Special to the Glades County Democrat MOORE HAVEN—With the decision by international developer Panattoni Development Company to market and develop Americas Gateway Logistics Center in Moore Haven, Fla., the master-planned, 6,700-acre, international intermodal logistics center is being prepared for tenants and to generate new jobs in southern Florida. Planned for 40 million square feet of manufacturing and distribution facilities on 4,700 acres, with an additional 2,000 acres available for assembly plants, Americas Gateway Logistics Center will provide international and domestic manufacturers and distributors ample space and cost-effective and ef cient access to growing domestic and emerging global markets. This event capped off an exciting week of Livestock Shows at the Bronson Arena. The night began with another look at our adorable Pee Wee exhibitors and their animals as they paraded through the arena. Glades County Cattlemen’s Association followed with a special presentation to the Breeders of the Home Grown Grand Champion and Home Grown Reserve Grand Champion Steers. This year’s Home Grown Grand Champion steer was exhibited by Alexis Story and was bred by Lykes Bros., Inc. The Reserve Home Grown Champion steer was exhibited by Haley Stephens and was bred by Byron Storey. The breeders were given plaques and the exhibitors received a monetary award for their accomplishments. After the presentations and welcoming, the sale was ready to begin. Auctioneer Brian Trimble did an outstanding job, as usual, auctioning off the exhibitors livestock to the highest bidders. The sale total for the night was $202,173.95 before any add-ons. Glades at a Glance TALLAHASSEEThe Florida Sheriffs Association (FSA) is pleased to announce State Farm's contribution of $100,000 to the Teen Driver Challenge, an educational driver improvement course developed in 2007. Community involvement has always been an important part of State Farm's philosophy. Since 2010, State Farm's contributions have been a much needed investment in Florida's youngest drivers, which will keep our roads safer for everyone. "Teen driving is an important issue to Florida's Sheriffs and the Teen Driver Challenge plays an integral role in teaching life saving skills to young drivers," said Steve Casey, FSA Executive Director. "FSA is fortunate to have a partner like State Farm who encourages safe driving habits among Florida's drivers." The Teen Driver Challenge was created at the request of Florida Sheriffs to combat the high crash and fatality rate of teen drivers on Florida's highways. This program is the largest commercial driving school in Florida and is offered to teens at no charge. Costs to run this program are covered through contributions from local Sheriff's Of ces and grants from State Farm and the Florida Department of Transportation. Instructors are certi ed law enforcement of cers and certi ed emergency vehicle operation instructors. They also are certi ed and licensed by the State of Florida Division of Highway Safety and Motors Vehicles, under the FSA's State of Florida Commercial Driving School License. Based on miles driven, teens are involved in three times as many fatal crashes as all other drivers. Vehicle accidents are the leading cause of deaths for teens. To date, more than 6,000 teens have successfully completed the Teen Driver Challenge in Florida, which is offered in 40 of the 67 Sheriffs' Of ces in Florida. "I enjoyed the course and it made me more aware of how to be a much better defensive driver," said Emily, a recent participant of the Leon County Teen Driver Challenge. "It helped prepare me for situations that I will certainly encounter while driving." Groups of warblers have many collective names including “bouquet,” “confusion,” “fall,” or “wrench” of warblers. One warbler species, the Northern Parula, is a common breeding bird throughout Florida north of Lake Okeechobee, and from Southern Canada to Southern Texas. During the First Breeding Bird Atlas Survey 25 years ago they were reported wintering occasionally in South Florida, but most winter in Mexico, Central America, and the West Indies. During the Big “O” Birding Festival held in mid-March they were reported at several locations including Devils Garden Bird Park, Sprit of the Wild, STA5, LaBelle, and Okaloacoochee Slough State Forest. This small potbellied songbird was originally named the Blue Yellow-back Warbler. They have a blue-gray hood and wings, a yellow chest and a green back with variations of blue and green underparts. Males have a dark bar across the chest. White crescents are located above and below the Northern Parula’s eyelids. Their song is a rising buzzy trill with a nal sharp note, or a series of buzzy notes while their call is a short thin “tsee.” Wintering Parulas are usually found in elds, pastures, woodlands and citrus groves where they eat insects and sometimes berries, seeds, or nectar. Breeding birds are found in mature hardwood forests and swamps, pine woodlands and oak trees where they forage for many kinds of insects, particularly caterpillars. Some of the other insects eaten by this small warbler include beetles, moths, bees, ants, wasps, ies, and spiders. In the southern United States these warblers prefer to use Spanish moss for nest building. The nest is usually placed at the end of a branch and can be as high as 100 feet above the ground. The female does most of the nest building. She hollows out a hanging mass of vegetation, creating a side entrance and cup. This cup is lined with moss, hair, ne grasses, or pine needles. The three inch wide by two inch deep nest takes about four days to complete. In early April, four or ve white to creamy-white eggs speckled with brown are laid in the nest. The eggs are incubated for 12 to 14 days with the young edging when they are about 10 days old. A second brood could be raised before the Northern Parula leaves their breeding ground in late August. Your head feels like it’s going to explode. It’s Cold and Flu season again. You think, “I have a sinus infection,” so you search through your old medicines to nd some ‘left-over’ antibiotics from the last time you felt sick and take them in hopes of feeling better. You don’t know if the left-over medication will help or not, but you feel the need to try something. You are not alone in your thinking; it’s a common mistake that people make and it is now causing problems. The Centers for Disease Control and Prevention (CDC) has been informing us for years about ‘Antibiotic Resistant Bugs.’ Health care providers have advised patients to take prescribed antibiotics “until they are gone” which may be 10 to 14 days. Unfortunately, many people did not follow the instructions and stopped taking the antibiotics once they started to feel better. The patient then saved the remaining antibiotics, thinking that if they felt sick sometime in the future, they could take the balance of the antibiotic. Taking antibiotics when your body doesn’t need them can cause germs/bacteria to become resistant to the antibiotic treatment, making them increasingly harder to treat. Many people need to be reminded that antibiotics will only help to ght ‘germs/bacteria’ while antibiotics will not ght against ‘viruses.’ Colds, u, most sore throats, and bronchitis are caused by viruses. Antibiotics do not help ght viruses and taking antibiotics when you have a virus may do more harm than good. People sometimes try to demand that health care providers prescribe antibiotics, but antibiotics are not the “cure all.” Let your health care provider decide if you really need antibiotics. According to the CDC, antibiotics and similar drugs have been used for the last 70 years to treat patients who have had infectious diseases. Since the 1940s, these drugs have greatly reduced illness and death from infectious diseases. Antibiotic use has been bene cial when prescribed and taken correctly. However, these drugs have been used so widely and for so long that the infectious organisms the antibiotics are designed to kill have adapted to them, making the drugs less effective. People infected with antimicrobial-resistant organisms are more likely to have longer, more expensive hospital stays, and may be more likely to die as a result of the infection. There are many stories in the news lately about ‘Super Bugs.’ The people that get these ‘super bugs’ are getting sicker, and staying sicker longer. Antibiotic Misuse Causing Concerns

A disease which has killed more than 5 million bats in the eastern United States recently was documented in north Georgia for the rst time, increasing the level of threat to Florida bats. People who explore or do research in caves are being asked by the Florida Fish and Wildlife Conservation Commission (FWC) to take precautions to prevent the disease, which has devastated bat colonies in other states, from moving into Florida. The disease that is deadly to bats, known as white-nose syndrome (WNS), has not been detected in Florida. But WNS can spread by spores found on the clothing and equipment of people moving between caves, as well as by bat-to-bat contact, according to FWC biologists. No human illnesses have been attributed to WNS. Nevertheless, biologists warn the public not to handle sick, injured or dead bats. Also, no one should enter Florida caves with equipment or clothing that has been used in caves in WNS-infected states. If equipment or clothing has been used outside Florida, it should be decontaminated following the U.S. Fish and Wildlife Service protocols described at WhitenoseSyndrome.org, where you click on "WNS Info," then select "Decon." Landowners with caves on their property can help by requiring that anyone entering their caves use only Floridaspeci c gear or decontaminated equipment. Florida has 13 native bat species that play a major role in reducing agricultural pests and controlling mosquitoes, which can carry human disease. The value of insect suppression by bats to U.S. agriculture has been estimated at between $4 billion and $50 billion a year. In 2006, bats with an unknown fungus on their noses and wings were rst found in a New York cave. Researchers identi ed the fungus as Geomyces destructans, which thrives in cold caves with temperatures below 65 degrees Fahrenheit. FWC biologists do not know whether Florida's warm temperatures and short winters will protect the state's bats from white-nose syndrome. But they are certain that limiting the bats' exposure to the white fungus is an important method of prevention. "The tricolored bat, gray bat and a bat called southeastern myotis all roost in Florida caves," said Melissa Tucker, FWC wildlife biologist. "These caves are also important summertime maternity roosts for southeastern myotis and some gray bats." Since its discovery, WNS has been identi ed in 22 states and ve Canadian provinces and found in all states adjacent to Florida. The name comes from the white fungus found covering the muzzles and wings of hibernating bats. WNS appears to have the most severe impact on bats during their long winter hibernation period, although research is ongoing to nd out exactly how hibernation and WNS are related. "In Florida, bats typically spend very little time hibernating but we have discovered several Florida caves cold enough during the winter months to support growth of the fungus," Tucker said. Bats affected by WNS do not always display the typical white fungus appearance. Instead, they may appear emaciated or severely dehydrated. Other signs of WNS include bats ying outside or near cave openings during the day, and dead or dying bats on the ground, usually in the winter. People can report dead bats or bats behaving unusually by going to MyFWC.com/WildlifeHabitats and selecting "Health & Disease." "Florida bat populations face other risks in addition to WNS," Tucker said. "Loss of habitat has limited bat roosting and foraging sites. Bats also are particularly vulnerable during their maternity season, when they are giving birth and rearing young." To protect bats during maternity season, do not disturb their colonies from April 15 through Aug. 15. Cavers should avoid known bat caves during this period, and if they unexpectedly encounter bats, they should leave that area of a cave. For additional WNS information, go to www. whitenosesyndrome.org. 2 Serving the communities south of Lake Okeechobee May 27, 2010 John Thomas ‘Tommy’ Choate, 83LAKEPORT John Thomas "Tommy" Choate, of Greenbrier, Tenn., passed away at NorthCrest Medical Center on Monday, Feb. 11, 2013. He was born in Detroit, Mich. to the late John Nelvin Choate and Katie Lou Porter Choate on July 19, 1929. Tommy was an avid athlete in high school, playing baseball, football, and tennis and he played Minor League baseball. He loved watching college football, shing, bluegrass music, old country music, and watching old westerns. He raised miniature mules, loved his farm, rode at the local saddle clubs, loved dancing and going to the Long Hollow Jamboree. He loved to travel and had visited 49 states in the USA. He was a member of the Lake Port Christian Church in Moore Haven, Fla. In addition to his parents, he was preceded in death by his wife of 35 years, Bettye Jo Hinkle Choate; and great-grandson, Joshua K. Choate. Resurrection Eggs; An Easter StoryBY PASTOR JOHN HICKS First United Methodist ChurchStephen was one of those special youth who touched my life. He was energetic. He was a leader. He had an open heart for the Lord, and he loved helping make things happen in the youth group. And if that wasn’t enough, he had a cute older sister my age. I couldn’t have asked for much more at the time as a single young minister. Around Easter, God blessed me with a program that Stephen really took to heart. I gave everyone an empty Leggs container (the ones shaped like eggs), and challenged them to go nd something that symbolized new life and place it in their “egg.” We ended up with owers and insects and all kinds of offerings. Afterwards, I showed them an empty egg, and shared with them about the tomb being empty and how that meant new life for us all. Stephen liked the illustration so much that he started handing out empty eggs at school, sharing with the recipients about the empty tomb and its meaning. He called his eggs “resurrection eggs.” Then, Stephen came out of remission. In six weeks, I saw a healthy, energetic young man become a puffy, lethargic mass. Although the cancer affected Stephen’s body, it did not affect his spirit. He still had a positive outlook and still loved to share resurrection eggs with those around him. Stephen eventually slipped into a coma and was admitted to the hospital. One day as I was heading to the church, I got the inkling to stop at the hospital to see Stephen. As I went up to the oor, I met Stephens’ dad, who, with tears in his eyes, said “John, my son is dying.” With my heart in my throat, I entered Stephen’s room. Stephen was in a pre-natal position coma, making whimpering sounds like a little puppy. Not knowing what else to do, I held Stephens’ hand and started to pray. I don’t know the time frame, but I suddenly noticed that the whimpering had stopped. I looked up and saw Stephen looking at me. I will never forget his look or what he told me: “John, I’m going to be with Jesus. Take care of my mom and dad.” A short while later, Stephen did go to be with Jesus, but his words of assurance stayed in my heart. The church was over owing with students and young people giving testimony after testimony about how Stephen’s faith had touched their lives. Many came with the resurrection eggs that Stephen had given them. One of the resurrection eggs was even placed in his cof n. Stephen’s body we placed in the earth, but Stephen’s spirit had already been claimed – he had gone to be with Jesus. Live for the risen Christ and let Christ live in you. The medical staff checked her rates of coagulation and had concerns; the operation, even though was needed, might lead to uncontrolled bleeding and major “complications.” When I met her in the recovery room of the hospital, she looked at me and said “I’m alive!” Now she would go home to her family, now she would share with loved ones, she would continue on with the many things she enjoyed and… live. I see the welcoming images of our military returning from war zones, hugged by families, children holding on and being held, reunions that go on and on. Life has been returned once more; the fear of the loss has been taken away. The Easter story is a celebration of life; a simple story about two women visiting a tomb where they expected only to anoint a lifeless body (Matthew 28, Mark 16, Luke 24, John 20). It becomes apparent that the death of Jesus was not the end; and He appears to His followers. The gift of life, the meaning of Easter, is more and more obvious to those who have come to know the Lord and share in His triumph over death. Jesus lives, and because He lives and promised that “I will come back and take you with me, that you also may be where I am (John 14:3),” we will live too. Even at the end of earthly life, living continues. It goes on in this life as we go from stage to stage, when old parts of day-to-day routines are replaced by new ones, when we have something or someone added to our lives, when we learn about some person, place or thing not known before and entirely new to us. Each step along the way adds to our lives, each points to the step into eternal life and God’s nal gift. I can think of the joy shared with each addition of life to my earthly family, looking at the wonder of God’s creation embodied in the new being that had come to join us and share our world. All of the hopes that were held by those who would be a part of this new being and all that this new life offered to us; certainly this is the greatest of gifts that God gives us. This vision takes us into God’s realm, Heaven. John’s words of Jesus’ promise; “I will come back and take you with me,” that’s what the empty tomb and appearances of Jesus mean. This is the moment we give thanks to God for the promise and gift of life – Easter. The Lord came to give this promise at a time when the world was full of turmoil, tragedy and destruction; when old and familiar patterns were passing away and life was always in peril from one threat or another. Jesus’ nal words to His followers, “I have told you these things so that in me you may have peace. In this world, you will have trouble, But take heart! I have overcome the world (John 16:33).” What was true in His day is true in our day; life here will not always be easy or happy, but it is through our faith that we have God’s peace and overcome it all, even the worldly end. Easter is that moment. Household pets are adorably curious, but they can’t read labels or plant their own gardens. One of the biggest mistakes pet owners can make is to underestimate a pet’s curiosity and overlook dangers of common household items, both indoors and outdoors. It’s up to us to read labels for them, make sure cleaning chemicals and other toxins are out of reach and maintain gardens that stimulate our pets’ curiosity with safety in mind. “Responsible pet ownership is about more than feeding your pet nutritious meals and going on walks. It’s more holistic -it’s a lot like caring for a child,” says Dr. Tiffany Bierer, health and nutritional sciences manager at Mars Petcare US. “You need to anticipate certain dangers and remove them from the realm of possibility. That’s what we did in our of ce and it only takes a little effort to do the same at home.” Mars Petcare US, knows all about designing spaces with pet safety as a top priority, particularly when it comes to common toxins. Safety measures are fundamental since the company’s employees are encouraged to bring their dogs to work each day. But the type of thoughtful and preventative planning they’ve deployed throughout their ofce isn’t reserved only for pet food companies -it’s within reach for every pet owner in their own homes. As such, pet owners could borrow a few tips from the makers of Pedigree, Cesar and Sheba pet foods: Be mindful of toxic plants. Many common plants, such as Azaleas, Oleander, Daffodils, Lilies, Tulips and Hyacinth, are toxic to pets and should be avoided in indoor and outdoor areas where pets are free to roam. Many mushrooms also present dangers, including death. It’s important to do your research since mushrooms can be dif cult to identify. Use caution when applying garden poisons, insecticides and fertilizers. Many gardeners use traps for small rodents, snails and slugs. These are extremely toxic if consumed, requiring immediate veterinary attention. Most over-the-counter insecticides and fertilizers can upset a pet’s stomach, but some contain more dangerous chemicals that can cause death if consumed. It’s important to follow directions when applying a chemical to your yard and keep pets away from the area. Inform neighbors when applying insecticides and fertilizers since these products can drift in light winds, and always store them in controlled areas. Always store household cleaning supplies in controlled spaces. Like insecticides and fertilizers, household cleaners should be stored in controlled spaces since they can cause death very quickly. Batteries, re logs and glue should also be kept out of reach of pets. Keep toxic foods and medicines out of reach. Chocolate, raisins, sugar-free gum, star fruit and grapes are toxic to pets and should be kept out of reach, just like ibuprofen and amphetamine medications. “Following these tips is the next best thing to teaching pets to read labels,” says Dr. Bierer. “It not only makes your home a safer place for your pets, it makes it safer overall.” If you suspect your pet has consumed a toxic substance, immediately contact your veterinarian or the Pet Poison Hotline at 800-231-6680. In Glades County, there are areas of progress and continuing opportunity. This report shows that Glades County has shown remarkable improvements in “Health Outcomes” (which measures length and quality of life). However, there are areas for improvement in “Health Factors” (which measures health behaviors, access to clinical care, quality of clinical care, social and economic factors, and physical environment.) The department has partnered with many stakeholders to implement a Community Health Improvement Plan which has a focused effort to address childhood obesity and diabetes. “This report presents county level rankings, but we realize that to promote overall health and preventative care, it involves many partners including governmental agencies, educational departments, businesses, civic organizations, as well as private citizens in the community. The bill as amended re ects an agreement by farmers, policymakers, and environmental advocates. HB 7065 passed the House with unanimous support. The bill will align state law and a bipartisan, state Everglades plan that Gov. Rick Scott and the Obama administration agreed to last year in order to move past litigation and nish restoration. The legislation establishes the appropriation framework and provides for funding for ecosystem restoration project construction. The language calls for Florida’s sugar farmers to continue their successful on-farm Best Management Practices (BMPs), paid for entirely by farmers, and recognizes their success as has been demonstrated by a reduction of phosphorus of 55 percent over the past 17 years. It also extends the Agriculture Privilege tax, an additional payment made by Everglades Agriculture Area (EAA) farmers, until 2035. “This legislation demonstrates the art of compromise between all parties and is a victory for all of us who have been part of Everglades restoration efforts for 20 years,” said Robert Coker, Senior Vice President of U.S. Sugar. “We are committed to striking the balance that allows us to grow the nation’s food and also continue to serve as partners in the state’s restoration plans.” In addition to House passage, the Senate Committee on Environmental Preservation and Conservation amended SB 768, Everglades restoration legislation by Senator Wilton Simpson, to match the House bill and passed it unanimously. Know the wild re warning signs: When the humidity is low, meaning that there is a low amount of water vapor in the air, wild res are more likely to start. The higher the humidity, the less likely the fuel is to dry and ignite. Winds aid a wild re's progress. The faster the wind speed, the faster a re will spread, and the more intense it will be. The Florida Forest Service uses the Wildland Fire Danger Index (FDI) for estimating the potential for a re to start and require suppression action on any given day. As part of its ongoing comprehensive land assessment, the South Florida Water Management District (SFWMD) is beginning an evaluation of agency lands in the East Coast Assessment Region, which includes parts of Palm Beach, Martin and St. Lucie counties. The East Coast region is the third of ve geographic areas being reviewed in the assessment of approximately 750,000 acres of fee-owned lands properties in which the District has full ownership rights. As part of a broader effort to maximize its resources to meet mission-critical responsibilities, the District is conducting the assessment to ensure that each parcel owned by the agency is being put to its most effective use. To gather all relevant information for a thorough analysis, the District is seeking public feedback on the use of its lands within the East Coast region. Stakeholders and the general public can examine detailed land portfolios and submit comments on speci c properties through April 22 at www.sfwmd.gov/landassessment. In addition, a regional public workshop will be held at SFWMD Headquarters in West Palm Beach on April 19.Status of Other RegionsAt the same time as the public comment period is opening for the East Coast region, the assessment of the Upper Lakes and Kissimmee/ Okeechobee regions is continuing. For these regions, District staff is currently: Upper Lakes: Developing recommendations for lands in this region, which includes parts of Orange, Osceola and Polk counties. Recommendations will be based on more than 450 public comments, feedback received during a February public workshop and input from SFWMD subject matter experts and a variety of land-related data. All submitted comments are available on the land assessment website. Kissimmee/Okeechobee: Analyzing public and internal feedback submitted for this region, which includes the Upper and Lower Kissimmee basins and the Lake Okeechobee watershed. The District accepted nearly 200 public comments for this region from Feb. 18 through March 18 and also held a pair of March public workshops in Okeechobee and St. Cloud to gather additional input. In the recommendations for each region in the land assessment, current uses of District lands will remain in place for parcels in these regions that are determined to contribute fully to the agency's core mission of balancing and improving ood control, water quality, natural systems, and water supply. To provide the most bene t to taxpayers and South Florida's water resources, lands that do not directly support the District's core mission may be considered for alternative uses or possible surplus.Timeline and Next StepsIn mid-April, draft recommendations for the Upper Lakes region will be posted on the land assessment website for public review and comment. The draft recommendations will also be presented at a regional public workshop and during public meetings of the Water Resources Advisory Commission (WRAC) and the Governing Board's Project and Lands Committee. Final recommendations for the region will be submitted to the full Governing Board at its May meeting. The Kissimmee/Okeechobee region will go through a similar process starting in mid-May, followed by the East Coast region a month later. The District-wide land assessment for all fee-owned lands is scheduled for completion by mid-2013. A review of the agency's approximately 700,000 acres of non-fee-owned lands is planned to begin in late 2013. Reassessments of all District lands will be conducted as needed, potentially every three to ve years. Land Assessment Continues with Review of East Coast Region Saving at the gas pump? In March? Believe it or not, Americans are paying less at the pump today than we did a year ago. Nationwide we're saving nearly 25-cents per gallon, on average, versus a year ago. In Florida for instance, motorists are seeing local prices averaging $3.65/g, a reduction of 26.2 cents per gallon versus 2012 prices. And in many markets we're saving even more. Take Chicago for instance. The windy city leads the nation with savings of over 50 cents per gallon (on average) versus what they paid last year. In fact, all major U.S. cities are seeing lower prices than a year ago. Apparently Middle-America is enjoying the greatest gains with Milwaukee, St. Louis, and smaller cities like Gary, IN recording substantial savings today versus 2012. "It's a stark contrast from last year when we saw the national average at $3.87 on this date edging closer to the peak that occurred April 5th at $3.93," said Patrick DeHaan, senior petroleum analyst with GasBuddy, who added, "The numbers don't lie. Retail gas prices this year have declined at a time when we're more accustomed to steady increases. Especially when we compare with last year it re ects stronger re nery performance; relatively smooth and uneventful transition to summer blend' gasoline; and, the absence of catalysts that could push prices in the other direction," he noted. "Have prices peaked for 2013?" asked Gregg Laskoski, another GasBuddy senior petroleum analyst. The Auditor General of the State of Florida released the Glades County School District Financial, Operational and Federal Single A udit on March 11. “Our audit disclosed that the district’s basic nancial statements were presented fairly, in all material respects, in accordance w ith prescribed nancial reporting standards,” the audit summary states. “We noted certain matters involving the district’s internal control over nancial reporting and its operation that we consider to be material weaknesses,” it continues, outlying these weaknesses as:  Financial reporting procedures could be improved to ensure that accounts, transactions, and note disclosures are properly reported on the nancial statements.  District records did not always evidence that ad valorem tax levy proceeds w ere used for authorized purposes, resulting in $315,352.91 of questioned costs. The results of our tests disclosed no instances of noncompliance or other matters that are required to be reported under Government A uditing Standards issued by the Comptroller General of the United States. Auditors also found some additional matters:  Controls over electronic funds transfers could be enhanced, and,  Improvements should be made in controls over information technology functions. We audited the district’s federal awards for compliance with applicable federal requirements. The Child Nutrition Cluster program was audited as a major federal program. The results of our audit indicated that the district materially complied with the requirements that could have a direct and material affect on its major federal program,” the auditors stated. “Our audit objectives were to determine whether the Glades County District School Board and its of cers with administrative and stewardship responsibilities for district operations had:  Presented the district’s basic nancial statements in accordance with generally accepted accounting principles;  Established and implemented internal control over nancial reporting and compliance with requirements that could have a direct and material affect on the nancial statements or on a major federal program;  Established internal controls that promote and encourage: 1) compliance with applicable laws, rules, regulations, contracts, and grant agreements; 2) the economic and ef cient operation of the district; 3) the reliability of records and reports; and 4) the safeguarding of district assets;  Complied with the various provisions of laws, rules, regulations, contracts, and grant agreements that are material to the nancial statements, and those applicable to the district’s major federal program; and  Taken corrective actions for ndings included in our report No. 2012-093. “The scope of this audit included an examination of the district’s basic nancial statements and the Schedule of Expenditures of Federal Awards as of and for the scal year ended June 30, 2012. Financial highlights Key nancial highlights for the 2011-12 scal year are as follows:  The district’s total net assets decreased by $332,825, which represents a 1.3 percent decrease from the 2010-11 scal year.  General revenues totaled $13,430,186, or 91.4 percent of all revenues in the 2011-12 scal year, compared to $14,854,526, or 93.6 percent for the prior scal year. Program speci c revenues in the form of charges for services, operating grants and contributions, and capital grants and contributions totaled $1,259,286, or8.6 percent, compared to $1,017,620, or 6.4 percent for the prior scal year.  The sum of the assigned and unassigned fund balances of the General Fund, representing the net current nancial resources available for general appropriation by the board, totaled $2,165,647 at June 30, 2012, or 17.1 percent of General Fund expenditures. The prior scal year assigned and unassigned fund balances in the General Fund were $2,609,037, or 22.8 percent of total General Fund expenditures.  During the current scal year, General Fund expenditures exceeded revenues b y $913,894.
