permitting process for the Moore Haven Canal project, but it was now back on track moving swiftly. Commissioner Grif n expressed concern about the safety issues with a post installed on Riverside Drive by Mrs. Warr and asked could the road department remove it. Mr. Brown stated he had contacted Howard Emhke of Water Management District about ownership and rights-of-way on Riverside Drive and the maps reviewed seemed to concur with Mrs. Warr’s survey report on the property, but he would install posts with bright re ectors in areas near her post (though on her property) to warn motorists of the danger. Commissioner Beck stated Interim County Manager Bob Jones is getting prices for construction of the new pavilion at Harney Pond Canal Park, and it may be possible to re-hab the old bathrooms at the park. Chairman Storter stated that tickets to the annual Glades Salute to Veterans dinner/ event are available from the Veterans’ Service Of cer in County Manager’s of ce and Veterans’ tickets are free.
