County, as well as the OK Slough near Felda in
Hendry County.

Teleconference held on
Jan. 28

There is strength in numbers. That is the
principle officials in the 16 South Florida coun-
ties served by South Florida Water Management
District (SFWMD) are hoping will influence the
Florida Congressional delegation.
On Friday, Jan. 28 local officials gathered at
the SFWMD Service Centers and the Clewiston
field office for a teleconference to plan lobbying
strategies to influence Congress.
Glades County Commissioner Russell Echols
and Okeechobee County Commissioner Margaret
Helton took part from the Okeechobee Service
Center. The teleconference was moderated by
Paul Millar, Water Resource Manger from Martin
County who was at the Martin County Service
Center.
The meeting was a follow up to a meeting held
at the Okeechobee County Courthouse in Decem
ber to discuss ecosystem restoration projects.
Mr. Millar said a date would be arranged in
March when interested officials from the 16 coun
ties could go to Washington to meet with the
Florida Congressional Delegation.
Participants in Friday's teleconference were e-
mailed ahead of time a list of priorities from the
December meeting.
The list included doubling the annual appro-
priation for Herbert Hoover Dike rehabilitation to
$260 million. Another priority was increasing ap-

Glades at a Glance


Burn Ban for Glades County
The Glades County Board of County Commis-
sioners hereby determines that emergency condi-
tions exist in Glades County, which warrants the
banning of all outdoor burning as a result of ex-
treme drought and other weather conditions.
The suspended/banned outdoor burning in-
cludes burning yard waste, the private use and
discharge of fireworks and sparklers, and the
use of any other outdoor ignition source. This
burn ban is in effect until cancelled by the Glades
County Board of County Commissioners.
You are allowed to barbecue in a grill or con-
tainer and have small recreational or camp fires
if it is in a container as well. Please be aware of
your surroundings and environmental factors
(wind, dry ground, brush, etc.) and use caution
at all times. Note: This ban does not affect fires
authorized and permitted by the Florida Division
of Forestry. The Division of Forestry number for
burn permits is 863 462 5160.
If you have any questions about burning or
what you can burn please call glades county pub-
lic safety at 863-946-0566.

Yard Sale
There will be a yard sale on Saturday, Feb. 5
from 8 a.m. to 12 p.m. at the Moore Haven Lodge
No. 61, Corner Ave J and 2nd Street Moore Ha-
ven. All proceeds go to the Moore Haven School
system.

Youth Athletic Association
* Glades County Youth Athletic Association


will be holding its annual meeting on Friday, Feb.
4, at 6 p.m. The meeting will take place at the
ball fields on 10th Street. Any persons interested
in coaching or volunteering should attend this

* Glades County Youth Athletic Association will
be holding sign-ups for t-ball, pitching machine,
baseball and softball, ages 5-12, every Saturday of
February (5, 12, 19, 26), from 9 a.m. to 12 p.m.

Tobacco-Free Partnership
On Feb. 17, the Glades County Tobacco Free
Partnership will be meeting at 3 p.m. in the Moore
Haven High School Library. At this meeting they
will discuss the next steps in various policy goals
and will meet with their SWAT youth to prepare
for upcoming community events. Everyone is
welcome to attend this meeting. If you have

Glades County Assistance
*There is a United Way House program the
third Thursday of every month in Moore Haven at
the Community Development Building. The com-
munity can contact United Way 211 at 1-800-887-
9234 for more information or to find out which
agencies will be present.
*The Glades County Community Services De-


apartment also has funds available to assist Glades
County residents with their electric bill. House-
holds must be within 150 percent poverty income
guidelines to qualify.

Hot Rods and Hot Dogs
The South Central Florida Car Club will kick
off the 2011 Cruise in season with "Hot Rods and
Hot Dogs in the Park."
All area car enthusiasts are invited to come out
and show off their rides. They will meet month-
ly at Barron Park from 5 p.m. to 8 p.m. on the
first Tuesday of each month. The community is
encouraged to come out and enjoy the cars and
trucks. The group welcome all makes, models,
new, old and everything in-between. Hot dogs
with all the fixings, along with hot and cold drinks
will be served. The books are now open for early
registration for the Legends of the Road Super
Cruise and Show. This event will be held on Sat-
urday Feb. 26, 2011 during Swamp Cabbage. If
you can't make it on Tuesday, you are welcome
to join the group on the third Wednesday of the
month at the Popeye's on State Road 80 from 5
p.m. to 8 p.m.

Ladies Auxiliary
The Ladies Auxiliary VFW Post 4185 holds a
Tuesday night dinner each week. Members of the


Auxiliary volunteer to plan, prepare and serve the
meals.
The menu is different each week. All net pro-
ceeds benefit cancer aid and research, veterans
and their families, youth essay contests and com-
munity activities. Everyone in the community is

struction project - This project is underway to
mill and resurface the roadway. Lane closures
will occur from 7 a.m. to 5 p.m., weather permit-
ting. This project is estimated for completion by
end of February 2011. Ajax Paving, Industries is
the contractor.

Hendry County
* CR 832/Keri Road: From Keri Road to east
of SR 29 (approximately 13 miles): Construction
project - This project will resurface the roadway,
and add shoulders. Crews are working on shoul-
der widening and paving operations. Motorists

Should I Place Membership?

First Christian Church
Our nation has a very large II.. ,iii..: popula-
tion"- people who are periodically transferred
about the country in their work. In our area we
have many "winter residents." Each time we re-
locate or spend the winter in a location, we are
faced with taking up our Christian profession
in the new community. How are we to make it
known that we are Christians? How are we to let
the brethren in the community know that we are
ready to assist in the work to discharge the obliga-
tions of a Christian. The easiest way is to "place
membership" in the church with which we intend
to work and worship. For "winter residents" they
may become "associate members" in the same
way. This is best done by going forward when the
invitation song is being sung during the worship
service and making our desire known. This way
everyone present sees us, so they know who we
are. They immediately know we are Christians,
and therefore we have much in common with
them. The elders know that we are under their
oversight, and can begin immediately to care for
us spiritually. If we are later absent from services,
those who notice will know that there is a reason
for it and look after us to see if they can help.
If you are timid, or there is some other rea-
son for not going forward at the invitation, tell
the minister of one of the elders ii , .1 ii i to
be identified with the congregation. You should
"place membership" where you intend to wor-
ship because it is good for you and good for the
church. It will insure a proper association and will
make your life count more for the Lord.

The Mouse and the

Non-Believer

There is that TV commercial where a woman
tells a mouse that he is disgusting. The mouse re-
plies "prove it!" The dialog ends but the commer-
cial continues with a suggested way of remov-
ing mice. There is something about the mouse
though. He has a point to make. Just what can
we "prove" or what do we need to "prove" and
how much proof does something take? I have
had numerous people over the years tell me, "I
know that, but I can't prove it." For them, they are
solidly convinced that so-and-so did something or
that someone is lying, or that someone may be
still alive when others' hopes have faded. Every
now and again we hear of an Elizabeth Smart
who turns up alive after years, or of a young
girl kidnapped at birth and senses something is
wrong then begins to search for her birth mother
and finds her. The mouse is disgusting but he
hides behind knowing one of the standards held
in society can't be met by his accuser. Her appeal
is to a different way of knowing; the common
disgust held by people who encounter vermin.
God and the devil's test subject, Job, proclaims in
the midst of all his trials, doubts, temptations, the
cynics who scorn him, and everything else that
can go wrong, "I know that my Redeemer lives,
and that in the end he will stand upon the earth
and ... yet shall I see God (Job 1925-26)." This is
not "I believe," or "I imagine," but "I know!" It is


something I've experienced too. There are people
I love, but I can't really prove it to them. There
are people who love me and I must accept it on
their say so and by their acts toward me. There
are many things I just have to take on faith, with
trust and know that they are so. Our instincts tell
us that the lady is right about the mouse in the
commercial; apparently the advertiser thinks so
too or he wouldn't be trying to sell us "mouse
removers" by suggesting that "proof" triumphs
over "knowing." This is precisely what is wrong
with the cynic, the disbeliever, the non-believer.
He (or she) wants "proof" and insists that it must
be on his terms. From the beginning, we read of
people saying "Show us a sign" (cf. Matthew 12,
Mark 8, Luke 11), and even where the "signs" ap-
pear, there is still disbelief. I come to the conclu-
sion that those who do not want to believe simply
do not want to consider any other way of looking
at things than their own. The world of the faithful
includes many ways of looking at things and the
outcome is different. Knowing in faith brings with
it hope; knowing in faith opens the possibility of a
deeper and more meaningful kind of love, know-
ing in faith gives a much better reason for living.
The non-believer? Maybe he is more comfortable
commiserating with TV mice!

Singing Our Lifesong

Growing older. We make jokes and laugh
about it. We worry and groan about it. We can try
to resist it, but there's nothing we can do to stop
it. I experienced the reality of this last week when
I woke up and realized I had aged a year since the
day before. My friends were sensitive to my real-


ity. I only had one candle on my birthday "pie."
I choose believing in their sensitivity rather than
the fact that the appropriate number of candles
would have cost more than the pie and might
have set off the sprinkler system! On the other
hand, I also received a walking cane with a horn,
magnifying glass, and a sign that stated "over the
hill crossing."
These days I've noticed that I'm starting to
relate more to some of the old age "gems" that
come my way: "When I was young, I made a lot
of faces in the mirror. Now that I am older, the
mirror is getting even." "You know you are get
ting older when you try to straighten out the wrin
kles in your socks only to find you aren't wear
ing any." "Look at it this way. All your life you've
been taught to respect your elders. Now you are
one!" "Don't despair; next to a Galapagos turtle,
you are still a child." So what do we do with our
. *.. ri, .' Since we can't avoid them, we might
as well celebrate them. Birthdays are mile-stones
on our road of life, reminding us that we aren't
home yet, but we are getting closer. Let us wel-
come them as melodies in our lifesong. We can't
control how long our lifesongs last, but we can
control how we sing them. Let us not sing them
as a dirge! Let us live for the moments we have
and sing our lifesong from our hearts and not
just from our lips, giving praise to our Lord who
promises His abiding presence in this cantata we
call life. I should add, "especially in the wrinkles
and crinkles, and the aches and quakes that come
with the aging process!"

With the water level holding steady at 12.49
and the water temperature warming up in to the
mid-60s during the day time hours the bigger fe-
male bass have been on the move to spawning
areas. My clients this past week caught eight bass
over seven pounds and I can't even begin to count
how many three- to five-pound bass we caught.
The FLW Open tournament is this week on
Lake Okeechobee out of Clewiston and there
will be a good number of big fish weighed in for
sure.
I have caught bass from the Monkey Box to
Ritta Island and everywhere in between on both
wild shiners and artificial lures. The Gambler Ace
in junebug color has been the number one bait
for me this week, I have fished it Texas-rigged
with a small 1/16 ounce screw in bullet sinker and


in the real heavy cover, but the Key here was to
wait 'til afternoon when the water warmed up.
In both situations you need to use heavy
braided line, I like to use Diamond braided line
in 65-pound test. This line is round unlike most
braided line that is flat and will not pull down in
the spool on your reel.
Some of the other lures that I have used this
week include Spro Aruka Shad lipless crankbaits,
Omega swim jig in white color, and even a Zara
Super Spook one day.
I have been fishing a variety of areas and types
of 1' -.- i, i ... including reeds, peppergrass, and
eel grass beds. The bass seem to be staging out
in the scattered eel grass and then move in to the
thicker areas to spawn and some of these areas
take a push pole to get to but this is where the
bigger bass have been caught this week.
Some of the better areas have been the Mon-


and clear water start to mix.
The crappie bite is still holding it's own in ar-
eas like Uncle Joe's Cut, the rim canal, Bird Is-
land, and Harney Pond canal. Be sure and stop
by Roland Martin's Marina and Resort for the FLW
weigh in this Thursday and Friday at 3 p.m. and
than at Wal-Mart Saturday and Sunday at 4 p.m.
I will be doing seminars on fishing Lake
Okeechobee at the Florida Sportsman Show Feb-
ruary 5th and 6th at the Lee Civic Center in Fort

Move to benefit
Caloosahatchee Estuary

The U.S. Army Corps of Engineers, Jackson-
ville District started water releases from Lake
Okeechobee to the Caloosahatchee Estuary on
Jan. 28, to help improve the condition of critical
tape grasses and protect freshwater organisms.
The lake stage was 12.5 feet (NGVD).
The 1.. iI- . of this release is an average of
300 cubic feet per second (cfs) over the seven-
day period to the Caloosahatchee Estuary, mea-
sured at WP. Franklin Lock and Dam (S-79). The
Corps anticipates the total pulse release effect
on the lake level to be about a sixth-of an-inch
off the lake.
The Corps discontinued water releases from
the lake to the Caloosahatchee Estuary Dec. 17
in preparation for forecasted dry conditions.
On Dec. 17 the lake stage was 12.64 feet
(NGVD).
Though the lake remains at approximately
the same level today, west coast estuarine scien-
tists say minimum freshwater releases to the Ca-
loosahatchee Estuary are critical to maintaining
the estuary's health, which has been declining.
Freshwater tape grass, which provides nursery
habitat for a multitude of organisms, is an indi-
cator of healthy conditions in the upper estuary
of the Caloosahatchee.
"We expect this release to support the natu-
ral system by helping to recharge the root-base
of the tape grasses. Establishing a salinity gradi-
ent is vital to the health, productivity and func-

tion of the estuary," said Lt.
Col. Michael Kinard, Deputy District Com-
mander, south Florida.
The South Florida Water Management Dis-
trict (SFWMD) made their recommendation
to the Corps today, requesting the seven-day
release in accordance with their Adaptive Pro-
tocols.
The Corps strives to maintain the lake be-
tween 12.5 and 15.5 feet
(NGVD) while balancing all competing de
mands. Lake Okeechobee now stands at 12.50
feet (NGVD) and is in the 2008 Lake Okeecho-
bee Regulation Schedule's Beneficial Use Sub-
Band, which varies seasonally between eleva
tion 10.5 feet and 13 feet.
Within this sub-band, unless releases are
required for navigation purposes, the Corps
generally defers to the South Florida Water Man-
agement District's recommendation for water
allocation to various users. Fish and wildlife
enhancement and/or water supply deliveries for
environmental needs may involve conducting
an environmental release from Lake Okeecho-
bee through the SFWMD Adaptive Protocols or
other SFWMD authorities.
The Corps and partner agencies will continue
to closely monitor and assess system conditions.

Bernabe Sanchez Macia, 86
BELLE GLADE - Beloved husband, father, grandfather, brother and friend, Bernabe Sanchez Ma-
cia, 86, died peacefully at his home in Belle Glade on Jan. 27, 2011.
Bernabe, the eldest son of former Cuban Senator Bernabe Sanchez Culmell and Ana Maria Macia
Sanchez, was born in Havana, Cuba, on Nov. 9,1924.
He was first in his class at the Storm King School in Cornwall-on-Hud-
son, New York, and graduated with a B.S. in Engineering from the Unit-
ed States Naval Academy in 1946. Bernabe's graduation from the Naval
Academy was accelerated due to WWII, where he served on active duty
in the Atlantic.
Upon graduation, Bernabe returned home, married and assumed re-
sponsibility for the family's three cattle ranches -- most notably El
Oriente -- and a Camaguey feed mill. El Oriente shared a border with
neighboring King Ranch, which later became an employer. His work
with Santa Gertrudis cattle was internationally recognized, as were his
innovations in cattle nutrition and artificial insemination.
Bernabe, his wife and five young sons fled Cuba following Castro's
communist takeover and nationaliza-
tion of the family properties. They then spent two years in Fort
Collins, Colorado.
Returning to his cattleman roots, Bernabe moved the family to Argentina to manage King Ranch's
cattle properties near Buenos Aires. After several years, he left to form a partnership with his father
and King Ranch in a cattle venture in Barranquilla, Colombia, before finally moving to Belle Glade
in 1970 to help manage King Ranch's Big B cattle operation near South Bay, Florida. He also
worked for DUDA, Atlantic Sugar and Siboney.
Bernabe was a licensed pilot and avid bone fisherman. He also served as an assistant troop leader
with Boy Scout Troop #622 and as an active member of the Belle Glade Coast Guard Auxilliary Flo-
tilla #55 and the Belle Glade Civitan Club.
Bernabe Sanchez Macia is survived by his beloved wife of over 62 years, Raquel Hevia Sanchez;
sons, Bernabe (Raquel) of Buenos Aires, Argentina, Gustavo (Silvia) of Santa Marta, Colombia, Pe-
dro (Ivette) of Puerto Cabello, Venezuela, Pablo (Maria) of Clewiston, Florida and Julio (Judy) of
Belle Glade; grandchildren, Gabriel, Laura and Cecilia (Buenos Aires, Argentina), Gustavo (Los An-
geles, CA), Santiago, Arturo and Victoria (Santa Marta, Colombia), Bernabe (Arcadia, FL) and Pe-
dro (Rosa Angel) (Puerto Cabello, Venezuela), Pablo (Allison) and Marco (Clewiston, FL), Kristina
Sanchez Garcia (Gil) (Wellington, FL), Matt(Ft. Lauderdale, FL) and Nick Sanchez (Los Angeles,
CA); and great-grandchildren, Gabriela and Anette (Puerto Cabello, Venezuela), Jay Brooks and

Lightning Safety
In an effort to keep Florida residents safe
during severe weather outbreaks, the State of
Florida has proclaimed Jan. 31 - Feb. 4 as Severe
Weather Awareness Week.
Knowing how to plan and prepare for haz-
ardous weather is key to keeping your family
safe. Whether you are in a home, school or busi
ness, everyone should have a plan in place for
severe weather.
The National Weather Service conducted an
annual statewide tornado drill at 10:10 a.m. on
Wednesday, Feb. 2. This drill was broadcasted
during a routine Weekly Test and during this
time, Floridians considered themselves under a
Tornado Warning. Participants practiced taking
shelter immediately in a safe and sturdy struc-
ture until the conclusion of the drill.
The Florida Hazardous Awareness Week will


also focus on other hazardous conditions that
affect our state along with tips to keep Florid-
ians safe.

Lightning Safety Tips:
*Avoid open ground and isolated large
trees.
* Avoid water. This includes swimming
pools, lakes, rivers, beaches and boats.
* Seek shelter inside a building or automo-
bile, but not a convertible car or golf cart.

Miss Latina Pageant on Sat.

The 2011 Miss and Miss Teen Latina of the
Glades Pageant will be held this Saturday, Feb. 5,
at the John Boy Auditorium in Clewiston. A din
ner will be hosted at 5:30, with the pageant start-
ing immediatley thereafter at 7:30 p.m.
The pageant is a preliminary for the Miss Flor-
ida and Miss US Latina pageants. Milagros Navar-
ro, pageant coordinator, is excited for the event.
"The pageant began in 2003 and has contin-
ued to grow," said Ms. Navarro. "We've had con-
testants from all over the Glades area in previous
years."
Helping this year is Silvia Flores, graphic de-
signer/photographer for the Miss Latina organi-
zation and one of the pageant's former queens.
She commented on her experience with pageant
shows and their positive effect on the young con-
testants.
I. .- . i.. I didn't have any goals or plans for
the future before I got into pageantry. After my
first pageant, I was driven, and it was a very posi-
tive experience for me," said Silvia, who won af
ter being approached by Milagros at the age of
19. "It opened up me to helping other girls and
get them to do something different; to get them


motivated."

standard pageant routines,
including swimwear and
question and answer, Mila Alexandra
gros responds to concerns Menendez
that the girls might be too
young to take part.
"When it comes to the
bikini portion, it helps to
build confidence," the pag-
eant coordinator said. "I
don't want to expose these
girls to anything negative. It
would be more preferable if Viviana
they did this around people
they know."
Silvia weighs in, too.
"Before I started with pageants, I too, thought
negatively about them. I thought that people who
participated were perfect, distant," she said. "As I
got to work with them, I saw they are highly edu
cated, motivated and open hearted young wom-
en. They took me in as if they knew me already."

USDA Designates County as


Natural Disaster Area


The U.S. Department of Agriculture has des-
ignated 26 counties in Florida as primary natural
disaster areas due to losses caused by frost and
freezes that occurred Nov. 5 - Dec. 17, 2010.
"President Obama and I understand these
conditions caused severe damage to corn, cot-
ton, soybeans, pasture and forage, and a wide
variety of vegetable crops," said Agriculture Sec-
retary Tom Vilsack.
"This action will provide help to hundreds
of farmers who suffered significant production
losses."
The counties are: Alachua, De Soto, Hardee,
Lee, Miami-Dade, Putnam, Bradford, Dixie, Hen-
dry, Levy, Okeechobee, Sarasota, Charlotte, Fla-
gler, Highlands, Manatee, Palm Beach, St. Johns,
Clay, Gilchrist, Indian River, Martin, Polk, St. Lu-
cie, Collier, and Glades.
All counties listed above were designated
natural disaster areas Jan. 25, making all quali-
fled farm operators in the designated areas eligi-
ble for low interest emergency (EM) loans from
USDA's Farm Service Agency (FSA), provided
eligibility requirements are met.


Farmers in eligible counties have eight
months from the date of the declaration to ap-
ply for loans to help cover part of their actual
losses.
FSA will consider each loan application on
its own merits, taking into account the extent of
losses, security available and repayment ability.
FSA has a variety of programs, in addition to
the EM loan program, to help eligible farmers
recover from adversity.
USDA also has made other programs avail-
able to assist farmers and ranchers, including
the Supplemental Revenue Assistance Program
(SURE), which was approved as part of the
Food, Conservation, and Energy Act of 2008;

Check Presented
Linda Clark with the Hendry-Glades Crisis Center presented a check for $500
to Agape Home at a gathering Thursday. Hendry-Glades Crisis Center was
incorporated in 2007 with the goal to raise funds for a shelter for victims of
domestic abuse in the Hendry-Glades county area. Clark said the economic
climate is not conducive for raising funds for such a project. Rather than
have the Center's money sit idle, we donate this money to Agape Home, a
Moore Haven shelter which focuses on healing addicted, abused, co-depen-
dent, abandoned and battered women. Deborah Tuel explained the purpose
of Agape Home is to meet the physical, emotional and spiritual needs of
women, with or without children, that have life-controlling addictions wheth-
er chemical or emotional, and we welcome this support from the Hendry-

Glades County Tobacco-Free
Schools Policy
The Glades County Tobacco-Free Partner-
ship Tobacco-Free Schools Committee met
with Janice Foster, Director of Exceptional Stu-
dent Education and Student Services, to discuss
making additions to the current Glades County
Tobacco Free Policy.
This initiative is part of a statewide county
by county movement to improve tobacco free
school policies, increase awareness of tobacco
use by students and staff at schools, and to bet-
ter enforce tobacco-free policies.
Many people do not know that there is not
a statewide law about tobacco in schools. The
Tobacco-Free Partnership has done some inves-
tigating into Glades County policies and their ef
fectiveness. It was found that there was not a
comprehensive policy at the county level. It was
also found that violations of the current policy
have occurred. The goal of improving the policy
is to focus on creating a norm of tobacco-free
schools by students, staff, and visitors. Also, by
making changes to the consequences of violat-
ing the policy, the focus will be on corrective
rather than punitive measures.
Different options are being investigated for
an alternative to suspension program with a
cessation component instead of out of school
suspension. If you have any ideas, concerns,

Ms. Pamela Decker is our Teacher of the Year.
Ms. Decker teaches fourth grade at MHES, and
has been working with our students since 1984.
She has served as the grade level chairperson for
the fourth grade on numerous occasions, and
is a well respected and talented member of our
school family.
Ms. Deborah Harrison is our support person
of the year. Ms. Harrison has been an MHES pa-
ra-professional since January, 1980. She works
with our students in small groups and one-on-
one in the fourth grade. She is always willing to
do whatever is necessary for our students, and is

The administration and staff of Moore Haven
Elementary School are saddened to announce
that Mrs. Oxer is no longer our Physical Educa
tion teacher. She has transferred to West Glades
School to teach third grade. Mrs. Oxer was a
wonderful coach and has been a real asset to our
students and our school. She will be missed.
It is our pleasure, however, to introduce
Ms. Young to you. Ms. Young took over as our
new RE. Coach on January 31. She received her
Bachelor's Degree in Physical Education from
the University of Pennsylvania. She has been a
RE. Coach in Buffalo, New York and a Health
and Physical Education Teacher in Clearwater,
Florida. She is very excited, very energetic, very
positive, and certified to teach physical educa-
tion to students in Glades County.
We are very pleased to welcome Ms. Young
to MHES, and are confident that our children
are going to continue to receive a quality educa-
tion under her tutelage. Welcome aboard, Ms.

The Florida Fish and Wildlife Conservation
Commission (FWC) is looking for a few good
ladies - lady anglers, that is. The FWC invites all
women who want to learn more about saltwater
fishing and meet other lady anglers to register for
the "Ladies, Let's Go Fishing!" event in Naples on
Mar. 11-12.
The "Ladies, Let's Go Fishing!" program is
fondly referred to as the "No-Yelling School of
Fishing" and offers a full weekend of educational
fishing activities for women to acquire or fine-tune
their fishing skills, learn about habitat conserva-
tion and enjoy meeting other female anglers.
The FWC will help educate participants on the


importance of marine conservation by showing
habits that can be developed to help them make
a difference, no matter where they fish. Women
will learn safe hook removal, release techniques
and much more.
The program will begin Friday, Mar. 11, at 6
p.m. with a welcome reception at the Naples
Harbour Yacht Club. Saturday's events begin at 8
a.m. with classroom presentations, followed by
lunch and hands-on practice with various fish-
ing skills. An optional Sunday fishing adventure
is also offered.

Lakeport honors the
memory of two men

Two sets of portable landing lights were do-
nated by the community of Lakeport and the
Lakeport Garden Club in memory of Mr. Don
McKinney and Mr. Sam Palmer, both long time
residents of Lakeport.
Don and Iva McKinney, along with their son
Terry and daughter in-law Debbie, are owner
of Cheers and Beers and have raised money for
Hope Hospice for more than 15 years.
The pub has held raffles, auctions, and pig
roasts in their backyard to help those less fortu-
nate to have a better quality of life. Sam Palmer
was a caring person with a great sense of humor

advances acquisition of
critical scientific
information

The U. S. Army Corps of Engineers, Jackson-
ville District completed work on the Adaptive
Assessment and Monitoring (AAM) Program
December 2010. Adaptive management is an
approach used to guide the implementation
of large-scale ecosystem restoration programs
when the pending ecological response is uncer-
tain. The approach is being used by Jacksonville
District in its management of the Comprehensive
Everglades Restoration Plan (CERP). Develop-
ment of the AAM Program was funded through
the American Recovery and Reinvestment Act
(ARRA) of 2009.
AAM works to address gaps in knowledge
regarding the relationships within and among
natural and social systems. These information
gaps require that plans be modified as scien-
tific knowledge improves and social preferences
change. Monitoring and assessing scientific data
provides new insight that is translated into proj-
ect and/or program policies. It will provide the

Public Safety. For night time emergencies, one
set of lights will be placed on each medic unit
and fire personnel will place lights at all four cor-
ners of the landing zone. This enables the pilots
to spot the landing zone quickly and allow the
patient faster care.
In areas of Glades County where there are
no marked landing zones, the lights have stakes
that can be pushed in the ground to mark a safe
area to set the helicopter down. This is very im-
portant in a county with so much open land and
agriculture.
What better way for the McKinney family
and the Palmer family to honor their loved ones
than to give back to the county they loved.

Mining LLC of Greenville, S.C. and graduate stu-
dents from the University of Miami and Florida
International University worked cooperatively to
complete the system wide AAM Program, which
is currently being implemented for CERP in co-
operation with the project sponsor, the South
Florida Water Management District and partner
agencies. Five ongoing monitoring activities were
improved, and work included enhancements to
the south Florida topographic and surface wa-
ter monitoring network, monitoring analysis
tools, and mapping of biological and geological
habitat features of estuarine environments. The
contracts, which were awarded in August and
September 2009, totaled $1,060,000.
It is anticipated that the AAM Program will
provide scientific information critical to making
informed decisions regarding the implementa-
tion of CERP, to restore America's Everglades.

The Big "0" Birding Extravaganza is a Glades/
Hendry County cooperative event in South Cen-
tral Florida on the Southwest shores of Lake
Okeechobee, the state's largest lake. Glades and
Hendry counties are becoming a mecca for bird
watching. We're home to more than 300 species
of birds, including limpkins and migratory swal-
low tailed kites, and painted buntings which pass
through during October and April.
Five Great Florida Birding Trail sites are within
the region: Dinner Island Ranch and Okalo-
acoochee Slough State Forest and Wildlife Man-
agement Areas, and Stormwater Treatment Area
#5 (STA5) are in Hendry County, and Fisheating
Creek Wildlife Management Area-East & West
are in Glades County.
Expect to see ducks such as the Fulvous
Whistling-Duck and the Mottled Duck; shorebirds
like Black necked Stilt; waders such as Roseate
Spoonbill, Wood Stork and Least Bittern; and
specialty raptors including Crested Caracara,
Snail Kite, Short-tailed Hawk and Barn Owl. Plus,
everyone is always on a quest for that elusive
Smooth billed Ani.

NOTICE OF INTENT
The Department of Environmental Protection gives notice that a draft permit
has been prepared for the City of Clewiston, Mr. Kevin McCarthy, Utilities
Director, for operabon of a Class I Injection Well (IW-1) system. The project
is located at the WWTP located on Feed Lot Rd, Clewiston, Florida, 33440 in
the County of Hendry. (File No. 249635-003-UO/1I)
The purpose of the facility is to dispose of, by deep well injection, non-haz-
ardous reverse osmosis concentrate wastewater from the City of Clewiston
WTP and non-hazardous domestic effluent from the City of Clewiston
WWTP via the existing injection well, (IW-1).
Under the proposed permit the maximum injection rate into the injection
well shall not exceed 7.93 million gallons per day, (MGD), or 5508 gallons
per minute, (GPM). The maximum injection pressure shall not exceed 105.5
PSI at the wellhead. Injection is into the Oldsmar Formation with the injec-
bon zone between 2749 and 3505 feet below land surface (BLS).
The Department has permitting jurisdiction under Chapter 403 of the Florida
Statutes, and Chapters 62-4, 62-520, 62-528, 62-550, 62-600, 62-601 and
62-660 of the Florida Administrative Code. The project is not exempt from
permitting procedures. The Department has determined that an operation
permit is required for the proposed work.
Pursuant to Section 403.815, Florida Statutes (ES.) and Rule 62-110.106,
Florida Administrative Code (F.A.C.), you (the applicant) are required to
publish at your own expense the enclosed Notice of Intent to Issue Permit.
Te notice shall be published one time only within 30 days in the legal ad
section of a newspaper of general circulation in the area affected. For the
purpose of this rule, "publication in a newspaper of general circulation in
the area affected" means publication in a newspaper meeting the require
ments of Sections 50.011 and 50.031, F.S., in the county where the activity
is to take place. Where there is more than one newspaper of general circu-
lation in the county, the newspaper used must be one with significant circu-
lation in the area that may be affected by the permit. If you are uncertain
that a newspaper meets these requirements, please contact the department
at the address or telephone number listed below. The applicant shall pro-
vide proof of publication to the Department, at South District, 2295 Victoria
Ave., Fort Myers, Florida 33901 within seven days of publication. Failure to
publish the notice and provide proof of publication within the allotted time
may result in the denial of the permit.
The Department will issue the permit unless a timely petition for an admin-
istrative hearing is filed under Sections 120.569 and 120.57, F.S. Mediation

posed permitting decision may petition for an administrative proceeding
(hearing) in accordance with Sections 120.569 and 120.57, F.S. The petition
must conform to the requirements specified in the Notice and be filed (re
ceived) within 14 days of publication of the Notice in the Department's Of
fice of General Counsel, MS 35, 3900 Commonwealth Boulevard,
Tallahassee, Florida 32399-3000. The failure of any person to file a petition
within the appropriate time period shall constitute a waiver of that persons
right to request an administrative determination (hearing) under sections
120.569 and 120.57 of the Florida Statutes, or to intervene in this proceed-
ing and participate as a party to it. Any subsequent intervention (in a pro
ceeding initiated by another party) will only be at the discretion of the
residin officer upon the fing of a motion in compliance with rule
8-106.205 of the Forida Administrative Code.
The Petition shall contain the following information:

Offers Grant Workshops


The Southwest Florida Community Founda-
lion (SWFLCF) is offering its 2011 Grant Work-
shops to local nonprofits at five locations in
Southwest Florida.
Attendees will learn about changes to current

be introduced to SWFLCF's new E-Apply online
grant application tool. The information shared at
each Grant Workshop will be the same for each

propriation for the Indian River Lagoon South
project, a part of the Comprehensive Everglades
Restoration Project (CERP) to $50 million.
This project in St. Lucie and Martin coun-
ties includes among other things, 12,000 acres
of above ground water storage, 9,000 acres of
stormwater treatment areas and 53,000 acres of
restored wetland.
The list also included increasing the annual
appropriation for another CERP project, the Pica-
yune Strand Project, to $56 million.
This project includes the restoration of natu-
ral water flow across 85 square miles in western
Collier County. It includes the restoration of three


pump stations and the removal of 227 miles of
roads.
Other priorities included congressional autho-
rization of the Caloosahatchee River C 43 West
Reservoir, a proposed above-ground reservoir
with a capacity of 1,700,000 acre feet located
south of the Caloosahatchee River and west of
Ortona.
Another priority was the C 111 Spreader Ca-
nal, Western Project. This project, located in
south Miami-Dade County, includes pump sta-
tions, culverts, a spreader canal and water control
structures.
Also on the priority list was the Broward
County Water Preserve Area Project located in
central/southern Broward County and northern
Miami-Dade County.
This project will enhance the buffer between
residential development and protected Everglades
wetlands, capturing and diverting stormwater


runoff and reducing underground seepage.
The last priority on the list is the Biscayune
Bay Coastal Wetland, Phase I Project. This is a
flow way that will redistribute excess freshwater
runoff, directing it away from existing canal dis-
charges and spreading it out as sheetflow prior to
discharge into Biscayune Bay.
The priorities were not numbered.
Commissioner Echols felt that rehabilitation
of the Herbert Hoover Dike should be the num-
ber one project. That sentiment was echoed by
several other participants.
Paul Gray of the Audubon Society said his
organization favors rehabilitation of the Herbert
Hoover Dike.
They also support Kissimmee River restora-
tion.
Commissioner Echols also expressed disap-
pointment that no one from the U.S. Army Corps
of Engineers participated in the event.

Brighton Charter Defeats OMS in

Girls Basketball
Pemayetv Emahakv School used a stingy defense and fast break points
to defeat Osceola Middle School 34-18, in girl's middle school basketball
Thursday afternoon at the Warriors gym. The Seminoles held Osceola to only
seven points in the first half and shut out the Lady Warriors in the second
quarter with a tight man-to-man defense. Sydnee Cypress and Darlah Cy-
press provided most of the offense for Brighton.
