CASTELUCCI Managing Editor Surrounded by sand hills, scrub oaks and pines, the two-acre corner lot was ideal for the secluded getaway the Miami man hoped to build and escape city life. So, in the late 1990s, he began making the long drive from South Florida to Taylor Countys Big Bend as frequently as possible. About 16 years ago, his grandson, Sean Murphy, started joining him on the trips north to build on the property. We would go back and forth from Miami, building a future here. In 2006, I decided to move here, Murphy said. We came up here from the big city to come out to the woods to be alone and enjoy the rest of our lives. The move would prove to be a fateful decision not only for Murphy and his family, but also for the people of Taylor County. On Tuesday, Murphy who is relatively unknown to many in the community was elected to represent District 2 on the Taylor County Board of Commissioners. The race was Murphys second bid for election. He was the runner-up for the seat in 2016, pulling in 719 votes to Frank Russells 1,149. I was not expecting (these) results to be honest with you. I was looking at it as a realist. The probability, the math involvedI was not expecting that rst place, Murphy said one day after the unexpected upset. Murphy, who ran as a Republican, faced four contenders: Michael Newman, a lifelong Salem resident working in the forestry industry, who ran as a Democrat, and four NPA (No Party Afliation) candidates, including incumbent Steven Spradley, Sean Murphy, who grew up in Miami, has lived in Taylor County for the past 12 years. He said tackling the issue of crime in the community paramount.Please see page 2 Pam Feagle Jim MoodyFeagle, Moody win re-electionGeneral Election ResultsTwo seated county commissioners -Dist. 2 representative Jim Moody and Dist. 4 representative Pam Feagle -handily won new terms in Tuesdays General Election. Moody won re-election to a second term in the District 2 county commission seat over challenger Cassie Buckley, according to local election results released Tuesday night. Moody, the self-described working mans candidate, pulled in just over 60% of the vote to outpace Buckley, a home-schooling mother of nine children, by a margin of 743 to 487 (60.4% to 39.6%). Moody easily outdistanced Buckley at Precinct 2 (Big Bend Technical College) by a margin of 450-213 (67.9% to 32.1%), but the race was very tight at Precinct #8, where Moody held a slim 293274 advantage (51.7% to 48.3%). Moody was rst elected to the county commission in 2012 to ll out the remaining two-year term of Mark Wiggins, who stepped down to run for tax collector. Please see page 3Just in time for Veterans Day, the Taylor County Commission has dedicated the Rocky Creek Bridge on Woods Creek Road after World War II veteran Norman H. Holt. Holt served in the U.S. Army from March 11, 1943, until Nov. 28, 1945, assigned to the 27th Armored Infantry Battalion, 9th Armored Division of the U.S. Army. He was a Private 1st Class, and a Rieman 734. Holt sustained a shrapnel injury while in combat and was a prisoner of war from Dec. 22, 1944, to April 17, 1945 in Germany. He was awarded the European-African-Middle Eastern Campaign Medal, the American Campaign Medal, the World War II Victory Medal and a Purple Heart. Commissioner Malcolm Page rst brought the item up for discussion at the countys July 2 meeting, stating he had been approached by Morris Steen, who brought the request to Page on behalf of Holts brother-in-law Bryant Tedder. Page stated that Holt passed away several years ago and his wife passed several years later. He was a good man. A good neighbor and served his country well, Page said. He liked to work. He worked hard for the county. At Mondays county commission meeting, Page requested the resolution naming the bridge over Rocky Creek as the Norman H. Holt Bridge be added to the agenda. After County Attorney Conrad Bishop read the resolution aloud, Page made a motion to approve it, with Commissioner Thomas Demps offering a second. The measure passed unanimously. Its a great honor for me to bring this honor to the boards attention, Page said following the vote. I knew Mr. Norman quite well. Members of Holts family were in attendance and thanked the commission County re-names Rocky Creek Bridge in honor of WWII veteran Norman Holt Please see page 3 Record 65% voter turnoutMore than 65% of Taylor Countys registered voters cast their ballots in Tuesdays general election although more than half of those chose to either vote early or cast a mail ballot instead of voting at the precinct on election day. According to results provided by Taylor County Supervisor of Elections Dana Southerland, 7,985 ballots were cast out of the countys total of 12,142 active registered voters. Of those, 2,151 (27%) voted by mail-in ballots, while an additional 2,280 (28.5%) were early votes. Meanwhile, across Taylor Countys 14 precinct locations, 3,553 ballots (44.5%) were cast on Tuesday. With a 65.8% turnout for the 2018 General Election, Taylor County voters were determined to ensure their voices were heard, Southerland said. Please see page 2The dredging of Keaton Beach canals could begin as soon as the start of the new year, with the dredging of the Steinhatchee public boat ramp basin possibly following later in 2019. This news came after the Taylor County Commission agreed to move up $98,348 in local funding originally scheduled to be allocated during the 2019-20 scal year to the current year in order to conduct the engineering and permitting for both projects simultaneously. MASKED MEN ROBBED 95-YEAR-OLD STORE OWNERThe Big Store in the Bohannon subdivision was robbed by two masked men Saturday, Nov. 5, 1983, and more than $1,000 was stolen from the owners, William and Inez Milton. Deputy Doris Morgan said Milton told ofcers that at about 8:30 p.m. Saturday, two men entered the store near Foley CutOff with what appeared to be pillowcases over their heads. Milton, 95, said that the men had cut eye holes out of the cases, and that neither he nor his wife could see the mens faces. He said that one of the men came directly to him and demanded that he turn over all the money. Milton said that the man was holding an oldfashioned type car crank in his hand at the time and kept repeating his demand for the money. The rst robber took Miltons wallet, which had about $500 in it, and a .22 caliber nine-shot revolver which he had in his pocket, and then knocked him to the oor. Meanwhile, the second man approached Mrs. Milton and demanded the money from the register. She said she tried to pull the pillowcase off the mans head, but he pushed her down. The second man took less than $100 from the cash register, but then took two wallets, containing approximately $600, from her purse. The couple said both men ran from the store. MASONS HONOR TAYLOR COUNTY EDUCATORS The Perry Masonic Lodge No. 123, F. & A.M., honored three long-time Taylor County teachers and administrators Monday, Nov. 7, 1983, for their many years of service to the community and children of Taylor County. Worshipful Master Danny Glover of the Masons presented awards to Perry Elementary School Principal C.T. Burgess; Eustis Gunter, who accepted the award on behalf of Taylor County High School teacher (and his daughter) Glenda Hamby; and A.H. Wentworth, former teacher and school superintendent in Taylor County. At the time, Burgess had been with the local system for 23 years, Wentworth served for 48 years in the local system and Mrs. Hamby had been with the system for 18 years. Mrs. Hamby was unable to attend the ceremony. The Masons made the presentations in conjunction with Public School Education Month, declared by the state Grand Master of the Masons. BOARD APPROVED APARTMENT ZONING CHANGEOn Monday, Nov. 7, 1983, the Perry Zoning and Planning Board gave its ofcial approval of a request by Florida Estates Ltd. for a change in the citys comprehensive land use plan, paving the way for the company to build a 60-unit apartment complex near the Perry Health Facility. At the meeting, local resident Bert Fife appeared as a representative of the company and said that the proposed apartment complex for the elderly would operate hand in glove with the nursing home. Both Florida Estates Ltd. and PHF were owned by the same corporation. The proposed site of the apartments was zoned as moderate density residential in the comprehensive land use plan (CLUP) and as moderate density single family residential under the citys zoning ordinance. In order to build the complex, Florida Estates requested that the CLUP and the zoning be changed to high density residential and multi-family residential, respectively. SCHOOL BURGLARYThe Steinhatchee School was burglarized during the night Wednesday, Nov. 2, 1983, and about $5 in cash was stolen according to the Taylor County Sheriffs Department. Deputy Steve Spradley said that the burglar broke out a window on one of the portable buildings at the school, and climbed through. Spradley said that the culprit apparently cut himself on the broken glass, and that blood was found on the window. Spradley also said that the burglar apparently attempted to stop the bleeding from the cut with a wad of paper towels, which were found bloodied inside the classroom. Nothing was missing except the $5 in cash.DONNELLY CHOSEN AS OUTSTANDING SOPHOMORETaylor County High School student Bob Donnelly was chosen as the Outstanding Sophomore at TCHS by a group of 10 teachers. Donnelly received the recognition and was named the recipient of the Hugh OBrian Youth Foundation Award. He was the son of Tom and Marie Donnelly of Perry. A native of Taylor County, Donnelly was chosen by a committee of 10 teachers who narrowed down the list of applicants to the seven sophomores who got four or more recommendations from their teachers. Donnelly won the award after personal interviews with the committee. BIRTHS Michael Earl Benton Mr. and Mrs. Allan T. Benton of Perry were proud to announce the birth of a son, Michael Earl, born at Tallahassee Memorial Regional Medical Center on Nov. 1, 1983. Michael Earl weighed six pounds, 10.5 ounces and was 20.5 inches in length at birth. The baby was greeted at home by a sister Latrell and a brother Allan. Andrew Warren Chappuis Mr. and Mrs. Wayne Chappuis of Perry were proud to announce the birth of a son, Andrew Warren, on Nov. 4, 1983, at Doctors Memorial Hospital. Andrew Warren was born at 2:05 a.m., weighed seven pounds, 14 ounces and was 19 inches in length at birth. The mother is the former Ellen Ray. WHITE anthonylamarwhite@yahoo.comBaking with Ms. Lucy Kate If you want to give me a token of our friendship, Ill pass on the 30Day friendship cake. Because I wore leg braces like Forrest Gump as a child and couldnt keep up with my cousins, I spent a lot of time in the kitchen with my grandmother. She would sit me up in a chair beside the table, and I would watch as she cooked dinner and baked her favorite cakes. My grandmother was a great cook and baker, who mostly stuck with traditional homemade cakes -chocolate and German chocolate cakes made with real bittersweet chocolate, coconut cakes made coconuts. Sour cream pound cakes. Fruitcakes. Carrot cakes. Jelly cakes. Even after my leg braces were removed and I became the fastest runner in the neighborhood, I stayed on duty as my grandmothers kitchen assistant. By the time I was 12, I could bake all of the cakes my grandmother was known for. But my appetite -more than my love of baking -compelled me to want to learn more. So, I turned to my neighbor, Ms. Lucy Kate. Ms. Lucy Kate, who lived a few houses down the street, was more like family. She was a daily and more than welcome presence at my grandmothers house. When she didnt show up at our house by a certain time, my grandmother would tell us to Go outside and holla for Lucy. Ms. Lucy Kate was a great cook and baker, who loved to try new cake recipes, especially the new popular ones. One day, she dropped by the house with a recipe for a Sock it to Me cake. The next day, I went down the street to Ms. Lucy Kates house, Me cake. Remember, this was long the shelves at local grocery stores. Ms. Lucy Kate helped me make the Hummingbird cake and the rum cake. After learning to bake each of these cakes, I took the recipes home and started baking them myself. The only cake that Ms. Lucy Kate and I learned to bake together that we never tried again was the 30-Day Friendship cake. My grandmother warned us and even told us an easy way to cut the 30 days down to three hours. You can go to the store and buy candied fruit and soak it in a little brandy, she said. But we didnt listen. Instead, we saw baking this cake as a token of our friendship. We started by mixing fruit cocktail, other fruit, juices and sugar in a jug that we sealed tightly. This mixture was supposed to sit for 10 days. But, because we didnt pay attention to the part of the directions that warned us not to seal the lid too tightly, our mixture exploded. Our second attempt at baking our friendship cake went much better. However, on the 30th day, when it came time to strain the fruit and put it in the cake batter, our minds turned to food poisoning. So, instead of folding the fruit into the batter, we tossed the fruit in the garbage, then poured the batter into a pan and baked our cake. We remained the best of friends, but we never made a 30-Day Friendship cake to prove it. Students from Taylor County Schools will join thousands of other youth on athletic elds across the nation Wednesday, Nov. 14, to share their Christian faith with fellow students during the 15th annual national Fellowship of Christian Athletes (FCA, www.fca. org) Fields of Faith event. This rapidly growing, interdenominational outreach event will be held at more than 500 locations throughout the nation. While many Christian rallies are anchored to an entertainer or professional speaker, FCAs Fields of Faith is structured as a student-to-student ministry. Peers invite their own classmates and teammates to meet on their schools athletic eld to hear fellow students share their testimonies, challenge them to read the Bible and to come to faith in Jesus Christ. We look forward to having our students share their favorite Bible verses and testimonies this coming Wednesday at 7 p.m. at Dorsett Stadium. So bundle up and come join us as we celebrate students sharing their faith, said Rick Patrick, Taylor County Fellowship of Christian Athletes area representative. This will be the eighth Fields of Faith event for Taylor County Schools. Last year, approximately 700 students and supporters attended at Dorsett Stadium. Since the beginning of Fields of Faith in 2004, more than a million people have joined the movement. In 2017 alone, more than 198,000 students gathered on 521 elds, where 6,213 made rst-time faith commitments, 5,015 recommitted their lives to Christ, and 6,494 committed to reading their Bible. Fields of Faith began with an idea from Jeff Martin, FCAs executive director of ministry advancement, who longed to help todays generation of students face spiritual battles and temptations. Its amazing that Fields of Faith has grown to welcome nearly 200,000 people to athletic elds where they can pray and worship together, By JESSICA MOORE Special to the Perry News-Herald A chill rested over the group as we clustered together in the early hours of Saturday morning. Steaming mugs of coffee clutched tightly in our hands provided some relief from the chilly air. Slowly, members began to arrive and join in the soft chatter tipped with anticipation. We gathered together for prayer for the group and the people of Sneads. Returning to our cars, we began the journey west into what had been the path of Michael just weeks before. Initially, the drive was pleasant enough; the landscape only occasionally broken by a tree here or there lying on its side. As we neared Exit 158 on I-10, fallen trees became increasingly thick. A recently-erected sign warned that the next two rest areas were closed. Looking across what had been a lush forest, we saw stumps where trees had once proudly stood guard along the Apalachicola River. Having turned toward the town of Sneads, we noted the homes covered in blue tarps, telltale signs of the damage we were sure to nd the further into the city we went. Homes that were once beautiful now stood stark and bare with gaping holes exposing studs and insulation. Approaching the First Baptist Church of Sneads was a task that required us to weave a one-lane road uphill, each side piled high with logs and tree clippings. We werent the rst to arrive, and we hoped we wouldnt be the last. Gathered in the parking lot, we were divided into teams and each given a list of homes where we would be working that day. The pastor of the church thanked us for coming. He recounted stories he had heard from his neighbors of miracles people experienced while Michael was tearing through Florida. If you didnt believe in God before Michael, you did after, he said. The rst residence my team visited was a mobile home, set deep in a forested lot. Downed trees lined the driveway. A large oak had fallen across the front ramp, blocking the homes entrance. We knocked on the door, but no one answered. After some phone calls, we learned the homeowner was an elderly woman who had been evacuated before the storms arrival. We were given the okay to begin clean up. While some of the teams were able to tackle both homes on their list, our team was limited to just the rst home. There was just too much to do to move on. After lunch, a second team joined us, bringing along a second tractor to help. One tree positioned precariously near the back corner of the home stood broken, its boughs hanging down on every side. The decision was made that the tree would need to be removed. After several attempts to down the tree, the second tractor was brought in to give support. The tree was nally felled and cleanup continued. As the sun sank lower in the sky, the decision was made that we were at a good stopping point. With a last look, we saw that we had at least helped. The power poles were now free for the power company to come and restring. The home entrance was clear and ready for the homeowner to return. It will be many months before the town of Sneads will recover. The churches of the Taylor Baptist Association will be making frequent trips to continue cleanup and support for the community as they rebuild. The groups participating in the tree removal in Sneads included: First Baptist Church of Perry, Athena Baptist, Salem Baptist, Crosspoint Baptist, Fellowship Baptist and Southside Baptist. A church out of Alabama also joined us. All together there were 40 volunteers. We had six chainsaw/debris removal teams, comprising approximately 225 volunteer hours. In all, 10 homes were cleared. Additionally, First Baptist pastor Steven Ruff visited homes in the neighborhood offering chaplain support and prayer. Seven chaplain contacts were made. Isaiah 40:1 KJV By SARAH HALL City wide mission celebrates 10 years Frankie Delo EdwardsFrankie Delo Edwards, 48, of Perry, passed away on Friday, Nov. 2, 2018. He was born on Sept. 17, 1970, in Perry. He attended local schools and graduated from Taylor County High School. He enlisted in the United States Army and served his country faithfully. At the time of his death, he was a sergeant at Taylor Correctional Institution (TCI). He is survived by: his spouse, Regina Miller Edwards; parents, Frankie and Emma Edwards; inlaws, Eddie and Nadine Miller; brother, Travis King; and four sisters, Cherina White, Anita King, Drucilla King and Ethel McClain. He is also survived by a host of aunts, uncles, cousins, other relatives and friends. The family will receive friends today (Friday) from 5-7 p.m. at Evans-Walker Funeral Home of Perry. In order to accommodate our friends who either have jobs, or who need to attend treatments during the week, our meeting are held every second and fourth Sunday from 2-3:30 p.m., Founder Dianna Mama Sandonato said. Under the countys Multi-Year Implementation Plan, which was approved by the U.S. Treasury last year, the funding breaks down as follows: Project 1 Keaton Beach: $1,050,355 in RESTORE Act funds and $11,145 in local funds in 2018-20; Project 2 Steinhatchee: $232,752 in RESTORE Act funds and $98,348 in local funds in 2019-2021; Project 3 Dark Island: $881,010 in RESTORE Act funds and $12,790 in local funds in 2023-25; Project 4 Cedar Island: $1,489,019 in RESTORE Act funds and $552,481 local funds in 2030-31; Project 5 Dekle Beach: $373,000 in RESTORE Act funds and no local funds in 2031-33. In total, the projects are expected to cost $4.75 million -with $4,076,136 coming from RESTORE Act funds and $674,764 coming from local taxpayers dollars. At the commissions Oct. 16 meeting, Beaudry said pushing up the countys $98,348 local match to the current year would save both time and money, allowing the Steinhatchee dredging to occur sooner. Did we take out anything as far as you know? Any of the side canals and so forth? My understanding is we did not reduce the number of canals, Beaudry said. There might be a reduction in how far down the canals will be dug because of the budget we have. We had a big conversation about how to build this project to impact the most people with the money we have. So, theyre working hard on that, and thats what the design company will do. There will still be the same number of canals. We were adamant about that. According to Beaudry, the next step would be to work with county staff scope of work, which must also be approved by Treasury prior to issuing. Once we have that approval from Treasury, we will bring it before you, and you can see that scope of work at that time, Beaudry said. Sounds like we have a good plan, Commissioner Malcolm Page said. The discussion then projects and the long wait until there will be enough RESTORE Act funds available to complete them. When asked whether the county could bond against the future revenue stream, Beaudry said treasury has yet to rule for or against such a move, and the county cannot do so with treasurys permission. Commissioner Jim Moody noted that the long waits between projects could impact available spoil sites for the material dredged from the canals.
