For years, they have been trying to nd funding to replace the aging Moore Haven Junior/Senior High School. "We were told no' constantly, but we just kept trying," said Superintendent of Schools Scott Bass. They had so much faith that funding would somehow be found, they even went ahead with architectural plans. That work paid off last week, when "it was like a door opened and we slipped in," said Mr. Bass. Funding for the $23.6 million project has been approved by the Florida Legislature. Mr. Bass credits Florida Senator Bill Galvano and Representative Cary Pigman for ghting for the school system. Senator Denise Grimsley also went to bat for Glades County, he said. Funding approved for new school By Eric KoppSpecial to the Glades County DemocratSaying she will now focus her skills "on international issues," South Florida Water Management District (SFWMD) head Melissa Meeker caught many people by surprise when she resigned Tuesday, May 21. Mrs. Meeker was hand-picked by Governor Rick Scott two years ago to serve as the district's executive director. In a brief one-page letter to Daniel O'Keefe, chairman of the SFWMD governing board, Mrs. Meeker said she was proud of what water managers have accomplished and is con dent the district "... will continue to effectively serve this region, its citizens and its priceless resources." She did not state in her letter to Mr. O'Keefe if she has found work elsewhere, but only stated that she has "... accepted a new opportunity ...." For Glades County Commissioner Paul Beck, Mrs. Meeker's resignation left him with mixed feelings. "I think it's a good day for the 16 counties affected by water management. Hopefully, her replacement will be open, honest, have some integrity and that their system will begin to operate in the Sunshine as Florida statutes state," he said, Thursday. THOMAS, PH. D.+ Saint Martins Church When I attended my high school reunion recently, the building I remembered had been torn down but a souvenir was kept: a mosaic placed in the oor by one student's father who was a tile-setter. It was a Conestoga wagon; our team was the "Pioneers". We hoped to be pioneers in our generation, discovering, inventing, leading, overcoming, moving the country and the world forward. The mosaic was mounted in the replacement building, serving as a symbol to those in their generations that they too are pioneers with a mandate to ful ll in their futures. Our graduates today nd themselves in a different world: shifts in world power and forces yet to be reckoned with; changes that we can't yet envision that will challenge us for solutions or destroy life; horizons that will bring a richer and fuller life to those who will be the 21st century; the ravages of war, crime and addiction that will destroy the opportunities for that life. As I thought about the future, I re ected on some of the novels about others who lived during periods of great upheavals. "Gone With the Wind" is one such novel, "Dr. Zhivago" is another, "The Sound of Music" is another, "The Deerhunter" is another. They are classics about people caught up in the cataclysmic events of their generations and are changed. What is observed is that they continue on in spite of it all. There is something about that basic character of those who move on to another life that carries them through. Maybe that's our story too. Our basic character will also take us through the changes thrust upon us if we have something that gives us strength to see the big picture and be true to who we are meant to be. That comes in faith; it is God who gives us that character. We need to be attuned to it when all of the noise and calamity in the world seeks to seduce us into pessimism, loss and tragedy. The Gospel is also such a story; a Messiah who came against the background of what was going on in His time; an enemy army occupying the land, despotic governments run by crazy tyrants, betrayals, petty groups grappling and ghting one another for power, (and re ecting that maybe we don't have it so bad after all!). In spite of it all, 12 people are called and attract others by their believing, teaching and showing in their lives, being who God called them to be, saying "This is what we're really all about!" Soon there were hundreds, then thousands, then millions. Changes continue but the basic character goes on. God within us continues, "behold, thou are fearfully and wonderfully made (Psalm 139:13)." He who made us, implanted His image in us, gave us a world to cherish, surrounded us with others who become special to us and witnesses to that image of Him; these things tell us who we really are and why we are here. Even when things are confusing, or when the world makes no sense, search for that image of God within, seek to be who God intends us to be, listen to the still small voice. Each year at this time, we celebrate with our graduates; we offer our congratulations, we remember our own graduations and look back about how things have changed. In spite of it all, the gospel message gives us a reason to hope, made in God's image, made well, made to go on. Search out that message for yourself, nd God's destiny for you, ful ll it and the world will be yours no matter what. There is another term we use: "commencement" and perhaps it better captures "graduation," a milestone but also a beginning. You're on your way; go for it, seek God and in doing so you will become who He has made you to be, whole and at one in His world, His people, and nally in the life to come. Era of high activity for Atlantic hurricanes continuesIn its 2013 Atlantic hurricane season outlook issued this week, the National Oceanic and Atmospheric Administration’s (NOAA) Climate Prediction Center is forecasting an active or extremely active season this year. For the six-month hurricane season, which begins June 1, NOAA’s Atlantic Hurricane Season Outlook says there is a 70 percent likelihood of 13 to 20 named storms (winds of 39 mph or higher), of which seven to eleven could become hurricanes (winds of 74 mph or higher), including three to six major hurricanes (Category 3, 4 or 5; winds of 111 mph or higher). These ranges are well above the seasonal average of 12 named storms, six hurricanes and three major hurricanes. “With the devastation of Sandy fresh in our minds, and another active season predicted, everyone at NOAA is committed to providing lifesaving forecasts in the face of these storms and ensuring that Americans are prepared and ready ahead of time,” said Kathryn Sullivan, Ph.D., NOAA acting administrator. “ Three climate factors that strongly control Atlantic hurricane activity are expected to come together to produce an active or extremely active 2013 hurricane season. These are: A continuation of the atmospheric climate pattern, which includes a strong west African monsoon, that is responsible for the ongoing era of high activity for Atlantic hurricanes that began in 1995; warmer-than-average water temperatures in the tropical Atlantic Ocean and Caribbean Sea; and El Nio is not expected to develop and suppress hurricane formation. “This year, oceanic and atmospheric conditions in the Atlantic basin are expected to produce more and stronger hurricanes,” said Gerry Bell, Ph.D., lead seasonal hurricane forecaster with NOAA’s Climate Prediction Center. “These conditions include weaker wind shear, warmer Atlantic waters, and conducive winds patterns coming from Africa.” NOAA’s seasonal hurricane outlook is not a hurricane landfall forecast; it does not predict how many storms will hit land or where a storm will strike. Forecasts for individual storms and their impacts will be provided throughout the season by NOAA’s National Hurricane Center. New for this hurricane season are improvements to forecast models, data gathering, and the National Hurricane Center communication procedure for post-tropical cyclones. In July, NOAA plans to bring online a new supercomputer that will run an upgraded Hurricane Weather Research and Forecasting (HWRF) model that provides signi cantly enhanced depictions of storm structure and improved storm intensity forecast guidance. Also this year, Doppler radar data will be transmitted in real time from NOAA’s Hurricane Hunter aircraft. This will help forecasters better analyze rapidly evolving storm conditions, and these data could further improve the HWRF model forecasts by ten to 15 percent. “The start of hurricane season is a reminder that our families, businesses, and communities need to be ready for the next big storm,” said Joe Nimmich, FEMA associate administrator for Response and Recovery. “Preparedness today can make a big difference down the line, so update your family emergency plan and make sure your emergency kit is stocked. Special to the Glades County Democrat As part of its ongoing comprehensive land assessment, the South Florida Water Management district (SFWMD) has released draft staff recommendations for its feeowned lands in the Kissimmee/Okeechobee region, which includes the Upper and Lower Kissimmee basins and the Lake Okeechobee watershed. Stakeholders and the general public will have the opportunity to provide feedback on the draft recommendations at public workshops. A workshop in Okeechobee is planned for Friday, May 31, from 10 a.m. to noon at the SFWMD Okeechobee Service Center, 3800 N.W. 16th Blvd. Suite A. Public comments may also be submitted on the land assessment website through J une 10. In addition, the draft recommendations will be presented at the June meeting of the Water Resources Advisory Commission (WRAC). Final recommendations for the Kissimmee/Okeechobee region will be presented to the full Governing Board at its June 13 meeting. The purpose of the land assessment is to ensure that each parcel owned by the district supports the agency’s core mission of balancing and improving ood control, water quality, natural systems, and water supply. The rst phase of the assessment is a review of 750,000 acres of fee-owned lands — properties in which the agency has full ownership rights. This phase is scheduled for completion by September 2013. A comprehensive review of non-fee-owned lands is scheduled to start around late 2013. The $32 million is an historic step forward in restoring America’s Everglades by improving water quality and water ow. The Governor signed the bill as part of a ceremony at the Florida Atlantic University Pine Jog Environmental Education Center in West Palm Beach. Governor Scott said, “I was proud to work w ith state, local and federal of cials to create the $880 million Everglades Restoration Plan, which will ensure we’re doing what it takes to protect and properly manage our nation’s most delicate natural treasure. In this session alone, we’ll invest $70 million for supporting the Everglades – and by signing HB 7065, we’ll provide $32 million in recurring dollars for the Everglades, which is a huge win for Florida’s environment.” Senator Wilton Simpson said, “I was proud to work with Governor Scott to provide $32 million in annual funding to support Florida’s Everglades. These dollars will help protect, restore and create a more sustainable ecosystem for this natural treasure.” Representative Matt Caldwell said, “Governor Scott did a great job in working with all stakeholders to create the $880 million Everglades restoration plan—and our job is now to fund it. By providing $32 million annually for the Everglades, we’re doing our part in supporting this world-renowned ecosystem, which provides limitless bene ts to our state and nation.” The goal of the Governor’s $880 million Everglades Restoration plan is to improve water quality and water ow throughout the Everglades. Improvements to the health of the Everglades ecosystem are important for sh and animal habitat as well as the health of the South Florida economy. The plan is funded, in part, by a $32 million annual appropriation and is a partnership between the Florida Department of Environmental Protection, the Water Management District, stakeholders in the Everglades Agricultural Area and all of South Florida to address water quality in the Everglades. The Water Management District has already achieved several milestones ahead of schedule. The Governor’s landmark water quality plan includes:  6,500 acres of additional stormwater treatment areas, which are man-made managed wetlands that naturally remove phosphorus from water prior to the water being discharged into the Everglades; and,  110,000 acre-feet of water storage capabilities in ow equalization basins, or reservoirs that work with the proposed and existing stormwater treatment areas to regulate ows and optimize treatment ef ciency. Other components of the plan include engineering projects in existing treatment areas and the modi cation of conveyance features necessary to move the water through the South Florida Water Management District’s massive ood control and water deliver y features The Governor’s plan was presented to the U.S. Environmental Protection Agency in the Fall of 2011. After coordination with EPA, the nal plan was included in permits and orders issued by the Department of Environmental Protection in September of 2012. DEP Secretary Herschel T. Vinyard, Jr. said, “Governor Scott’s leadership has resulted in a major step toward improving and protecting one of our nation’s greatest natural resources. Protecting the health of the Everglades is essential to getting the water right, in terms of quality and quantity.” South Florida Water Management District Chair Dan O’Keefe said, “Everglades restoration is critically important for South Florida, and the District thanks Governor Scott and the Florida Legislature for their ongoing support in restoring this national treasure.” Scott approves $880 million for Everglades Restoration

BY MARGARET ENGLAND Hendry-Glades Audubon The Eurasian Collared-Dove is an increasingly common and successful invasive species that is spreading as rapidly in North American as it did in most of Western Europe. A few dozen pairs of these birds were accidently introduced in the Bahamas in the 1970s and others were released in Guadeloupe. It is believed that some of these birds made their way to Florida by the 1980s. They have colonized the urban and suburban settings in most of North America These doves have plump bodies, small heads, and long tails. They are larger and paler than Mourning Doves, but are slimmer than a Rock Pigeon. Eurasian Collared-Doves are chalky brown to gray buff with broad white patches in the tail. This dove has a narrow black crescent collar around its neck. The wings are broad and slightly rounded. Their tail is longer than a Rock Pigeon’s and is squared off at the tip, instead of pointed like a Mourning Dove’s. The oldest recorded Eurasian Collared-Dove in the wild lived to be 13 years and 8 months old. The Collared-Dove’s call is a mournful “kooKOO-kook” which may be repeated 3 to 12 times. The call is short, more impatient and more frequent than a Mourning Dove’s call. Female Collared-Doves make a softer call than the male. When excited or alarmed these doves they will make a loud ‘hwaah” sound. Eurasian ColoredDoves roost in tall trees, on wires or utility poles. They are mainly ground foragers who peck at grain and seeds scattered beneath backyard feeders or spilled at farmyards. They are one of very few bird species who can drink “head down”. They submerge their bills and suck water as though drinking through a straw. Most birds have to scoop water and tip their head back to let water run down into their throat. Their nests have been found almost any time of the year, but mainly from late winter through early autumn with a pair rearing up to six broods annually. A state committee came to Moore Haven to tour the school and determined it fell within the “critical need” classi cation. Next, a committee in Tallahassee had to also determine it was a “critical need. “It was a team effort from the get-go,” said Mr. Bass. He said the county’s representatives in Tallahassee, the school board members and the school staff all worked together. The current school is more than 60 years old, he explained, and the continual repairs w ere just not cost effective. “Our students deserve better,” he said. The small, rural county faced challenges raising money for a new building. “Our size makes it impossible to bond out the project,” he said. Funding was found through a state program which allows small counties to obtain additional state funding if they pledge their full capital outlay millage for three years. The capital outlay funding must be levied at the maximum of 1.5 mills. Mr. Bass said the school district was already collecting this amount so tax payers will not see any difference on their bills. However, instead of using the 1.5 mills for repairs, the funds will be pledged for three y ears towards the new school project. (One mill equals $1 in taxes for every $1,000 of assessed property value.) “For three years, that funding will just not be available for other projects,” Mr. Bass explained. He said the district tried to plan ahead for that. Senator Galvano served in the Florida House of Representatives for 8 years before being elected to the Florida Senate in November 2012. While he is a lifelong Florida resident, Glades County issues were new to him. After he toured the Moore Haven School and saw the problems rst hand, he decided to make it a priority. “The middle/high school was my top priority,” he said. “I have been to the existing facility. I know w hat the students are dealing with. I was able to get it into the education budget that went into the full Senate budget that went into the conference budget in the House.” During the conference process, state funding for the Moore Haven school was almost lost. “It’s not that it wasn’t meritorious,” Senator Galvano explained. “In the conference process, negotiations are going on and dollars are used in the different places. Sometimes line items are zeroed out.” On Saturday of the last conference weekend, that happened to the Moore Haven school funding. “That was not acceptable to me,” he said. “I had been there. I had seen the low ceilings. I had seen the water damage. I had been in the gymnasium that lacks ventilation.” He said his rst-hand knowledge of the school helped him convince other Legislators of the need to fund the project this year. “The school system also had great advocates in Senator Grimsley and Dr. Pigman,” he said. “Everybody was engaged. “It carried a lot of weight with the Senate Appropriations Chair Joe Negron that we were able to explain why it was so important,” he continued. When the budget went to Governor Scott for approval, funding for the Moore Haven school had been restored. That left one more hurdle. “I chair education appropriations,” said Senator Galvano. “When the governor was looking at possible vetoes, they asked for my top three priorities. The middle/high school was my top priority.” Senator Galvano said the school is part of the infrastructure Glades County needs to grow. “There is a lot of opportunity in Glades County,” he said. “We just need to keep working on a solid infrastructure. “For Glades County to be able to hold itself out as a real economic opportunity, it needs to show that we have political clout to get things done and that there is a good solid school for young people to attend,” he said. Mr. Bass said work on the new school will start this summer, just as soon as the 2012-2013 school year comes to a close. The work will be done in phases over the next 16-18 months. The old school buildings will be demolished in phases. Students will be in portables until the classroom buildings are completed. He said he hopes the students and staff will continue to be patient as they deal with the challenges of the construction phase. “It is important that none of the students lose any opportunities because of the construction,” he said. There will be no change in the academics, athletics or extra curricular activities offered. While the old school was a sprawling collection of structures with additions places where they could be tted in over the years, the new school will be a modern school campus with a secure entrance. “Our biggest issue was that the school was so old, it was not a safe atmosphere,” said Mr. Bass. SCHOOLContinued From Page 1 The commissioner’s anger still rages when he recalls a Jan. 31 meeting with Mrs. Meeker and current SFWMD Chief of Staff Daniel DeLisi in Moore Haven. It was at this meeting, recalls the commissioner, that Mrs. Meeker lied to him when she claimed that her agency had nothing to do with the ongoing trial by which water managers are trying to take property from Bonnie Luna Byars and other members of the Luna family through eminent domain. The district claims they need the property as part of the Kissimmee River restoration project. However, at that January meeting Mrs. Meeker told Mr. Beck her agency doesn’t take people to court to take their property. She told him the U.S. Army Corps of Engineers brought the action, even though the lawsuit clearly indicates that the SFWMD is the petitioner. That case number is 2012CA251. He also pointed out that an employee from the Glades County Clerk of Courts of ce was at that meeting and was taking notes, and that Mrs. Meeker’s statements were recorded. Then, about three weeks later, Mr. Beck ran into Mrs. Meeker at another meeting and confronted her about telling him “a half truth” in regard to her statement about the Byars trial. She then apparently responded by reminding him there was a story about the trial in the Okeechobee News so why “... would I tell you something like that?” At a May 14 meeting of the Glades Count y Board of County Commissioners, Mr. Beck told his fellow commissioners about the apparent lies and that Gov.
