BY KATRINA ELS KEN The Army Corps of Engineers is once again working on plans to improve the safety of the Herbert Hoover Dike. Public meetings were held in Clewiston on Feb. 26 and Okeechobee on Feb. 28 to discuss the initial phases of a Dam Safety Modication Study that is underway. The Corps is conducting the DSMS to deter mine the nal phase of rehabilitation projects for the dike, a 143-mile earthen structure that encir cles Lake Okeechobee. The Corps has been en gaged in projects since 2007 to address concerns with the dikes integrity. The results of the Dam Safety Modication Study will be used to dene the nish line for this major project, said Tim Willadsen, Herbert Hoover Dike Rehabilitation Project Manager. We will continue to reduce risk by replacing water control structures around the lake through 2018; this study will be the guiding document for projects we execute in the future. At the meeting on Thursday at the Okeecho bee County Health Department, Mr. Willadsen explained that they originally planned to work on the dike by dividing the repairs into projects for the eight reaches. The rst reach, which goes from Port Mayaca to Belle Glade, was considered to have the high est risk of failure. The dike repair project started in that area, with a cutoff wall to prevent water seeping through the dike from eroding the earth en berm. Most of the work on that project has al ready been completed with some nishing work expected to be completed this year. Mr. Willasden explained that the dike, which was started in the 1930s and completed in the 1960s was built with the materials that were available at the timegravel, rock, limestone, sand and shell. He said the dike does not meet modern construction standards. In some areas they dont even know the exact geological make up of the materials used. He explained that high lake levels build up pressure against the earthen berm, and cause water to seep into the dike. The danger to the dike occurs when this seep age turns into piping as water moving through the dike washes away part of the material that makes up the dike. If enough material washes away, this can lead to catastrophic embankment failure. Since 2007, the Corps has spent more than $300 million on projects designed to reduce the risk of catastrophic failure of the aging structure. In 2011, the Corps changed the approach to the dike work. Rather than use a reach by reach approach, the Corps decided to look at it as one large system and prioritize the projects that would do the most good, getting the most bang for the buck, he explained. The next project on the priority list was re placement or removal of culverts. Many of these old water control structures were built in the 1930s. From a structural integrity perspective, cul verts pose a risk of failure due to the loss of em bankment material into and along the culverts. As part of the federal culvert replacement pro gram, the Corps will replace or remove 32 cul verts within the HHD system. Culvert 14, north of Canal Point, was removed in 2011. Replacement work began in 2012 at Culverts 11 and 16 south of Port Mayaca, at Culverts 1 and 1A east of Moore Haven, and at Culverts 3 and 4A near South Bay. Additional contracts for the replacement of other structures are expected to be awarded by the fall. The Corps anticipates removing or replacing all the culverts with con struction continuing through 2018. Mr. Willadsen said they have not determined what work will be done on the north side of the lake because they have not completed studies to nd out exactly what materials were used to build that portion. Don Fox, biologist with the Florida Fish and Wildlife Conservation Commission, said they will have to work around the nesting season for the endangered Snail Kites that have been nesting in the area around Lock 7. History of the HHD The rst embankments around Lake Okeechobee were constructed by local interest from sand and muck, circa 1915. Hurricane tides overtopped the original embankments in 1926 and 1928, resulting in over 2,500 deaths. The River and Harbor Act of 1930 authorized the construction of 67.8 miles of levee along the south shore of the lake and 15.7 miles along the north shore. The U. S. Army Corps of Engineers constructed the levees between 1932 and 1938. A major hurricane in 1947 prompted the need for additional ood and storm damage reduction work. As a result, Congress passed the Flood Con trol Act of 1948 authorizing the rst phase of the Central and South Florida (C&SF) Project, a com prehensive plan to provide ood and storm dam age reduction and other water control benets in Central and South Florida. The new dike system was completed in the late 1960s and named the Herbert Hoover Dike. The dike system consists of 143 miles of levee with 19 culverts, hurricane gates and other water control structures. The Corps will accept public comments on the study through March 18. Comments may be emailed to HHDEnvi ronment@usace.army.mil, or mailed to Angela Dunn, U.S. Army Corps of Engineers Planning Division, Environmental Branch, P.O. Box 4970, Jacksonville, Fla. 32232-0019. SAM S. THOMAS, PH.D.+ Saint Martins ChurchSomebody pointed out that for thousands of years people have been watching apples fall from trees. It took one man, Isaac Newton, to ask “What’s going on here?” and see the force of gravity at work. He wrote “Principia” to explain how gravity was related to the placement of the planets and the forces at work here on earth. A man was working in a metal shop with a large scrap yard of old, discarded pieces. As he walked through, he noticed that most all of the old metal was rusty, but there were a few pieces that were not. His curiosity led to the discovery of stainless steel and the bene ts we receive from it in hygiene, maritime applications, and rigorous climates. One man took his lunch to work with him when working on microwave transmission towers. He put his lunch near one of the antennas and found that it had been cooked when he opened it. His observation and discovery led to the common household appliance that we take for granted and that has changed our lives, saving food, saving time cooking, and making reheating a snap – the microwave oven. People have things going on around them that others do not notice; but there are those who change the world by their observations and curiosity. The person who asks “What is going on here?” and seeks to nd an answer has been called to have a special place in our lives. These are the ones who make things better, who give something to humanity, who don’t just shrug their shoulders and say “Oh well!” Moses was keeping the ock of his father-in-law, Jethro (Exodus 3:1ff) and sees a bush burning, “yet it was not consumed.” His curiosity is piqued; God calls him from that bush and history is changed ever since. We always had dogs at our house while I was growing up. They were fun, liked to play in their own way, would stay nearby when we were outside and took on the air of “living teddy bears.” It was later in life that I began to observe the intelligence, the personality, the wisdom of those dogs that had come to me later in life; qualities of devotion, acceptance, willingness to live in a limited environment and the urge to protect, even if it meant great personal harm. Surely, it was there all of the time and I did not see it. I ask “Where is God in all of this?” when people are worried about what is going on in their lives. Moses found him in something extraordinarya blazing bush that would not burn up. The people that ask “Why is this happening to me?” might consider asking “Where is God in all of this?” and be the discoverer of something as great as gravity or stainless steel or microwave ovens in their own lives. Some of the greatest saints and religious thinkers have begun on a path to God by saying “This isn’t working!” and then seeking to nd God in the midst of it all. Until we look diligently, we may not nd Him; until we search again and again, His presence may seem illusive. Jesus’ disciples were caught up in everyday, worldly cares, at one point worrying about having no bread (Mark 8:14ff). He asks them “Do you have eyes but fail to see, and ears but fail to hear?(v. 18)” and reminds them that He fed ve thousand and then four thousand, with lots left over. Little by little they began to see and little by little began to hear. May we always be ready to look for Him and be ready to listen as He speaks to us and shows us His presence in the midst of all going on around us. BY MARGARET ENGLAND Hendry-Glades AudubonThe Common Yellowthroat is a common bird that breeds in the continental United States, most of Canada, and Mexico. One of the 12 subspecies of this wood warbler breeds in Florida, while another six races have been documented in the state during the winter or migration. The male has a pale olive back, wings, and tail. The chin, throat and upper chest are bright yellow. It has a whitish belly, dusky anks, and broad black mask. The female is similar to the male, but has an olive face and paler underparts. Occasionally the female will have a faint black mask. Immature birds resemble the female and get their adult plumage by their rst spring. These small songbirds are often identi ed by their "wich-i-ty, wich-i-ty, which-i-ty" call. The Common Yellowthroat is often found in dense thickets near water in wetland, prairies, or pine forest habitats. They glean plants or near the ground for insects and other invertebrates. The breeding pair will raise two broods between mid-April and early July in Florida. Their well hidden nest is a loose bulky cup made of reeds or grasses which is placed on or near the ground. Females normally lay one to six white eggs which have brown markings. The eggs are incubated by the female for 12 days and the young edge when they are about 10 days old. If Glades County quali es as a recipient, the board will then review conditions and decide whether or not to participate to launch the second phase of the county's efforts to plan for future growth by engaging nationally-known rural planners, designers, and experts. If favorable, the board will engage Dr. Banyan's services to coordinate and administer the grant provisions. 3. Courthouse / Jail Annex Lawn Maintenance (Larry Hilton) Interim County Manager Larry Hilton requested clari cation of the Board's February 12, 2013 position on changing lawn maintenance from contracted service to in-house staff performance. Recent deterioration of the courthouse lawn has triggered concern. Road Superintendant Avant Brown prov ided cost estimates for his mowing crew to perform mowing services based on overtime labor to provide week-end mowing, equipment operation and maintenance costs for a total annual cost of $7,620. Recently the County Manager hired TrueGreen to manage fertilizing and herbiciding for $1300-$1500 per year. A local contractor had been providing all the services for $8700. Board decided to solicit bids for contracted service for mowing only. The lawn at the old jail annex has not been affected as the courtyard lawn has, and Sup't Brown stated his belief that the soil placed on the courty ard has created the problems with weeds and fungus. The soil placed there came from the county's stockpile of lake-bottom materials. 4. CR 78A (Ortona Road) repaving RFQ Ranking (Larry Hilton) Board ranked four engineering rms responding to the Request For Quali cations for repaving Ortona Road in this order: 1. Aim Engineering 2. Johnson Engineering 3. Weiler Engineering 4. Rock Enterprises Commissioner Storter abstained from the voting citing con ict of interest. Board directed staff to commence negotiations with the rst ranked rm. 5. Representation on SFWMD Governing Board (Echols) Chairman Echols provided the Board with copy of short bio on Daniel O'Keefe, the member of South Florida Water Management Governing Board assigned the area including Glades, Highlands, Okeechobee, Orange, Osceola and Polk counties. Echols expressed pronounced concern that O'Keefe had not represented Glades County in that he has never visited the Board. He requested the Board write a letter outlining those concerns to Gov. Scott who appointed O'Keefe. Commissioner Beck moved to do so. Motion failed for lack of second with Commissioner Stanley, an employee of SFWMD, announcing con ict of interest and abstention from voting. Commissioners Grif n and Storter expressed concern in sending such a letter without rst contacting Mr. O'Keefe. Echols then requested SFWMD's Gary Ritter to the podium and critically lambasted the WMD's position on buying land in Glades County and not utilizing the land for the purpose sought, citing the Boma property purchased that included Lee County's $20,000 participation, and the low amount of payment-in-lieu-of-taxes (PILOT), and that O'Keefe has never indicated interest in the effect of WMD's projects on Glades County's tax revenue or economy. Mr. Ritter stated he would be glad to invite Mr. O'Keefe to Glades County and has always related to WMD staff the issues brought to his attention but PILOT was a legislative matter. Governing Board members are not elected but are appointed by the governor, serve as unpaid volunteers and are only compensated for mileage and meeting attendance costs, and rely on paid staff input. Mr. Ritter has always diligently and judiciously performed as liaison between SFWMD and Glades County. Echols requested the Board to consider a resolution to the Nine County Coalition, of which he is chair, supporting request for all counties in SFWMD to share the cost of water management land purchases' effects on the economy of counties where the land is removed from tax rolls. Commissioner Storter stated she has already approached the county's legislative lobbyist to promote the idea that PILOT be based on the just value as determined by the Property Appraiser, rather than the current method of three-year average of taxes paid which almost always have been based on values re ecting agricultural greenbelt exemptions. She stated it would take great in uence to achieve this change and would not expect any consideration this legislative session. Storter suggested Echols compile a list of all WMD property in Glades County with the current PILOT being paid with a comparison of what the tax revenue to the county would be if the PILOT was based on the just values at current millage rate. Echols had been unable to prepare a resolution but the Board gave consensus for him to address the matter on their behalf with the Nine County Coalition at their March 8 meeting.Constitutional Of cersCounty Attorney Attorney Pringle clari ed that no of cial action was taken on item 5. Mr. Pringle updated the Board on his continuing negotiations with Ajax Building Corporation who was ranked rst choice for construction management of the proposed Emergency Operations Center. Board directed Pringle to request Ajax to agree to the initial design concept with $4 million budgeted, or appear at the next commission meeting for discussion. If negotiations fail, the board will declare impasse and proceed to negotiate the second ranked contractor for the job, which was Wright Construction. County Manager Public Safety Director Bob Jones informed the Board of malfunction of two of the seven channel marker lights on the lake; Jones will research replacement costs and as well as cost for annual maintenance contracting. Mr. Hilton informed the board of receipt of 13 applications for the County Manager position advertised. The deadline for submission is March 4. Public input on non-agenda items Jim Wall, Communications Director of Southwest Florida Workforce Development Board presented their 2012 Report To The Community. Gary Ritter informed the Board of SFWMD's land assessment process ongoing whereby Public Input is sought on disposition of lands purchased by WMD that may not have projects currently underway and may be declared surplus. Mr. Hilton has not yet met with SoE Whiddon but is expected to have proposals at the March 12th 1PM public workshop. Commissioner Stanley reported on safet y issues with boat speeders in Buckhead Ridge canals and inquired about the no-wake zone signage and resolution. Commissioner Grif n reminded all o f Moore Haven's Chalo Nitka Festival March 2 and 3 with the livestock shows and sales this week. Chairman Echols stated the buggy for the commissioners to ride in the Chalo Nitka parade would be ready behind the BP Station at 9:15 Saturday. Commissioner Beck stated his granddaughter would like to ride. Commissioner Echols stated he planned to bring a couple of his dogs. Commissioner Storter stated she would be in the parade with the Glades Count y Woman's Club. Spending time outdoors can recharge the soul and bring the family together. In your own backyard you can nd beauty, enjoyment and a place to connect with nature. Whether you have a garden, woodlands or natural landscaping on your property, you'll want to keep your land healthy and free of unwanted pests. "Although trees look strong, woodland ecosystems are particularly vulnerable to natural and man-made dangers that can gradually reduce the health and beauty of your woods," says Mike Burns, forester and program resource manager with the American Forest Foundation. A U.S. Forest Service assessment released last December predicts that as many as 34 million acres of forestland could be lost in the United States during the next 50 years, and that all regions in the United States will experience increased stress from natural disasters and pest infestations. Luckily, there are steps landowners can take to help keep trees and woodlands safe from pests: Keep an eye out for changes. On trees, spots of yellow or brown or some thinning needles might be the effects of natural shading on lower limbs -or it might be a disease or insect that's about to spread to other trees. Monitor for pests and signs of disease every month or two. Check trees on the trunk, limbs, twigs, under peeling bark and leaves -the most likely places to nd injuries. Keep your eye open for things that look out of the ordinary. Online resources can help you become a better steward of your land. If you own some woodlands, consider signing up for the My Land Plan resource, launched by the American Forest Foundation. My Land Plan can help you connect with up-to-date information about pest threats, map your land's boundaries and record changes over time, all at www.MyLandPlan.org. You can explore the website's newly expanded invasive pest and pathogen section and locate professional services available for your needs. If you suspect an outbreak, collect samples of tree damage and any associated pests to accurately identify the problem, which may have more than one cause. Take pictures and notes on your trees' symptoms. Often pictures are enough for an expert to identify the problem and help you gure out what to do next. Next steps can be identi ed by your state forestry agency or department of natural resources. If you discover an insect that you suspect might be a danger to your trees, seal it in a container and store it in the freezer until you can deliver it to a proper authority. In the long run, nature might well be invincible, but in the short run, residents may need a helping hand to protect local land to keep trees healthy. 2 Serving the communities south of Lake Okeechobee May 27, 2010 The Board of County Commissioners of Hendry County, Florida hereby gives notice of change of telephone numbers for various Hendry County departments. Hendry County Board of County Commissioners Karson Turner, Chairman NOTICE OF CHANGE OF TELEPHONE NUMBERS HENDRY COUNTY 9 Serving the communities south of Lake Okeechobee March 7, 2013 Crossword Puzzle Average retail gasoline prices in Florida have fallen 5.3 cents per gallon in the past week, averaging $3.80/g on Sunday, according to GasBuddy's daily survey of 8,237 gas outlets in Florida. This compares with the national average that has fallen 2.8 cents per gallon in the last week to $3.70/g. Including the change in gas prices in Florida during the past week, prices yesterday were 1.8 cents per gallon higher than the same day one year ago and are 23.7 cents per gallon higher than a month ago. The national average has increased 21.6 cents per gallon during the last month and stands 0.7 cents per gallon lower than this day one year ago. "Gasoline prices have continued to remain relatively stable in the last week, falling a few cents per gallon, providing well needed relief to motorists," said GasBuddy.com Senior Petroleum Analyst Patrick DeHaan. "Perhaps more noteworthy, however, is the fact that current average gasoline prices have now fallen under their year ago levels. And perhaps the best news is that the national average will likely continue to decline in most areas east of the Rockies in the week ahead as wholesale gasoline prices have given up ground," DeHaan said. By Eric KoppGlades County Democrat MOORE HAVEN—Three men have been arrested by the Florida Department of Law Enforcement (FDLE), accused of bilking an area utilities company out of more than $200,000. An FDLE arrest report stated the men falsi ed invoices and bought truck and car parts, airboat parts, a barbecue grill and other items that were then paid for by the Glades Electric Cooperative (GEC), Inc. Those arrested on felony charges were: William Lewis Romine, 57, Donna Drive, Moore Haven. He was charged Feb. 21 with one count of grand theft, one count of dealing in stolen property, one count of organized scheme to defraud and two counts of criminal conspiracy. He was booked into the Glades County Jail on $100,000 bond. He has been released on bond. James Robert Kelley, 44, S.E. 11th Place, Cape Coral. He was charged Feb. 22 with one count of grand theft, one count of organized scheme to defraud and two counts of criminal conspiracy. He, too, was booked into the Glades County J ail. His bond was set at $50,000, and he has been released on bond. Jeffrey Rand Friedman, 53, Sand Pebble Way, Sanibel. He was charged Feb. 22 with one count of grand theft, one count of organized scheme to defraud and two counts of criminal conspiracy. His bond was set at $100,000, and he has been released from the Glades County Jail on bond. According to the report Romine was the supervisor of eet services for GEC and, as such, he had the authority to order automotive and mechanical parts from suppliers. Kelley, continued the report, was a salesman for Jack Lyons Truck Parts in Fort Myers from August 2005 through February 2009, and Wallace International Trucks in Fort Myers from February 2009 through May 2012. The report stated that Romine would buy items through Kelley for his personal use, and Kelley would then receive a commission for the sale. Kelley would reportedly generate a company invoice and bill GEC for the item or items and the company would then pay the invoice. Rand, the owner of a Fort Myers auto parts business named Performance Plus, allegedly became involved when Kelley introduced him to Romine. Romine allegedly bought a barbecue grill designed like an automobile engine, a go cart, lawn mower, hundreds of airboat parts and a motor vehicle engine. Romine also got his personal vehicles repaired and painted through Rand’s business, added the report. Kelley would again create bogus invoices that were submitted by Romine to GEC, who would then pay the bill, stated the report. Friedman allegedly told the agent he “... made approximately $50,000 to $100,000 from the transactions with Romine and Kelley.” In all, the report indicated that Friedman created 71 fake invoices and received payments totaling $154,028.74 from Ma y 2010 through August 2011. GEC reportedly paid out a total o f $211,419.87. FDLE apparently arrested the men on warrants at the Glades County Sheriff’s Ofce. 2 Serving the communities south of Lake Okeechobee May 27, 2010 20 Serving the communities south of Lake Okeechobee March 7, 2013 By Eric KoppSpecial to the Glades County Democrat Patience did not always come easy for Morgan Pepitone and her mother, Jennifer, often had to remind her that “good things come to those who wait.” For Morgan, that good thing came a couple of weeks ago when she received word that she had been accepted into the United States Military Academy in West Point, N.Y. That acceptance was her reward for working tirelessly the last two years to maintain her 3.67 grade point average at LaBelle High School (LHS) while she also received her associate arts degree in general studies from Edison State College. And, if that’s not enough, the 18-year-old high school senior is also a member of LHS track team; she tutors other students; and, w hen she has time, she also babysits. Even though she competes in the 100, 200 and sometimes the 400 meter sprints, Morgan describes herself as “an attempted sprinter.” Not only does she love to run but Morgan said running is also a good way to relieve the stress that’s built up from her hours of studying; being president of the Phi Theta Kappa Honor Society at the Glades-Hendry Center; a member of her high school’s honor society; and, a member of the National Society of High School Scholars. “Since this started about a year or yearand-a-half ago, she’s been working 24/7. It’s all her. She has a drive that’s unbelievable,” said a very happy and proud Jennifer. “We’re very proud parents.” And, according to Morgan, her acceptance into West Point is not only an accomplishment for her but it’s a way of repaying her parents for their sacri ce and support. “In a way, it’s a thank you to my parents. It’s like I’m saying ‘I’m giving you the proud parents award,’” said the affable teen with a laugh. But, as proud papa Detective Sergeant Mike Pepitone says, it’s all Morgan’s accomplishment and he couldn’t be more proud -not only of her acceptance into West Point but for the amount of work she put in to reach that goal. “She’s worked really hard for everything she’s done and I’m glad her hard work has paid off,” said the Glades County Sheriff’s Of ce investigator. Morgan’s goal is to become a lawyer with an emphasis on psychology and to become a member of the U.S. Army’s JAG (Judge A dvocate General) Corps. After completing her military obligation, she wants to open her own law rm. “I told her she could hire me as her priv ate investigator,” said Sgt. Pepitone. Morgan readily admits it’s her father’s career choice that has steered her toward becoming a lawyer. “He told me I wasn’t allowed to do what he’s doing. I said ne, I’ll do the next best thing and I’ll be a lawyer,” she said. “I’ve always seen what he did -he was helping people. But I didn’t want to do that by being a teacher. And I didn’t want to do it by being a doctor -I can’t stand blood.” So, she decided to do it in a courtroom. And just like keeping her eyes on the prize of West Point, she knows exactly what she wants to do when she opens her own law rm. For Morgan, it will be all about helping children. “I really have a passion for helping young kids, and helping them nd a better way in their lives,” she said. “And if that means ghting for them in a courtroom, then I’ll do it.” While Jennifer is extremely happy and supportive of Morgan’s goals, there’s more than just a bit of uneasiness about her rst born packing up and moving to New York state. In fact, she admits, it’s sometimes closer to terror. But, that just comes with the territory of being a mom. “There’s sheer panic but, at the same time, I’m ecstatic,” said Jennifer. “It’s hard to let go, but I’d be sel sh to say don’t go. She’s got the world in her hands right now. I’ve got to let her go and support her 110 percent.” And so, in late June, Mike and Jennifer will wave goodbye to their little girl as she proudly embarks on a journey for which she’s prepared nearly her entire life. And as she becomes one of the 1,000 or so students accepted into West Point, she can hold her head high. “This is it. This is everything I wanted -everything I’ve worked for my entire life,” she said with excitement. “Now I can say ‘I did it. I’ve accomplished something really great. I’m proud of myself.” And she should be. Patience, hard work pay off for teen headed to West Point Special to the Glades County DemocratMorgan Pepitone
