Boat parade lights up
Steinhatchee River
Saturday
Residents are invited to
Steinhatchee Saturday, Dec.
22, for a "Light Up the River"
boat parade.
Registration forms
are available at Fiddler's
Restaurant and Roy's, both in
Steinhatchee.
The entry fee is $50 per
boat and cash prizes will
be awarded for the "best
decorated" boats (first place,
$125 and second place,
$75; gift certificates will be
awarded for third and four
places).
Participating boats will'
meet at Marker 38 at 5:30
p.m. and "parade" down the
river to Fiddlers' Restaurant
where prizes will be awarded.
Free hors d'oeuvres and
music will be provided for
captains and crew members.

City announces
holiday schedule
The City of Perry has
announced its holiday
schedule for Christmas and
New Year's.
City offices will be closed
Monday, Dec. 24, and Tuesday,
Dec. 25, in observance of
Christmas.
Everyone will receive
garbage collection service
Wednesday, Dec. 26; regularly
scheduled service will resume
Thursday, Dec. 27, and Friday,
Dec. 28.
For the New Year's holiday,
city offices will be closed
Tuesday, Jan. 1.
Regularly scheduled
collections will be made
Monday, Dec. 31. Tuesday
customers will receive service
on Wednesday, Jan. 2, and
regular collections resume
Thursday, Jan. 3, and Friday,
Jan.4.

Newspaper schedule
revamped for
holidays
When the Christmas
holiday lands on a
Tuesday, this newspaper's
schedule is completely
revamped:
The Taco Times will be
printed on the evening of
Dec. 26, arriving by mail on
Thursday, Dec. 27-one day
later than usual.
The classified deadline for
that edition is Wednesday
morning, Dec. 26, at 10.
The Perry News-Herald
will be printed a day later, too,
and sent out in the mail on
Saturday, Dec. 29.
Classified deadlines for
that edition are Thursday at
5p.m.
Things get back on track
with the Jan. 2, 2013, Taco
Times edition which will
be printed on Tuesday and
distributed through the mail
on Wednesday.
It will feature The Year 2012
In Review. The classified
deadline for that edition is
10 a.m. Monday, Dec. 31.
Our offices will close at
noon today, Dec.21, and open
again Wednesday, Dec. 26.

Woman busted



for surfingn'


A Steinhatchee woman's
holiday may not be so
merry following her arrest
Tuesday for possession
of listed chemicals (used
in the production of
meth amphetamine)--a
practice commonly known
as surfingng"
Phillipa Lynn Neal, 45,
was also charged with
possession of a controlled
substance, a prescription
medicine-not prescribed
to her--that is used for
ADHD.
She is being held on a
$5,000 cash surety bond at
the Taylor County Jail.
Two other individuals

The case began when the
Perry Police Department
received a complaint from
a local pharmacy indicating,
that three people had come
into the store together on
separate occasions and had
purchased, or attempted
to purchase, behind-the-
county medications that


contain ephedrine or
pseudoephedrine.
"Officers arrived in the
area of the pharmacy and
watched the subjects exit the
store and proceed to another
pharmacy, increasing
suspicion," Capt. Jamie
Cruse said.
"The vehicle they
were in was stopped and
the suspicious activity
was questioned. During
the investigation, it
was determined that Neal
was obtaining chemicals
and medications to
produce methamphetamine.
She was placed under
arrest."


County tosses bids


Work on Phase II of the
Steinhatchee public boat
ramp, which is set to include
paving the parking facilities
and constructing a picnic
pavilion, has been delayed
after the bids received
Tuesday evening were well
above the available funding.
The Taylor County
Commission opened bids
from three firms during
their meeting with the
amounts ranging from
$217,000 to $295,000.
The responding firms were
Curt's Construction and
Hauling, Inc., of White
Springs, John C. Hipp
Construction Equipment
Company of Alachua and
R&E Site Development of
Lake Butler.
County Clerk Annie Mae


Murphy said two additional
bids, both from Deerfield
Beach, were rejected when
they arrived after the stated
deadline.
According to county staff,
the available budget for the


project is about $132,000.
Before the bids
were opened, County
Administrator Jack Brown
told commissioners that

Breakfast with Santa has
become a tradition in Taylor
County and more than
500 parents and children
gathered for the annual
event Saturday, Dec. 8, at
the Perry Elks Lodge.
"Christmas is for
children, it's time of wide-
eyed wonder, a magic
holiday, a time when the
community comes together
to build memories that
can't be replaced, where
precious little girls and boys
are dressed as cute as can
be, where candy canes and
pancakes fill tummies with
delight, and sweet little ones
have Santa in their sights,"
Deidra Newman, who co-
chairs the event with her
husband, Randy, said.
"This year was trip #9 for
many families when Santa
made an early visit to spend
a special breakfast with
children in Perry."

what better gift could you
give than the chance for a
bright future?
For 2011 Taylor County
High School (TCHS)
graduate Wesley Brandon,
that opportunity seemed
swept out from under his
feet with the news in August
2011 that his scholarship to
Gardner-Webb University
had been revoked.
But Brandon's story
didn't end there; in fact,
thanks to the help of 1979
TCHS alum Tracy Maxwell,
the football standout signed
a letter of intent Wednesday,
Dec. 19, and begins classes
at Adams State University


in Colorado as a student-
athlete Jan. 14.
Here is how that
incredible journey began:
Although Brandon and
Maxwell have never met,
their lives will forever be
linked.
Many will remember
Maxwell as a stellar football
player during the mid and
late 70s and others may
remember Brandon from his
time on the field in 2010. !
Maxwell went on to serve
his country and retired from
the United States Army in
2001. Since his retirement,
he has worked with youth

More than 500 people gathered in Shady Grove on Saturday, Dec. 1 5, to watch the Christnas
Parade and enjoy activities in the park. The parade had more than 35 entries including, of course,
Santa Claus who appeared first on the horizon with his elves delighting children and adults alike.

'The Hobbit'finally arrives,



or at least a third of it does


Director Peter Jackson's adaptation of
J.R.R. Tolkien's epic trilogy, "The Lord
of the Rings," is the most successful and
beautifully realized fantasy series ever
brought to film. He and his team were
handsomely rewarded at the 2004 Academy
Awards when "The Return of the King" won
in all 11 categories for which it had been
nominated.
Ever since, there has been talk about
going back to translate Tolkein's "The
Hobbit" into film as well. Written before
the trilogy, the story follows Frodo's uncle
Bilbo around 60 years prior to the start of
"The Fellowship of the Ring."
Several studio bankruptcies, a change in
directors and an attempted
union blacklisting later,
Jackson is back, and just to.
prove he sees no problem in .
long runtimes, has created an
adaptation that will span three
films of its own.
With the arrival of the
first film, "An Unexpected
Journey," Jackson reminds us

there are many returning faces that keep the
new movie feeling a part of a greater whole.
Unfortunately, "An Unexpected Journey"
also reminds us of the lack of closure one
gets in seeing the first part of a three-part
story knowing that there are still 18 months
remaining before we set, *he end. While
"The Lord of the Rings" was written as a
three-part story, "The Hobbit" was meant
to be read in one go, so the ending here
feels a bit more jarring than it might have
otherwise. It is always unfair to judge a
"unfinished" film, just like it would be judge
the first half of "Kill Bill" or "Harry Potter
and the Deathly Hallows" without seeing
the entire story, but an incomplete product is
all we have at the moment.
"An Unexpected Journey" does a good job
of setting up the situation and the characters,
but after almost three hours of wandering
and battling, it's hard to feel entirely fulfilled
at an ending that only serves to show that
our heroes still have a ways to go before
reaching their destination.
We won't know until we see Jackson's
completed vision--which will include
"The Desolation of Smaug" in December
2013 and "There and Back Again" in July


2014--if nine hours (a guess on my part
based on Jackson's history) was too much
or just right.
"An Unexpected Journey" begins with an
older Bilbo, as seen in the original trilogy
preparing to write down his experiences for
his nephew Frodo. We quickly realize that
this is the day of Bilbo's birthday party,
the same day which saw Frodo awaiting
the arrival of Gandalf the Wizard (Ian
McKellen reprising his role) at the start of
"The Fellowship of the Ring."
Sixty years earlier, Bilbo (Martin Freeman,
"Sherlock") encounters Gandalf, who
invites him on an adventure. The hoinebody
hobbit is not terribly interested, especially
"after he finds himself host
to a dozen dwarves led
by Thorin Oakenshield
(Richard Armitage, "Captain
America"). The band plans
to travel to The Lonely
Mountain, which was once
their home before it was razed
and stolen by the villainous
dragonSmaug.
They need a burglar and
Gandalf has recommended
B Bilbo, even though he is not
a thief and knows nothing of
adventure. The journey will be
long and dangerous, but if he
survives, Bilbo might learn quite a bit about
the world outside his home...and about
himself.
Although it might seem obvious by the
title, "An Unexpected Journey" spends a lot
more time on Bilbo and his conflicts about
leaving his home for the first time than "The
Lord of the Rings" ever did with Frodo.
This personal conflict helps the film develop
some of its most compelling conflicts, at
least in between the numerous battles with
orcs and goblins and such.
Jackson, who once again co-wrote the
screenplay, pulls from Tolkien's other
Middle Earth works to flesh out details and
events only hinted at in the original novel
and we should expect more of the same in
the second and third films. The only real
issue I have with the story outside the fact
that it's not complete is that "The Hobbit"
is tonally different from "The Lord of the
Rings," and there are moments where there
is a disconnect from scene to scene.
"An Unexpected Journey" is just about
everything we could have asked for from a
Peter Jackson-directed adaptation of "The
Hobbit," except for giving us the entire
story. When the trilogy concludes in 2014,
however, I'm sure we will be able to sit
back and enjoy a wonderful (and complete)
film. Until then, this isn't a bad consolation
prize.
The film is rated PG-13 for extended
sequences of intense fantasy action violence
and frightening images.

Producer, writer, singer
and actress Roslyn D. Evans
has begun production on
her latest project, the new
drama series "Advocate and
Solicitor."
Evans, formerly of Perry,
currently works and lives in
Henry County, Ga.
"Advocate and Solicitor"
is a legal drama television
series about a law firm
headed by a powerful
woman, who, together with
her staff, tries cases from
the Southeast borders to the
international waters.
The firm consists of a
group of women in Atlanta,
Ga. Chrys Moreland has ties
to the international waters
through her longtime friend,
mentor and partner Michael
Perry.
In a blink of an eye the
leading lady finds herself
in the midst of a circle of
greed, deception and a
brutal fight to save both her
firm and her life.
"The show gives its
audience the gritty realism
of life, deception and
perception in a modern day
world,"' Evans said.
She has worked with
some of the biggest names in
the industry including Alfre
Woodard in "American


Violet," Tyler Perry ("House
of Payne"), Charles Dutton
and Greg Alan Williams.
Her screen performances
include "Davis Dilemma,"
"Ten Days Till I Die,"
"Partners" and the TV
pilot "Keeping Company,"
which Evans wrote and
produced.


Evans has a background
in law enforcement, which
she says fuels her ability
to write on topics and
genres in law. She formerly
worked as a federal police
officer for the Department
of Defense as well as for
the Florida Department of
Corrections.

Marshall to sing in the New Year

The week leading up to
Christmas tends to be one of
the busiest of the year, and
this holiday is no different,
with a total of seven movies
opening through Christmas
Day.
Two movies opened early
on Wednesday, including
"The Guilt Trip," starring
Barbara Streisand and Seth
Rogan as mother and son
attempting to reconnect
during a cross-country road
trip. It may seem an odd
casting combination, but
director Anne Fletcher's
resume includes such pretty
successful movies like "The
Proposal" and "27 Dresses."
The movie is rated PG-
13 for language and some
risque material.
Meanwhile, Pixar
continues its series of 3D
re-releases with the classic
"Monsters, Inc." Billy
Crystal and John Goodman
lead a talented voice cast
as two monsters employed
to scare the children of the
world. The only problem?
They're terrified by kids.

worth the premium ticket
price, just about everything


The Bradfordville Blues
Club in Tallahassee will
once again ring in the new
year with the rocking blues
music .of Johnnie Marshall
and his band.
Marshall, who recently
performed at the Southern
Pines Blues & BBQ Festival

in Pixar's collection is
worth another viewing on
the big screen.
The film is rated G.
Waiting for the weekend
is "Jack Reacher," based
on the best selling novel
series by Lee Childs.
Starring Tom Cruise as
Reacher, the film follows
him as he attempts to track
down a killer with military
training. Much has been
made about the somewhat
short-statured Cruise
playing Reacher, a character
known by his fans as tall and
broad. The movie's success
will ultimately come down
to whether fans can accept
a very different version of
their hero.
The film is rated PG-13
for violence, language and
some drug material.
Finally, we have "We
Are 40," director Judd
Apatow's "sort-of" sequel
to "Knocked Up" focusing
on Paul Rudd and Leslie
Mann's characters as they
approach the title milestone.
The trailers look pretty
funny and Apatow fans
should find plenty to enjoy.
The movie is rated R

applicant, the conversion of the
No,3 Recovery Boiler to non-
direct contact operation has
contributed to the problems that
will be corrected by the
Improved air staging in the
furnace.
A new prevention of significant
deterioration (PSD) and a
determination of best available
control technology (BACT) were
not required, The earlier PSD
permit authorizing the conversion
project and other work at the mill
will be extended to provide
sufficient time to complete the
additional work.

subject to review in accordance
with the provisions of Chapter
403, Florida Statutes (ES.) and
Chapters 62-4, 62-210 and 62-212

During periods of use of the
temporary stack pollutant
emissions from the No, 1 and No.
2 Power Boilers shall be
discharged from the No. 3
Recovery Boiler stack. The No. 1
Bark Boiler shall be shutdown
during the periods that the
temporary stack is utilized. The
expected period of use for the
temporary stack will be
approximately two weeks for
Inspection and then several
weeks during repairs on the


COMBO stack system. Air
modeling analysis submitted by
the applicant for this project
indicates that allowed ambient
air concentrations will be met
during the use of the temporary
stack. The Temporary Stack
Project is not intended or
expected to result in an increase
in mill production capacity.

Keaton Beach and when the
bite is on ... it is ON.
Stickbaits, lipped
jerkbaits, unweighted flukes,
Gulp on jigs and live bait
or Gulp under Cajuns have
all taken, trout this past
week. Water temps around
70 degrees have held this
"Bonanza" going now for 4
weeks straight and will slow
somewhat if the water gets
below 60 degrees but man,
it has been FUN! Two to 4
feet of water has been great!
Here is an e-mail from
Mike O'Feild, a friend of
mine up visiting Keaton
Beach from Homosassa
Springs who caught his limit
four days in a row.
,"Went out -Sunday with
Greg Collins in his 16 foot
Sea Ark tunnel drive. Went
in to 1 to 2 feet, mostly 1
or so on the outgoing tide
which bottomed out about
10:30 a.m. We started fishing
at 8:15 or so and the bite was
on. Greg was throwing top
water and getting a hit or
two from shorts or lower end
trout.
I was throwing silver shad
DOA 4-inch on 1/8 oz. green
jig head. Catching -two or


three to one over Greg. I then
switched to a 5.5 DOA nite
glow with split tail. Fished
it on a 3/0 worm hook but
not weedless -- no weight.
Started catching 17 to 20
inch fish immediately plus
one 24 inches and one just
over 20.1 I threw back several
15 and 16 inch fish. Greg
could not stand it, so I gave
him the same rig and he
started into the bigger fish.
We quit at 11:30 with 10 fish
over 17 inches in the box and
the bite still red hot."

William Otis McMullen
Jr., age 40, died Dec. 16,
2012. He was a lifelong
resident of Perry.
Survivors include: two
sisters, Evelyn and Desireaux
McMullen; two brothers,
James and Clint McMullen;
two sons, James and Shane
McMullen; and one daughter,
Katie McMullen.
Graveside services were
held Tuesday, Dec. 18, at
Hurley Hill Cemetery.

Joseph Hiram Millinor Jr.,
83, of Perry, died Tuesday,
Dec. 18, 2012, at Big Bend
Hospice in Tallahassee
following an extended


illness.
Mr. Millinor was born July
11, 1929, in Madison, to the
late Joseph Millinor Sr. and
the former Orena Jackson.
He was a member, of the
Spring Warrior Church of
Christ in Perry.
He was a veteran of the
U.S. Army having served in
the Korean War where he
received the Purple Heart, the
Combat Infantryman Badge
and the Korean Service
Medal with Bronze Star. He
lit the eternal flame at the
courthouse on May 24, 1970.
He is survived by his wife,
Belvajean Bethea Millinor of
Perry; two sons, Calvin E.
Millinor of San Diego, Calif.,
and Joseph R. Millinor of
Jacksonville; one daughter,
Susan M. Lynn, of Perry;
one brother, Robert Millinor
of Perry; one sister, Lucille


Millinor, of Perry; four
grandchildren; three great
grandchildren; and numerous
nieces, nephews, other
relatives and friends.
Mr. Millinor was preceded
in death by a daughter,
Karen L. Millinor. Funeral
services were held at 11 a.m.,
Thursday, Dec. 20, at Spring


Warrior Church of Christ
with Jeff Himmel officiating.
Interment followed in
Spring Warrior Cemetery.
The family received
friends from 5-7 p.m. on
Wednesday, Dec. 19, at
Joe P. Burns Funeral Home
which is in charge of all
arrangements.

from TCHS and signed to
play collegiate football in
North Carolina. Little did
either realize he would
touch the other's life in a
positive way.
"Agony and defeat
overwhelmed my heart
when I was told 'You will
not be able to return.' My
name is Wesley Brandon and
I will be attending Adams
State University. A year ago
I didn't think I would ever
go back to school. In March
2011, I signed a Division
1-AA scholarship with
Gardner-Webb University to
play football. The coaches
suggested that I attend
summer semester classes so
I enrolled. I attended classes
like any other freshman.
However, unknowingly
the NCAA Clearinghouse
was questioning online
classes I had taken during
my freshman year in
high school. The coaches
informed me that it was a
slim chance those classes
-would be accepted. I was
given two options either
leave school and wait or
finish what I had started.
Although I still wasn't
cleared by the NCAA
Clearinghouse, I decided
to complete my classes
and take my exams. At the
completion of the summer
semester, I still was not
cleared by the NCAA
clearinghouse.
"On Aug. 23, 2011, I
moved in with my aunt
awaiting the clearinghouse
decision. Weeks passed
and still I was left with
no answer. After a month
had passed and two weeks
before the start of the fall
semester, I received the
news via phone call. The
coach informed me that I
would not be able to return.
My heart sank and I was
devastated. I appealed their
decision but my attempt
to have those high school
classes accepted failed.
"To make matters worse,
a week later I received a
letter stating that I owed the
school $3,000 for attending
the summer semester.
My scholarship had been
revoked. But continuing
with faith, I refused to give
up. I was 18 years old and
never had worked a day in
my life. I decided to get a
job, worked and saved my
money to pay off the $3,000
bill. In August 2012 I paid
off my bill to Gardner-Webb
University," Brandon said.
"I wanted to find a school
willing to give me an
opportunity. I knew I had
the ability to play so I called
my former high school
defensive coordinator Steve
Price. Coach Price told me
to call a guy named Tracy
Maxwell. I immediately
called Mr. Maxwell and
we talked briefly. He told
me he would get me back
in school. Two weeks


passed and he called me.
Mr. Maxwell told me a few
schools were interested.
Please keep in mind I've
never met this man before.
I really thought he was just
giving me false hopes. He
and I spoke to few Division
1 coaches and they both felt
that a Division 2 program
would be a better fit for me.
"Several days later I
receive a call from Adams
State University Coach
Ted Egger. He told me that
the school wanted to offer
me a full scholarship. I
really wasn't expecting to
even hear the words 'full
scholarship.' I hadn't played
football in two full seasons
but they wanted me. I really
liked what the school had
to offer and I signed my
national letter of intent on
Dec. 19, 2012. This is the
day that will become my
rebirth.
"I will be attending
Adams State University
Jan. 14 as a student-athlete.
I have been truly blessed
with this opportunity and
extremely very fortunate to
have Tracy Maxwell come
into my life. I cannot thank
him enough. I look forward
to meeting this man in
2013 who has given me so
much."
As for Maxwell,
"Although I'm not living in
Perry, I've always wanted
to give back to the young
people of Perry. I've been
blessed through the years
and I want to live a legacy
of selfless service to the
community.
"Mentoring and assisting
young people to get their
lives on track will endure
for generations to come.
"What better gift to give
during the holiday season
than the gift for a bright
future!"
