Acting County Administrator LaWanda Pemberton may soon be able to drop the acting portion of her title, as commissioners hope to approve a contract at their next meeting. Pemberton was unanimously appointed to ll the countys top job at a special Nov. 14 meeting after former administrator Ted Lakey was terminated in a 4-0 vote. While commissioners made it clear that she was not serving in an interim or temporary role, Pemberton said she preferred to keep the word acting in her title until a contract was nalized. At Mondays regular Nov. 19 county commission meeting, County Commission Chairwoman Pam Feagle reminded fellow commissioners to submit any proposed suggestions or changes to the county administrator contract to County Attorney Conrad Bishop. Feagle stated that she planned to meet with Bishop to discuss the proposed contract and then jointly meet with Pemberton to negotiate a nal document that could be presented to the full board at its Dec. 10 meeting. Commissioners have expressed a desire to change some wording in the contract in place for the last three county administrators. One of the rst challenges facing Pemberton in her new role will be lling a number of vacant positions within county government including the assistant county administrator post she most recently held. Pemberton, the countys rst female county administrator, will be tasked with evaluating and lling several top job openings, including the County Veterans Service Ofcer post and Community Services Director position -in addition to hiring someone to carry out her own most recent job description as assistant county administrator. A-1140%One section 129th Year, No. 46 Weather November 23-24, 2018 50Friday/ Saturday www.perrynewspapers.com County-FDOT road swap threatens $1.4 million downtown improvemen t: Canopy project in jeopardy The City of Perry downtown canopy/balcony project more than ve years in the planning and with some $200,000 already spent on engineering plans and legal advertising -is in jeopardy after the county failed to execute its part of an agreement with the Florida Department of Transportation (FDOT) to take over a portion of Jefferson Street. The $1.4 million project called for the installation of freestanding balconies and canopies in front of businesses along a one-block stretch of Jefferson Street, as well as bumpouts at the crosswalks at Main and Green Streets. A portion of the project would be underwritten by a $600,000 Community Development Block Grant (CDBG) awarded to the city; the remaining $800,000 is earmarked to come from the citys capital outlay fund. But, before the project can move forward, the city must rst secure ownership of an 1.665-mile stretch of Jefferson Street (from Hampton Springs Avenue north to the city limits) and the county must agree to take over the portion that runs from the city limits to Wright Road. (In return, FDOT will take over ownership of Wright Road from the county.) City Manager Taylor Brown shared news of the delay with council members last Tuesday and looked to them for guidance on how to proceed. I have done everything I have been asked to do and have gotten everything to the (FDOT) Lake City District 2 headquarters, but I have been unable to get DOT to return my calls or emails. I have also not had any luck with my counterpart at the county (former county administrator Ted Lakey) on nding out if they have done everything they need to regarding the agreement with DOT, Brown said. He said he had spent the previous day at a transportation summit in Lake City and, on his lunch break, drove to FDOT headquarters in a bid to make contact with the individual handling the street transfer. I think I surprised the heck out of him in his cubicle when I found him in the basement of the building. Thats when he told me the county had not ratied their contract and gotten it back Councilwoman Shirlie Hampton said she felt we are paying too high of a price to put canopies downtown. That tidbit, shared by Parkside Caf owner Linda Brannen, plays perfectly into the goal of the Taylor County Historical Societys new Historical Landmark Plaque Program. The program was unveiled Monday when members took a walking tour of the Old Depot and got to see rsthand the new historical marker placed on the building. We hope this program will help tourists and the general public learn about signicant buildings located in the historic downtown district, Coordinator Jon Link said. The program also represents a partnership between the City of Perry and the Historical Society. Working in conjunction with the City of Perrys DREAM (Downtown Revitalization Economic Appearance Motivator) Grant program enables 50 percent of the cost of the plaque to be grant-funded. The building owner will pay the remaining 50 percent. Each plaque will cost $150 ($75 paid by the DREAM Grant and $75 paid by the building owner), Link explained. To be eligible, a location must be located within the recognized limits of the downtown district. Buildings must be at least 70 years old. The custom cast iron plaques will feature the building name and year it was constructed. 112-YEAR-OLD CREDITED FAMILY, GOD FOR AGE Mary Jane Colson said God and a good family were the reasons she had been on this earth for so long. Mrs. Colson, who was born and raised in Taylor County, celebrated her 112th birthday Friday, Nov. 25, 1983, making she the oldest living resident in the area at that time. Mrs. Colson was conned to her easy chair at the time of this interview, and almost totally dependent on her only living child, Bernetha Williams. But, until she suffered her third stroke 13 years prior, she continued to go to church every Sunday, and was the oldest member of Springhill Missionary Baptist Church. Mrs. Colson explained that she still remembered Perry as it was at the turn of the century, and could recall the progress and changes in the county for the past 100 years. She said she remembered when Peacocks General Store was the only business in town, and when Jefferson Street and U.S. 19 were only dirt ruts in the middle of the woods. THE SHELL LADYPeggy Carlton, affectionately known as The Shell Lady by local students, held a demonstration at Perry Primary the week of Nov. 12, 1983, showing off some of the hundreds of shells she and her husband, Ralph, had collected on the beaches in Florida. FORESTRY BREAK-INThe local ofces of the Division of Forestry were burglarized during the night Saturday, Nov. 17, 1983, and about $50 in cash was taken, according to Perry Police Department Ptl. Mike Wood. Forestry employee Deborah Jones reported the break-in shortly before 8 a.m. Saturday. The ofcer said that a lock had been pried off the door on the north side of the building, and the door to the uniform room had been broken open. Other than cash, nothing was found to be missing. Wood noted that a burglar alarm had either failed to activate during the burglary, or had not been heard by ofcers. The main rule was there would be no talking while she was behind the wheel unless you were the driving instructor, who was usually my grandfather, one of my uncles or a way-too-brave friend of hers. And, the driving instructor (God bless his soul) could only utter words of encouragement -even when the frontend of the car was plowing into a ditch. That ditch needs to move, he was allowed to say even as he mashed the imaginary brakes on the front passenger side of the car. When she ran over a boulder in the road, instead of yelling at her, they simply stated, The tires do need realigning. My mother, Lois, never had much of a desire to be a driver. She mostly tried her hand at driving when a friend of hers learned to drive and got a license. She hated being outdone. So, when her best friend Ollie Mae and then my Aunt Helen learned to drive, she was determined for about a week to become a licensed driver. I remember when Ollie Mae got her yard and my mother and Helen would climb in. Lois and Helen would hold down the passenger seats while Ollie Mae chauffeured them around town. Im sure this was what motivated Helen to get behind the wheel. My mother was motivated too. Daddy, give me the keys, she told my grandfather. Im ready to learn how to drive. As soon as my brothers and I heard this statement, we went into hiding. I hid in the closet. Ken hid under the bed. And, my younger brother Tony, too young to know better, hid in the back seat of the car. Ant, Ken and Tony, my mom would yell after we suddenly disappeared. Because I was hiding in the safest place in the house -my grandmothers closet -I would peek out of the closet and ask my grandmother, Do we have to? Not if you know whats good for you, was my grandmothers response. No one, outside of my grandmother, had the nerve to tell my mother that she was not cut out for driving or that her three sons were not obliged to put themselves in harms way by being passengers in a car she was learning to drive. My mother was not pleased with her three sons mutiny, and she made her displeasure known by threatening to disown us. Yall must not be my children, she told us. Because I dont know any children who are scared to ride in a car with their momma. Youre our momma, I replied, But were scared to ride with you because we dont know any mommas who cant drive. Without responding, my mother got in the car, cranked it up and drove into the nearest ditch. My mother never learned to drive, and we never learned to be passengers in the car with her. Join Sheriff Wayne Padgett and his MayPerry gang -which includes Opie look-a-like winner Brody Dean -in celebrating the small town values that make Perry so unique. The night will begin at 5 p.m. with arts and craft vendors lining East Green Street and Santa Claus greeting families in front of the Historical Society Museum. Mrs. Claus will also be there, handing out candy canes to good little boys and girls. Many downtown businesses and restaurants will have special extended hours for the night. For chips and dip lovers, this recipe for Chili Con Grafton: Cheddar Dip, courtesy of the Vermont Cheese Council and Grafton Village Cheese, is the perfect pairing for chips and at breads. It also pairs well with chili and even works as a fondue substitute.Chili Con Grafton: Cheddar Dip2-1/2 lbs Grafton Cheddar, diced or shredded (1 or 2 year aged) 1-1/3 cups milk 1 cup diced onion 1/2 cup diced A naheim chiles 1/2 cup sliced jalapenos 1/2 cup tomatoes, diced 2 teaspoons chopped fresh garlic 1 teaspoon ground cumin 1-1/4 teaspoons freshly ground black pepper Heat the cheese and milk in a double boiler until melted and smooth. Add the remaining ingredients and continue to cook, stirring occasionally, for 20 minutes. Put mixture in a blender and blend until smooth.
