Progress Energy Florida
announced Thursday plans to
file a proposal with the Florida
Public Service Commission
(PSC) to decrease 2009
customers' bills by $15.08 per
month per 1,000 kilowatt-
hours (kWhs) for residential
customers starting with the
first.April billing cycle.
If approved" by the PSC,
commercial and industrial
customers will see similar
savings. The 2009 price change
includes a revised fuel forecast
and a deferral of a portion of
this year's nuclear pre-
construction charges for the
Levy nuclear plant.
."In this unprecedented
economic climate, we are
working hard to provide
immediate price relief for our
customers," said Jeff Lyash,
president ,and CEO of Progress.
Energy Florida. "If approved
by the PSC, this proposal will
also give us some additional
time to work with legislators to
find alternative ways to.
encourage nuclear
development, while lessening
the immediate impact on our
customers."
In total, the company is
asking the PSC to reduce the
customer impact in 2009 by
more than $400 million. If
approved by the PSC, this
change would reduce a 1,000-
kWh residential bill from
$137.87 to $122.79. The
reduction includes:

afternoon, Superintendent Paul
Dyal said those negotiations
were'still ongoing and he could
not comment on the
proceedings.
The cuts approved Tuesday
will be effective Feb. 1 through


June 30.
While the school board does
not have the authority to
change Dyal's salary, he said he
would donate five percent of
his pay over the same period
back to the district. In prior
years the board could not affect
their own salaries either, but
recent legislation gave them the
authority to make such cuts.


The cuts are part of a
financial recovery plan to
overcome a $770,000 shortfall
in the district's general fund.
While the district is on track to
end the current year with a
$500,000 surplus, shortfalls
from the past three years left a
large deficit at the start of the
year that had to be overcome.

As the national stimulus
package gets closer to a final
vote in Congress, county
officials have already
submitted a list of possible
road projects for consideration
to the Florida Department of
Transportation (FDOT).
According to County
Administrator Jack Brown,
FDOT District 2
Representative Katrina Sadler
told him Taylor County could
expect between $393,000 to
$1.2 million in funding.
The 11 rural counties in
District 2-which include
Taylor, Dixie, Levy, Lafayette,
Gilchrist, Madison, Suwannee,
Hamilton, Bradford, Nassau
and Baker counties-will
receive between $4 million and
and $12 million.

Federal dollars in the
proposed economic stimulus
package could be channeled to
local projects and the City of
Perry is working to make sure,
its name is on the recipient list.
On Tuesday, City Manager
Bob Brown told council
members that he has submitted
a list of city streets which could
qualify for paving funds
through the.Florida Departine.nt
of Transportation (FDOT).
"DOT contacted us and

Perry residents face

drug charges in Mayo

Two Perry residents have been arrested on drug charges in
Mayo, according to a report from the Lafayette County Sheriffs
Office.
Tiffany Davis and Johntavia Price were placed into custody after
a Jan. 26 traffic stop by Sheriff's Investigator Condy, records
show.
During the stop, while speaking with Davis and Price, Condy
saw a small bag of cannabis in the vehicle and called for Dep.
Keen to assist him, authorities report. When searching the vehicle
and the occupants, Condy reportedly found two more bags of
cannabis and drug paraphernalia. Davis was charged with no valid
driver's license and possession of cannabis. Price was charged
with possession of cannabis and possession of drug paraphernalia.

Editor's Note: The fifth installment of the "They Were Here" series
was first published in 1976. In the foreword, Taylor County Historical
Society President Alton H. Wentworth noted: "In this Bicentennial year
of celebration, we are reminded to think back more intently upon the
circumstances and accomplishments of those who made possible this
heritage which is ours to enjoy. Especially, we love to ponder the
hardihood, industry and fundamental Christian character which
impelled those early settlers to make this area of Florida a place
which attracts all those fortunate enough to find this location."
Martha Jane Ayers French
1872-1958
Miss Martha Jane Ayers was married to Willie Randall
French and they were the parents of Ross, Randall, Leroy,
John, Riley, George and Elton; and daughters Melissie
(Mathis), Minnie (Hill) and Marintha (Johnson).
In the early years of this past century, this interesting family
lived in the Rose Creek section of Taylor County--this area
abuts the Waylonzo community. In 1911, there were many of
this French group of youngsters enrolled in Rose Creek
School. In the early days, they
lived on a farm which
together with cattle raising
and hunting provided ample
support for the large family.
h But when the sawmills and
l ie logging industry encroached,
Chreupon the tranquility of the
area, they became engaged in
that type of occupations.
a aSome became carpenters and
p pain ters. In Perry, the French
brothers became famous as
painters. And they pursued
Martha Jane French this until retirement age.
Neil Shinholser
1906-1976
Neil Shinholser was born in Ocklochnee, Ga. He came to
Carbur when he was 17 years Qf age. He there married Miss
Estell McCray, the daughter of one of Brooks-Scanlon's
locomotive engineers. They were the parents of William N.,
Charles Ray and Ouida Nell (m. Gary Dorman).
His entire career was connected with locomotive engines,
except for a brief period when he operated the private motor
car and accompanied Superintendent Hugh McPhail on his
trips to the logging woods. He served as fireman under
engineers: Henry McCray,
Ben White at Carbur and Mr.
James at Foley. He was then -
placed in command -and he,
for many years, took the trains
to and from logging woods
and operated around the plant
at Foley.
The logging business at
Carbur.i was, afpscinating, way
of life. Both pines for Brooks-
Scanlon at Eastport and
cypress for Burton-Swartz at
Perry were brought in from
the woods daily--about 30 or
40 cars of pine and about 25
cars of cypress. After the mill
moved from Eastport to Foley, Neil Shinholser
the logs continued to come in
from Dixie County and from Scanlon. The Scanlon logging site
was responsible for logs from Jefferson and Wakulla County as
well as Taylor County forests.
With the changes in the lumber industry, his type of career is
now non-existent, but he enjoyed his work and he was
respected and appreciated by Brooks-Scanlon management.
A.J. and Martha Wright
1847-1913, 1849-1918
Mr. A.J.. "Jack" Wright was one of the original Taylor
settlers. He married Miss Martha Hatcher and they were the
parents of: Marion, John, Walter, Baudy, Feddie (Gramble),
Fannie (Bell), Missy (Parker) and Ida (Bowdoin). Two others
died young: Willie and Jack.
Mr..Wright came to the county when it was possible to take
his choice of a place to settle. He chose wisely and what has
become known as the Wright Community situated near Pretty
Pond is still the home of many of the descendants. A grandson,
,. -' Marvin Gamble, operated a
.. beautiful ranch between the
S Beach Road and Pretty Pond.
Others of the family, were
adjoining or nearby. The
impact upon the history and
Mr. and Mrs. A.J. Wright good heritage of this county
by this family is unsurpassed.
A perusal of the names listed as members will give an insight
into the vastness of the contribution this family has made. Two
tall and impressive marble monuments mark the place of their
burial in New Hope Cemetery, a fitting reminder of their
interest in New Hope Church.

Local law enforcement
officers should keep their
opinions on criminal cases to
themselves, said Jasper Mayor
Ann Lessman in an article in
the Jasper News.
Dekovan Lenard "Nap"
Walls, 31, was shot to death on
Jan. 7 when a person or persons
unknown entered the yard of a
Third Street residence in Jasper
and opened fire. Another man
was shot in the foot.
A number of residents have
posted comments concerning
the case on the WCTV Channel
6 Web site, and many of those
comments have been critical of

Coffee County, Ga. In his first
year, 2005, he went 4-6, but
went 9-3 and 9-3 again before
going to Philly.
In his three years he sent 22
players to college via
athletics.
He also beat Madison twice
while coaching at Coffee.
Odom's father is a member of
the National Coaches Hall Of
Fame.
The elder Odom coached at
Merritt Island from 1967 to

Ellisons celebrate

golden anniversary
Betty and Martin Ellison of Perry will celebrate their 50th
wedding anniversary on Saturday, Feb. 14.
The couple was married on Valentine's Day in 1959 at Scanlon
Baptist Church in Taylor County.
The former Betty Jean Leggett of Brooks-Scanlon, Mrs. Ellison
is the daughter of the late Eunice and Bethel Leggett. Mr. Ellison
is the son of the late Maggie and Jessie Ellison.
The couple made their home in Perry at Pretty Pond. They took
,up farming, raising children and cattle. Martin also worked as a
train engineer at Foley. His retirement from the railroad meant
more time with the cows. The two still enjoy raising cattle and
spending time with their family.
The couple's children include Mike Ellison of Perry, Melvin and
Terri Ellison of Lee, Dianna and Lamar Hathcock of Perry. They
have four grandchildren, Alana and Anderlyn Ellison, and Maria
Jean and Lamar Hathcock.

Garden Club meets Wednesday
The regular monthly meeting of the Perry Garden Club will be
held on Wednesday, Feb. 18, at the Perry Garden Center. Jim
Kirschke will be the guest speaker, speaking on "The Yard Needs

The FADSS team has been
reviewing the district's finances
on a monthly basis since the
start of the year at the behest of
the Florida Department of
Education.
The estimated savings of the
five-percent pay cut is
$422,000.
Under last week's plan, the
payroll savings coupled with a
series of other initiatives would
have still left a $131,000
shortfall.
According to Dyal, the
FADSS team is now reporting
that if the payroll cuts are
approved along with
additional cost-saving
proposals made by school
principals, the district should
eliminate the deficit.
"That means we would be
able to end the year with a
positive balance-a small
positive balance, but still a
positive," Dyal said.
"Every dollar we're ahead
this year is less we have to cut
(next year)."


The district is facing a
possible $2 million in
additional state funding cuts
next year when state legislators
meet next month to balance
their own budget.
In addition to administrators,
the school board also voted
Tuesday to a five-percent cut to
Even Start employees
and all grant-funded employees
not covered by union


contract.
Dyal said they were
extending the cuts to these
positions even though the
savings will not help the
district's general fund balance
in order to be equitable to
everyone.
In addition to the pay check,
the other savings measures
include eliminating the
purchase of new language arts


books this year to taking
advantage of new legislation
relaxing restrictions on the
use of money in categorical
funds.
The board's next regular
meeting will be Tuesday at
7 p.m.
A workshop session has been
scheduled for 6 p.m. to begin
discussions on next year's
budget.

Is gasification energy right for you?

Energy is on the mind of
every farmer these days,
whether you produce
vegetables, flowers or range
chickens. The cost of fuel
affects almost everything in
your farming operation,
including production, storage,
refrigeration, irrigation and
transportation.
Many farmers are scratching
their heads, trying to figure out
if any alternative means of
generating energy could work
for them and, if so, how to
integrate it into their farming
operation. Some of the choices
include solar, wind,
geothermal, hydrological,
biogas, biomass and
gasification. :

Farmers looking for ways to
produce power without petroleum
might benefit from gasification
systems, which use wood as fuel.
These systems require a device
called a downdraft wood gas
generator, like the one pictured
here.
that's not well known in.the
U.S. but was used extensively
in Europe during World War II.
When German forces
confiscated liquid petroleum
fuel in occupied countries,
citizens built gasification
systems to provide energy for
transportation, farming and
other needs. Estimates are that
up to 100,000 vehicles were
powered this way.


Gasification uses \wood to)
power internal comlbustilon
engines. The ;n.n -.
themselves do not need
modification. but the system
requires a device called a
downdraft wood gas generator.
Commercial models are hard to
find but plans are. widely
available and the device can be
built by a knowledgeable
mechanic.
Here are some things to
consider in deciding if
gasification might be a good
choice:
On the plus side, gasification
systems don't require
petroleum fuel, they are
relatively clean-burning, and
they can be built fairly easily.
On the minus side,
gasification systems provide
less power to an engine than
petroleum fuel would, they
require frequent maintenance,
aid they produce carbon
monoxide, a toxic gas.
If gasification is a good
option, you can get started for
as little as a couple of hundred
dollars for small applications.
The first step is to determine
what you want to use
gasification for-plowing,
irrigation, generating
electricity, etc.-and how
much horsepower is required.
The more horsepower, the
bigger the system haas to be.
You'll also need to decide
how you'll obtain fuel. Any
farmer with a large supply of
dry wood is at an advantage
here, though you can also buy
wood chips.

educate yourself. Helpful

The 1960s...the age of
Vietnam, the sexual 'revolution
and the civil rights movement.
This is where we find the
rock musical "Hair," nestled
amongst a "tribe" of hippies
living in New York City in
1968, the same year it debuted
on Broadway..
Beginning tonight (Friday),
"'Hair" can also be found at the
Fallon Theatre in Tallahassee
thanks to the Florida State
University College of Theatre.
The production runs through
Feb. 22.
"'Hair" embodies the counter-
culture revolution of the hippy
movement, with young people
standing up against the order
of their parents and everything
they blamed it for: racism,
sexual repression, the Vietnam
War, and of coirsec.f-o'ii ~iTs
to have short hair.
The musical loosely follows
Claude, a wannabe Briton, his
friend Berger, who describes
himself as a "psychedelic teddy
bear," and their roommate
Sheila, who leads the tribe in
its war protests. I say loosely
because there really isn't much
plot to "Hair," asthe tribe sings
its way through 30-songs over
two and a half hours.
