Governor Charlie Crist pre-

State of Florida soars in national

'Bicycle-Friendly' stat(

State jumps 20 spots to
rank 12th in the nation
Florida jumped 20 places to rank 12th in
the nation among the most bicycle-friendly
states, according to the League of American
Bicyclists.
"Making Florida safer and more acces-
sible for bicyclists is a priority for the Flor-
ida Department of Transportation," said
Stephanie Kopelousos, Florida Department
of Transportation (FDOT) Secretary. "We're
encouraged by the progress we've made
and are committed to making the Sunshine
State a better place to ride your bike."
The Bicycle Friendly States program ranks
states based on a 95-item questionnaire that
evaluates a state's commitment to bicycling

and covers six key areas: legislation, policies
and programs, infrastructure, education and
encouragement, evaluation and planning,
and enforcement.
Florida ranked third in the nation in poli-
cies and programs and in the top 10 for in-
frastructure and evaluation. FDOT worked
carefully with other state agencies and bicy-
cling groups to compile the state's respons-
es. In fact, the department has formed the
Bicycle and Pedestrian Partnership Council
which meets for the first time in late June.
Working with multiple partners, the coun-
cil will make recommendations on design,
planning, safety and other programs involv-
ing bicycle and pedestrian issues throughout
the state.
FDOT's seven districts have pedestrian-
bicycle coordinators who consider the pe-

e rankings
destrian and bicycle aspects of FDOT facili-
ties, projects and programs in their areas.

cycle Friendly State Rankings, please go to

more information about FDOT's bicycling
programs, please go to www.dot.state.fl.us

Salvation Army prepares for hurricane season

Fleet and personnel ready
for deployment if needed on
the eve of the 2010
hurricane season
The Salvation Army is urging families to
get prepared now.
Hurricane forecasters predict that this
year's Atlantic hurricane season will have
significantly more activity than the average
season. Forecasters are estimating 15 named
storms, 8 of which may become hurricanes
with 4 becoming major hurricanes.
The Salvation Army of Florida wants
you to know that we are prepared in case a
storm strikes.
In Florida, The Salvation Army has more
than 40 mobile feeding units (kitchens on
wheels) that are able to deploy within hours

of a disaster. The mobile feeding units are
fully stocked with food and volunteers, ready
to serve survivors and first responders.
Media is invited to tour the Tampa disas-
ter warehouse, 930 E. 139th Ave., where a
full fleet of emergency vehicles are stationed,
readying for deployment if needed.
To schedule a tour of the 50,000 square-
foot warehouse and the fleet (which in-
cludes a field kitchen, satellite communi-
cation trucks, shower trailers and a mobile
incident command post) call Dulcinea Cuel-
lar, director of public relations for The Salva-
tion Army of Florida at 813-376-0836.
The Salvation Army is also joining with
the Federal Emergency Management Agen-
cy (FEMA) and local and state emergency
management agencies, to urge residents
who live in areas susceptible to hurricanes
to prepare now.
"Salvation Army Emergency Disaster Ser-

vices has to be a team effort," said Major C.
Mark Brown, Community Relations & Devel-
opment Secretary.
"We are ready, trained and equipped to
do the most good for any community hit by
devastation. This is not just for hurricanes, as
our units have already been extremely active
this year with tornadoes and floods across
the southeastern United States."
The Salvation Army continues to strength-
en and enhance its own emergency readi-
ness with training for disaster volunteers,
maintaining a fleet of emergency response
vehicles, and pre-positioning of critical sup-
plies, such as clean-up kits, in disaster ware-
houses.
For more information on personal pre-
paredness, The Salvation Army recom-
mends visiting www.greathurricaneblow-
out.org (sponsored by the Federal Alliance
for Safe Homes) or www.hurricanesafety.

org (sponsored by the National Hurricane
Survival Initiative).
The Salvation Army's disaster relief work
began in the United States as the result of
hurricane response.
In 1900, The Salvation Army mobilized
to offer food, water, clothing and other ba-
sic necessities to the survivors of the great
Galveston Hurricane.
Since then, The Salvation Army has be-
come one of the most reliable and active
providers of disaster relief in the country.

Gov. Crist announces free saltwater fishing weekends

Gov. Charlie Crist has announced two
free fishing weekends to help draw visitors
to the beautiful Sunshine State. Both resi-
dents and nonresidents in Florida can fish
for saltwater species around the state with-
out a license during the upcoming Memo-
rial Day weekend, May 29 to May 31, and the
weekend of June 5 and 6, which is the first
weekend after Florida's popular red snapper
season opens in the Gulf on June 1. All other
fishing rules apply.

l R. T L\A r

"Florida is the fishing capital of the
world," Crist declared, "and our beaches are
clean, the fish are biting, and we invite our
friends to enjoy some Florida hospitality."
Chairman Rodney Barreto of the Florida
Fish and Wildlife Conservation Commission
(FWC) applauded the governor's decision.
"Gov. Crist's actions to offer free fishing
this weekend and next will do wonders for
our business communities that have been
suffering cancellations since the oil spill

started," Barreto said. "We aren't experi-
encing any oil impacts here, and the fact re-
mains that Florida is open for business."
The FWC will continue to monitor all
of the potential impacts of the oil spill on
Florida's fish and wildlife and continue to be
involved with many aspects of the oil spill
response, Barreto added. In addition, the
FWC has consulted with key representatives
from several fishing organizations in Florida
who are very concerned about inaccurate

public perceptions regarding the condition
of Florida's fisheries and the state's marine
environment. There has been strong agree-
ment from these stakeholders that the fish-
ing business in Florida is "as usual" and that
fishing remains a safe and viable recreation-
al and commercial activity.
Go to MyFWC.com/Fishing to learn about
fishing regulations in Florida.

Glades County breaks ground on new clinic

INI/Nena Bolan
The construction site for the new health clinic is located on the west end of
Moore Haven on S.R. 78 east.

By Nena Bolan
Glades County Democrat

MOORE HAVEN Glades County recent-
ly broke ground on the new Health Depart-
ment facility, which will replace the out-dat-
ed building that no longer met the minimum
federal requirements. The cost of the project
is $5 million, and it is greatly needed among
the county's rural population. The new facil-
ity will help fulfil the need of public medical
assistance.
The clinic is located near the intersection
of U.S. 27 and S.R. 78 east on the west side of
Moore Haven. The address will be assigned
as 1021 Health Park Drive.
"For years we looked for funding to meet
the health needs of Glades County people
who couldn't speak for themselves," ex-
plained Wendell Taylor, county manager.
Using money acquired from the federal
government, ground breaking got under-
way on property that is owned by the coun-
ty. The new location was chosen because
it was easy to find, and had a sufficient five
and one-fourth acres for the building and ex-
panded parking.
The new facility will be 18,000 square
feet; three times larger than the old facil-
ity. The new clinic will have multiple exam
rooms, dental offices for six dentist chairs,
and various educational classrooms focused
on women's health; or tobacco and drug
awareness. The facility also has an educa-
tional suite for learning.
The new building will be built to meet
certification criteria of Leadership in Energy
and Environmental Design (LEED). Upon
completion, the building will be the first
LEED certified building in Glades County
and among the first in this area.
"Wright Construction, our construction
manager, explained the certification pro-
gram and by looking forward with this plan,
we would realize a significant savings for
support and maintenance over the life of the
building," said Wendell Taylor.
Keith Moyer is the vice president of Wright
Construction.
"Providing Glades County with a new
facility based on a sustainable design will
enhance the working environment for the
employees and the clientele, and reduce the
energy and maintenance costs over the life-
time of the building. We are very excited to

be participating in this much needed facility
for the county," Mr. Moyer said.
With the addition of expanded space and
up-grades to meet new federal requirements
such as privacy rights, Patricia Dobbins, reg-
istered nurse and administrator for the new
facility, is excited about the ability to offer
more services to the community. Target date

Mr. Walter Dietrich of Buckhead Ridge
served with the Merchant Marines, who
transported greatly needed cargo across
dangerous seas in the Atlantic and Pacific
during World War II.
The Pledge of Allegiance was led by Ja-
cob Heflin, school student. Lewellyn Cassel
sang "The Star Spangled Banner", and Bob
Way sang "God Bless America". Reverend
Earl Cline offered the invocation and bene-
diction.
Larry Luckey was the guest speaker dur-
ing the ceremony held under the pavilion.
His father, who recently passed on, had
served in World War II during the invasion
of Europe at Omaha Beach. He commented
his dad never criticized another soldier; he
only praised them.
Mr. Luckey mentioned Memorial Day had
its early beginnings after the Civil War, when
ladies of the South decorated the grave sites
of their fallen soldiers. The women noticed
nearby graves of Union soldiers which were
untended, and they also decorated those.
Many residences and businesses in
Glades County displayed the American Flag
during the three day holiday, and the City of
Moore Haven decorated the highway with
flags.
The county cemetery in Ortona is located
on S.R. 78 west between Moore Haven and
LaBelle.

lenges posed by hurricanes on our county
communities. The conference workshops
provided training for these professionals to
protect the population.
The devastating hurricanes of 1926 and
1928 live on in the memory of local elders
who recall this past to their children and
grandchildren. Economic conditions, caused
by recent storms like Hurricane Wilma, are
with Glades County residents today.
According to authorities at the governor's
conference, experience has shown that the
sooner communities deal with adversity
and begin managing and mitigating these
impacts and consequences, the more like-
ly they are to be successful in returning to
normal life. County and community leaders,
and first responders stay resilient through
their preparedness, good planning, training,
education, prevention, mitigation, effective
public communication and well managed
recovery efforts.
Wendell Taylor has made regional and
state legislators aware of Glades County's
need for an Emergency Operations Center
(EOC) facility. An EOC needs to be a self-
contained site for housing state of the art
technology and communications; and a safe
headquarters for first responders and man-
agers. Now, the second floor of the Glades
County courthouse, built in 1928, serves as
an emergency center in times of crisis or di-

leadership and were proud to tell him this
was his day. Wendell Taylor looked at them
thoughtfully.

Conference, May 23-28, to further their training at workshops and seminars; and to support county manager Wendell

"Love overcomes all," they said.
Love is also a large part of Hope Hospice
which serves people of all ages who face
the end of life. The service also cares for
people in assisted living facilities, and nurs-
ing homes.

Hope Hospice administers to people of
all backgrounds and allows the patient an
alternative to hospitals, and can accommo-
date some patients in their homes. Physical,
spiritual and grief support is offered. Family
and friends are welcome at the facilities. It is
a community based, not for profit program.
Patrons of Cheers and Beers commented
that Debbie and Terry McKinney frequently
find ways to donate to Hope Hospice, and
the annual pig roast has been successful at

raising money and providing entertainment.
They are both glad they started this 14 years
ago.
Members of the Lakeport Garden Club at-
tended the cook-out, and prepared potluck
dishes. They also raise funds and invite the
public to join.
Cheers and Beers is located in Lakeport,
Glades County, off S.R. 78 east. Lakeport is
on the west bank of Lake Okeechobee and

welcomes duck hunters, anglers, hikers,
wildlife photographers, Boy Scouts, motor-
cycle riders, air boaters, quilters, artists, retir-
ees and travelers.
