For Shane Bryant, it was a persistent fact that he had to face when he dealt with a man intending to commit suicide. It was the last thing Bryant was expecting to hear and as he drove to the scene; he admitted that he did not know what he was going to do. “I was going over what I would say or do and really did not know what I was going to do keep him from jumping,” he said. A fellow trooper in his squad had let him know that the man had climbed out on the railing and was possibly intoxicated as well. This did not stop Bryant from climbing over a locked gate and onto the railing’s edge that had very little to hold on to. That was not the time to have a fear of heights, especially since his rst career choice would have him far higher than 175 ft. from the ground. Ducks can be divided into three major categories: diving ducks, sea ducks/mergansers and dabbling ducks. Diving ducks have relatively small wings and large, broadw ebbed feet and strongly lobed hind toes which allow them to dive ef ciently. Sea Ducks/Mergansers are sh-eating diving ducks w ho are extremely tolerant of salt w ater but are reported inland during winter months. Dabbling ducks feed mainly on the water's surface and upend their bodies without submerging in order to reach deeper into the water for food. The Mottled Duck is a fairly common large dabbling or "puddle" duck that lives year-round and breeds in Central and South Florida. The species is in danger of being displaced because of hybridization with feral Mallards. It is estimated that at least ve percent of the population is now Mallard Hybrids (Great Florida Birding Trail FWC). The Mottled Duck has sometimes been called the Florida Mallard, Summer Mallard, Summer Duck or Florida Duck. It prefers living in freshw ater wetlands, marshes and impoundments. It feeds on aquatic plants, seeds, small sh and invertebrates. The adult has a dark-brown body with a lighter brown head and neck with ne dark streaking. In ight, its white under-wing linings contrast sharply with dark body. It has a dark blue-green patch on the secondary wing feathers at the back of its wing. Males will have a yellow-green bill. Immature Mottled Ducks are similar to the adults in appearance. The Mottled Duck's call is a soft raspy "quack" with the female's call being louder than the male's. Both the male and female calls are similar to a Mallard, but softer and less harsh overall. Their nest is a depression that is scraped in the ground and lined with vegetation and down. The female will incubate one clutch of 5-13 white to greenish white eggs for 24-28 days annually. The young are able to y at 60-70 days. BY PETE GAWDA Special to INIIn central Florida it is either feast or famine when it comes to water. What is the ideal lake level? What means should be taken to keep the lake at that level? Should lake levels be based on the best levels for ecology, drinking water supply or irrigation? These are all aspects of a complicated situation for which there is no quick, easy answer. According to Bryan Honnerlaw of Friends of Lake Okeechobee, the lake should be maintained at 12.5 to 16 feet with the ideal being 12.5 to 13.5 feet. He blames the current low lake level, in part, on the regulation schedules for Lake Okeechobee and the Kissimmee chain of lakes. He said water managers are holding back water in the Kissimmee chain of lakes that could help raise the level of Lake Okeechobee. He also claimed the U. S. Army Corps of Engineers (COE) released too much water before the rainy season began, contributing to the low lake level. The level of Lake Okeechobee is governed by a schedule that has been devised through consultation with representatives of all parties having an interest in the lake, including those involved with ood control, water supply and conservation, according to Luis Alejandro, water manager for COE, Under the regulation schedule, the lake can vary in depth between 10.5 feet and 17.25 feet with the ideal range being between 12.5 and 15.5. The schedule uses many factors to determine whether or not to release water from the lake. "One factor out of many is rainfall," Mr. Alejandro said. If decisions on lake level regulation are based, in part, on a prediction of above normal rainfall and the rainfall turns out to be considerably less than predicted, that could have a negative impact on the lake level. Mr. Alejandro said that after the rehabilitation of the Herbert Hoover Dike, water managers would once again look at the lake regulation schedule to see if the maximum level could be raised. However, he said that a sustained high lake level is bad for water quality. He said regulating the lake level is a balancing act that takes into conservation all interests involved in the lake. While the COE manages higher lake levels to prevent ooding, when the lake drops below a certain level any discharges for irrigation are regulated by the SFWMD. "Clearly more storage is necessary" stated Susan Sylvester, chief of the water control operations bureau for SFWMD. She said that with the construction of levees and canals exibility in water control was lost. Now the water level can only go up or down. At one time the lake would either increase or decrease in area depending on rainfall. She said that part of the problem with regulating the lake level is that water can come into the lake faster than it can be drained out. When releasing water to the estuaries to lower the level of the lake, local basin runoff has to be handled rst before lake water can be released. Paul Gray, of the Audubon Society of Florida agrees that the solution is the completion of more water storage areas. Mr. Gray said we will have this problem until more storage areas are built. He was saddened to learn of the governor's cut to SFWMD funding, saying this will slow down Everglades Restoration projects. Mr. Gray noted that the current water management system was designed in the 1940s. The population has increased tremendously since that time and the objectives of the program have changed from the original objective of ood control. Mr. Gray refuted Mr. Honnerlaw's claim about the Kissimmee chain of lakes regulation schedule contributing to lower lake levels. He said that because the area of Lake Okeechobee is so much larger than the area of the Kissimmee chain of lakes, releasing the maximum amount of water from the Kissimmee Chain of Lakes would only raise Lake Okeechobee about six inches. Correy Lee, shery biologist with the Florida Fish and Wildlife Conservation Commission, stated that at the present lake level the sh aren't hurting, but the wading birds are a little harder hit. He said there should be some uctuation in lake levels. "The system is awed," he said concerning the lake regulation schedule. As a Denver Bronco, Tim still gets press because of his faith statements and lifestyle. One newscaster commented that "The Denver Broncos' Tim Tebow might very well be the most talked about backup quarterback in the history of the National Football League." In an interview with Denver Post columnist W oody Paige, Tebow commented, "I'm relying as always on my faith." The amount of "Tebow Talk" that grew in Denver and spread nationally over that statement is surprising. Tebow has been labeled everything from being an inspiration to being a fanatic. One writer even called Tebow's statement "blasphemous." The headline that really caught my attention was, "Is Tim Tebow not starting because he's a Christian?" It's been claimed that new coach John Fox has chosen Orton to start as quarterback because Tim Tebow is a strong evangelical Christian. Personally, I have a hard time buying into that for the simple reason that a coach's main goal is to win, regardless of whether or not his players are people of strong faith or of no faith at all. Professional athletics does provide a great forum for genuine faith expression, and some media people are uncomfortable when this happens and some players may even be disliked because of their faith. It doesn't, however, seem to me that's the case when it comes to quarterback decisions with the Broncos. One of the enjoyable aspects of sports is the inconsequential nature of it all. Before you pummel me with a wet jersey, let me explain. We root and cheer for our teams, and sometimes we get real emotional and excited. We have our loyalties and some put out big bucks, but when all is said and done, the outcome really isn't as important in comparison to the most signi cant things in our lives. Show me someone who cares more about their team than their relationship with the Lord, their spouse, their children, and their job, and I'll show you a person who is in serious need of professional help. One nal note: I've noticed Tim Tebow hasn't said a negative word about his role on the team and, in fact, has af rmed his coach and his fellow players, including Kyle Orton. I believe that's because Tim has a rm grip on perspective. Football, while important, is not the most important thing in his life and that is refreshing.Does “Religious Malpractice” Exist?BY REV. SAM S. THOMAS, PH. D.+ Saint Martins ChurchLots of comments followed Pat Robertson's reply about divorcing when one's spouse had Alzheimer's disease. The vast majority called into question the response he made. What struck me most about the criticisms was that they come from people representing many different disciplines and elds of knowledge. Mr. Robertson apparently did not take into account the various ways we function and relate to one another before saying that someone with Alzheimer's disease is dead already, so go ahead and divorce. I couldn't help but wonder if disease of any sort would become an excuse. Maybe your spouse has lost a limb or has cancer; they too might be considered "dead" in some part of their life. My contacts with professionals and sufferers of Alzheimer's disease show me that as the disease progresses, persons can be quite functional in several areas of their lives for some time after the disease is diagnosed. One acquaintance, living with her mother told me of her mother's diagnosis, and added "It's a very mild form at this stage." She chose not to abandon her mother. Maybe the disease will progress; maybe not, maybe her natural life will run out long before the disease becomes incapacitating. I saw no evidence of any understanding of research in Alzheimer's disease in the recommendation. As a professional, I would have suggested to learn all that is possible about the disease, including what is available today to stabilize or ameliorate it. Research continues; breakthroughs occur, programs and knowledge exists to let persons function better and longer in spite of any disease. Others who commented on Mr. Robertson's response pointed out that there were matters of love, religious belief and the commitment one makes to marriage "for better or for worse, in sickness and in health" that seemed to be summarily dismissed. No indication of any contact with the person seeking advice was given; it struck me that someone presented the evangelist with a complex question and received an oversimpli ed answer. Was this a generic response to an individual area of concern? Medical doctors, lawyers and others who work with the human condition are reluctant to do so, and for good reasons. Accountability for recommendations is a major factor; some professions holding their practitioners more accountable than others. Unfortunately, requirements for accountability is not as stringent when it comes to hanging out your shingle as an "evangelist" or "Christian" or attempting to get under a "religious umbrella" and then going off into elds where one is ill-prepared to offer advice. I say "unfortunately" because there are few or none of the checks and balances in place as in many of the disciplines that work to help people. The outcome that I see from such behavior is that it can be misguided, ill-informed, wrong. Very seldom do I see clergy among the boards of directors of large corporations or institutions (except when they are church-related) or involved in leadership outside of churchor religiously-related organizations. But in a troubled world and amid church problems it is still possible for a Christian to be right with God and have that peace that passes all understanding. Yes, there is much evil in the world, and man y are succumbing to its many temptations. But in a corrupt and sinful world it is still possible (with God's help) for a Christian to be holy and keep himself/herself unspotted from the world. In a world that is full of drugs, alcoholism, homosexuality and other immoral sex, it is still possible for a Christian to control his/her bodily appetites. This is an important concept and understanding it helps you control your spending. A need is something you must have like food, a safe place to live, utilities, etc., whereas a want is something that would be nice to have but isn’t absolutely necessary. If your money is limited, it’s important to stop and think about your purchases and whether they are needs or wants. Also think about what you might have to give up or not buy, if you buy that item. How many times have you walked into a store planning to buy just one or two things and left w ith much more than you planned to buy? Stores are great at placing their merchandise in places and ways that will tempt us to buy things impulsively. For this reason, stop and think about what y ou’re buying and whether you really need it. It also helps to make a list before you go into the store of what you really need and stick to your list. You may think that being on a budget means y ou have to cut out everything we enjoy or that w e won’t have any fun if we have to constantly w atch our spending. But as was talked about before, you shouldn’t try to cut everything from our budget you enjoy or you’ll get frustrated and give up. Rather, do some of these items in moderation and think of other things that are fun, but cost less. For instance, taking a whole family to the theater for a movie night along with refreshments can easily run $50-$60 depending on family size. Instead, try doing movie night at home since many movies are available from the library or for rent for just a few dollars. This can be a fun family night with popcorn and snacks at home for everyone for under $15. Beaches and parks are another great idea for together time with kids and they are free. You can help create good memories for your children by spending together time with them doing things that don’t cost a lot of money. By controlling spending, you are also teaching your children about managing money. If they see you handling money responsibly and saving for things, they’ll learn the value of money and working toward goals. Some other tips for saving money include having paychecks directly deposited into your account, with at least a small part going into your savings account. Also, paying bills on time to avoid late fees and being sure you have enough money in your account so you don’t get charged fees by your bank for insuf cient funds. Late fees can be anywhere from $5 up to $35 and are like throwing money away since you’re not getting anything in return for them. The same is true with Insuf cient Funds Fees. To avoid this, track spending carefully and try to leave a small cushion in your account to cover those charges and not let your balance get too low. Another way to save money is to pay off the credit card in full each time the bill comes so there are no interest fees. This not only helps save money, but also helps build your credit score since you are showing you can use credit responsibly. Tools for Saving Money Average retail gasoline prices in Florida have fallen 7.6 cents per gallon in the past week, averaging $3.44/g yesterday. This compares with the national average that has fallen 7.1 cents per gallon in the last week to $3.53/g, according to gasoline price website FloridaStateGasPrices. com. Including the change in gas prices in Florida during the past week, prices yesterday were 79.8 cents per gallon higher than the same day one year ago and are 10.3 cents per gallon lower than a month ago. BY MELISSA YUNAS Florida Forest ServiceLast Tuesday night, Sept. 20, the Florida Forest Service was noti ed about a 10 acre wild re inside the levee of Lake Okeechobee. "Due to dry conditions, the lake level is down and very receptive to burning", said Melissa Yunas, Wild re Mitigation Specialist with the Florida Forest Service. State and County Fire ghters are patrolling the lake to make sure that re is contained within the lake bed. There is minimal threat to the communities that border Lake Okeechobee. "Right now, the dry marsh and grass islands within the lake are burning and causing a smoke nuisance," Yunas said. Wednesday morning, the Florida Forest Service reported that the wild re within the lake had increased to 120 acres. "The potential growth of this wild re is up to 12,000 acres. The wild res are burning slowly and crews are having dif culties accessing the wild res," Yunas said. Hwy 78 is not shut down but Florida Highway Patrol posted smoke advisory signs. Smoke may create conditions where visibility on roadways is seriously impaired especially in the evening and early morning. Under these conditions drivers need to: turn on low-beam headlights, slow down and be prepared to leave the roadway if conditions continue to deteriorate. Is this normal? Yes Historically, when conditions are at their driest, the lake catches on re. The last time the lake caught on re was in 2008. The Florida Forest Service has been anticipating this scenario but they were expecting this earlier in the year when conditions were at their driest. The lake dries on the Southwest side exposing dry grass bottom. The grass dries out and easily catches on re. Early 2011, the Army Corps of Engineers have established re breaks around the perimeter of the lake to eliminate re spread from the roads/ levees to enter inside the lake. No By late September the lake should have had enough rain in order to eliminate the possibility of this occurring. Fire activity at night should be low but re ghters are seeing very active ames. "This is a reminder that we need continued rainfall through the remainder of the wet season to replenish our water resources. There are likely only a few weeks left of traditional summer rainfall before the transition into the dry season," said Susan Sylvester, the South Florida Water Management District (SFWMD) Chief of the Water Control Operations Bureau. "Lake Okeechobee is a key component of our water supply system and it is more than three feet below average for this time of year." He tried his hand at being a pilot with the Air Force. However, after he and half the class did not meet the standard in the jet piloting portion of training, he went for his other option. He joined with the Florida Highway Patrol and had been with them for 25 years. His father, Gordon Bryant, said that his son has always preferred to be out in the eld. It might explain why he went from the rank of Lieutenant to Trooper, because "he didn't like the of ce work." Perhaps the thought of being at a desk did go through Bryant's mind as he spent the next few hours on the edge of the railing keeping the man from making the decision to jump. As he spoke w ith the man, Bryant realized this was a deeper case than just being drunk. The man had lost his w ife two years before after a very long relationship that rewarded them with 13 grandchildren. He still had not recovered from her passing, had gotten drunk and decided that now was the time for him to join her. "He kept saying that he doubted his decision to jump." Bryant said. "So, I played on that and kept talking to him about how he was right to doubt that decision. I helped him recognize the pain he would cause all his grandchildren if they w ere to lose another family member." In those three hours, Bryant was able to gain the man's trust and promised him that he would take him to get the help he needed. Aside from the fact that an over eager Jacksonville Sheriff's Of ce SWAT Team wanted to taze the man to end the situation, Bryant did ful ll his promise and was able to get the man off the edge of the railing without incident. He took him a facility for a mental evaluation and treatment. "It was all about keeping his trust and ful lling w hat I had set out to do," he said. "The thought of him going over and me falling with him did cross my mind but after a few minutes of talking with the man, I knew that he was not wanting to." He considers that day to be the proudest moment of his career. Others did agree and he was awarded the Silver Star for Heroism. Even though it has been almost ve months since that May 1 day, Bryant still thinks about the "what-ifs" that could have happened, especially if they both had fallen. "From my experiences in crash investigations, I calculated after everything had happened that if we were to have fallen, it would have taken three and a half seconds to hit the water," he said. FDOT continues long-standing positive trendBY TOM DIGIACOMO FDOTAt its public meeting on September 14, 2011, the Florida Transportation Commission conducted the statutorily required Performance and Production Review of the Florida Department of Transportation for Fiscal Year 2010/11. This marks the twentieth year the Commission has conducted this evaluation of the Department's performance. Fiscal Year 2010/11 was an exceptional year for the Department. The Commission uses 20 primary measures to evaluate the Department's performance. The primary measures are metrics that assess major Departmental functions, measure an end product or outcome, with results that are, with few exceptions, within the Department's control. The Department met or exceeded 18 of the primary measures. The two primary measures that were not met were in the areas of construction contract cost adjustments, an objective requiring exceptional performance, and public transportation capacity improvement; a measure which has been impacted by the economic downturn. Looking back over FY 2010/11, the Department was successful in beginning construction on 307 lane miles of additional roadway to the State Highway System (SHS). It also let to contract 2,522 lane miles of roadway to be resurfaced on the SHS. The Department was successful in beginning construction on 120 bridge repair and 14 bridge replacement projects. By the end of the scal year, the Department closed out 451 construction projects with a total dollar value of $2.56 billion and let $1.9 billion in new construction contracts, while managing $5.9 billion in contracts currently underway. The Department continues to make signi cant strides in producing projects within their original time and cost. In the area of construction contract adjustments, for the 451 projects completed last year, the Department completed 88.9 percent within 20 percent of their original estimated time (the goal is 80 percent). The Department also completed 87.1 percent within 10 percent of their original cost, just shy of the 90 percent goal. The health of the SHS remains in great shape with nearly 89 percent of lane miles and over 95 percent of bridges rated either excellent or good, both measures exceeding their respective goals. The Department is keeping administrative costs under control, is managing its nances in Rick Scott Governor accordance with statute and has committed 100 percent of its federal highway funds. In addition, the Department requested and received $60 million in redistributed funds from states not able to commit their federal funds. The Toll Revenue Variance continues to meet the objective of less than 5 percent of toll users violating payment provisions, and this is a re ection of continuing enforcement efforts by the Turnpike Enterprise. The Turnpike Enterprise also met the objective of containing toll collection costs as a result of aggressive cost cutting and improvements in violation processing. The Commission is con dent that this performance evaluation process is working well and yielding valid results. As areas of concern are recognized, data is gathered, causes are identi ed and corrective actions are taken by the Department to improve performance on a continuous basis. The end result is that the Department is committed to improving the products and services it provides to the citizens of the State of Florida. Based on this assessment, the Florida Transportation Commission can assure Floridians the Department is managing its operations in an ef cient, cost effective, and business-like manner. Twenty Eight 4-Her's from three different counties participated in the y outh shoot and 10 individual participated in the open shoot. Overall almost 100 people came out to support the tournament! Circle Park (downtown Sebring) will be the site of the Walk and event on Saturday, Oct. 15; activities begin at 8 a.m., the Walk begins at 9 a.m. Walk to End Alzheimer’s is more than a walk. It is an experience for over 200 participants in Highlands, Hardee, Hendry and Glades Counties who will learn about Alzheimer’s disease and how to get involved with this critical cause, from advocacy opportunities, the latest in Alzheimer’s research and clinical trial enrollment to support programs and services. Each walker will also join in a meaningful ceremony to honor those affected by Alzheimer’s disease. Alzheimer’s disease is a growing epidemic and is now the nation’s sixth-leading cause of death. As baby boomers age, the number of individuals living with Alzheimer’s disease will rapidly escalate, increasing well beyond today’s estimated 5.4 million Americans living with Alzheimer’s. In addition to the two mile walk participants will enjoy local celebrities and entertainment, and a special tribute to those who have experienced or are experiencing Alzheimer’s. “There has never been a greater need for the citizens of Highlands and surrounding counties to join in the ght against Alzheimer’s disease by participating in Walk to End Alzheimer’s,” said Gloria J.
