The Public Outreach Open House will be held Monday, Sept. 16, from 4 to 7 p.m. at the Doyle Conner Building, 900 U.S. Highway 27 in Moore Haven. Information tables will be set up around the room, where staff from FEMA, local communities and engineering contractors will answer questions about ood insurance, engineering and development permit requirements. Glades County Commission workshop set for FridayThe Glades County Commission will hold three workshop discussions on Friday, Aug. 30, starting at 9 a.m., including review of the proposed Purchasing Policy, consideration and discussion of applications for County Manager, and nalization of the 2013-2014 budget. Those four traits were quite noticeable with the Clewiston Tigers in their 21-12 Kickoff Classic win at home against the Pahokee Blue Devils on August 23. From warm-ups to the nal buzzer, Clewiston possessed a composed swagger about itself and wasn't at all afraid of Pahokee and its stable of athletes. In fact, the Tigers really came to do one thing and one thing only: they wanted to let their play do the talking for them. And that's exactly what happened. The game was a close one early on, as neither team reached the end zone until three minutes and 25 seconds were left in the second quarter. That's when Pahokee senior athlete Rashaun Croney, who picked off a pass from Clewiston sophomore quarterback Davis Witt at the Blue Devils second yard line, sprinted his way to the end zone for a 98-yard interception return. Pahokee, up 6-0 after a missed extra point, was feeling good about its chances of taking down Clewiston. After all, the Blue Devils were favored to win this game. But the Tigers would not be deterred, as they churned out a six-play, 43-yard drive that culminated in a seven-yard touchdown run by junior running back Jarvarious Bradford with one minute and seven seconds left in the rst half. Clewiston's extra point attempt was good and the home team was up 7-6 at that point. "We had to go hard on that drive and get it in before the half was over," Clewiston senior tight end/defensive end Derrick Jackson said. "We wanted to get the lead at halftime." That's exactly what happened, as Clewiston recovered an on-side kick and managed to run out the clock. Don Thompson, the father of Pahokee head coach Blaze Thompson, gave his analysis on how the rst half went. "I saw intensity on both sides of the ball," the elder Thompson said. "The game is going to be decided in the fourth quarter. The team that plays better in the trenches will win." In the second half, it was clear that Clewiston's line was better equipped to handle the rigors of a 48-minute game, as Bradford and senior running back Derry West (20 carries, 150 yards, TD) were able to nd plenty of holes to run through and power their way past Pahokee's front seven. Clewiston brought an element of surprise to Pahokee's secondary, as Witt was able to complete a 23-yard pass to Jackson for a touchdown that extended the Tigers lead to 14-6 with eight minutes and 55 seconds left in the third quarter. Later in the second half, Clewiston's offense mixed it up on with a combination of runs and passes in its attempt to wear down Pahokee's defense. It worked wonders for the Tigers, as West muscled his way in for a three-yard touchdown run with 11 minutes and 57 seconds left in the game. With the extra point, Clewiston was up 21-6 and ready to preserve the win. The Tigers' defense, which forced six turnovers (two interceptions, four recovered fumbles) in the game, gave up a 45-yard touchdown pass from Croney to junior athlete Jason Johnson with just one minute and 50 seconds left. Aside from that -and Witt's rst-half interception -Clewiston played relatively well on both sides of the ball. "We had a great week of practice," Clewiston sophomore Tyrin Summers said. "We just put it together on the eld and did what we had to do. Our line just kept pushing through and wore their line down. That was the difference in the game." Glades Central 48, Coral Springs 7: Giovanni Lugo completed nine of 12 passes for 118 yards and a touchdown, while adding 51 yards on the ground and another score. Ronquavion Tarver and Jerry Jones scored two touchdowns each to cap the Raiders rout. They are miners. They work in their mine, all day long, nding jewels of great beauty. They like what they do and it shows. When they start each day, they sing, "Heigh ho! Heigh ho! It's off to work we go!" and while they work they sing, "Just whistle while you work!" They are the seven dwarfs: Sleepy, Doc, Dopey, Happy, Grumpy, Sneezy and Bashful. Even though they are animated movie characters, these guys seem to have it all together when it comes to work! They are doing something they enjoy, something they believe is important, and they get pleasure out of work, not just a paycheck. "We dig, dig, dig, dig, dig in our mine the whole day through; to dig, dig, dig, dig, dig is what we like to do!" If only we all could derive as much pleasure and satisfaction from our work as do the seven dwarfs! If only we all could share their attitude about our own jobs! We all know people who say, "I go to work every morning and endure it. I'm just there for the paycheck." Perhaps you are one of them. When I hear things like that, I think about how fortunate I am that I feel called to my work. If truth be known, I would probably do it even if I wasn't being paid. But even still, there are days when I don't want to come to work. There are days when I'd rather be anywhere else. Some days, even the pastor doesn't want to get up and go to work because work can be hard, work can be frustrating and work can be tiring. Look around and think of those who surround you. We are farmers and school teachers, sales people and mechanics, doctors and police of cers, retired people and students, and we come with differing levels of satisfaction in what we do for a living. I think our faith tells us that although no job is perfect, there are ways to get more meaning and joy out of our work. Probably the most obvious way is to realize that our work, no matter what it is we do, touches someone, somewhere. In one of its best understandings, work is about relationships. Work can also be about making life better for someone beside ourselves. This aspect of work may be hard to see in some jobs, but I believe it is there nonetheless. Our work takes on new meaning when we see it as touching others. What we need is not success, we need signi cance. To know that our lives matter, that we're down here on this earth for a reason and we're here to give back to make a difference. And if, as Christians, we add a little bit of faith to what we do for a living, we may discover our work bringing us more joy and less stress, more satisfaction and less fatigue. We may even nd ourselves singing, "Heigh ho! Heigh Ho! It's off to work we go!" And before we know it, we may even nd ourselves whistling while we work! Religion ColumnIn Honor of Labor Day

As part of its ongoing comprehensive land assessment, the South Florida Water Management District (SFWMD) released draft staff recommendations for use of its fee-owned lands in the Everglades region, which includes parts of Palm Beach, Broward, Miami-Dade and Hendry counties. The draft recommendations are available for review on the District’s land assessment website at www.sfwmd.gov/landassessment. Stakeholders and the general public will have the opportunity to provide feedback on the draft recommendations at a public workshop next week. Public comments may also be submitted on the land assessment website through September 9. In addition, the draft recommendations will be presented at the September 5 meeting of the Water Resources Advisory Commission (WRAC). Final recommendations for the Everglades region will be presented to the SFWMD Governing Board at its September 12 meeting. The purpose of the land assessment is to ensure that each parcel owned by the District supports the agency’s core mission of balancing and improving ood control, water quality, natural systems and water supply. The rst phase of the assessment is a review of 750,000 acres of fee-owned lands, properties in which the agency has full or shared ownership rights. More than 97 percent of the more than 300,000 acres reviewed in the rst four regions of the assessment were recommended to remain in their current use. The fee-owned lands phase is scheduled for completion by September 2013. A comprehensive review of non-fee-owned lands is scheduled to start later this year. The SFWMD Land Assessment Team will meet with the public to receive comments on draft recommendations for agency lands in the Everglades region on Wednesday, August 28 from 10 a.m. to 12 p.m. at the South Florida Regional Planning Council Of ce, located at 3440 Hollywood Blvd. Suite 140, Hollywood, FL 33021. SFWMD Releases Draft Land Recommendations for EvergladesPublic invited to regional workshop next week to comment on recommendations BY PATTY BRANT Independent News MediaAn outpouring of love from the LaBelle community and beyond helped raise over $33,000 at the August 24 bene t for young Zac Reyna, who bravely battled a brain-eating amoeba since August 3. Sadly, he lost the struggle that very day. The Reyna family decided to continue the legacy of giving that surrounds Zac by donating his organs to sustain others facing similar tragedies. As with the major events of Zac’s condition, the family posted the heart-breaking news that doctors held out no medical hope, but the family did not waiver in its faith in God. Posted on Facebook by his family August 24: “At 1:54 today there was a crack of a bat heard. Zac took it deep. My boy hit his homerun. One that I’ll never forget. I’m so proud of him. He left it all on the eld and I can’t ask for more. He did so well that he’ll be the starting 2nd baseman for The Lords team. I sit back and ask myself, what would make me prouder; my son playing pro ball, being a successful business man or being known for changing and saving thousands of lives for The Lord. It’s a no brainer. I love The Lord for giving me such a beautiful son who He chose to change myself, my family and the world for better. Thank you Jesus. It hurts, but you have given my family love and peace. We couldn’t be so strong today without you. I hope that Zac continues to touch people and his time here is remembered forever. We thank everyone for being so caring and I know it’s going to be tough on us at rst, but we have an awesome support team back home and we are grateful for that. The battle is over for Zac but he won the war.” On Tuesday, August 27, the family posted: “Tonight at 10:13PM, Zachary Cole Reyna began his journey to save lives. Zac donated all his organs to others that were waiting on a miracle. Through donating his organs, Zac is living on. His heart will be pumping for someone, his lungs will be taking breaths for someone and all his other organs will change the lives of many. Zac is our miracle. His strong spirit will always be among us. He changed all of our lives, brought us closer to God, strengthened our family and his story has touched people around the world. We thank you all for your support and prayers. If your life is not on the right track, we ask that you say this prayer: “Father, I know that I am a sinner. Please forgive me of my sins and help me avoid sinning again. I believe that your son, Jesus Christ, died for my sins, was resurrected from the dead, is alive and hears my prayer. I invite Jesus to become the Lord of my life. Please send your Holy Spirit to help me obey You and to do Your will for the rest of my life. According to one of the organizers, Susan Harris Whidden, Saturday’s event “was awesome. The community really pulled together. Ethel was born in Preston Lancashire England on December 28, 1927, and was blessed with a kind and loving spirit. As a World War II bride, Ethel moved to Franklin N.C. but lived the majority of her life in Palm Beach County, Fla. She worked in retail sales for 30 years in Pahokee at the Pahokee Army Store, and following retirement moved to Wellington. Ethel’s greatest joy was spending time with her family, and her legacy is one of unconditional love and loving care for others. As a devout Catholic she lived her faith as a member of Wellington’s Saint Rita’s Parish. She was predeceased by her husband, Henry; her son, James; and granddaughter, Shelley. She will be dearly missed by her two daughters, Maxine Moon of Corinth, Mississippi, and Carlene R. Walker (Barnie) of Wellington, Florida; four grandchildren, Penny Smith (Danny), Sheila Scho eld (Jim), Dr. Bryan Moon (Melissa) and Eric Raby (Alicia.); 21 great-grandchildren; and eight great-great-grandchildren; and numerous nieces and nephews. The packets are colorful, squishy and are attractive to children. Poison centers around the country have logged many calls about people exposed to this type of detergent product. Toxic Effects: Most laundry detergents cause mild stomach upset or no symptoms at all if ingested, but many poison centers are seeing unusual symptoms after exposure to these unit dose packs. Symptoms include prolonged vomiting, coughing, drowsiness, wheezing, choking and breathing problems resulting in hospitalization, and serious eye damage after product splashed in the eyes. Why: At present, the cause of the severe symptoms is unknown. It could be due to a higher alkalinity (more corrosive), a product contaminant or ingredients in the vinyl packet. These birds were rst discovered breeding in Pensacola, Florida in 1956 and spread south to Pinellas County by 1986. South Florida breeding records are widely scattered with the numbers of this species increasing throughout the state. These stocky birds are slightly smaller than Red-winged Blackbirds. They have a shorter tail and thicker head than most other blackbirds. Their bill is shorter and thicker-based than other blackbird species and appears nch-like at rst glance. Males have glossy black plumage and a rich brown head, while females are plain brown birds who are lighter on the head and have underparts with ne streaking on the belly. Juveniles are brown with pale-fringed underparts, which give a scaly effect. The oldest recorded Cowbird lived to be 16 years and 10 months old. Male Brown-headed Cowbirds often raise their back and chest feathers, lift their wings, spread their tail feathers and bow forward when singing. Since they aren't raised by their parents, the Cowbirds' song learning is an interesting scienti c mystery. Their song is a liquid-sounding series of low gurgling notes followed by thin "tseeeee" sliding whistles. Both males and females make a variety of whistles, clicking and chattering calls. In ight, their call is two to ve clear sweeping whistles with occasional buzzes or thrills mixed in. Brown-headed Cowbirds are observed in almost any habitat where they can observe other perching bird's territory, but they generally avoid forests. Their diet consists mainly of grasses, weeds, grains and insects. Female Cowbirds, who have a large calcium requirement needed for egg laying, eat snail shells and bird eggs taken from nests they visit. These birds do not build nests or rear their young, but they will quietly watch for signs of other birds building nests where the female Cowbird can deposit her eggs. Throughout the nesting season, which is usually from May through July, the female will put all of her energy into almost continuous egg laying. She is sometimes referred to as a "passerine chicken," who will lay up to 40 eggs each year in the nests of other birds. Over 140 host species for these eggs have been identi ed. In Florida, Warbler and Sparrow nests have been reported as being invaded by Cowbirds. Numerous birds, including Eastern Towhees, Northern Cardinals, Ovenbirds, Northern Parulas and Red-wing Blackbirds, don't recognize or destroy cowbird eggs deposited in their nests, and raise the young Cowbirds themselves. These Cowbird eggs often hatch sooner than the host bird's eggs and the hatchlings grow faster than the host's young. The Cowbird hatchlings compete for food and often toss out other eggs or crowd out other nestlings. The young Cowbirds edge in eight to 13 days. CONSTITUTIONAL OFFICERS County Manager and Department Heads Interim County Manager Bob Jones reminded the board of the Friday, Aug. 30, 9 a.m. workshop at which the board will discuss the proposed Purchasing Policy, County Manager applicants, and nalize the 20132014 budget recommendations. Jones discussed the need to replace the courthouse surveillance security camera system and will bring it back as a business item with two price quotes. Jones stated it has been dif cult getting responses from contractors as only one electrician, one insulation contractor, and three air-conditioner contractors have responded to his requests for proposals. Jones reported Globex Engineering will submit the permit renewal for the county land ll as well as jet cleaning leachate eld pipes and prepare Technical Quality Water Reports. Interim County Manager Avant Brown reported that the 2012-2013 road paving was recently completed and re ectors and striping will be in place soon. Brown stated the agreement with Aim Engineering for the resurfacing or Ortona Locks Road has been executed. By Eric KoppSpecial to the Glades County Democrat Governor Rick Scott made a statement recently that the South Florida Water Management District (SFWMD) is wanting to acquire land to help clean up Lake Okeechobee, but w hen a local ranching concern offered to put in a facility to remove phosphorus from runoff they were turned away. Twin Sisters’ Family Lands recently offered to put in a 2,700-acre load reduction facility on their Glades County property that is to the north of Lake Okeechobee. Twin Sisters’ offered to not only use their own land, but their own money to put in the facility. “The district told us it’s a good project and in a really good place, but there aren’t any funds right now. Maybe in a year or two they may have the funds. That was the word w e got,” said Glades County rancher John A ustin Collier, speaking on behalf of the Twin Sisters’ group, of which he is a member. Mr. Collier explained that the facility w ould be set up to clean water from Lake Istokpoga and the Kissimmee River by way of the L-59 canal that runs from the Indian Prairie Canal to the river. Lake Istokpoga water is discharged into the Indian Prairie Canal. He said the water would be cleaned as it owed onto the facility then was staged in a collection area where some contaminants would be ltered out. The water would then ow to another collection area where it would again be ltered. That would continue until the water was free of phosphorus and other contaminants. An estimated 3 feet of water would be continuously and naturally owing across the 2,700 acres for up to 50 years, he added. “A load reduction facility works 24 hours a day, 365 days a year. It works like a stream and as water enters an area it settles out, then moves on to another area, then another area, and so on. It’s a continual stream,” explained Mr. Collier. “In our case, we would clean the water with maximum effect before it enters the lake.” To help with their project, Twin Sisters’ has hired engineer Tommy Perry, of the rm Johnson-Prewitt Associates Inc. in Clewiston. Mr. Perry is also a member of the Water Resources Advisory Commission (W.R.A.C.). In exchange for using their own money and land, the Twin Sisters’ group was asking for a long-term lease from the district. Their payment for the facility, said Mr. Collier, would come from that lease. He added that their property would remain on the tax rolls. “That amount would have to be negotiated,” he said. “You have to be compensated from the district. All the district would have to do is approve the nal design and negotiate the value of the land. It’s a pretty simple deal.” It should be pointed out that questions were e-mailed to SFWMD interim executive director Ernie Barnett and assistant executive director Tommy Strowd but they did not respond by newspaper deadline. Mr. Collier said Twin Sisters’ made the offer a couple of weeks ago and are ready to get started, but the district is now saying they are going to start surplusing public land and selling it. In fact, he continued, the Twin Sisters’ property is in the middle of 8,000 acres of district-owned land that is going to be surplused and sold. Which has the Twin Sisters’ members scratching their heads. “We’re ready to move but they’re still continuing to surplus land. The governor just said we need to nd land to clean this water. They can surplus (land) all day long, but the water coming into that area is still going to be dirty,” Mr. Collier said. “I can’t explain why they don’t do this other than they don’t have the funds. It doesn’t make sense to me.” Mr. Collier went on to say that Mr. Barnett reviewed plans for the facility and told Twin Sisters’ members that there is nothing like this type of facility in South Florida. Mr. Collier also pointed out that this facility differs from land used for dispersed storage in both cost and effectiveness. The district pays landowners up to $150 per acre to store water on their property, whether there is water there or not. Also, dispersed storage areas only work when it rains, said Mr. Collier. “Dispersed storage areas are not set up to take out contaminants,” he continued. “When they get water they just pull a board (to release the water) and get paid ever y month—whether they’re holding water or if it’s dry.” Even though the family’s plan was nixed that was, strangely enough, good news to Twin Sisters’. “We have a verbal commitment from the district that there will be no projects surrounding us—no massive projects like the lakeside stormwater treatment area (STA),” said Mr. Colllier. He said the family became concerned after hearing about an ongoing court case in which the SFWMD is trying to take propert y along the Kissimmee River through eminent domain proceedings that has been in the Luna family for decades. That case centers around the fact that the district made a monetary offer to the famil y for the property, but the Luna family chose not to accept it. When the family declined the offer, the district then led suit and is trying to take the property. Twin Sisters’, said Mr. Collier, has been watching this case closely. “When the district turned us down, the y gave us some good news. We don’t want to end up like the Luna family,” he said. The new target ows were effective at 7 a.m. Aug. 24, and are a result of the lake's expected fall into the Low Sub-Band as de ned under the 2008 Lake Okeechobee Regulation Schedule (LORS), the lake's water control plan. The lake level on Monday was 15.56 feet. Under LORS, the corps strives to keep the lake level between 12.5 and 15.5 feet. The Corps will closely monitor conditions and adjust ows as necessary to balance the competing needs and purposes of Lake Okeechobee. Public safety remains the corps' top priority. In related news, Florida Senator Bill Nelson sent a letter to the U.S. Army Corps of Engineers on Aug. 20 expressing concern for the high water levels in the Everglades. "I've been informed of an ongoing and serious threat to the deer, bears, bobcats and even the Florida Panther that call the Everglades home," wrote Sen. Nelson. "There were reports a few weeks ago about rising waters in an area just north o f the Tamiami Trail. Since then, little has happened to lower the water level and ease the ooding that has sent the area's wildlife in search of safety and higher ground. "Many of these animals are now clustered together, stranded and competing for the limited supplies of food and shelter the y can nd on what now appears to be a series of tiny islands in this now- ooded part of the Glades. And with nowhere to go, the rabbits, raccoons and all these other animals stuc k on tree islands become easy pickin's for the alligators and Burmese pythons in the area. "I was told this week that these animals will start dying on a large scale if the water levels in this area aren't lowered by at least one foot in the next 30 days to 60 days. "This isn't the rst time we've faced a situation like this. In 2008, Tropical Storm Fa y caused extreme ooding and the water levels to rise in that same area. Fortunately, we were able to avoid disaster then by opening the ood gates and successfully lowering the water level by a foot in just 30 days. "I am quite con dent if this was done again if the gates were to be opened immediately we would again prevent a horri c catastrophe." Sen. PUBLIC NOTICE OF INTENT TO ISSUE AIR PERMIT Florida Department of Environmental Protection South District Of ce, Engineering and Permitting Section Draft/Proposed Permit No. 0510015-027-AV Southern Gardens Citrus Processing Corporation, Clewiston Facility Hendry County, Florida Applicant: The applicant for this project is Southern Gardens Citrus Processing Corporation. The applicant’s responsible of cial and mailing address are: Ms. Denise Roth, Plant Manager, Southern Gardens Citrus Processing Corporation, Clewiston Facility, 1820 County Road 833, Clewiston, Florida 33440. Facility Location : The applicant operates the existing Clewiston Facility, which is located in Hendry County at 1820 County Road 833, Clewiston, Florida. Project : The applicant applied on May 24, 2013 to the Department for a Title V air operation permit revision. This is a revision of Title V air operation permit No. 0510015-024-AV. This permit revision incorporates the conditions of air construction permit No. 0510015-025-AC which previously authorized modi cation to the authorized fuels burned in the boilers and peel dryers and an increase to the allowable heat input to peel dryer No. 1. The revision also incorporates 40 CFR 63 Subpart DDDDD for boilers and revised federal regulations for reciprocating internal combustion engines. All changes within the draft/proposed permit document have been emphasized in italic and with yellow highlighting for ease of location. Only these changes are subject to public comment. The existing facility consists of two citrus peel dryers, two pellet coolers and four boilers. The emissions units operate primarily on natural gas, Distillate oil, d-limonene, cold-pressed oil and ethanol/fuel oil mixtures are used as secondary (backup) fuels. The dryers control emissions with waste heat evaporators which are equipped with a wet scrubber. The facility has the potential to emit the following pollutants: carbon monoxide, nitrogen oxide, particulate matter, sulfur dioxide, volatile organic pollutants, methanol and hazardous air pollutants. The facility is major for prevention signi cant deterioration (PSD). The facility is subject to Title 40 Code of Federal Regulations (CFR) Part 60 Subpart A (General Provisions), Subpart Dc (Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units) and Subpart IIII (Standards of Performance for Stationary Compression Ignition Internal Combustion Engines). The facility is subject to Title 40 CFR Part 63 Subparts A (General Provisions), ZZZZ (National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines) and DDDDD (National Emission Standards for Hazardous Air Pollutants for Major Sources: Industrial, Commercial, and Institutional Boilers and Process Heater). Permitting Authority: Applications for Title V air operation permits are subject to review in accordance with the provisions of Chapter 403, Florida Statutes (F.S.) and Chapters 62-4, 62-210, 62-213 of the Florida Administrative Code (F.A.C.). The proposed project is not exempt from air permitting requirements and a Title V air operation permit is required to operate the facility. Comments: The Permitting Authority will accept written comments concerning the draft/proposed Title V air operation permit for a period of 30 days from the date of publication of the Public Notice. Written comments must be received by the close of business (5:00 p.m.), on or before the end of this 30-day period by the Permitting Authority at the above address. As part of his or her comments, any person may also request that the Permitting Authority hold a public meeting on this permitting action. If the Permitting Authority determines there is suf cient interest for a public meeting, it will publish notice of the time, date, and location in the Florida Administrative Weekly (FAW). Through a partnership with Florida Fish and Wildlife Conservation Commission, Gatorama is one of the alligator farms allowed to collect alligator eggs from the wild. The eggs are placed in incubators. Alligator farmers pay FWC a fee for each egg, which helps support the FWC alligator management and research efforts. During the hatching festival, more than 3,000 baby alligators are expected to hatch. Because the hatchings started late this year, the hatching season is expected to continue through the Labor Day weekend. Visitors have the opportunity to sign up for the “Hatch and Hold” program which allows them to actually hold an egg and let the baby alligator hatch in their hands. Depending on how many eggs are hatching that particular day, Gatorama will offer 20-30 eggs on a rst-come, rst served basis. Kids also enjoy playing with baby gators in the wading pool (above).
