StichtU.S. Army Corps of EngineersLocated within central Glades County, FL, eight miles upstream of the mouth of Fisheating Creek at the western shore of Lake Okeechobee, lies Cowbone Marsh, an approximately 5,500acre freshwater marsh system. Fisheating Creek, the only remaining free- owing waterway feeding into the lake, ows through Cowbone Marsh. Most of the surrounding land is either publicly owned or under conservation easements that restrict development, making it one of the most valuable aquatic and wildlife resource areas in the country. Lykes Brothers, a company that owned most of the land in Glades County, acquired the land around Fisheating Creek in the early 1900s. MOORE HAVENAn 81-year-old LaBelle woman was killed in a car crash in Moore Haven on Easter morning. According to the Florida Highway Patrol report, Violet Raulerson, 81, of LaBelle was travelling eastbound on U.S. 27 around 9:54 a.m. on March 31. As her 2003 Ford Crown Victoria approached the intersection of 10th Street, the car veered off the roadway and struck a crosswalk sign. The front of the vehicle then struck a tree on the south shoulder of the roadway. The car continued to travel east and the front of the vehicle then struck an overhead light post in the parking lot of the Universit y of Florida IFAS Glades County Extension Of ce. MurphyOkeechobee News Unemployment rates fell in February in Glades County according to the latest report from the Florida Department of Economic Opportunity released March 29. Glades County had 7.8 percent unemployment in February and 8.5 percent in January. The report showed 386 residents collected bene ts in February compared to 416 in January and 445 in February 2012. Three subspecies of Carolina Wren breed in Florida. This shy bird is heard more often than seen. Its winter range in the United States has expanded farther north in recent decades. These small chunky birds have a round body. Their long tail is often cocked upward while they are foraging for food and downward when singing. They have a large head with a little neck and a long dark slender bill that curves upward. Males and females are a bright, un-patterned cinnamon brown above and warm buffy-orange below with a long white eyebrow stripe, and white chin and throat. Carolina Wrens constantly defend their territory with constant singing or piercing scolding as they chase intruders away. One captive male Carolina Wren was recorded singing over 3,000 times in one day. Only males sing the loud songs with each male having up to several dozen song variations. Their call is louder than the female. Some common calls are “tea-kettle, tea-kettle, tea-kettle,” and “tweedle, tweedle, tweedle”. Wrens will y into surfaces with an audible whirring of their wings. They “drum” palmettos in Florida in this way in an attempt to get intruders to show themselves. These Wrens prefer foraging in habitat with shrubs or dense vegetation in wooded areas and rural and suburban yards. They move around these areas and up and down tree trucks in search of insects and fruit, but occasionally eat lizards, frogs, or snakes. A pair of Carolina Wrens bond for life and will stay in their territory year-round where they search for food and move around together. In forests the pair builds their nests together in cavities, tree roots, palm fronds, and overhangs. Around houses they make use of almost anything, which can include barns, discarded ower pots, hanging baskets, mailboxes, or garages. One of the bonded pair often stays at the nest site while the other gathers nesting material. They build a bulky cup-shaped nest with a side entrance. The nest is lined with bark strips, dried grasses, pine needles, hair, feathers, straw, and a piece of shed snakeskin or strips of plastic. Two or more broods of Carolina Wrens are raised from late February into September. Three to ve white eggs speckled with reddish-brown spots are incubated for 12 to 16 days with the young leaving the nest when they are 12 days old. March rainfall levels were below average; April is historically a dry monthHighlighting an ongoing commitment to water conservation, the South Florida Water Management District (SFWMD) is observing April as Water Conservation Month. This follows a month of drier-than-average weather and a 20122013 dry season that has seen only 50 percent of average rainfall. “Each year, Water Conservation Month is a helpful reminder that there are many ways to reduce demand on South Florida’s limited water resources,” said SFWMD Executive Director Melissa L. Meeker. “Water conservation has been and will continue to be a critical tool in our water supply planning efforts.” For 15 consecutive years, Florida has recognized Water Conservation Month in April, the height of the South Florida dry season. While the District is not currently in a water shortage or drought, at least part of the region was in a drought at some point in six of the last eight years. A long-term commitment to water conservation helps to minimize the impact of dry times.Dry Season Rainfall UpdateFollowing a Valentine’s Day storm that boosted February’s rainfall total and regional water supplies, March ended with scant opportunities to recharge the system. An average of only 1.10 inches fell from Orlando to the Florida Keys, representing 35 percent of average, or a de cit of 2.04 inches. All 16 counties in the District experienced below-average rainfall, with Martin and St. Lucie counties—along with eastern Palm Beach and Broward counties—recording some of the largest de cits. The Southwest Coast also experienced dry conditions, with 0.90 inches of rain representing 31 percent of average, or a de cit of 1.96 inches. These dry conditions increased the overall 2012-2013 dry season rainfall de cit to 5.77 inches, or 50 percent of average from November 1 to date. While water levels remain positioned at adequate levels in most areas, evapotranspiration, the loss of water from the ground and growing plants, increases in April, speeding the decline in surface water levels.Water Conservation is a Year-Round EthicWater conservation is essential year-round for addressing the impacts of weather extremes and growing demands on a limited water supply needed by South Florida’s 7.7 million residents, economy and environment. Water conservation can be practiced indoors and outside. Examples include installing a lowow aerator on your sink, watering the lawn based on its actual needs or installing lowow appliances, such as a showerhead or energy-ef cient washing machine. When water shortage orders are not in place, the District follows Year-Round Water Conservation Measures that target outdoor irrigation, which accounts for up to half of the water used per person per day in South Florida. He was born on Aug. 11, 1945 at Gar eld Hospital, Wash. D.C., son of Charles & Betty Morningstar and step-son of June Morningstar. Patrick Baldree passed away at his home Saturday, March 23, 2013. Born May 31, 1948 in Tampa, Fla., he was raised in Clewiston, Fla., and accepted a scholarship to play football for Fairmont State College (WV), where he was part of their National Championship team in 1967. He moved to northeast Ohio where he taught and coached several sports for Painesville City and Mentor schools. He was also an entrepreneur owning several companies throughout his life including a saw mill and Baldree Sealcoating. He leaves behind his mother V. Frances Prince Deese; his loving wife of 20 years Jo Ann M. Srnovrsnik Baldree; and his two children, Angela T. Baldree and Patrick J. (Stephanie) Baldree; step-children Jeff Phillips, Peter Phillips, Timothy Phillips, and Stacey (Stephen) Macecevic; grandchildren Patrick J. Baldree, Jr., Joseph M. Baldree, Kyle and Kaylee Phillips, Justin Phillips, and Evan and Ayla Macecevic; sisters E. Oveida (Paul) Shackelford and O. Gayle (Mike) Davis, and brother M. This compares with the national average that has fallen 1.9 cents per gallon in the last week to $3.61/g. Including the change in gas prices in Florida during the past week, prices yesterday were 30.3 cents per gallon lower than the same day one year ago and are 19.6 cents per gallon lower than a month ago. The national average has decreased 10.3 cents per gallon during the last month and stands 28.1 cents per gallon lower than this day one year ago. “Gas prices in March came in like a lion and are going out like a lamb,” said GasBuddy.com Senior Petroleum Analyst Patrick DeHaan. “For the rst time in a decade gasoline prices are going to be lower at the end of March than the beginning. Special to the Glades County Democrat West Glades School (WGS) is proud to announce that they have opened a student branch of Suncoast Schools Federal Credit Union (SSFCU) on its campus. The West Glades branch of SSFCU opened on Feb. 20. The credit union is open from 7:15 a.m. – 8:00 a.m. every Wednesday in the WGS cafeteria. WGS 5th, 6th, 7th, and 8th graders serve as account managers, under the supervision of Susana Serra, the manager of the LaBelle branch of SSFCU. The student account managers instruct clients how to open accounts and they accept deposits and give receipts. They are also responsible for marketing the credit union through promotions. On Wednesday, March 20, four West Glades students won $50 deposits from SSFCU in the rst promotional drawing: Sadie Gaskins, Alexia Guzman, Natalie Guzman and Windall Tindall. Since Feb. 20, over 25 new accounts have been established and over $1,500 in deposits have been collected at WGS branch of SSFCU. By 1989, a non-pro t organization, Save Our Creeks, and others challenged the Lykes Brothers ability to restrict public access. At the heart of the matter was whether or not Fisheating Creek was considered a navigable w aterway, in which case it was considered a w ater of the state of Florida. A landmark 1998 state court decision ruled the stream navigable and Lykes Brothers agreed to a settlement. As part of the settlement, the state purchased approximately 18,000 acres along the stream, which became the Fisheating Creek W ildlife Management Area. The state also bought a conservation easement on more than 41,000 acres of Lykes Brothers land and agreed to maintain a navigation channel in Fisheating Creek from Lake Okeechobee to the U.S. Route 27 bridge at Palmdale. The state of Florida planned to establish Fisheating Creek as a high water channel, meaning that during the wet season, Cowbone Marsh would be lled with water. The U.S. Army Corps of Engineers, Jacksonville District met with the Southwest Florida Water Management District, Florida Fish and Wildlife Commission (FWC) and the Florida Department of Environmental Protection (DEP) staff to explain that under the Clean Water Act, the Corps regulates the discharge of ll in waters of the United States, including many wetlands and, speci cally, Cowbone Marsh. Throughout a period of more than 50 years, the Fisheating Creek channel within Cowbone Marsh had lled in with vegetation. After the FWC acquired the property, they hired a contractor to spray and then cut through the v egetation with a mechanical earth-moving machine known as a "cookie-cutter." This created a large navigational channel resulting in increased water ow out of Cowbone Marsh, draining much of its 5,500 acres. The dredged material was sidecast into the marsh. Under Section 404 of the Clean Water Act, such discharges are regulated by the Corps. In July 2010, before the work was completed, Jacksonville District's Regulatory Division issued a cease and desist order and referred the matter to the U.S. Environmental Protection Agency (EPA). EPA ordered interim corrective action and in an attempt to repair the damage, the state chose check dams and weirs to keep the creek open to navigation; however, this w as soon deemed ineffective in retaining water in the marsh even during the dry season, and efforts redoubled to determine the permanent solution to restoring the marsh. The FWC then proposed to re ll the navigation channel, using clean sand as ll. Nearly two miles of channel needed to be lled. But how would the ll material get to this remote area? Options included helicopter transport, piping pumped material up Fisheating Creek from a local mine, trucking material to the local FWC of ce and pumping it from there or trucking it into the site. FWC chose to borrow the sand from a suitable nearby area and truck it to the channel. To access the channel, they proposed to construct a unique and innovative oating mat roadway across the marsh. The mats will reduce the impacts of truck traf c and will be removed once the channel restoration work is complete. The state is preparing to restore the site during a limited, ve-month environmental window, between November and April. "This area is an incredible resource," said Theresa Hudson, chief of Regulatory Division's enforcement section. "Fisheating Creek is the only free- owing tributary into Lake Okeechobee and represents nine percent of watershed to the lake. Cowbone Marsh is incredibly important to water quality, as it is a lter marsh for everything upstream the last big lter on the way to Okeechobee." Because Cowbone Marsh is a peat marsh, explained Hudson, it responds like a sponge. Without water, the soil dries out and collapses, which reduces its capacity to store fresh water for human and wildlife use. During the dry season, it can then be susceptible to burning and it will dehydrate without the restoration. Cynthia Ovdenk, project manager, coordinated the review and ensured that all federal laws were followed. "Decreased water levels contribute to decreased numbers of bene cial insects and an unproductive wildlife food chain," explained Ms. Ovdenk. "Cowbone Marsh is an excellent wildlife habitat. Wading birds of all types ibis, herons, egrets, wood storks, roseate spoonbills as well as hawks, osprey, and owls are common. Several bald eagle nests are located in the area. Warblers are abundant during fall and spring migrations. River otters are common, and alligators are ubiquitous. One American crocodile was recently con rmed in the area." Cowbone Marsh has been an important staging area for swallow-tailed kites before their migration to South America in August. In April and May, they nest and raise their young along Fisheating Creek. The communal roosting area of Cowbone Marsh may at times be used by half of the U.S. population of swallow-tailed kites. The federally endangered Audubon's crested caracara and Florida sandhill cranes may be seen on the prairies, depression marshes and on the adjacent conservation easement land. In 1973, working for the World Wildlife Fund, Roy McBride and his hounds treed an aged Florida panther female nearby, con rming that panthers still existed in Florida. At the time, the Florida panther was among the most endangered animals in the world. Since then, several young males have been documented dispersing from the core population area to the south through Fisheating Creek. The area may become even more important to the Florida panther as its population continues to expand. The area is also an important cultural resource to the Seminole Tribe of Florida. It holds historic properties, including mounds, and was traversed by the U.S. Army during the second Seminole War. "With wildlife, cultural resources and clean water issues, this was a complex process that required collaboration and the cooperation of all agencies," said Ovdenk. "With the efforts of the EPA and the U.S. Fish and Wildlife Service, we successfully reduced the time to reach a permit decision down to one month. This is obviously a resource that many care about and want to help preserve." Okeechobee County unemployment rates fell half of a percent to 8.5 percent in February. Okeechobee was tied with Citrus County for the 12th highest unemployment rate among the 67 counties in Florida. The highest unemployment rate was found in Hendry County at 10.8 percent and the lowest in Monroe County at 4.2 percent. Around the area: St. Lucie County had 9.5 percent, Osceola County 7.8 percent, Highlands County 7.7 percent and Martin County 7.6 percent. THOMAS, PH.D.+ First United Methodist ChurchSomeone once told me that she didn’t need to participate in Church services that often because she didn’t “feel that sinful.” Her comment was a re ection of her understanding of the place of worship. Apparently, she viewed it as a kind of “spiritual penicillin” and missed out on the idea of worship as giving thanks or simply adoring God for what He has done. Participation in Church services is not something to do when you are feeling low and in need of a “ x” to carry you to the next low moment. I wondered about that kind of view and what it says about inner feelings of our natures. Is it in fact a view that we humans are really sinful, evil people and should engage in the struggle to overcome our humanness; or are we people who have been created in perfection and do human things to tarnish our image? As I read the story of creation in Genesis (Chapter 1), I note that God created all kinds of things…and God saw that it was good (v.25). When it came to creating people, God blessed them (v. 28) and then God saw all that He had made, and it was very (sic) good (v. 31). Well, the book goes on and the people mess up! (see Chapter 3). Did they ruin their goodness and have it somehow revoked? Or did they tarnish their image but not really undo what God had done when He said “It’s good stuff!” The thought that “I am a bad person” does not compute with what God made or did, nor the reason for His sending a Son. John 3:16 and 3:17 sum this up nicely. God loved the world. It isn’t in perfection that salvation rests; but in faith; “whoever believes in Him will not perish but have eternal life (v.16).” “For God did not send His Son into the world to condemn the world…” Of course not! What God made, He declared to be good; very good. As one of my acquaintances put it, “God don’t make no junk!” (Grammatically not perfect but very much to the point sentiment-wise!) People that are fearful because of their human imperfections/ weaknesses/sins/bad habits have some work to do, but they’ve missed the point. Evil lurks, people succumb, but that’s not the reason for missing the fact that we’re good stuff from the beginning. The idea that “God’ll getcha” denies His making good things and the reason for His son to have come. We are not here to mess ourselves up, but rather to grow and build on the good foundations that are ours by what God has made and intends. Perfection will come in the next life; fear about it in this life is misplaced. John’s rst Epistle speaks of what comes from the world, but it is in our love for God and one another, and God’s love for us, that we will nd our wholeness. The epistle points out that God’s Son made an atoning sacri ce for our sins, not that we loved God, but that He loved us (4:10). Why is there fear about salvation? It rests in our imperfect understanding of God’s love for us. John points out that “there is no fear in love but perfect love casts out fear (4:18); fear has to do with punishment. The nature of God is to forgive. We may punish ourselves, but it is our imperfect understanding of God’s perfect love that gives rise to the fear that somehow we may not be good enough. One of my mentors cited the story of a minister visiting a member of his congregation and as he started to open the gate saw a large dog in the yard. “Will the dog bite,” he asked his member. “Only if you’re afraid of him,” came the reply. That’s it! We only get bitten when we’re afraid. Perfect love casts out fear. It’s our own doubts that give rise to fear. That comes from not accepting the gifts we’ve been given. Our love may not be perfect, but God’s love covers it all. No need for “spiritual penicillin” after all! Religion Columns Rev. Sam Thomas

MurphySpecial to the Glades County Democrat The latest census estimates shows Glades County experienced a slight increase in population between 2010 and 2012. The population grew from 12,884 to 13,107. The census estimate showed 126 new residents came from out of state and 726 from other Florida counties. The report stated 136 residents from Glades County moved out of state and 678 moved to other Florida counties between 2010 and 2012. In the same time period, neighboring Okeechobee County saw the population shrink. The new estimates place population at 39,467 in Okeechobee which dropped from 39,996 in 2010. The new estimates show a record one in three counties in the country saw a decline in population.
