Citrus operations unclear in buyout plan?

Southern Gardens Citrus. "It's like being an
expectant parent when a baby arrives. Things
are not certain."
Southern Gardens, a subsidiary of U.S.
Sugar, will suffer the greatest impact, but Mr.
Chapman is choosing not to see the deal as
a death knell.
At least now, he said, he knows what the
company will look like a year into the future --
something he couldn't say when the original
deal had the district purchasing large swaths
all at once.
Before that, of course, the district's govern-
ing board will consider the revised proposal.
It is expected that the board will make their
decision to revise the plan during a meeting
that will be held later today.


Revised terms
In explaining the need to scale back what
once was a proposal to purchase 180,000
acres of land from U.S. Sugar at once, the wa-
ter management district cited continued eco-
nomic impacts, a decline of $150 million in
revenues since 2008 and recent federal court
orders related to Everglades restoration.
While still working through an eventual
10-year plan to acquire the remainder of the
lands, the district, if the revised proposal is
approved, will take immediate ownership
of just shy of 30,000 acres at a cost of about
$200 million.

If anything, following years of back and
forth discussions about U.S. Sugar potentially
being bought out by the South Florida Water
Management District for restoration efforts,
news that the board was considering moving
ahead with at least the citrus lands in the deal
brought Tris Chapman some comfort.
"There were some questions as to what
might happen," said Mr. Chapman, who is

Glades County emergency units responded
to a strange accident last week that left one
person dead.
According to a report released by the Flor-
ida Highway Patrol, Glades County EMS re-
sponded to the accident last Thursday, Aug. 5.
It happened 2.5 miles south of South Access
Road on S.R. 78.
When they arrived, units found a small
1985 Pontiac 1000, a two-door hatchback-style
vehicle, overturned on the road.
The driver of the vehicle, whose name is
being withheld pending notification of next of
kin, was a 51-year-old Fort Myers resident.
Cpl. J. Benton in his report wrote that the car
was traveling north on S.R. 78 at approximate-
ly 60 miles per hour when the driver failed to
maintain control of the vehicle and it traveled
across the roadway onto the east shoulder.
Eyewitnesses told investigators that the driv-

Food distribution a success
The food distribution that took place on July 30 at the Glades County Health
Department in Moore Haven had a huge turnout and all food from the Harry
Chapin Food Bank truck was distributed. It was a collaborative effort with
several agencies to provide food assistance as well as a site for referrals
if there were any needs. The United Way was on hand to assist client with
agency information. The Hendry/Glades Health Department provided health
screenings, Lucy's Angels were there to give information about their pro-
gram for mammograms and the Salvation Army of LaBelle assisted with the
food distribution and provided counseling or prayer for anyone who came.
The need was seen and this may be the beginning of good things to come. A
grand total of 632 people or 165 families were served by this event.

Glades at a Glance


Gun Club shooting event
The Glades County Gun Club will hold
an open range shooting event on Saturday,
Aug. 14, 2010. The Range is located at the
Glades County Sheriff's
Gun Range at Gun Club Rd. on S.R. 78
4.2 miles northeast of U.S. 27. Glades resi-
dents are welcome at no charge. Insurance
requires all guests to register, attend a short
range safety briefing and sign a waiver. Eye
and ear protection is mandatory and will be
available by the club.
The gate will open at 8 a.m., registration
from 8:15 a.m. 8:45 a.m. and briefing at
8:45 a.m. Shooting to begin after briefing till
about 11 a.m.
Guests may be accompanied to the firing
line and supervised by a club member for
safety concerns. Black Power guns are wel-
come.
The first half of the event is for handguns,
the second half for rifles. For further infor-

Ortona political rally
Hugo Geistman, president of Ortona Com-
munity Association, invites the public to meet
the local candidates at a political rally Thurs-
day, Aug. 12, 7 p.m. at the Ortona Library on

Voting in Glades County
Monday, Aug. 9 is the first day of early vot-
ing in the supervisor of elections office at the
Glades County Courthouse. Early voting will
be held Monday through Saturday 8 a.m. un-
til 4 p.m. for two weeks.
Saturday, Aug. 21 is the last day to early
vote. If you need an Absentee Ballot, please
call the office at 946-6005. You may also visit

School supply drive in Moore
Haven
During the month of August, the Frater-
nal Order of Eagles will be having a school
supply drive for the children of Moore Ha-
ven. Donations of all school supplies will be

Lakeport Community Association will
be holding its monthly meetings on the first

School supply drive in

Lakeport
Lakeport Volunteer Fire Dept. Auxiliary is
having a school supply drive for low-income
families in Lakeport.
Donations of all types of school supplies
(e.g. crayons, notebooks, pens, pencils,
backpacks, etc.) will be accepted. There will
be boxes in local businesses available for
donations or donations may be dropped off
at the Lakeport Fire Dept. on Tuesday eve-
nings from 7 to 9 p.m.
They will also be accepting applications
from families that need assistance with school
supplies for the 2010-2011 school year.
The applications will be available to pick
up starting Tuesday, July 20, from 7 to 9 p.m.
All information is kept confidential.
Lakeport proof of residence will be re-
quired. All applications need to be turned in
no later than Aug. 3.
School supplies will be handed out on Aug.
21 at the Lakeport Fire Station.If anybody still

Goodwill to offer entrepreneur program


Program to help potential
small business owner

Owning your own business. The
idea has been the Holy Grail to
many working people.
There are basic skills to be learned and
mastered, basic attitudes and responsibili-
ties to accept, and sacrifices to be made in
order to live that dream. Anybody who
wants to learn more about a new program
to steer would-be entrepreneurs in the right
direction is invited to a special information
meeting Monday, Aug. 16, at the Firehouse
Cultural Center in LaBelle at 5:30 p.m. to
learn about a new program Goodwill has
partnered with the Southwest Florida Com-
munity Foundation, SCORE and ACCION
USA to provide. This course will give people
a peek into what entrepreneurship really
takes.
First and foremost, Goodwill Industries
is known for offering services to folks with
disabilities. SWFL MicroEnterprise stretches
that mission to include people who might
not otherwise fit the traditional sense of
that description. The program is targeting
the unemployed, underemployed and those
with no credit. Even a criminal history will
not disqualify you for this opportunity. A
"micro-enterprise" is a business with up to
five employees.
Director of MicroEnterprise Elliott Ritten-
house said this program is different from all
others. It will accept aspiring entrepreneurs,
but also those who may have already started
a new business and recognize they need
more management skills.
If you already have a small business, you


must demonstrate your commitment to that
business show what you have done, and
have equity in your business.
The MicroEnterprise program sets out
12 modules in ten weeks and includes fea-
sibility and business plans. After ten weeks,
if the candidate continues to meet expecta-
tions, the next step is to polish up their busi-
ness plan and work on a credit application
to ACCION USA for evaluation. A new busi-
ness may qualify for up to $30,000 in loans.
If your business is already operating and has
done well for at least six months, it could be
eligible for up to $50,000 in loans.
The prospective business owner must
convince the committee that he or she can
implement ideas into a practical business
format your ideas, plan and knowledge
must pass muster with experienced and suc-
cessful business people in order to receive
a loan.
Mr. Rittenhouse said MicroEnterprise con-
tinues to look for partners and/or corporate
donations to fund the program. Eventually,
he hopes it will become self supporting.
The program is funded for a three-year
span initially. During that time Mr. Ritten-
house hopes to have 300 graduates. If all
goes well, the multiplier effect, he said,
could provide some 1,000 more jobs for this
area.
Classes are currently being held at the
SWF Entrepreneur Center in Fort Myers,
3903 MLK Blvd., past the flea market. The
class has 14 students half men, half wom-
en; half minorities. Participants are from 24-
73 years of age. Hendry County will host the
class this fall. Hendry County Economic De-
velopment Council Executive Director Roger
Harrison has become a certified facilitator
for the classes, coaches and mentors are
still needed.
"It's a good program that helps not only


with a business plan but includes the feasi-
bility in our community," Roger said, add-
ing that it's especially important that local
folks don't have to travel to Lee or Collier
counties for this training. In LaBelle, the
program is scheduled to begin Sept. 25. It
will run through November on Thursday
evenings at Edison State College LaBelle
campus. Clewiston classes have yet to be
announced.
"This is not a traditional model. You'll be
learning in a group format. Key to the whole
thing will be the existing business owners
serving as mentors," Roger commented.

Sales tax holiday is around the corner

From 12:01 a.m. Friday, Aug. 13th till
12 a.m. Sunday, Aug. 15, 2010, there
will be a sales tax exemption in ef-
fect. This sales tax exemption will apply to
the purchase of books, clothing and certain
school supplies. However, the exemption
does not apply to books or to any item of
clothing selling for more than $50, or to any


school supply item selling for more than
$10. Some examples of what the sales tax
exemption applies to are:
*"Book" means a set of printed sheets
bound together and published in a volume.
The term "book" does not include newspa-
pers, magazines, other periodicals, or audio
books.
"Clothing" means any article of wear-
ing apparel, including all footwear (except


skis, swim fins, roller blades, and skates) in-
tended to be worn on or about the human
body. However, "clothing" does not include
watches, watchbands, jewelry, umbrel-
las, handkerchiefs, or sporting equipment.
*School supplies: pens, pencils, erasers,
crayons, notebooks, notebook filler paper,
legal pads, binders, lunch boxes, construc-
tion paper, markers, folders, poster board,
composition books, poster paper, scissors,


cellophane tape, glue, paste, rulers, com-
puter disks, protractors, compasses, and
calculators.
So, do take advantage of this tax holiday
by buying all that you need for your children
for the upcoming school year. Don't forget
to splurge a little for yourself as well.

'River of Grass' Land Acquisition sees a third revision


Acquisition is "huge leap
forward" for Everglades
There is widespread agreement in the
scientific community that Everglades resto-
ration is virtually impossible without strate-
gic land acquisitions within the Everglades
Agricultural Area (EAA).
Throughout the River of Grass planning
process, all concerned stakeholders -- in-
cluding Florida Crystals and the Sierra Club
-- recognized the need to utilize EAA prop-
erty including sugar cane land to save the
Everglades and the water supply of nearly 7
million Floridians.
The revised terms of the land-purchase


contract allow the state to focus on cleaning
up the sugar industry's pollution outflows
into the Everglades watershed.
While we stress a greater burden should
be placed on sugar growers to pay for the
cleanup effort, this land acquisition is a huge
leap forward in addressing the water quality
problems that plague the Everglades.
There remains a critical need to acquire
additional land for wet-season water storage
to ensure that both the Everglades and our
drinking water supply can be sustained dur-
ing extended dry periods.
This agreement preserves the state's fu-
ture option to purchase these needed tracts
of land.
It is the Everglades Foundation's hope


that the federal government will also play an
enhanced role in partnering with the state of
Florida to ensure these lands are acquired
and restoration projects are constructed.
The revised contract provides immediate
solutions to improve water quality although
it postpones remedies that are desperately
needed to protect the coastal estuaries and
restore the Everglades over the long term.
We recognize the challenging position
that confronts the water management dis-
trict in financing a more ambitious land ac-
quisition during a prolonged recession.
At the same time, the state cannot afford
to indefinitely delay efforts to save the Ever-
glades and our water supply.
Next week, the SFWMD Governing Board


should adopt this revised contract with the
understanding that, as the state's fiscal con-
dition improves, much more work needs to
be done to save the Everglades and protect
our water supply.
We have demanded that BP be held re-
sponsible for cleaning up the mess the com-

during Desert Storm, Commander-43rd
MASH in the Republic of Korea, Aviation
and Operational Medicine in the United
States Army, and a Flight Surgeon for The
United States Air Force.

The U.S. Army Corps of Engineers modi-
fied water releases from Lake Okeechobee
at 7:00 am this morning, August 6. With
Lake Okeechobee at 13.72 feet (NGVD) to-
day, the 2008 Lake Okeechobee Regulation
Schedule (2008 LORS) prescribes "base
flows" to the estuaries.
The new target release to the east is 200
cubic feet per second (cfs) measured at the
St. Lucie Lock and Dam (S-80). To the west,
the target flow is 450 cfs measured at the
WP Franklin Lock and Dam (S-79) on the
Caloosahatchee River.
"We're very fortunate that weather condi-
tions have allowed Lake Okeechobee water
levels to go down," said Lt. Col. Michael Ki-
nard, deputy district engineer for South Flor-
ida. "This means we're able to make these
lower volume releases, but we also need
to remain vigilant. While we have capacity
in the lake for a moderate storm event, we
don't yet have capacity for an extreme rain
event."
On the July 23 start of the previous re-
lease cycle, the lake was at 14.10 ft. Release
targets rates were 730 cfs and 2,000 cfs to
the east and west, respectively.
"We're glad we succeeded in drawing
down the lake to today's level, but a contin-
ued downward trend that increases storage
capacity is still our goal. We're modifying the

Betty Lou Williams
CLEWISTON Betty Lou Williams, of Clewis-
ton, passed away at J.F.K. Medical Center on
Aug. 3, 2010, after a brief serious illness.
Mrs. Williams was born on Jan. 25, 1942, in
Miami, Fla., the daughter of Debbs E. and Muriel
E. Walker Collier. She was married to George C.
Williams. She was a loving wife, mother, sister
and grandmother. She left behind a legacy of
wonderful memories her family and friends can
cherish.
She is survived by her sons, George Charles
Williams Jr., and Darrell Leon Williams; daugh-
ter, Linda Williams; and her grandchildren, Dar-
rell L. Williams Jr., George C. Williams III,
Ashton N. Williams, Zachary L. Williams; and
her sister, Sharon of North Carolina.
Mrs. Williams moved to the Clewiston area in
1988. She loved animals, working in the yard
and creating arts and crafts. She encouraged
and never gave up on those she believed in and
was always there to lend a helping hand.
She was preceded in death by her husband of
45 years, George C. Williams, on June 5, 2010.
We can all feel comfort in the knowledge that

As always, system conditions will be
closely monitored. These releases will be
maintained until a new recommendation is
made based on changed conditions.

Prayers

Saint Martin's Church
People wonder about the answering of
prayers. There is a promise that comes at the end
of the earthly life of Jesus; "And I will do what-
ever you ask in my name, so that the Son of Man
may bring glory to the Father. You may ask me for
anything in my name, and I will do it (John 14; 13-
14)." I heard a TV commercial looking to solicit
people to sign up for services, to get what they
could, and followed by "seek and you will find
(Matthew 7:7)." It was almost as if, almost as if
God was out there waiting to give us whatever we
wanted; a kind of "Celestial Benefactor."
No wonder they don't get far. There was a
guy who had an abusive relationship and when
his beloved took off, he told his friends that he
will ask his minister to pray for the return of his
lost "possession" and everything would be all
right again. Not so! There, in the midst of Jesus'
promise, are a few key words that make all of the
difference.
'l ii. , .... *iask....in my name...! In other
words, what we pray for has to be what God
wants for us and for others. It has to be consis-
tent with God's intentions and purposes. When
someone asked for the return of an abused love
object; a 1.. i. "i i. ,,_.i ii ,e been "Help me
clean up my act and prepare a place worthy of
the return of a beloved one"- and then, "May my
beloved return.. if that accords with your will, 0
Lord." Then, I see a good shot of those prayers
being answered.
We forget that the prayer our Lord gave us
includes "....thy will be done..." and not "my
will." I have to recall that we all have much to
learn about the will of God for us. When I read
about depressing things in the newspapers or see
them on TV I can only pray that whatever hap-
pens will be best for all concern; that's God's will
and not necessarily what would be comfortable
for others or myself. So many prayers are ended
"....through Jesus Christ Our Lord, Amen" and I
understand that to mean "...if this is according to
your will, 0 Lord, (i.e. through you)."
I believe that's why the Lord's Prayer doesn't
end that way- it is from the Lord Himself and
therefore is in accordance with His will for us. Our
prayers need that reminder that they will always
be answered, as God has promised, when they
are in accordance with the will of our Creator-
Redeemer-Sustainer. In the meantime, we have
to keep at it and in faith bring the things on our
hearts to God; who is always more ready to hear
than we are to pray. Formal or informal, written


or spontaneous, for ourselves or for others; they
take so many forms and all are heard. And by the
way, remind me to give thanks once and awhile
for the ones that were answered too!

Leap of Faith

The African impala is an antelope with an
amazing ability to leap tall obstacles in a single
bound. They can jump to a height of over 10 feet,
and one leap can cover a distance greater than
30 feet. Even with these great leaping capabilities,
impalas can be kept in an enclosure in any zoo
with a 3-foot high wall. How? Impalas will not
jump if they can't see where their feet will fall.
Don't jump if you can't see where your feet
will fall. There's wisdom in that, yet in the book of
Hebrews we are told "faith is being sure of what
we hope for and certain of what we do not see."
In other words, living in faith sometimes involves
leaping without being able to see where our feet
will fall. There's a story of a little boy on the sec
ond floor of a burning building. "Jump!" his fa-
ther calls out to him. "I'll catch you."
The boy cries out, "But, Dad, I can't see you."
His father responds, "Yes, but I can see you."
"Faith is being sure of what we hope for and
certain of what we do not see." Faith is jumping
even when you can't see the Father's arms ready
to catch you below.
The world sorely needs people of such faith
today. We've got a world barren of prophets and
full of politicians without convictions. We need
people of integrity, people of courage, and people
of candor who will do the right thing, not the ex-
pedient thing.
Churches as organized institutions and many
of us as Christians have become too comfortable,
too at home with the standards and values of the
world.
Our silence in the face of such signs of the
times suggests that moral failure is really no more
serious than rolling through a stop sign at a de-
serted intersection.
Let me state that ignoring the approach of a
hurricane doesn't offer any protection from its
winds. You will fly just as high into the air with
your eyes closed as with them open. Every gen-
eration needs leaders who can understand the
times and know what to do in light of them. We
need to pray: "Lord, help us to understand what's
happening, and to know what to do."
This is not a matter of simply understanding
the Bible, as crucial as that is. Rather, it's know-
ing how to apply the truths of God's Word to the
issues of our day. Where is the culture going?
Why do people think the way they do? What are
the real needs of people, contrasted to their felt

needs? How can we be effective with the Gospel
by correctly perceiving the uniqueness of our
times?
The Word of God has always been the answer
to every culture and to each generation. How can
we apply the truth of Scripture in a meaningful
way to our generation?

Church Seeking?

First Christian Church
There are a multitude of churches in most
towns. There are large facilities and small facili-
ties. Many people when they are looking for a
church make a choice on that which is superfi-
cial. In looking for a church the first consideration
is what type of facilities and programs are avail-
able. For example, is the building comfortable.
What sort of seating is provided, or how is the
temperature regulated? Is the parking conve-
nient? Is there a commodious nursery? Is a day-
care facility available? Are there recreational and
social activities for the members? Do you have a
"bail-out" program in case I get behind on my car
or house payments.
Notice that all of these questions are ground-
ed in physical/material interests. Others move in
a slightly different direction. They want to know:
Do you have a good music program? Is there, per-
haps, a chorus or "praise" team? Is your church a
democracy where everyone has the right to help


make church decisions, etc.? Questions of this na-
ture, though sincere, indicate the need for a more
mature level of knowledge.
More crucial are the following considerations:
What does the church stand for? Does it hold the
conviction that the Bible is the inerrant, inspired
word of God? Does the leadership believe in the
uniqueness of the New Testament church pattern
and strive to lead the congregation in the direction
of faithfulness, as opposed to a loose philosophy
which alleges that most all "Christian" churches
are okay and doctrine really doesn't matter?
Does the church have an "open-door" policy
where folks can simply float in or out at their con
venience, with no accountability to the leader
ship? Such is not a responsible way to conduct
the Lord's business.
Does sound doctrine emanate from the pul-
pit- teaching that enriches the soul and inoculates
against worldliness and false doctrine? Or do we
prefer to be left alone to craft religious procedure
according to our personal tastes? Do we want
healthy teaching that reproves, exhorts, and,
when needed, rebukes? Or would we rather have
that mushy "feel -* .... psycho-babble?
Are we interested in restoring the original
church in the Plan of Salvation, Worship, Name,
Church Government, Christian Conduct and Se-
curity? Many need to look into the mirror of divine
truth (James 1:23-24), and ask themselves the
question: "What Am I Looking For In A Church?
Jesus said, "And you shall know the truth and the
truth shall set you free!"

A comprehensive plan will
be enacted over the next
year

Glades County Health Department
In Glades County our schools all have to-
bacco-free policies; however, these policies
are not comprehensive.
Over the next year the Glades County To-
bacco-Free Partnership will be working with
teachers, students, and school board mem-
bers to create a 100 percent comprehensive
K-12 Tobacco Free Policy for all the schools
in Glades County.
This policy is being pursued because
there currently is not a statewide school pol-
icy or model that is being followed. There
are many reasons why this is an important
endeavor.
Here are some of those reasons: Almost
90 percent of all smokers begin before 18
years old. Florida spends over $11 billion
on lost productivity and health care due to
tobacco use. More than 50 percent of a stu-
dent's day is spent at school.
Student attitudes towards tobacco use
are influenced by their peers and educators
at school. The Healthy People 2010 Objec-
tive 27-11 is to increase smoke-free and to-
bacco-free environments in schools, includ-
ing all school facilities, property, vehicles,
and school events, to 100 percent.
Policies that prohibit tobacco use at
schools provide economic and social ben-
efits as well as health benefits, and a com-
prehensive policy de-normalizes behavior
and changes student expectations when it


comes to tobacco use.
The optimal policy that will be pursued
would include a section describing the ratio-
nale for this policy explaining why it is im-
portant and why it is a school priority.
Tobacco would be specifically identified;
and not part of general drug policy. It would
include all school grounds, functions, and
property, and would apply year round. It
would apply to all students, staff and visitors.
It would prohibit tobacco ads on clothing or
accessories, and prohibit tobacco industry
sponsorship, gifts, advertising, grants, schol-
arships, and curricula.
Enforcement of the policy is a key aspect
of this process. An enforcement plan for stu-
dents, staff and visitors would be developed
that encourages cessation of tobacco prod-
ucts.
Supporting cessation services would be
the focus of the enforcement plan in con-
junction with punitive measures. Consis-
tent enforcement encourages tobacco free
norms, and compliance with tobacco free
policies would be monitored and evaluated.
If tobacco free policies are not enforced,
they are not likely to be effective in chang-
ing social norms or to inhibit tobacco use
among youth.
By developing this policy, it is one step to-
wards making the schools of Glades County
even better.
This policy will create the norm in our
schools that tobacco, the number one pre-
ventable cause of death in America, is not
allowed and is not taken lightly.

Fisheating Creek Outpost, in conjunc-
tion with the Florida Fish and Wildlife Con-
servation Commission (FWC) is organizing
a "Call of the Creek" event for Saturday,
Sept. 18, from 9 a.m. to 1 p.m. FWC is or-
ganizing animal calling contests and fishing
contests.
Florida Public Archeology Network and
other organizations will be invited to offer
educational booths. The event is free and
open to the public, although vendors may
charge for food and drinks and there is a
fee for canoe rentals.

Household size and income criteria will be used to determine eligibility. An application
can not be approved unless it contains complete eligibility information. Once approved,
meal benefits are good for an entire year. You need not notify the organization of changes
in income and household size.

Application forms are being sent to all homes with a letter to parents or guardians. To
apply for Free or Reduced-Price Meals, households must complete the application and
return it to the school. Additional copies are available at the principal's office in each
school. The information provided on the application will be used for the purpose of deter-
mining eligibility and may be verified at any time during the school year. Applications may
be submitted at any time during the year.

Households that receive SNAP (Supplemental Nutrition Assistance Program) or TANF
(Temporary Assistance for Needy Families) are required to list on the application only the
child's name, SNAP / TANF case number, and signature of adult household member.

Foster children will receive benefits (i.e., free, reduced-price, or paid) based on the child's
personal income regardless of the income of the household.

Households with children who are considered migrants, homeless, or runaway should
contact the district liaison Jodi Bell at (863) 674 4108.

For the purpose of determining household size, deployed service members are considered
a part of the household. Families should include the names of the deployed service mem-
bers on their application. Report only that portion of the deployed service member's
income made available to them or on their behalf to the family. Additionally, a housing
allowance that is part of the Military Housing Privatization Initiative is not to be included as
income.

All other households must provide the following information listed on the application:

* Total household income listed by gross amount received, type of income (e.g.,
wages, child support, etc.) and how often the income is received by each household
member;
* Names of all household members check the "no income" box if applicable; if
household member is a child, list school name for each;
* Signature of an adult household member certifying the information provided is
correct; and
* Social security number of the adult signing the application or the word "NONE" for
this household member if he or she does not have a social security number.

If a household member becomes unemployed or if the household size changes, the school
should be contacted. Children of parents or guardians who become unemployed should
also contact the school.

Under the provisions of the Free and Reduced-Price meal policy

Keivon Bell to 'race down under' in 2011

to represent Florida in 2011

around, Keivon Bell will repre-
sent the state of Florida on the
Southeast Conference Team in 11th Annual


Down Under Track and Field Competition
that will be held on the Gold Coat of Aus-
tralia. The competition's summer program
will include: football, cheer, basketball,
cross country, track and field and volleyball.
Keivon was offered this opportunity when
recruiters viewed his recruitment page and
his race times.
He was then asked to join up to with the
Southeast Conference Team to contribute
his abilities to the team's success.


"I am very excited about the event and
confident in what I can do when I'm there,"
stated Keivon when asked about the oppor-
tunity to "race down under."
"I am looking for first place finishes in all
my events. I have nothing but gold on my
mind."
In the meantime, he's staying active
by participating in basketball and football
while he waits for the track and field season
to start up. Keivon will be racing in the 200-
meter and 400-meter open.

Glades County Commission meets to discuss plans

Glades County Commissioners agreed to
continue a long relationship with Okeecho-
bee County over Emergency Medical Ser-
vices in Buckhead Ridge when they met for
their regular meeting on Tuesday in Moore
Haven.
EMS Director Bob Jones said Okeecho-
bee County would continue to cover the
area through Indian Prairie Canal.
They have asked for a 100 percent in-
crease. It would be the first increase in about
13 years. The five year contract would have
an annual contract of $40,000.
"It would cover their costs in terms of
the number of calls they are running," he
noted.
The area in north east Glades County off
Rucks Dairy Road was also added to the cov-
erage area. Jones said Okeechobee is also
interested in a fire truck currently owned
by Glades County. The county is expected
to receive two new units and might have a
surplus.
Commission Chairman Russell Echols
said Glades County can't afford to put an
ambulance unit in Buckhead Ridge. He said
Okeechobee offered a fair figure for the ser-
vice.
He suggested a number of options that
include the truck, a combination of cash,
and a number of years. Staff will negotiate a
final agreement.
Waste Management asked that the trans-
fer station in Ortona be transferred to them
by Aug. 31st. The landfill employees are be-
ing paid by Waste Management today but
are still County employees.
Assistant County Manager Larry Hilton
said the landfill employees are not guaran-
teed jobs with Waste Management.
Commissioner Donna Storter said she
heard from County employees that they
were concerned about the short notice,
which included those that are considering
retirement.
She asked for an extension perhaps until
the end of the fiscal year.
"The worst case scenario would be
Waste Management doesn't take any of our
employees. At that time they could apply
for unemployment," Hilton added. There
currently are three County employees em-
ployed at the transfer station.
The Commission agreed to ask for the
transfer on Sept. 30.
There are vacant positions for a firefighter
and an EMT at the Glades County Fire De-
partment. These are the result of recent res-
ignations.
The positions were advertised by the
Commission. A financial statement review
by McGladrey and Pullen found the County
Solid Waste fund continues to operate at a
loss.
The Commission did adopt an increase
in tipping fees to $77 per ton, an increase
of $27 per ton, to help offset the budget
shortfall. The costs to close the landfill are


the main reason for the budget shortfall in
that account.
The review presented by Brett Friedman
did find some problems in the county grant
programs. He explained that county man-
agement has agreed to address these defi-
ciencies.
One was a federal grant where the assets
purchased must be tracked for audit pur-
poses. They also found a lack of evidence of
supervisory review.
"There has to be physical evidence that
the supervisor reviewed the document and
approved it."
He explained federal law requires this
review. This item stemmed from a grant
through the Glades County Sheriffs office.
The Muse Community Association will
hold a political forum on Thursday, August
19th at 7 p.m.
Commissioner Long read a statement
about harassment in the workplace. She
said she received 10 anonymous letters that
included allegations of harassment in the
County government.
She urged employees who have a griev-
ance to follow the rules in the personnel
policy manual. "I would personally attend
a hearing with them. I don't like kangaroo
courts and anonymous things. If there are
issues to be addressed the County will cer-
tainly do that."
Commissioner Paul Beck said a commu-
nity ceremony was held on Tuesday to cel-
ebrate the completion of the Lakeport Com-

the Seminole Tribe of Florida, The State of Florida, and The South Florida
Water Management District", the 2nd Amendment to the 23rd Annual
Work Plan of the Seminole Tribe of Florida has been submitted to the
South Florida Water Management District.
The Seminole Tribe of Florida, 6073 Stirling Road, Hollywood, FL 33024, has
submitted, on August 3, 2010, the 2nd Amendment to the 23rd Annual
Work Plan to include the following projects: Brighton Reservation: Re-
submitted Turtle Farm Shell Pit Project Phase II approval of a mining
project for 14-acres of lime-rock material suitable for use for house pads or
roads. Construction will result in impact of a .48-acre low quality wetland.
Mitigation is proposed and discharge will be contained on-site. Big Cy-
press Reservation (T48S, R35E and T48S, R32-34E): Water Use for
Jody Bert's Home Site construction of a 4" potable well for drinking water
Immokalee Reservation (S11, T47S, R29E): Immokalee Casino Ex-
pansion Minor Drainage Issues minor drainage revisions to address
ponding by the tent structure and front door of the existing casino building.
The Work Plan describes existing and proposed activities on Seminole land.
The Brighton Reservation is located in Glades County, Township 40 South,

A Pre-Bid Conference is scheduled for Friday, August 6, 2010, at 10:00
AM at the Airglades Airport Terminal Building.
Bidders are invited to submit bids for this work on the bid forms provided.
Other bid or proposal forms will not be accepted.
The complete examination and understanding of the Contract Documents
consisting of the project plans and specifications including all addenda or
other revisions, and site of the proposed work is necessary to properly sub
mit a bid. On or after July 30, 2010, Contract Documents consisting of

be available for examination and may be obtained from the office of URS

Successful Bidder will be required to execute and to provide a Payment
Bond and Performance Bond each in an Amount of not less than one hun-

work.

grow citrus trees. The rest is sugarcane land
in Palm Beach County.
These lands have been identified either
for what they can do to address historically
high phosphorus levels (citrus lands), or
because they will benefit Loxahatchee Na-
tional Refuge, the subject of a federal court
order involving the district.
It is the second amendment of its kind
with the original sale and lease agreement
having been for $536 million for 73,000
acres of land.
The district is able to review the plan and
offer amendments thanks to a clause that
affords it the opportunity to back away if it
does not have the financial capacity to move
forward with the deal.

Impact on citrus
Southern Gardens is the largest supplier
and processor of pure Florida orange juice
-- supplying that product to private labels
and major brands. With Southern Gardens
comprised of about 33,000 acres of land, the
deal will cut its production area to less than
half of what it is today.
But while it certainly would lose land it
now dedicates to citrus groves, Mr. Chap-
man explained, the company will continue
operating at the same capacity.


Why?
According to him, the groves on which
the company plants and harvests its own
product accounts for only 20 percent of the
total product the company processes.
Most of the supply that comes through
the company's processing plant is hauled in
from rich citrus areas all over South Florida.
Places like Polk County, other areas in
Hendry County owned by outside vendors,
or even Collier County, will continue bring-
ing their supply to be processed at Southern
Gardens, he said.
"A lot of people save a lot of money by
bringing them here," he said. "We're cer-
tainly never worried about the supply of cit-
rus. Half of your property will be sold. Okay,
well that means another 10 percent of fruit
that we need to buy. It's not, 'what's gonna
happen to Southern Gardens Citrus?'"
In a letter to suppliers and vendors, Rick
Kress, president of Southern Gardens Citrus,
promises the same.
"The Southern Gardens Citrus Processing
facility is not affected as a result of this ini-
tial land purchase agreement or as a result
of this transaction at any time in the future,"
he writes. "Contrary to the false rumors and
speculation ... our business remains a vi-
brant part of this industry."

"We're able to plan and commit," said
Mr. Chapman. "It kind of settles things. We're
looking forward to turning a page here and
getting on with life."
