Live Burn Classes Equip Hendry and Glades Firefighters


Classes Are Part of the
State Curriculum

Glades and Hendry County Volunteer Firefight-
ers had their State mandated Live Burn classes on
Saturday, Dec. 18.
Neal Chapman, lead instructor and retired
Miami Beach Firefighter/Paramedic/Instructor,


set up classes to combine both counties as the
fire crew work together frequently. This way all
the Firefighters know how to work 1t. ., i, hii
less confusion as to what's expected and the job
is done safely and effectively. The safety aspect
is the most important part of the training and is
stressed constantly.
A "Live Burn" is part of the State curriculum
and is conducted by trained Live Burn Instruc-
tors and adjuncts. The burn is inside of two 40
foot conex containers put 1,,.. H i. i Pallets and


hay are ignited in one conex and the smoke and
heat create a simulation of a structure fire. The
volunteers can observe fire behavior, such as roll
over as well as thermal layers of heat. They pull a
charged hose line into the building and learn how
to use fire streams to cool down the atmosphere
and extinguish the fire.

County were assisted by Chief Donna Akins and
Bob Media of Hendry County. Jerry Watson was
the Ignition Officer.


More Live Burn instructors were needed to
meet the safety requirements of the Live Burn
and Miami Beach Fire Department came to the
rescue. Six Live Burn instructors volunteered their
time to come up and help out our counties. They
were Firefighters, John Howard, Matt Fisikelli,
Nelson Gonzalez, Mike Yoder, Russ Chisholm and
Richard Zalewski.
Chapman stated "These are the guys you
could depend on to have your back when things

Ladies Auxiliary
The Ladies Auxiliary VFW Post 4185 holds a
Tuesday night dinner each week. Members of the
Auxiliary volunteer to plan, prepare and serve the
meals.
The menu is different each week. All net pro-
ceeds benefit Cancer aid and research, veterans
and their families, youth essay contests and com-

for November and December, some of which

a United Way House program in Moore Haven at

holds must be within 150 percent poverty income
guidelines to qualify.

and door prize booth at the Ortona Cane Grinding
Festival. There are tentative plans for the Chalo
Nitka Festival.

80-year-old organization, just contact a member
in the area.
Meetings are on the second Tuesday of each
month. It is a great way to help the commu-
nity, meet new friends, and have lots of fun and
laughs.

Lake Okeechobee Weekly Fishing Report


Water Level Evens Out and
Great Fishing Continues

It has been a pretty cool if not cold week here
on Lake Okeechobee with rain and temperatures
as low as the 30s. I know that doesn't seem cold
to our northern friends but out on the lake with
the wind blowing it is just downright cold. The
water temperature has only been in the upper
50-degree range which has the bass fishing a little
slow. We did manage to catch a few bass this past
week but you did have to be patient and move
around and try quite a few different areas.
The dynamite holes seemed to be the best
places for me to catch some bass this past week
since the water is deeper and that is where the
bass move to when the water cools off. The wa-
ter level is still holding steady at around 12.56 feet
above sea level and South Florida Water Manage-


ment seem to have slowed
down letting water out of
the lake; now if the farmers
don't take too much water,
the lake level should be ok
for the winter.
As I mentioned earlier
the dynamite holes were
the better places to be this
week as the water is deeper
in these areas. Wild shin-
ers and lipless crank baits
accounted for most of the
fish my clients caught this
week. When fishing with
the shiners, find an area
that has some mats or drift
and throw a shiner right up
against it and be patient and
you will catch some bass. The
mats will warm up quicker than the surrounding
water as the sun shining on these mats it warms


the water underneath them,
and that is where the bass
will be laying. As for the arti
ficial bite this week a lipless
crankbait like the Spro Aruka
Shad that I use has been the
lure of the week.
With the water being
cold the bass were not in
an eating mood this week
but the lipless crankbait will
get a reaction strike from the
bass and that has worked
for me this week. I did also
catch a few bass on a shakey
head jig this week but most
were small; I like to use a
Gambler 14 ounce Giggy
Head jig and a Gambler
Sweebo worm for my shakey
head rig. With the water being so cold when we
had the full moon, I don't think that we had many


bass spawning so what this means is as soon as
the water temperature gets to the mid-60s or bet
ter these bass move in on the beds quickly, so be
ready. From what I have heard this past week the
crappie bite was very slow, but areas like Harney
Pond canal, the rim canal, and the Kissimmee
Rive would be the best areas to try.
I want to wish everyone a very Merry Christ
mas and I hope that everyone gets to spend time
with family and friends. If you are still looking for
that last minute gift I have gift certificates for fish-
ing trips both here on Lake Okeechobee and for
the Florida Keys in the late spring and summer

Unprecedented Back-To-Back Years

Of Multiple And Hard Freeze Events


Ice Florida Sugarcane Crop
U.S. Sugar Corporation said today that five
nights of below freezing temperatures over the
last ten days had severely damaged its 2010 sugar-
cane crop; a crop that already had been impacted
early in its growth by January's record-smashing
12 days of deep freeze.
"These multiple hard freezes impacted 100
percent of our sugarcane crop," said Judy San-
chez, director of corporate communications,
"both the current mature 2010-11 crop and the
newly planted 2011 12 crop which was burnt
back to the ground."
"The impacts could be devastating, not only
to U.S. Sugar but also to the smaller, independent
cane farmers in the area," Sanchez said. "With
thousands of acres still left to be planted for next
year, it will become extremely difficult to find
enough acceptable seed cane, and that will exac-
erbate the impact on next year's crop."
"The mercury dropped much too low for far
too long," Sanchez said. "It fell significantly below
the 28 degrees for four hours damage threshold
for both sugarcane and citrus."


Sanchez said that approximately 60 percent of
the current crop remained to be harvested. Much
of U.S. Sugar's 150,000 acres of sugarcane fields
experienced temperatures well below freezing
for up to 12 hours. Lows of 21-23 degrees were
fairly widespread throughout the Company's land
in Glades, Hendry and Palm Beach counties.
"Much of the mature cane currently being
harvested is frozen, and the clock is ticking to get
it harvested and processed before it spoils," San-
chez said.
U.S. Sugar will utilize a proprietary, auto-
mated harvest scheduling program to enable the
Company to identify and harvest the most dam-
aged sugarcane. During the January 2010 freeze
events, this program helped reduce the sucrose
and tonnage losses due to the freeze.
"Our Southern Gardens Citrus also was im-
pacted. The freezing conditions left ice in some
of the fruit, mostly Early-Mid varieties, which will
be harvested and processed as quickly as pos-
sible. Further impacts are still being evaluated,"
Sanchez said.
U.S. Sugar Corporation farms nearly 150,000
acres of sugarcane land and 21,000 acres of active
citrus groves.

With extremely dry conditions already envel-
oping South Florida, the Florida Division of For-

ment District (SFWMD) are asking residents to
help prevent fires and conserve water to see the
region through the season.
I.. I .-_, rainfall during the wet sea-
son, a record-dry start to the dry season and
declining water levels present a formidable chal-
lenge to both water managers and state firefight-
ers," said Susan Sylvester, SFWMD Director of the
Operations Control and Hydro Data Management
Department. "These conditions mean we all must
be conservative with our water use and be aware
of the increased potential for wildfires."
Residents living in or near brush or wooded
areas should make their homes as safe as pos-
sible from the threat of wildfires. Homes and
sheds should be surrounded by a buffer zone ex-
tending at least 30 feet. This area should be free
of highly flammable 1 -. i ii ...I. and well main-
tained. Leaves, pine needles and twigs should be
removed from roofs and gutters. Flammable ma-
terials such as wood, vehicles and propane tanks
should not be stored next to the house.
Residents are also asked to follow year round
landscape irrigation measures now in place. Wa-

This year is predicted to be active for wildfires,
and the DOF is currently listing several counties
within the District as having an extreme or very

high fire danger. More than 80 percent of fires
from December to spring are caused by humans,
with arson and embers from debris burning as
the top two causes, according to the DOE Chil-
dren, campfires, equipment, railroads, power
lines, fireworks and smoking can also cause
fires. Residents are asked to help firefighters have
a less active fire year by practicing good fire pre-
vention techniques.
"This year is not the typical wildfire year. This
year we did not receive enough tropical mois-
ture in the summer months. In addition, the cold
fronts are not bringing in substantial rain," said
Melissa Yunas, a DOF Wildfire Mitigation Spe-
cialist. "In most cases, the cold fronts are dry air
masses that reduce the moisture in the grasses/
fine fuels. Freezing temperatures kill the grasses/
fine fuels, thus making the ,, .-_. i .i ripe for
wildfires."
This week, the DOF and Martin County Fire-
Rescue saved 15 homes from a fire that was likely
caused by power lines in Indiantown. Minor dam-
age to a shed was the only report of damage. For-
estry's helicopter dropped 10 buckets of water at
350 gallons a bucket and utilized three bulldozers
to contain the fire. This fire is west of the Indi-
anwood subdivision where, two years ago, two
homes were lost to a fire. To date this year, 2,680
wildfires have burned 29,045 acres across the
state.
Following the driest October on record since
1932, forecasts call for drier-than-average weather
to continue into the dry season with a strong La
Nifia. SFWMD meteorologists are reporting a 1.77
inch rainfall deficit across the District already this
dry season. Eastern Palm Beach County has only
received 24 percent of its average rainfall while
the Southwest coast has received only 73 percent
of its average rainfall. Lake Okeechobee's level

Christmas; The Blessings are
still with us

A few nights ago, I watched a TV special on
Christmas around the World. .... *i ,i._: homes
and communities, children baking cookies with
their families, giving gifts to persons who were
alone, and the special gatherings around the fam-
ily table were a big part of the moment no matter
where in the world the celebration took place.
Each celebration brought the warmth of fellow
ship, the sacredness of breaking bread 1,. 0, i.
the few moments of "Peace on Earth" all reflected
in the smiles, the lights in everyone's eyes, the ex-
citement of the children and the serenity of the
moment.
I have seen those eyes, those smiles, experi-
enced that serenity at Christmas at another table
- that altar where I celebrate Christmas with my
other family. That indeed is a special moment on
a very special occasion. There are the remind-
ers of what it is all about a baby in a manger,
the Christ Child who has come into the world
to always bring fellowship, community, serenity,
peace on earth. A human family is represented
too; and an "extended family" of the wise and the
common, those close to nature and those who
are regarded as sages in their day.
Those angels that appear at this special time
remind us of that moment when God came to us
in our very human and imperfect world; but nev
ertheless He came to save and redeem.
Today, the temptation to be cynical can be
found; we're still involved in an ongoing war,
the economy affects us all in very personal and
destructive ways, we hear daily about tragedies
that are natural and man-made, there are lots of
things to really worry us. In spite of it all, there is
something very worthy and very blessed about it,
though.
This life is blessed and was worthy enough for
the Lord to have come and share it with us; at our
tables, on the highways, in chance encounters, in
struggles with those who opposed Him, in the joy
He must have shared with His followers.
The printed witness to His life is about a life
lived to the fullest in spite of all that could be
negative, in spite of all that could detract from it.
God has given us a beautiful life and this season
is a chance to see it once more as we celebrate
His coming to share it with us. We use the term
"incarnation" to mean "God in the flesh."
I recall the joy of one being born into my own
family, and then think of Christmas as God's gift
to the human family; "Joy To The World, the Lord
Has Come" and all that it means.
The blessings and joy are still with us after all.
May this be a time of celebration and joy for all
of us; may we share it and bring it to others as it
was one day long ago brought to us.
May this be a Very Merry and Blessed Christ-
mas for us all.

Where Happiness is Not!

Beginning with the first Sunday of the New
Year I am beginning a series of messages on the
theme "Don't Worry-Be fI ,.1 '. I Making a nega-
tive approach on this theme, let me state Where
Happiness Is Not: not in unbelief Voltaire was
an infidel of the most pronounced type. He wrote:
"I wish I had never been born. and "God have
mercy on my soul, if I have a soul."
Not in pleasure: Lord Byron lived a life of
pleasure, if anyone did. He wrote: "The worm,


the canker, and the grief are mine alone." Not in
money: Jay Gould, the American Billionaire had
plenty of that. When dying he said, "I suppose
I am the most miserable man on earth." Not in
position and fame Lord Beaconsfield enjoyed
more than his share of both. He wrote: "Youth
is a mistake, manhood, a struggle, old age, a re-
gret. Not in military glory Alexander the Great
conquered the known world in his day. Having
done so, he wept, because, he said, "There are no
more worlds to conquer."
Where, then, is happiness found? The an-
swer is simple: in Christ alone! He said, "I will
see you again, and your heart shall rejoice, and
your joy no man taketh from you." The Apostle
Paul, when he was imprisoned in Rome, wrote to
the Philippians I'. ..... in the Lord, always, and
again, I say, I' .. p '
The Christian can rejoice because he has
discovered the answers to life's most important
questions. 1.Where did I come from? 2.Why am
I here? and 3.Where am I going when life here is
over? The Bible is the. ,.1, 1. .... i ii ,-, ies the cor-
rect answers to these all-important questions.

Christmas is God With Us

Many years ago there was a serious coal min-
ing accident in the Allegheny mountains. Many
miners escaped, but three men were trapped
somewhere deep in the earth.
No one knew if they were alive or dead. As
the hours passed, intense heat and noxious gases
built up within the mine itself.
Two days passed before a search expedition
was allowed to enter the mine. The camera teams
from the local news station interviewed the three-
man rescue team as they prepared to enter what
could be their grave.
A reporter asked one of the men if he was
aware of the noxious gases and the extreme dan-
ger of the mine.
When the man said yes, the reporter asked,
"Are you still going down?"
The man replied, "Those men may still be
alive." Without another word of explanation, he
put on his gas mask, climbed into the elevator,
and descended into the mine.
"Are you still going down?" I wonder if a simi-
lar discussion took place in heaven when Christ
was still in His exalted position with the Father be-
fore He descended to earth to take human form
and to die.
"Are you still going down into that world
where darkness reigns: where might makes right
and people value worldly things and ignore the
spiritual?
Are you still going down when you know that
only a few will listen and even fewer will listen to
your message of peace and good will?
Are you still going down when you know that
you will be despised, rejected and finally die a
most cruel of death with nails in your hands and
feet and a sword thrust into your side? Are you
still going down?"
"Are you still going down?" We know the an-
swer to that question, for light has entered our
dark world, the least and the lowly have been ex-
alted, and you and I and everyone else have been
offered the opportunity to experience anew the
grace of God melting away our rebellion, our bit-
terness, our loneliness, and our fear.
This opportunity exists for all who will open
their hearts to let the Christ child be born anew
within them.
Christmas is God with us.
Let us give Him the honor and praise and glo-
ry forever more. Amen.

Christmas Giving Has Many Psychological Benefits

The Christmas Season is a wonderful and
unique time of the year when .,. ... i. .ir,. fills the
air. People give with open hearts to their friends,
loved ones and even to strangers. This selfless act
of giving nurtures love and spirit in our relation-
ships. According to some researchers, people
who give without expecting to receive anything
in return and are thought to be the most psycho-
logically healthy people in our society. Here are 8
advantages to giving:
1. Giving can create relationships An act of
kindness and showing someone that you care
emphasizes gratitude and acknowledgement of
each other and thus is a critical component for
establishing relationships.


2. Giving can intensify relationships Seeing
the reaction of a person's face when you give a
gift is emotionally rewarding. This intensifies hu-
man relationships as we share and express our
selves more to those around us.
3. Giving helps express our inner thoughts -
giving conveys and displays feelings and more
particularly to those who aren't comfortable with
the outward expression of emotions. Giving is a
chance to convey a wide array of feelings, for in-
stance gratitude, appreciations and thanks.
4. Giving creates memories by means of
giving we come into terms with various ways to
create memories. Our own desires to care, show
interest, share time, loyalty, honesty and by taking
that extra step to do something special for a spe-
cial someone (preparing a special meals, making
poems for our loved ones or making a special gift
as a symbol of love) are just some of the hun-


dreds of ways we can share and create memories
that last for a lifetime.
5. Giving enhances predictability Everybody
is fascinated by their "abilities" to predict things.
With children, in particular, predictability gives
them a sense of security. Through the anticipated
act of gift giving especially during birthdays and
Christmas celebrations, the expectation of appre-
ciation, in addition to acknowledgement of love,
is created by the simple act of giving.
6. Giving is a de-stressor the real meaning of
giving is centered on unselfishness -sharing with
others with no expectations of anything in return.

of ourselves. Giving takes the focus away from
us, creating a more balanced way of handling the
stresses in life.
7. Giving can create small miracles Giving re-
inforces love in everybody's lives. It creates some


sort of "power" which in turn can create miracles
(big or small). Your act of kindness could create a

8. Giving is good for your health Studies
show that giving back to the community is a
sure fire way to raise endorphins. In addition to a
change in mood, some scientists say that endor
phins make our immune system stronger, lower
blood pressure and could even slow down our
body's aging process. The act of giving is an out
ward expression of our love that is rooted deep
within our hearts.
The physical, emotional, and material as-
pects of giving acts as an adhesive which holds
us 1 .,-0 I. i and restores our love for each other,
creates cherished memories that last a lifetime,
strengthens human relationships and develops
psychological health stability and happiness for
ourselves and everyone around us.

Last month, Moore Haven Elementary School
was pleased to invite the Hunt Family Fiddlers to
entertain our students in the High School Audi-
torium.
This musical family includes the father, his
wife, two daughters and five sons. This incredibly
talented group plays guitar, percussion, fiddles,
keyboards, and even danced for our students.
After their spectacular, interactive perfor-
mance, ten selected elementary students re-
mained in the auditorium to talk to the family
members one-on-one to learn what it takes to
succeed in the music business.
It all came together to make for a fantastic day
that our students will be talking about for years to

Christmas, MHES Style
The winter holidays are a special time at MHES,
and we love to celebrate. Our music department
held their annual musical program two weeks
before the Winter Holidays. It all began during
the Open House on Dec. 7, as Ms. Decker's class
entertained us with "Pirates, the Musical."
It continued with a school wide musical pre-
sentation during the day on Dec. 9. Our Elemen-
tary School Band performed for the audience,
and our students sang Christmas tunes for us.
We wrapped up the day with our world famous
Christmas on the Caloosahatchee neighborhood
celebration.
The Christmas lights were out at Tom Perry
Park, and we all had plenty of booths to visit and
people to greet as we enjoyed the season togeth-

that Mrs. Miller has resigned her position as a kin-
dergarten teacher at MHES.
Mrs. Miller has been away from her family for
the past year while working with us, and is anx-
ious to be re-united with them. She is a fantastic
teacher and has been a real asset to our students
and our school, She will be missed. It is our plea-
sure, however, to introduce Ms. DeSimone to you.
Ms. DeSimone visited our kindergarten students

She received her Bachelor's Degree in Spe-
cial Education from Florida Gulf Coast University.
She is very excited, very energetic, very positive,
and Highly Qualified to teach kindergarteners in

that our children are going to continue to receive
a quality education under her tutelage.

Moore Haven High School Wrestlers Earn Medals

Moore Haven Terriers
Aaron Lopez (top left) led the Terrier Wres-
tlers who competed in the 9th Annual Battle for
the Lake Junior Varsity tournament hosted by


Okeechobee HS. Lopez, competing in his first
matches, placed first in the heavyweight division.
He pinned three opponents to earn the first
place medal. The team title was won by Riverdale
HS, which had 31 wrestlers in the event.
Kathleen Barfield placed second in the girls
103-pound wight class. She lost a close match to
the champion from Okeechobee in the finals.
Ty Johnson (bottom right) pinned two of his


opponents and won the 4th place medal at 171
pounds.
Osbaldo Torres (bottom left) pinned an oppo-
nent from Vero Beach to earn the 4th place medal
at 189 pounds.
Tyler Miller (top right) won the 4th place med-
al at heavyweight.
Kyle Hubbard won two matches in the boys
103 pound weight class, losing in the consolation


semi-final, one match short of a medal.
Also competing for the Terriers were Jacob
Heflin, Matthew Walburn, Donald Wilson, Ever
Velasquez, and Jesse Elrod. Jo Platt and Brendi
Freyermuth weighed in for the event, but had no
female opponents.

to leading work on restoration projects, the South
Florida Water Management District (SFWMD)
marked i ..... . f service to 7.5 million Cen-
tral and South Florida residents and significant
progress on environmental restoration and water
resource protection initiatives in 2010.
"Each year brings us new challenges and
yet allows us to highlight significant successes
in our missions to provide flood control, protect
South Florida's water supply and restore the Ev-
erglades," said SFWMD Executive Director Carol
Ann Wehle. "To effectively carry out these critical
responsibilities, we constantly implement ways to
improve our operations, achieve greater efficien-
cies and adhere to good business practices with
the tax dollars entrusted to us." Among the most
significant achievements in 2010 was adoption
of the first-ever Year-Round Landscape Irriga-
tion Rule for South Florida. Designed to reduce
wasteful outdoor irrigation practices, the District
estimates that these measures may reduce overall
potable water demand by 5 to 10 percent. Con-
servation is especially critical for this dry season,
which has already produced the driest October
since recordkeeping began in 1932 and continu-
ing rainfall deficits across the region. Forecasts
call for a continued strong La Nifia, which tends
to create drier than normal conditions.

As part of continuing water quality and eco-
system restoration efforts, the District acquired
26,800 acres of strategically located property for
Everglades restoration with an option to purchase
another 153,000 acres for up to 10 years. The ac-
quisition provides construction opportunities for
environmental and water quality improvements.
The District also led or participated in the en-
gineering, design and/or construction for 92 res-
toration and flood control project components.
This work included expansions of Stormwater
Treatment Areas (STAs) to clean water flow-
ing to the Everglades, groundbreaking on the
C 111 Spreader Canal and Biscayne Bay Coastal
Wetlands projects and the refurbishment or re-
placement of water management structures and
facilities.

Everglades Restoration and

Capital Projects
In addition to construction starts and prog-
ress, other key accomplishments in 2010 were
the signing of Project Partnership Agreements
- which are necessary for projects to move for-
ward with the U.S. Army Corps of Engineers
for several joint efforts. The projects included the
L-31N Seepage Management Pilot to test tech-
nology for preserving clean water in Everglades
National Park. If proven effective, technology de-
veloped during the pilot project will significantly
benefit Everglades restoration and water quality
improvement efforts in the park as well as beyond
its boundaries. An agreement was also signed for
the Indian River Lagoon South project to ad-
vance construction on a host of components criti-
cal to restoring the Indian River Lagoon and the
St. Lucie Estuary.
A third agreement, for the Melaleuca Eradica-
tion/Biological Control projects, supports a sci
ence facility to raise insects for use as biological
controls. These insects will be used to control the
spread of invasive exotic plant species, such as
melaleuca, Lygodium and Brazilian pepper.
The District also treated more than 1.4 million
acre-feet of runoff water in STAs in Water Year
2010 and airlifted and transplanted 1. I ii ,.... to
improve phosphorus-removal performance of
the constructed wetlands. Since 1994, STAs and
agricultural "Best Management Practices" have
together prevented more than 3,500 metric tons
of phosphorus from entering the Everglades.

Operations and Maintenance
While the 2010 storm season was busy, only
one storm impacted the region. The District was
able to successfully manage water flows through
the regional flood control network during a wet
dry season and Tropical Storm Nicole. The District
also completed a major bank stabilization, ero-
sion control and right-of way cleanup project on
the Hillsboro Canal (included 10,000 cubic yards
of material), along with completing 44 water con-
trol structure inspections, blasting and painting 20
structure gates, overhauling 14 hydraulic cylinders
and implementing six bypass pumps.
Continuing its commitment to good steward-
ship of public land, the District treated 38,019 acres
of ., ,-i. I, .. ii, and completed 6,000 acres of
aerial treatment for torpedograss and cattails in
Lake Okeechobee. Staff also completed mapping
of four invasive plant species -Australian pine,
Brazilian pepper, melaleuca and Lygodium -
within the Everglades region (1.8 million acres).
To help protect South Florida wildlife, the District
partnered with the Florida Fish and Wildlife Con-
servation Commission (FWC) in the successful
reintroduction of the red-cockaded woodpecker,
a species of special concern, with the release of
an additional five pairs of juvenile birds from do-


nor sites in north Florida. The birds are known as
a I.. ..... species because their nests attract
other wildlife. The District also launched the Leg-
acy program with local high schools to foster land
stewardship principles and provide environmental
education opportunities on District-owned public
lands. Access to recreational opportunities was
also enhanced. Boaters and outdoor enthusiasts
now have a new public recreation spot for access
to the restored Kissimmee River with the opening
of the Istokpoga Canal Boat Ramp Area.

Regulatory and Public Affairs
Along with work to adopt the Year-Round
Landscape Irrigation Rule, the District strength-
ened the commitment to public access with the
redevelopment of the agency's external website
to improve customer service and the delivery of
public information. Developed over more than a
year, the website features easier navigation, cut
ting-edge multimedia, powerful search tools and
a host of high-tech, user-friendly improvements.
The District also continued to successfully im-
plement all provisions as outlined in the 2009 leg-
islative action delegating the authority to approve
permit applications related to water resources
and the environment to the executive director. An
expanded monthly noticing and meeting process
provides enhanced opportunities for public com-
ment on pending Water Use and Environmental
Resource Permit applications. Meetings are video-
conferenced and webcast to promote wider ac-
cessibility, and special workshops are conducted
for permits of heightened public concern.
Working with local governments, the District
completed all FY10-approved WaterSIP projects,
providing 0.6 MGD of water savings for a $334,000
cost-shared investment. Water quality perform
mance measures, mandated by the Everglades
Forever Act, were achieved for the Everglades
Agricultural Area and C 139 Basins and amend
ments were adopted to refine the Best Manage
ment Practice (BMPs) source control program
for reducing phosphorus from the C-139 Basin.
In other efforts, the District secured $60 million
in state appropriations for environmental restora-
tion, developed and adopted a comprehensive
Strategic Plan for the Big Cypress Basin and suc-
cessfully enrolled more than 26,000 acres of land
in the Fisheating Creek Basin into the U.S. Depart
ment of Agriculture's Wetland Reserve Program.

Agency Management/

Corporate Resources
Efficiency and public accountability are always
at the forefront of District actions and initiatives.
In 2010, the agency identified and implemented
additional measures and improved business
practices, including revamping the budget de-
velopment process with an emphasis on fixed
overhead costs, baseline operations and funding
ongoing costs with recurring revenues.
The use of "green" initiatives continue to re-
flect a multiyear decline in kilowatt and water
usage, reducing the headquarters' annual electric
bill by more than $200,000 and using 1.5 million
fewer gallons of water (30.6 percent reduction).
The District was also recognized by the Gov
ernment Finance Officers Association for excel-
lence in financial reporting and distinguished
budget presentation (18th consecutive year).
In carrying out its emergency management re-
sponsibilities, the Emergency Operations Center
was activated in preparation for Tropical Storm
Nicole utilizing new WebEOC computer informa-
tion management software. In addition, all Dis-
trict structures have been evaluated for security
assessments in accordance with Homeland Secu-
rity guidelines and requirements.

The class consisted of 12 students from Glades
and Hendry County. They are Jack Bayless, Chris
Crum, Heather Martin, Jessie Capuzzi, Paul
Grzenda, Woodie Ingram, Matt Mundy, James
Naso, Charlie Phillips, Mark Steele, Mark Thomas,


and Tim White.
Glades County volunteers from Moore Haven
and Lakeport, along with Hendry County's Joe
Timm, helped set up the drill site, assisted the
new class with their gear, and handled pump-
ing operations. Glades County EMS Lisa Watson
and George Cruz were on scene to take volun-
teers blood pressure before and after entering the
burning building.
None of the instructors receive any pay for
training classes. This is done for the safety of


the Firefighters and to ensure our communities
have the best protection possible. The class is
206 hours of studies and practical applications.
Classes are held two nights a week and all day on
Saturday. The last class in Glades County, Jan.
2010, resulted in 24 out of 27 students passing the
State Certification Examination. More classes are
planned for the future and the classes are free!
Neal Chapman would like to thank the Glades
County Sheriff's Office for allowing their "State of
the Art" training room for Firefighter classes.

Full Agenda Reveals Big Plans for Glades County

Glades County Commissioners tackled a full
agenda that included further delays in collection
of impact fees, a tax break for a marina, and the
Florida Department of Transportation five year
work plan for the County, when they met Tuesday
at the Glades Court House in Moore Haven.

for Glades County state roads. The work plan in-
cludes $2.7 million to resurface 4.3 miles on CR
720 from US 27 east.
The state also will spend $2.8 million to resur-
face sections of US 27 from the Hendry County


line to Old Route 27.
The work plan also includes major road on
State Road 78 east from Moore Haven toward
Okeechobee. In 2013-2014, just over $14 million
could be spent to resurface the road from the
Herbert Hoover Dike to Canal Boat Ramp.
In 2014-2015, another $13.5 million could be
spent to resurface from Canal Boat Ramp to the
Okeechobee County line.
Commissioner Paul Beck said with the pros-
pects of an intermodal logistics center, or inland
port, coming to the Lakeport area, these road
projects are a sign that the State thinks develop-
ment will occur in this area.
The work plan also proposes a bike path on
Harney Pond Road in Lakeport in 2012-2013 at a
price of $401,010.
There are also plans to pave sections of the
Lake Okeechobee Scenic Trail. Nearly $3 million
could be set aside over the next three years to


complete the bike path and trail in Glades Coun-
ty.
Limbaugh also told Commissioners that sev-
eral sections of Highway 80 in Hendry County will
be four laned over the next five years. They also
will do over passes at the intersection of US 27
and State Road 80 at the Glades Hendry County
line.
In other business, the Commission approved
an ad valorem tax exemption of 100 percent for
five years for the River Forest Yachting Center. The
exemption affects a 52,000 square foot building
that is assessed at $1.7 million. The remainder of
the Ortona property will not be tax exempt.
Commissioner Becksaid he felt giving the busi-
ness a tax break would encourage some growth
and improve the tax base. "It shows our interest
in seeing business and development flourish in
Glades County."
Commissioner Donna Storter said she was


not in favor of a 10 year tax exemption and she
voted against the five year exemption. She said
the project had damaged Williams Road and was
not paying impact fees.
Commissioner Butch Jones said he supported
the tax break provided it results in new jobs. He
said he was afraid the project might move to the
coast if Glades County didn't provide some incen-
tive. He said he felt the marina also helped bring
boat traffic in the Inter-coastal waterway through
Moore Haven and helped the economy.
The Board also delayed the implementation of
impact fees for schools, emergency medical ser
vices, parks and roads until 2-12-2013.
They also cancelled the Dec. 27 meeting,
agreed to fill an open position of equipment op-
erator at the Road Department and also approved
an ordinance that bans outdoor burning. The ban
will remain in affect until the dry conditions im-
prove.
