2 Serving the communities south of Lake Okeechobee May 27, 2010 4 Serving the communities south of Lake Okeechobee April 25, 2013 BY MARGARET ENGLAND Hendry-Glades AudubonDuring April, many of the wintering songbirds begin their migration back to their northern breeding grounds. The American Redstart will be one of the last migrant warblers to leave central and south Florida. They normally breed across much of North America except for the Paci c Coast, the arid Southwest, and the Great Plains. These common migrants rarely breed in Florida. This small songbird's song is a series of sweet high-pitched notes with an accented ending note. Some variations include "Weesee, wee-see, wee-see" or tsee, tsee, tsee, tsee, tsway". The male American Redstart has a black hood, back, wings, tail and chest; it has orange patches on the side of its chest, in the wings and in tail and its belly is white. Females and young males have a gray head and back and yellow instead of orange patches. American Redstarts prefer living in second growth deciduous woodlands where there is an abundance of shrubs. When foraging for prey, the males often ash their orange and black wings and tail to ush insects. Their diet consists mainly of ying insects, but they will occasionally eat berries and seeds. Their tightly woven, open cup nest is either tted into branches or far in a tree or shrub. It is constructed of small twigs, grasses, bark strips, hair, leaves and mosses which are glued together with spider silk. The female lays one to ve creamy white eggs with dark speckles. The eggs are incubated for about 12 days, with the young edging when they are nine to ten days old. Inland Birding Fun: American Redstart (AMRE) PHOTO/ GREG CORNETTAmerican Redstart (AMRE). If you think about it, there are basically two kinds of sherman. Some sh to catch sh and are not satis ed unless the ice chest is full at the end of the day. Then there are the recreational shermen, who are more interested in the experience than actually catching sh. These sherman are satis ed with just getting out for the day and “wetting a line”. If they catch a few sh, that’s ne, but if they don’t, they still enjoy the trip. I’m kind of a combination of the two. With yearnings to ll the ice chest, my goal is to catch enough sh to have a church sh fry. However, I also enjoy getting away and breathing in the fresh ocean air. In the Gospel of John, Simon Peter stated, “I’m going shing.” The other disciples declared, “we’re going too!” So the disciples posted their “gone shing” sign on the upper room door and headed out to the lake. Maybe they weren’t holding their mouths right, because we are told this shing trip was a dud — “that night they caught nothing.” It wasn’t that the disciples had not tried to catch sh, they shed all night! It wasn’t that the disciples didn’t have the right equipment, they had the best tackle! It wasn’t even the time of day that was the problem. It takes more than working, more than tackle, and more than time; it takes catching sh. Without sh the disciples were simply “wetting a line”. What may be enjoyable as a recreational pastime is deadly from a spiritual perspective. The church is called to be “ shers of men and women,” yet often we may just be “wetting a line”. We may not be all that concerned if we catch sh or not! One reason many churches aren’t quick to see new people coming into the church is the same reason many of us don’t care if we catch a lot of sh while shing: sh are messy! If we catch a mess of sh, we have a mess of sh to clean. It’s much easier to just wet our lines. It doesn’t take much effort when you sh and don’t catch anything. It does, however, take effort to sh like you really want to ll your ice chest. The question for us is, “Are we content to practice casting our weighted lines in the backyard? Or are we truly after some sh and will we do whatever it takes to catch some?“ Of course it’s easier to just “wet a line” and say we’re shing, so the church today has mastered the art of shing without ever really catching much. Instead of shing for men and women, we tend to focus on busy work and church maintenance. We are called to be shers of men and women, not just keepers of the aquarium. Some statistics show that 70 percent of our churches have plateaued or are declining. This begs the question, “Are we truly shing or just wetting our lines?” In many instances, our shing today consists mainly of shing for children of church members in the safe church pond or transferring sh from one church ice chest to another one down the street. Imagine what would happen if we focused more on shing the pools of the unchurched all around us! The doors of our churches could over ow with great catches that would bless them and us!

United Way Contract (Angela Colegrove) : Board approved renewal of contract w ith United Way to provide emergency 211 services which provides citizens with Storm Information Hotline during a weather emergency event. Costs incurred when activated are refunded to the county by the state. 7. River Oaks Code Enforcement Issues (Commissioner Long): Commissioner Long provided the Board with a petition from residents of River Oaks with pictures of alleged code violations, stating that with no full time Code Enforcement Of cer such violations are not resolved. She requested that during budget workshop, the position be funded as it was approved last year but not funded. 8. Personnel Action Approval (Larry Hilton): Board denied acting interim county manager Hilton's request to dismiss Road Superintendent Avant Brown from employment. Hilton alleged insubordination which w as refuted by Brown. When Hilton accepted the temporary position, he was denied authority to hire and/or re county department heads. Hilton had placed Brown on suspension which expired April 22. The object of dissension was replacement of an air-conditioning unit in the Road Department facility charging the Road Department budget which was found by two air-conditioner contractor/inspectors to be in working condition with no evidence of need for replacement. Motion to deny request for authority to dismiss was made by Commissioner Stanley, seconded by Vice Chairman Storter and unanimously passed. 9. Personnel Policy and Issues (Commissioner Long): Vice Chairman Storter asked the Board to not renew the preventive maintenance contract with PGR Mechanical Contractors which was supposed to provide quarterly inspections of county-facility airconditioning units but were supplying no written inspection reports to document inspection or condition of units if inspected; such omission of contracted performance contributed to the issue in item 8 above. Mr. Hilton stated he had not renewed the contract. The county Maintenance staff will resume limited preventive maintenance measures and will report on inspections and conditions and notify supervisor if repairs seem necessary. Board moved to approve Vice Chairman Storter's request to of cially authorize the Road Superintendent or County Manager to initiate fuel purchases between $10,000 and $15,000; such amounts exceed the recently adopted purchase limits and the authorization was to prevent audit issues while allowing volume discounted purchases of fuel. Vice Chairman Storter commented that more than once Chairman Echols had stated that when an employee is assigned responsibility, he or she should have authority with the responsibility; she said when Mr. Hilton agreed to the temporary assignment of acting interim county manager, he accepted certain limitations and the board allowed other conditions, including his request for a date certain of cessation of the assignment which was to be March 25, 2013, though had graciously extended his willingness to ll the position. She continued that in light of the Board's denial of Hilton's request for authority to dismiss Road Superintendant Brown it would be fair and appropriate to reinstate Mr. Hilton to his former position of Community Development Director and relieve him of acting interim county manager duties and compensate him for time served at the county manager hourly rate of $46.41 per hour for his duration. Board consensus was not given. The Board was noti ed by Hilton that even without approval to dismiss Brown, Hilton's intent is to pursue the alleged insubordination issue. 10. County Manager Selection (Richard Pringle): Board voted three times to rank the four nalist candidates for County Manager and the rst two times Noah Powers was rst choice of four, then rst choice of three, and the last ranking put Thomas Corbitt over Powers by 3-2 margin. Board voted 5-0 to hire Mr. Corbitt to serve as Glades County's County Manager, and authorized County Attorney Pringle and Chairman Echols to negotiate salary and bene ts with Mr. Corbitt and report results to the Board May 14. On Mr. Corbitt's employment application he had listed salary expected to be $100,000 annual base salary and other bene ts to be negotiated. A contract was not listed as a condition of employment. COUNTY MANAGER AND DEPARTMENT HEADS Road Superintendent Brown informed the Board he would be attending class in May for CEUs to renew h aquatic spraying license that is required for the county to apply herbicides on right-of-ways and ditches. Hilton had disallowed Brown to attend the class during his suspension. COMMISSIONERS ITEMS AND COMMENTS Vice Chairman Storter requested that Road Superintendent Brown and Public Safety Director Jones present the Board (at budget workshop for Board's acceptance and approval) the protocol structure for salary adjustments their staff is granted upon completion of probation and/or successful completion of internal training and testing. Vice Chairman Storter commented on reports that county employees were using county vehicles for personal use in violation of chapter 3 of the Personnel Policy manual, and that enforcement of the rules is expected. She speci cally noted she had received comments about county vehicles seen at Sonny's BBQ in Clewiston when no county business as being conducted in Clewiston which is not in Glades County. Storter asked for monthly reporting of the services provided by the contracted Veterans' Service Of cer, to be provided by the county manager or the VSO's supervisor. She stated it could be as simple as the one provided by Animal Control, but she would like to know how many clients are utilizing the service, and how many requests for service are ful lled. I was so impressed at this city within itself, that I invited Laura Bedard, warden of CCA Moore Haven Correction Facility to present a program about the facility at Keenagers—a group of 50YOA who meet at First Baptist Church during “the season.” Some of the things that the warden informed us of were that not only is CCA MHCF a place where adult males who have been convicted of breaking laws of the State of Florida are incarcerated, the “Mission Statement” of MHCF is to assist inmates during their incarceration to begin lifelong learning and work habit processes which will help them to become contributing members of society upon the completion of their sentence. While incarcerated, an inmate can work on his GED, and behavioral skills. He is offered the opportunity to receive training in truck driving (CDL), carpentry, barbering, nursery management and PC support. Educational programs operate in three sessions daily with a total of 200 inmates participating. Instructors for these courses maintain a DOE certi cation. There is a residential drug abuse program which utilizes addiction treatment counselors for this mandatory program. A faithbased program is based on the 26-week Life Principles Community Program curriculum. Arts Behind Bars provides an opportunity for inmates who are interested in re ning their skills in many different varieties of the arts. This writer was amazed at the skill several of the inmates exhibited as they entertained our group on guitars and singing! He also can receive instruction in graphic design, such as sketching and painting. Distance learning is available at several universities— all at the inmates’ expense. MHCF currently has 50 students enrolled in this distance learning course. The recreation department is carefully supervised, and yoga and weight lifting classes are offered, in addition to various ball and board games, thereby reducing idle time. Saving Puppies in Need is a program designed to rehabilitate inmates while they rehabilitate shelter dogs, received from the Okeechobee Humane Society and Pet Rescue FL, Inc. Seven canines are currently being trained in the facility, and we were informed that we could go online at www.Petnder.com/shelter/F1846.html to see these canines. A question and answer session followed this most interesting program, and the Keenagers presented Mrs. Bedard with a gift of BBQ essentials. She invited the group to the quarterly luncheon and tour of Moore Haven’s Correctional Facility, emphasizing that while these programs are being offered, no man wants to be con ned 24/7 and told what he can and cannot do! In March the Keenagers, had as their luncheon theme, St. Patrick’s Day. A green mug was given each attendant, and prizes presented to winners of a St. Patrick quiz. Did you know he was not born in Ireland? May 16 (3rd Thursday, remember) will be the nal meeting of the Keenager year. This will feature a barbecue at noon at the home of Bobbi Brown, and a shower for the Baptist Children Homes.
