Checkpoints will be in Gadsden County on the following roads: I-10 Quincy, Midway, Chattahoochee and Greensboro exits, Hwy 90 East and West of Midway to Chattahoochee, Hwy 12 East and West to Greensboro and Havana, Hwy 27 North and South of Havana, Hwy 65 North and South, Hwy 267 North and South, Brickyard Rd., Providence Rd., Lakeview Point Rd., Cook Landing Rd., Flat Creek Rd., Sycamore Rd., Sawdust Rd., Bonnie Hill Rd., Lincoln Drive, Hardaway Hwy, Kemp Rd., Atlanta St., Concord Rd., Rustling Pine and Solomon Dairy Rd., Havana 4th Street and 16th Avenue Times and dates of these checkpoints will vary depending upon weather, manpower and safety conditions. Recognizing the danger presented to the public by defective vehicle equipment, deputies will concentrate their efforts on vehicles being operated with defects such as bad brakes, worn tires and defective lighting equipment. In addition, DUI Enforcement will be directed to drivers who insist on driving impaired. The Gadsden County Sheriff Of ce has found these checkpoints to be an effective means of enforcing the equipment and driver license laws of Florida. From staff reports Rural Summit draws crowdGetting into the gameGadsden grabs more AsQuestions in QuincyThe fourth annual Rural County Summit drew participants from near and far and from a wide range of agencies who were all interested in learning more about emergency management and disaster relief from professionals who have dealt with some of the most harrowing scenarios on recent record. These speakers came from as far away as Colorado and Texas. The opening ceremony July 9 was performed by color guards from the Tallahassee Fire Department and the State Forest Service. Kenneth Tucker from the northern Florida district of the U.S. Attorneys of ce served as an introductory speaker. Medol of Honor recipient Army Staff Sgt. Ty Carter talked to the participants Friday morning, sharing the story of the 12hour re ght in Afghanistan when the Taliban attacked and invaded the outpost where he was stationed, and how he came to grips with the post-traumatic stress he faced after the ghting stopped. I really liked the rsthand comments, narratives from the individuals who experienced different disasters, said Steve Cutshaw, manager of Torreya State Park. You could feel their pain their energy. You think, Wow, Im glad I wasnt put in that situation. After the summit, Cutshaw said that feeling lingered. It always makes you re ect, he said. Some of these things could happen here. Select speakers from these sessions stayed to present truncated versions of their full talks during the all-volunteer sessions July 12. Tanya Holloway, an American Red Cross volunteer, attended the July 12 sessions. Holloway, who traveled from Bay County, helps her organization operate in a six-county region, which includes many rural areas. This year was Holloways rst connection with the Rural County Summit and she reported a rewarding experience. She was particularly pleased with the summits recognition and sensitivity regarding cases of post-traumatic stress. Its not just military thats affected, said Holloway. The Red Cross volunteer said the most useful aspect of the summit for You could say tis past Saturday was something to cheer about. Leroy Smith and Diamonds in the Rough presented the fourth annual Win-Win Football and Cheerleading camp July 12 at the Corry Athletic Field on West King Street in Quincy. Win-Win stands for, Whats important now work is necessary. Professional football players and Florida State University cheerleaders were on the scene to instruct the participants. This is going to be a fun time, said Smith before the event. Afterward, the kids seemed to agree. It was fun and it was a good learning experience, said Madison Melton, 12, from Tallahassee. Other campers were more eager to explain why they liked the game. I like communicating with other people to help make plays, said Alrea Lawson, 11, of Quincy. The camps leader, Smith, is a Shanks graduate and former cornerback for the Chicago Bears and Florida State University. He runs the one-day camp once a year as a way to communicate lessons about personal potential, hard work and resulting rewards. Football and cheerleading, according to Smith, are simply the means he knows best for teaching these concepts. You cant be a football player forever so what kind of person are you going to be internally? asked Smith. The local athlete said he is ghting an entitlement epidemic. Its a continual effort to be a winner, said Smith. You cant just say I am going to be a winner for one day. Smith said he would like to see youth from his hometown looking for ways to work harder and go further rather than ever allowing a government agency to determine their income. Your environment does not limit your potential, said Smith. Lack of work ethic and education will. For children interested in football, the camp The Gadsden County School District earned two unprecedented A grades in this years state rankings. For the rst time ever, Chattahoochee Elementary School, led by Principal Valencia Denson, and Havana Middle School, led by Principal Delshuana Jackson, received the highest letter grade possible. This constitutes a clear improvement for both institutions. In both 2012 and 2013, Havana Middle School earned C grades. Chattahoochee Elementary School earned a D in 2012 and a B in 2013. Weve made As common place now, said Superintendent Reginald James, who cited the districts record when he started a decade ago: ve Fs, four Dsno As, no Bs. This year, the district has earned ve A grades, one B grade, one C grade, three D grades, and one F grade. Grades evaluating the districts two high schools are still pending. According to a press release issued by the administration, this series of grades also marks the tenth consecutive year Gadsden County Elementary Magnet School earned an A grade. George W. Munroe Elementary, St. John Elementary, and shanks Middle School were the D schools. Havana Elementary earned the lone F. Weve still got some things to do, said Superintendent Reginald James. James said the schools An apparent rift in communications between the city of Quincys direction and Commissioner Keith Dowdell evolved into a topic of conversation at the regular July 17 meeting. Dowdell motioned to begin the search for a new full-time city manager. Commissioner Micah Brown seconded this motion, but it failed. Commissioners Andy Gay, Derrick Elias and Daniel McMillan voted against beginning any searching for a new city manager, effectively extending Mike Wades interim status as city manager. Dowdell also inquired about a still-standing request he had issued to Wade for a number of public records. The commissioner said he had been waiting for longer than the designated 30 days. Later in the meeting, the topic was revisited when McMillan asked Wade if he could provide Dowdell with some of the documents before they are all available. Wade said he could. Dowdell also inquired about the change of direction cited in the dismissal of Wades former executive assistant, Cynthia Shingles. He asked Wade who had ordered this change of direction. Several seconds of silence followed; Wade did not answer. Commissioner Derek Elias then interjected, answering for Wade. He told Dowdell his question was not appropriate for the current public forum. Dowdell voiced disagreement regarding the impropriety of his question, but didnt pursue the issue further. Elias said it would be acceptable for Dowdell to state an opinion on the matter. OpinionCoffee, coffee, coffee!I dont know; surprise me, has become my patented response lately whenever my wife, Judy, asks me what avor of coffee I want for breakfast. For a few years I have been losing my sense of taste and smell, that is, until my wife bought me the best gift Ive received in years: a Keurig Kcup, single cup, coffee brewer. Like so many of you, I always looked forward to that rst early morning cup of coffee. After I had begun to lose my taste, coffee didnt taste good any longer. I switched coffee brands several times, but no matter how many times Id add that new brand of coffee to my old Mr. Coffee brewer, the taste just wasnt there anymore. Judy had suggested purchasing one of those new-fangled Keurig coffee brewers for me. I would always answer no adamantly. Why would I want an expensive coffee pot like a Keurig when I drink only a cup in the morning? It would be a waste of money. She would wait another month or two and say, Keurigs are on sale at Kohls. Are you sure you dont want one? I continued to respond negatively to her offer. Shirley and Al have a Keurig and they love it. Why dont you go over and have a cup with them? shed try again to persuade me. I nally did go over to the neighbors house for a cup of one of the light blends of coffee. It tasted quite good. It wasnt over tantalizing, but it did cause me to question my coffee ethics again. Hon, Kohls has the smaller Keurigs on sale for less than a hundred dollars. Ive got enough Kohls cash and 30 percent off and free shipping. Shall we get one? We had a discussion on whether to purchase the smaller version or the model with the larger reservoir. We nally decided it would be silly to purchase the smaller one when we might have company one day and want to brew more than one cup at a time. The larger version has a reservoir and we wouldnt have to keep lling the pot for every cup we brewed with the smaller. To boot, the larger model was cheaper than the smaller one at the time. My friends, drinking that morning cup of coffee is a wonderful experience once again. Judy thinks Im nuts when I continue to make ummm sounds whenever Im indulging myself with coffee. I couldnt believe by the mere purchase of that new coffee urn I once again love drinking coffee, more than ever, in fact. The person who invented that coffee urn has to be a genius. Whats more, I enjoy every cup of coffee Judy chooses. I dont care who manufactures the coffee it all tastes good to me. The last place in the world youd ever nd me would be at a Starbucks. Yet I enjoy all of my coffee nowadays at home. I nally was able to coax Judy into taking all of my little K-cups and putting them into a large box so that we could mix them all up. Then when the next morning arrived and shed ask me what avor I wanted I could answer, Surprise me! Then she or myself would reach into the box, eyes closed, of course, and select that mornings avor then insert the K-cup into the urns receptacle. I know that whenever I reach into the coffee box I close my eyes and wont look at the cup until after Ive brewed the coffee. What fun! Now that my tastebuds seem to be nely honed for Along Twin Ponds Road Along Twin Ponds RoadA pharmacys tax tricks could make you sickOne of Americas best known stores may soon decide that its no longer American. If it does, you will pay the price and feel real sick about it. Walgreens pharmacy is in every way an American company. It was founded in Chicago in 1901 and maintains its headquarters in Illinois. It has 8,200 stores with locations in all 50 states. Walgreens had sales of $72 billion last year -a quarter from U.S. governmentsponsored health programs. Yet Walgreens management is considering a plan to renounce its status as an American corporation. The reason for this unpatriotic maneuver? By moving its of cial corporate address to a foreign country in this case Switzerland, a tax haven it may dodge $4 billion in federal taxes over ve years, according to equities research rm estimates described in a report by Americans for Tax Fairness. The rest of us will be stuck with the tab. You wont have to go to Switzerland to ll a prescription -Walgreens stores will stay right where they are. Walgreens will continue to enjoy all the advantages of operating here from our transportation and communications systems, to our legal system and our welleducated workforce. It will continue to earn billions from sales to millions of American customers like you. But Walgreens will be a Swiss company -on paper. The accounting trick that makes this possible is known as a tax inversion. Its perfectly legal. In an inversion, a large U.S. corporation like Walgreens buys a smaller foreign corporation in this case, pharmaceutical retailer Alliance Boots of Switzerland. The lawyers make it appear that the foreign corporation is the surviving entity, but the American one is really calling the shots. The foreign rm is usually located in a tax haven saving the U.S. corporation millions or billions of dollars in taxes. Little wonder that even a probusiness, conservative like Iowa U.S. senator Chuck Grassley has said of this tax loophole: These expatriations arent illegal. But theyre sure immoral. The $4 billion taxpayers could lose in a Walgreens inversion could pay for a lot of good things: a year-and-a-half of prescriptions for all veterans getting V.A. care, extending Medicaid to 640,000 Americans, or providing health insurance to 3.5 million children. Feeling sick yet? It is particularly infuriating that Walgreens would consider abandoning the United States to dodge taxes because it has been rewarded so handsomely by taxpayers. Federal and state governments are Walgreens best customers a quarter of its sales are from Medicare and Medicaid. Because of another perverse tax loophole, we have spent $11 million subsidizing Walgreens executive bonuses over the past ve years. The state of Illinois has given Walgreens $46 million in tax incentives. With a Swiss address, Walgreens may well be able to cut its state income taxes (due not only Illinois, but all states), as well. Inversion is just one way American corporations systematically avoid paying their fair share of taxes. The corporate tax code is riddled with special breaks that encourage big corporations to hide pro ts and ship jobs offshore. Corporations dodge $90 billion a year in federal taxes by shifting pro ts to subsidiariesoften no more than a post of ce boxin tax havens like Bermuda and the Cayman Islands, a recent investigative report found. As a result, dozens of American corporationsincluding such familiar names as General Electric, Priceline.com and Boeingpaid zero federal income taxes over the past ve years, according to another watchdog report.BY ROBERT DODGE, MDPeaceVoice Polio, once a global scourge, was on the verge of eradication in 2012. Since that time, it has reemerged as a global public health emergency according to the World Health Organization. Why has it now spread from its nal strongholds in Nigeria, Afghanistan and Pakistan to at least 10 countries spanning Asia, Africa and the Middle East? It is not because of changes in the virus or ineffective vaccines. The answer is war, and as we all know, truth is the rst casualty of war. The Taliban claims that immunizations can cause infertility or worse, and violently obstructs the polio vaccinators while vilifying them as part of a U.S. plot. Indeed, in years past, the U.S. CIA did a great disservice when it disguised its of cers as polio vaccine workers in efforts to capture Bin Laden, giving fuel to the Talibans false claims and violence. Efforts to reclaim the momentum in eradicating polio will require a renewed global effort, and ultimately the elimination of war itself. In our ever shrinking world, it is only a matter of time before we see this scenario play out with a resurgence of polio in the U.S. and West as more and more young families avoid vaccinating their children against polio thinking it is a disease of generations past and in some cases a disease they have never heard of. Both war and polio should be eliminated and we can do both. It will take unprecedented collaboration amongst humans across national and cultural lines, and will involve many organizations and associations. There may be no organization in the world better suited to take on some aspects of the challenge than Rotary International, with its longstanding mission of peace and peace building, and a dedicated membership of 1.2 million Rotarians joined together in service work though Rotary clubs in 220 countries of the world including China and Russia In our nuclear-armed, polio-infected world, President Kennedys statement that mankind must put an end to war or war will put an end to mankind remains true today. We must not be nave in this effort. Selfdefense and international peacekeeping will always be needed, but violence is quickly becoming maladaptive. Peacekeeping and preventing war is much harder than ghting war but the outcomes bene t everyone. There will always be con ict it is the tools of resolving con ict without war that must become the cultural norms. These are tools that already exist and that have been used to resolve every con ict that has ever been fought. These include: 1. Diplomacy, 2. Cooperation and collaboration on international programs like polio eradication, 3. Appropriate foreign aid emphasizing the meeting of essential human needs of food, water, shelter, education, health care and a healthy environment and, nally 4. Adherence to international law, not unilateral action. We must abandon unexamined assumptions, e.g., that war will always exist, that we can continue to wage war and survive, and that we are separate and not connected. When we awaken to the reality of interconnectedness we see that polio cannot be eradicated without ending war. As a ground-up organization, Rotary International has had a university-level peace fellows program for more than 10 years pursuing understanding and international peace building. Individual Rotarians joined together to form a growing and active Rotarian Action Group for Peace in 2012. Eliminating nuclear weapons is an important step in this process. Right now I cant take my eyes away from this cross in the window, which is kind of funny because Ive heard lots of people comment, Your church doesnt have a cross. Maybe not a big wooden one like people are used to seeing in a church, but the cross is everywhere inside this place. Im looking at it right now. Its right in front of me, high and lifted up. In some churches, in the great cathedrals, the cross shows Christ, moments after his death, bloodied and bruised, forsaken by God and man, O sacred head now wounded, with grief and shame weighed down, now scornfully surrounded with thorns, Thine only crown, we sometimes sing. We look on these crosses, these crucixes, in sorrow and see our sin, the reason for Christs death. But we see Gods love for us, the love that put him there. In other churches, the crosses in the sanctuary are mostly bare, save for a white or purple drape at times. Sometimes theyre smooth, polished wood, sometimes rough and rustic. We look on these crosses, these empty ones, in joy and wonder and see Gods power. The angel told the women who came to anoint Christs dead body, Dont be afraid. I know youre looking for Jesus, who was cruci ed. Hes not here. He has risen, just as he said (Matthew 28:5-6). The cross on which he died stood empty, and also the tomb where he was buried. At various times in my life I have smugly thought one type of cross was better than the other, but I think I was wrong. The cruci x reminds me that Jesus died. The empty cross reminds me that he now lives. Ive heard it said that the answer to just about anything is Look to the cross. Will I ever nd love? Do I even matter? Look to the cross and see the God who left heaven to come to Earth to take my sin upon himself hanging there, dead and bloodied. Its as the hymn writer penned, What wondrous love is this that caused the Lord of bliss to bear the dreadful curse for my soul? The same goes for needing a place to leave my guilt and shame look to the cross and see forgiveness hanging there. I need strength; I need power. I need a miracle to move this mountain in my way, a weapon to ght this evil thats crushing me. Look to the cross, the empty cross, the one that tells me that if Jesus has conquered death then he can conquer anything thats trying to conquer me. Sometimes I come to church timid, anxious, fearful or lled with doubt. And then, like Im doing right now, I look up. Not that my problems instantly go away, but as I look to the cross Im reminded that because of it, I am never without hope.GRACEContinued from Page A5

A question mark, however, hangs over how the districts progress will be re ected by next years new assessment and scoring system. This is the last year of FCAT, said James. Since well be testing on a different set of standards, its hard for me to predict. Its hard for us to tell you whats going to happen. James explained, however, scores have a tendency to dip the rst year a new test is introducedbut the superintendent said this is no excuse for poor performance, suggesting that next year may even be the rst year the district earns seven A grades. GRADESContinued from Page 1A A break-up led to a mans arrest in connection with allegations of sexual assault, home invasion and battery. By morning on July 13, suspect Gregory Marshall, 49, of Quincy, was arrested on a variety of associated charges. According to a Gadsden County Sheriffs Of ce arrest report, trouble started when Marshalls girlfriend tried to end their relationship at a party on the evening of July 12 or early morning of July 13. Angered, Marshall took the womans purse and cell phone. Marshalls girlfriend reported that he threatened to kill her, saying if he couldnt have her, no one would. Later, around 4 a.m. that morning, Marshalls girlfriend told GCSO she was outside her aunts home, when Marshall started punching her in the face while pushing her behind the house where he forced her to have sex with him. After Marshall left, the woman went into her aunts home and went to sleep. But Marshall wasnt gone for long. According to the GCSO arrest report, he returned shortly after his girlfriend went to bed and broke into the home, possibly by prying open a back door where forced-entry marks were later found by county deputies. Once inside, Marshall allegedly assaulted his girlfriend, choking herand threatening to kill her if she tried to scream. After some time, according to the arrest report, she was able to convince Marshall to leave. When authorities arrived, they were able to photograph injuries on the girlfriends neck and face, both consistent with her story. But they could not locate Marshall. Shortly after the deputies left, however, dispatch received a call from a neighbor who reported Marshall was in the woods not far from the house. According to the arrest report, county deputies then returned to the scene and arrested Marshall. Marshall was initially arrested on outstanding violation of probation warrants. He was later charged with false imprisonment, sexual assault, burglary and larceny. Marvin Corbin from Florida Baptist Convention was another volunteer at the Saturday session. Corbin, along with a handful of other people from his organization attended the summit to learn more about the broad range of disaster relief with which their national organization works. In a separate Times interview, his reaction to the summit echoed Holloways response. Were learning how the other organizations work with the volunteers things that we could do, said Corbin. Maj. Shawn Wood of Gadsden County Sheriffs Of ce, contextualized the volunteer sessions by calling attention to what he sees as general indifference among young people, a lack of investment in community that leads to little sense of duty and few volunteers. Wood said the responsibility to instill this value, however, rests on the shoulders of an older generation a generation that primarily lled the hall at the summit. After the summits conclusion, Wood said he was pleased with how the county worked together to make the event a success. It made Gadsden County look great, statewide, said Wood.
