2 Serving the communities south of Lake Okeechobee May 27, 2010 2 Serving the communities south of Lake Okeechobee April 5, 2012 BY MARGARET ENGLAND Hendry-Glades AudubonThe Mourning Dove, also known as the Turtle Dove or Rain Dove, is one of the most abundant and widespread of all North American game birds with an estimated U.S. population of more than 350 million birds. During the winter there is an in ux of northern Mourning Doves who join the permanent Florida population. This abundant bird is easy to locate on perches such as telephone lines. It is a plumpbodied and longtailed bird with short legs, a small bill and a small head. They are delicate brown to buffy-tan with black spots on the wings and black-bordered white tips to the tail feathers. Males and females are similar in appearance. Their wings make an unusual whistling sound when they take-off or land. Theses strong yers are capable of reaching ight speeds of up to 55 miles per hours. Their most common call is a soft long drawn out "coo-oo" which is sometimes mistaken for an owl. The oldest reported Mourning Dove was 31 years and four months old. Weed, grass, grain, and seeds make up 99 percent of their diet. They occasionally eat berries and sometimes snails. They eat about 71 calories daily which is about 12 to 20 percent of their body weight. These frequent backyard feeders will store up to 17,000 seeds in their crop until they can y to a perch to digest the meal. Nesting pairs will raise several broods during the nesting season in a imsy nest of pine needles, trigs and grains stems. They will nest in gutters, eaves, and abandoned equipment. The nest is unlined and has little insulation for the young. Two white eggs are incubated for 14 to16 days. Both parents produce"milk" in their crop that is feed to the nestlings. Fear and hate now rose like a raging storm in the Seminole's fast beating hearts, threatening to betray them as their smothering eyes watched the threatening soldiers move noisily past. Many Seminoles sought refuge from pursuing soldiers in the fastness of the Everglades during the Seminole Wars. The Big Cypress Swamp would eventually become their haven and fortress as beleaguering American armies sought to kill or capture them. The Seminoles numbered between ve and six thousand people when the Second Seminole War began in 1835. Those numbers had drastically been reduced to roughly 300 persons by the close of the Third Seminole War, due to death, capture and removal. Some of the topics currently under discussion include the following:Wildlife I'm in Ortona and the coyotes drive my dogs (curr n' bulldog mixed) nuts at night! They are on the north side of 78 on Lykes Brothers property where a lot of locals hunt hog. They are freaky at rst, especially if they w ake you out of a sound sleep! But then their calls are kind of pretty if you appreciate the grander scheme of things. I've seen them cross 78 before at dusk and they seem to be larger than a typical dog. I've been told by some of the old timers to bring my dogs in at night when they're around. I used to w ork at a local sand mine here, running a dredge at night. One night about 5 years ago I saw something running along the bank. It seemed to oat over the rocks and piles of sand. It took a few moments to realize that I had seen a panther. It was beyond a doubt the most beautiful animal I've seen in the w ild. Then in seconds it was gone, like a ghost. I'll cherish that minute or two forever. So, yes they're alive and well down here also along with other critters. My neighbor once had a two-foot gator sleeping in her dryer v ent.Corps releasing water Prior to the system currently in place being constructed the Caloosahatchee owed into the estuary even during dry times (and maybe not during extreme dry times), which is why there has to be minimal pulse releases now. During this time of the y ear much more water is lost to evaporation across the surface of the lake than is sent to the coastal estuary. And, until recently, discharges into the lake from the Kissimmee River equaled those lake discharges into the Caloosahatchee. One thing is certain there are millions more users of this water now than there were 30 and 40 years ago and one of those is the ecosystem, both the inland freshwater and coastal brackish/saltwater ecosystems. It's a ne balance anymore to be able to support all interests without experiencing some adversity on all levels. Before Hamilton Disston blasted and dredged a channel from the Caloosahatchee to Lake Okeechobee, the river was only connected to the lake through a marsh. Water ltered slowly through the marsh into the river. It was not a navigatable waterway. Even after that, the river was not navigatable year round due to low water in the dry season. Look at historical accounts from the 1930s in which people talk about wading through ankle deep water to cross the river at LaBelle. Then in the wet season it would ood and they would have to use boats to get around in town in LaBelle. The Corps deepened the channel and straightened parts of it, creating the man-made system we have today. Because the deeper, straighter channel drains quickly, the man-made water releases from the lake are necessary. The lake is supposed to ow south through the marshes of the Everglades, but the dike messed that up. Now when the lake is high the people in Lee County are screaming that they don't want the "dirty lake water" owing down the Calooshatchee into their estuaries and pointing out it should be going south. But when the lake is low, they want that "dirty" water. If you want to see your future if the coast has its way just go down SR 70 into Okeechobee. You will see massive water pipes, 3-4 feet wide red along the side of the road, as they pump the life blood out of the river into the coast far away. All of the inland counties should fear, these mandates that the coastal communities get passed demanding we hold water for them to take when they feel the need. They had plans for a huge water basin on the Lee/Hendry county line for some years now, despite the fact that geologist have told them repeatedly that the area has no clay basin to it and WON'T Hold water! They would basically have to make a giant swimming pool and line the entire affair with plastic in order to hold the water that they wanted, all of it to provide drinking water to the coastal communities in Lee County. They are willing to ood thousands of acres in Hendry county in order to provide for another county, at our expense. Public Forum/Speak Out

Over 200 birding enthusiasts participated in the four-day event that covered sites throughout Hendry and Glades counties. Highlights included the J-7 Ranch Tour which was a sell out. Two owl hoots were also conducted with one at Fisheating Creek and the other at Riverside Retreat in LaBelle. At Gatorama, attendees got to help with a ‘dig’ for crocodile eggs. The tours on Lake Okeechobee and the Caloosahatchee were also popular as was the kayaking on the oxbows of the Caloosahatchee. Special guests included Amy Bennett Williams, author of “Life on the Caloosahatchee”, and renowned Woodstork researcher Jason Lauristsen, who provided the key note address to close out the festival on Saturday evening at the Port LaBelle Inn. Over 150 species of birds were reported during the event with several uncommon sightings, including a rare scarlet tanager seen in the early morning hours at the boardwalk of the Ah-TahThi-Ki Museum at Big Cypress. Other mentionable sightings were the endangered swallow-tailed kite and recently arrived chimney sweeps, which were seen at several locations. The Audubon Birds of Prey Exhibit proved to be a very popular display at the Port LaBelle Inn. Additionally, Birds of Prey programs were provided to over 200 LaBelle school students at Upthegrove and LaBelle Elementary and more than 500 at Central Elementary in Clewiston. This year’s theme is A Healthier America Begins Today: Join the Movement! Every year, chronic diseases such as heart disease, cancer and diabetes are responsible for millions of premature deaths. Injuries, unexpected accidents and violence affect people daily in all aspects of life. According to the American Public Health Association (APHA), unintentional injuries, such as motor vehicle crashes, poisonings, and burns rank among the top 10 causes of death for people aged 44 and younger. A key role of Public Health is promotion and education to help prevent these illnesses and incidents before they develop which is the key to improving our nation’s overall health. Since 1995, when the rst full week of April was declared National Public Health Week, communities across the United States have observed National Public Health Week as a time to recognize the contributions of public health and highlight issues that are important to improving the public’s health. It’s so important to educate the public, policymakers and practitioners about issues related to health and what an impact Public Health has made over the years. Vaccinations: Eradicates life threatening diseases such as smallpox and polio. Motor-vehicle safety: Reduces death and disability due to unintentional injuries through the formulation of policies designed to protect the safety of the public. Safer workplaces and prevents pollution of our air and land through enforcement of regulatory controls and management of hazardous wastes. Control and prevention of infectious diseases. Decline in deaths from coronary heart disease and stroke: Promotes healthy lifestyles to prevent chronic diseases such as cancer, heart disease, and diabetes. Safer and healthier foods. Healthier mothers and babies. Family planning: Educates populations at risk to reduce sexually transmitted diseases, teen pregnancy, and infant mortality. Fluoridation of drinking water and assures our drinking and recreational waters are safe. Recognition of tobacco use as a health hazard: National Public Health Week is a time to unite around a critical public health issues and focus our collective energy on the singular goal of helping people live longer, happier, healthier lives. Prior articles have dealt with SFWMD’s leasing practices and their apparent proclivity for not following state statute 373.093, which requires them to advertise their intention to put the lease out to bid, and to get bids from potential lessees. However, the district has, on several occasions, awarded leases without allowing other parties to place a bid. One such instance are the three noncontiguous parcels of property in Glades County that is referred to as the Pearce-Pomcor Tract. In January of 2006, SFWMD agreed to purchase these parcels from a Lake Worth-based company known as Pomcor, Inc. Pomcor had an option to buy the property from Glades County rancher J.F. Pearce and exercised that option in March of 2006 when they bought a total of 4,734 acres. That same month, The Nature Conservancy purchased 1,646 acres of that property from Pomcor on behalf of the SFWMD for about $16.3 million because SFWMD did not have the funds available to make the purchase at that time. Water managers agreed to reimburse The Nature Conservancy, plus interest and carrying costs, and did so in August of 2007. The district then closed on the remaining property -3,088 acres -in May of 2006 for about $38 million. A closing statement obtained through a public records request lists a closing date of May 9, 2006, when SFWMD apparently agreed to purchase the property. This date, however, is different than what was earlier reported. Other records show that SFWMD purchased that property on May 11. An e-mail from this newspaper was sent to the district Thursday, March 29, that asked about the difference in the dates. An answer, in the form of an e-mail, was received from Gabe Margasak, a media representative with SFWMD. That response stated that even though the closing statement was dated May 9, the district did not actually take possession of the property until May 11 -which, he added, is the date on the deed. But, that raised yet another question. As stated above, the closing statement indicates a date of May 9, 2006. But on May 10, 2006, Pomcor entered into a lease with Stuart-based Real Estate salesman Ricou Hartman on the remaining 3,088 acres. In 2008, Old River Cattle Company, an Okeechobee-based company, joined Mr. Hartman on that lease. So, if Pomcor agreed to sell that property to the district on May 9 how could they then enter into a lease agreement with a third party on property they no longer owned on May 10? In trying to ascertain how this could happen, this newspaper posed that question to a prominent Real Estate attorney. The attorney explained that it’s not unusual for a Real Estate closing to be held one day and the deed then transferred at a later date. The transaction, he added, isn’t of cially closed until the buyer receives the deed. But, for a third party to lease the property they just sold in between the closing and the transfer of the deed -well, that’s another matter. According to the attorney’s explanation SFWMD could have, and probably should have, invalidated the deal because Pomcor had just encumbered the property without a right to do so. But, continued the attorney, the district could choose to ignore that encumbrance if they had something to gain from it. When asked why the district did not invalidate their transaction with Pomcor, Mr. Margasak replied via e-mail that: “It would be helpful if you would provide the legal opinion you received regarding Pomcor’s actions.” Another e-mail, stating that the opinion came from a Real Estate attorney, was sent to Mr. Margasak. That same e-mail also asked for a response to the question of how could Pomcor enter into a lease on the property on May 10 after they had closed on the sale to SFWMD the day before? As of newspaper deadline, we have not received an answer to that question. That rst email also contained the question: “If the exchange closed on May 9, how could there currently be a valid lease on the Pearce-Pomcor tract by Old River Cattle Company?” Again, as of newspaper deadline, an answer to that question had not been received. Records show that SFWMD acquired the Glades County property and, without putting it out for bids, amended it in 2007 and 2008. On May 28, 2008, the district awarded Mr. Hartman and Old River Cattle Company an extension on their lease that runs until May 14, 2012. And, as previously mentioned, this lease was not put out for bids when Pomcor entered into the lease with Mr. Hartman or when it was amended and ultimately extended for 10 years in December of 2011. It should also be pointed out that this lease is not the only one that has been extended without being put out for bid. The district extended at least three other area leases in December of last year without notice and without allowing others to submit a bid. SFWMD Lease Questions go Unanswered

2 Serving the communities south of Lake Okeechobee May 27, 2010 Lester E. Baucum, 77WIGGINS, MS. — Lester E. Baucum, 77, loving husband, father and grandfather of Wiggins, Miss., died Mar. 28, 2012. He was born on Feb. 5, 1935, in Newton, Miss. He was preceded in death by his parents, Velma and Calvin Baucum; one sister, Olivia Parks; and three brothers, Hilton Baucum, Billy Wayne Baucum and Bobby Ray Baucum. He is survived by his wife of 53 years, Eugenia Carleton Baucum. Mr. Baucum was a graduate of Newton H. S., East Central Junior College, Louisiana College (BS), Mississippi College (M. Ed.) and University Southern Miss. (Specialist). He served 33 years in Mississippi schools as a teacher, coach and administrator, spending the last 20 in Stone Co. He loved his students and always strived to build their character and keep them on the right path. He was a member of multiple Educational A ssociations and served as of cer in several capacities. He was a member of the Red Red Rose Education Honorary Fraternity. He was a member of the First United Methodist Church in Wiggins, Miss. He was a long time Rotarian, serving as president two times, was a Paul Harris Fellow and selected as Rotarian of the year in 2002-2003. He was inducted into the Athletic Hall of Fame at East Central Community College and Louisiana College. His greatest joy was spending time with his family, hunting, gol ng, gardening and traveling with his wife. Les was the father of three children, Paige Baucum, of Wiggins, Leslie E. Baucum of Clew iston, Fla., and Lance and daughter-in-law Tasha Baucum of Wiggins; six grandchildren, Taylor Booker, Hannah Booker, Carey Baucum, Blake Baucum and Riley Baucum all of Wiggins and Carleton Baucum of Clewiston, Fla.; and three great-grandchildren; he is also survived by two brothers, Johnny Baucum (Eleanor) and J ames Baucum (Lela), both of Newton Miss. A Celebration of his life service was held at the First United Methodist Church Family Life Center in Wiggins, MS., on March 31, 2012. Roy Eugene Cotton, 72CLEWISTON — Roy Eugene Cotton, of Clewiston died Monday, Mar. 26, 2012 at home in Clewiston. Roy, also known by to many as “Brother”, was born Feb. 7, 1940 in Baker, Fla. He is the son of the late William and Clara (Martin) Cotton. He was employed by U.S. Sugar Corporation for 47 years; he also raised cattle and operated an orange grove on his farm. Sale was held on Thursday, March 1, 2012. This event capped off an exciting week of Livestock Shows at the Bronson Arena. The night began with another look at our adorable Pee Wee exhibitors and their animals as they paraded through the arena. Glades County Cattlemen’s Association representative Mr. Weston Pryor followed with a special presentation to the Breeders of the Home Grown Grand Champion and Home Grown Reserve Grand Champion Steers. This year’s Home Grown Grand Champion steer was exhibited by Bronson Bass and was bred by the Sherri Petti Ranch. The Reserve Home Grown Champion steer was exhibited by Amery Bass and was bred by B & S Cattle Company. The Breeders were given plaques and the exhibitors received a monetary award for their accomplishments. After the presentations and welcoming, the Sale was ready to begin. REEVESContinued From Page 1 Corps to suspends water releases to CaloosahatcheeThe U.S. Army Corps of Engineers, Jacksonville District has suspended additional releases of water from Lake Okeechobee to the Caloosahatchee River, due to falling lake levels and dry conditions. The Corps has conducted a series of pulse releases since the middle of December in an attempt to offset the rising salt-water content, or salinity, in the Caloosahatchee Estuary. Monday, with the lake level dropping below 12.6 feet, and dry conditions in the forecast, the Corps suspended the water releases under provisions outlined in the 2008 Lake Okeechobee Regulation Schedule (2008 LORS). "The Corps strives to maintain the lake between 12.5 and 15.5 feet, while balancing all competing demands," said John Kilpatrick, Chief of the Jacksonville District's MultiProject Branch, which has oversight of water management at the lake, "because the tributary hydrologic condition indicator is currently classi ed as dry, the South Florida Water Management District's adaptive protocols suggest no releases this week.
