Commissioners will consider
next week whether or not to
create a new advisory board to
help oversee recreational
activities at the Taylor County
Sports Complex.
Recreation has been an
ongoing subject for the past
several months, with
Commissioner Pam Feagle
pressing for more tournaments
to be held at the facility while
city officials have raised
concerns over possible
reductions to the county's
funding of its programs.
According to County
Administrator Jack Brown, the
Taylor County Recreation
Advisory Board (TCRAB)
would have the responsibility
and authority to develop a
guiding philosophy for the
complex, determine scheduling
priorities for the use of


facilities, advise the county on
all sports complex activities
and develop policies and
procedures relating to
programming and facility use.
Commissioners were first set
to consider the adoption of the
ordinance creating the new
board in November, but it was
continued to December to
allow Brown to meet with the
city over concerns they had
with the proposal.
The public hearing in
December, however, was
delayed again after an issue
was discovered with the
published notice.
Next week's hearing will be
held Monday at 6:10 p.m.
during the board's regular
meeting at the Courthouse
Annex on Green Street.

An Ellaville, Ga., man died
of an apparent heart attack
during a fishing trip on Dec. 29,
2009, out of Dallus Creek. The
victim was identified as Jack
Bailey, 61.
An out-of-state truck driver
was struck and killed Jan. 4
near the loading dock at the
Lance plant in Perry.
A week-long cold snap
continued to impact the area
with highs getting only into the
40s with lows in the upper
teens.
The financial outlook
seemed to be improving for
Doctors' Memorial Hospital.
Interim CFO Bill Brynes told
the county commission that the
facility's cash assets improved
from $48,000 in August of
2008 to $554,000 by November
2009.

hours on Jan. 21.
Heavy fog may have been
partially to blame for a two-
vehicle wreck that left a
Tallahassee man dead. Tommy
James Williams, 46, died after
the wreck at the intersection of
U.S. 19 and Ash St.
The Attorney General's
CyberCrime Unit arrested a
Perry man on charges of
possession of child
pornography. Charged with the
crime was Lavine B. Neal, 31.
Eight local men were
charged in a round-up of local
drug dealers by the Taylor
County Joint Drug Task Force.
After three weeks of
mediation, the City of Perry
and Progress Energy failed to
reach an agreement. At issue
was a ruling by the City's Code
Enforcement Board that
Progress Energy was violating
its franchise agreement by not
operating a local office.
The digital mammography
machine recently purchased by
the county for Doctors'
Memorial Hospital was up and
running. Funds to buy the
$332,000 machine came from
excess sales tax monies.

John Kalisz, 55, was

Sheriffs Capt. Chad Reed.
Taylor County learned that
it was denied a $50 million
federal grant for a 25-mile rail
extension to serve rock mines
in the southwestern portion of

An anonymous tip led to the
arrest of two men in connection
with the armed robbery of The
Dollar Tree store in December.
Charged were Alan Sykes, 19,

Two months after the Taylor

ground March 1 on the Stan
Mayfield Biorefinery Pilot
Plant. The facility, which was
expected to be operational in
2011, would concentrate on the
use of cellulosic biomass to
produce ethanol.
A two-month undercover
operation led to the seizure of a
half pound of marijuana and the
arrest of James Hendry, 48, at
his Johnson Stripling Road
residence.
The county commission
agreed to apply for up to $5
million in state grant money in
an attempt to purchase the
former Ideal Marina in
Steinhatchee.
A Perry man was killed
when the bicycle he was riding
was struck by a car near the
intersection of U.S. 19 and
Church Street. The victim was

Alaska and Canada to attend.

original telegraph system is
housed in the museum along
with railroad artifacts,

Wallace Holmes and his
eight-year-old son, Caleb, were
pictured with a four-foot, nine-
inch rattlesnake they killed at
their residence off Woods
Creek Road. Two months later,
Lisa Kirkland (who works with
the Taylor County Road


Department) killed a five-foot,
three-inch rattlesnake on San
Pedro Road.
Michael Lee Richardson,
35, was being held at the
Madison County Jail on a
$500,000 bond, charged with
attempted murder, sexual
battery, arson and burglary.
Donald "Ray" Curtis III
was one of three new members
appointed to the Suwannee
River Water Management
Board by Gov. Charlie Crist.
The community was shaken
by reports of a murder-suicide
on Woods Creek Road, leaving
three dead. An investigation by
the Florida Department of Law
Enforcement revealed that
Robert Jerry Leavins Sr., 63,
shot his wife, Shirley Foxworth
Leavins, 62, and his son,
Robert Jerry Leavins Jr., before
shooting himself. The younger
Leavins was an award-winning
Special Olympics athlete.
Days later, tribute was paid to
Leavins Jr. during the 2010
Law Enforcement Torch Run.
The county commission
allocated $150,000 for
overflow parking from the
Keaton Beach public boat
ramp, intended to alleviate
congestion.
Randy McDonald was
named "Officer of the Year" by
the Florida Fish and Wildlife
Commission, commended for
his dedicated service, initiative,
work ethic and job
performance.
The Taylor County
Commission received "one of
the cleanest audits in recent
memory." At the conclusion of
its fiscal year, ending Sept. 30,
2009, the county had $24.8
million in fund assets and $3.8

The initial accreditation came

Christopher Douglas
Patrick, 27, a former
corrections officer, was
arrested for allegedly
conspiring to introduce and for
introduction of contraband into
Taylor Correctional Institution.
Both charges are felonies.
With the massive oil spill
reaching beaches in Pensacola
and threatening those further
east, the Taylor County
Commission voted to petition
the state to begin the 2010
scallop season early. In
agreement, Gov. Charlie Crist
announced that the 2010 season
would begin 12 days earlier.
The season was a successful
one with "plentiful scallops of
good size."
Family and friends
gathered to celebrate the life of
the late Dixie County Sheriffs
Office Capt. Chad Reed,
naming the Steinhatchee
Bridge in his honor. Reed's two
sons, Chad Jr. (C.J.) and Caden
unveiled the sign bearing the
bridge's new name for the
officer who was killed in the
line of duty.
Alma Walker, a longtime
volunteer with the American
Red Cross and former "Lady of

for allegedly stealing $13 from

Memorial Hospital.

firefighters spent several hours
battling a house fire on Airport

Erica McElveen, 23, who
was being transported to the
Taylor County Jail, managed to

Correctional Institution (TCI)
Warden Duane Spears, he was
"caught off-guard" by claims
made by City of Perry officials
this week that the facility is
wasting water. The claims of
wasteful practices came up

meeting, during which they
unanimously approved a
"conservation cap" rate
increase for water utility
customers whose average
monthly usage tops five million
gallons.

given to victims of traffic

Isaac Jackson III, 31, pled
no contest to a charge of armed
robbery with a firearm for his

the death of Henry Hughes Jr.,
19, as well as the robbery and

sentence of 25 years (10 years
of confinement and 15 years of

falling to DeFuniak Springs 13-
7 in the first round of the state
playoffs.
The following year, the
Bulldogs also went 9-0 but
failed to advance to the
playoffs because Lake City's
opponents had a better win-loss
record.
But the 2010 squad went
much further. They won the
district championship then
advanced to the Class 2B
regional finals in the second
round of the state playoffs
before falling, by a
touchdown, to Pensacola
Catholic (14-7).
To show how close the
Bulldogs were to the state's
elite, Pensacola Catholic lost to
eventual state champs Trinity
Christian (Ocala) by a mere
touchdown the following week
(21-14).
Taylor County finished the
2010 season with an 11-1
record and fans responded by
packing Dorsett Stadium for
every home game.
Combined with his playoff-
qualifying team in 2009 (7-5),
Boggs is 18-6 over two seasons
at the Bulldog helm.

Progress in several
developments--both with


short-term and long-term
impacts for the county--were
made in 2010.


The year began with a gas
pipeline construction project
that brought an influx of
workers and boom to the local
economy.
Taylor Technical Institute
began talks with North Florida
Community College to
establish a licensed practical
nursing program here. Interest
was high and the waiting list
long.
Officials from the University
of Florida, Buckeye and the
state legislature broke ground
in March on a new biorefinery
pilot plant which would
concentrate on the use of
cellulosic biomass to produce
ethanol.
The county commission
turned its attention to
purchasing a former marina in
Steinhatchee with an eye on
expanding public access to the
Gulf. By year's end, the
purchase was complete and
officials hoped to have the new
public boat ramp open by
summer 2011.
Also in March, noted St.
Petersburg surgeon Dr. J.
Crayton Pruitt hoped that the
third time was the charm when
he submitted his third
development plan for his
property near Dekle Beach. The
plan centered around a
championship golf course. It
would be several months before
he learned that the plan was
approved, clearing the way for
the multi-million project.
The City of Perry was
awarded a $1.6 million federal
grant to construct a pipeline
redirecting the municipality's
wastewater discharge to a green
energy project at Buckeye.
Groundbreaking ceremonies
for the pipeline were held later
in the year and construction
plans are moving ahead.


Travelers along U.S. 19 were
given a new incentive to stop
and stay in Perry with the
opening of a new Holiday Inn
Express.
Summer brought another
step forward for the green
energy research project
undertaken by Buckeye and the
University of Florida with the
planting of 87 acres of
eucalyptus seedlings.
Veterans in the area had
reason to celebrate with the
opening of a new VA clinic here
in August.
Economic development took
centerstage at the first-ever
Economic Development
Summit coordinated by the
Taylor County Development
Authority.
Also taking the reins for
development, the City of Perry
announced a hefty incentive
package in a bid to stimulate
growth in the downtown
business district.
As 2010 comes to a close,
many are looking ahead to a
greener and more prosperous
new year as plans put into
motion today will bear fruit
tomorrow.

had been told by county
officials that they might have to
reduce the amount they give to
the city for recreation, which
raised concerns among council
members.
Currently the amount the
county gives to the city is based
on the percentage of county
residents participating in city
recreation programs.
For the current year, the
county has budgeted $99,000,
down from $157,000 in the
previous year.

One month into the new year,
DMH announced its new
digital mammography
equipment was up and running,
the second of three pieces of
radiological equipment
purchased for the hospital by
the Taylor County
Commission.
By March, Huth's enthusiasm
about DMH's future had not
waned, announcing the facility
had a $400,000 cash reserve.
The hospital had no reserve
during the same month in 2009.
"The hospital is on track,"
Huth said. "We have a lot of
good things in the works."
In April, Huth convinced the
commission to trade in an
upgrade for the magnetic
resonance imaging (MRI)
equipment being installed at
DMH as a down payment on an
ultrasound machine, allowing
the hospital. to conduct
echocardiograms and providing
"much needed services to the

community."
In June, DMH announced it
had finished its fiscal year--
which ended May 31--
$918,000 in the black, a more
than $2 million turnaround
from the previous year.
According to Huth, the
hospital finished with a $1.2
million loss the previous year.
That same month, DMH said
it was considering a proposal to
partner with a Tallahassee
developer to construct a $4
million medical office complex
next to its building. According
to the plan, the complex would
have to be constructed in
phases and eventually include
up to 27,000 square feet of
office space. Although the
proposal did not come to
fruition in 2010, DMH did buy
the former Nature Coast
Regional Surgery Center in
October, moving some of its
existing doctors, along with
two new ones, to the building
through the rest of the year.
DMH purchased the building
and its furnishing along with


three and one-half acres of land
for $1.4 million. Huth said
DMH would assume a
$500,000 line of credit owed by
the Dr. Shugar Trust and pay
the remainder to the trust over a
10-year period. The trust
retained ownership of the
remaining 38 acres of land
around the center.
The building consists of
23,000 square feet with 13,000
of that available for practices,
including 28 exam rooms.
Also in October, DMH
hosted an open house,
welcoming the community to
meet its new physicians as well
as tour the MRI, which had
been installed the previous
month.
The financial news continued
to be bright as well, with Huth
showing that during the first
three months of the new fiscal
year (June through August), the
hospital was reporting a net
gain of $383,000 compared to a
net loss of $373,000 over the
same period in 2009, a swing of
$757,000.

terms as being absent-minded,
forgetful, dementia and the
Monster Alzheimer's. That's no
joke. Now I can not only know
what it means, but I understand
how grateful and how much it
means to be "clothed in your
right mind."
The other part of the prayer
was, "to have a reasonable
portion of health." Many of us
now won't have a problem
praying for that. These last 10
decades have shown us what
diseases, accidents, natural
disasters and such can do to
us--children, youth and adults.
No one is exempt.
So when I pray now--night
and day, short or long--I take
time to include, "Lord, thank
you that I am still clothed in my
right mind and have a
reasonable portion of health.
Not because of my goodness


but because of your love, grace
and mercy. And dear God, for
these gifts, I say, thank you."

True Grit' is the rare remake that

In Hollywood nothing is sacred. Franchises are
[booted at the first sign of box office stumbles.
classic movies are remade, re-imagined, updated,
quel'ed and otherwise replaced all the time.
Even so, Joel and Ethan Coen raised some
eyebrows when it was announced that they would
e remaking the classic Western, "True Grit," the

Really? The Duke? You have to admit, it takes

watched John Wayne's version, and I have to say
y biggest surprise was the amount of humor
fused in both films, which would have otherwise
een somber, vengeance tales.
Story-wise, outside of the last 10 minutes or
, there is little substantially different between
e two. But it is in those final minutes where
e new version loses its hold with a quick
ding that leaves little time for the characters
the audience to digest the story's climax.

conclusion--whicn is not me more typical
Hollywood ending of John Wayne's version--it
comes across as too rushed in the new film.
The Coen brothers' Academy Award-winning
"No Country for Old Men" also had a sudden
ending, but it fit that film's darker and more
brooding tone. Here, it left me a bit unsatisfied,
but in the end, that disappointment pales next to
my appreciation of how good the rest of the film


Portis' book


provides the Coen brothers with
the quirky, highfalutin dialogue
we've come to expect from their
movies, if not from Westerns in
general. It's a bit strange at first,
but the lead actors handle it with
apparent ease, often making
it feel more natural than in the
original.
Bridges had the unenviable
task of stepping into the Duke's
shoes, and although I might
be excommunicated from the
entertainment world by saying
it, it could be argued he plays
Rooster better. Taking nothing
away from the Duke, it's just
that this kind of dialogue is what
brings out the best in Bridges.
He won the Oscar last year for
"Crazy Heart," and it'll be a


surprise if he doesn't get at least a nomination
this year.
It's admittedly strange to see Damon with a
mustache, but aside from that, he gives a strong
performance as the weather-worn ranger. His
banter with Bridges provides much of the movie's
comedy.
The real gem, however, is Steinfeld as Maddie.
The young actress, who was only 13 when the
ao ie as filmed, holds her own .pminst actors,
ho-have been min the busine.s-longei than she's-
been alive. Much more so than the original film,
this is Maddie's movie and Steinfield is able to
keep the character sympathetic and engaging
despite being the too-smart-for-her-own-good
archetype that more often than not gets on one's
nerves. Considering several of the secondary
characters are felled by the script's dialogue
(the only other real complaint I have with the'
movie) it is all the more impressive how well she
does, especially since this is her first big break.
It would be a surprise if Bridges doesn't get the
nomination, but it'd be a crime if she doesn't.
Despite its flawed ending, "True Grit" is a great
movie, a great Western, and rarest of all, a great
remake.
The movie is rated PG-13 for some intense
sequences of western violence including
disturbing images.

open for a Taylor County Counselor.
The essential functions of this job are
to provide crisis intervention,
counseling, and advocacy to victims of
domestic and sexual violence and
significant others. Organize and
facilitate support groups for victims.
Assist victims through the injunction
process and provide court
accompaniment when possible.
Update and maintain accurate records
of clients served and collect statistics
on services provided. Submit monthly
statistics on time. Complete a monthly
report to include all program
information. Provide community
presentations and professional
training's and plan public awareness
events in April and October. Recruit
and coordinate training for volunteers.
Provide supervision and follow-up to
volunteers. Develop and maintain
cooperative relationships with law
enforcement, victim assistance
programs, health care, and social
service providers. Participate in Task
Force meetings. Participate in a
minimum of 24 hours of annual
training. Attend required meetings.
Other duties as assigned. This position
may occasionally be called upon to
work irregular hours, including
occasional weekend work. The Taylor
County Counselor is a member of the
Region 3 Outreach Staff. A Bachelors
degree in human services and 2 years
of relevant experience or significant
work experience. Counseling
experience and familiarity with
domestic and sexual violence issues.
Familiarity with community resources.
Computer literacy with Microsoft
Office. Ability to maintain program and
