State puts


evolution


to a vote


Tuesday

The State Board of Education
will. vote next week on a series of
controversial updates to Florida's
science standards for secondary
schools in which evolution will be
taught as fact.
The meeting has been set for
Tuesday. Feb. 19, at 8:30 a.m. in
Room LL03 of the State Capitol in
Tallahassee.
The proposed changes are the
first action item on the board's
agenda.
The Taylor County District
School Board in November passed
a resolution opposing the new
language, requesting the State
Board of Education direct the
Florida Department of Education
to "revise/edit the 'new Sunshine
State Standards for Science so that
evolution is presented as one of
several theories as to how the
universe was formed."
Additionally, Superintendent
Oscar M. Howard Jr. and School
Bpard Member Danny Lundy
traveled more than 400 miles to
South' Florida to speak a public
hearing soliciting comments on
the changes last month.
"I'L I said evolution is an
absolute fact, I'd be wrong,"
Howard said. "I can't say that."

is that our community is

A I,400-acre fire in .nearby
Mallory Swamp has been-
contained and the area remains
closed to all public access.
The fire began as a prescribed
S burn the morning of Friday, Feb. 8,
but broke containment lines by the
afternoon.
N -A number of crews--including
some: from Taylor County Fire
Rescue--have been onsite working
to contain the blaze. The fire was
located on the east side of the
swamp, within the area of the
Mallory Swamp Wildfire of 2001
-which consumed thousands of
acres;-
A second fire, known as the
".Lost Dog Fire," was detected in
the ,south part of the swamp
approximately two miles south of
the first fire, according to
the Suwannee River Water
Management District (SRWMD).
That fire covered an estimated
250 acres.
The Florida Division of Forestry
is the lead agency working on the
fire and will conduct
investigations regarding how the-
fires escaped or were started.
'The district also related that the
controlled burn was part of a large,
extensive effort to nurture Mallory
Swamp toward a full recovery
from the devastating wildfire in
2001. That fire burned 57,200
acres.
Mallory Swamp is located in
Lafeyette County; the area where
the fires are being fought is owned
by the SRWMD.,
In the interest of public safety,
the district announced earlier this
week that it had ordered the
swamp, and all access roads into
the swamp, closed to the public
until further notice.

hit historic lows


in Taylor County


An early morning fire completely gutted this home on Golf Course Road. Authorities are
investigating not only the fire, but also a burglary that may have occurred at the home within
the same time frame.

More than 100 guns were stolen
during a burglary that occurred at
an unoccupied house on Golf
Course Road which was
subsequently destroyed by fire
Saturday, Feb. 2.
. Local agencies--the. Taylor
County Sheriffs Office
(TCSO)- and the State Fire--
Marshal's Office--are conducting


simultaneous investigations into
both the burglary and fire.
Federal AFT agents are also
assisting with the gun theft
investigation. Other items taken
during the burglary include foutr-
wheelers/ATVs and a utility
trailer.

information leading to the


recovery of the stolen property
and/or the arrest of suspects. The
reward is being offered through a
joint effort by the sheriffs office
and the state fire marshal," TCSO
Capt. Ron Rice said Wednesday.
The investigation is on-going;

Despite recent rains,
groundwater levels have remained
extremely low throughout Taylor
County and most of the other 13
counties in the Suwannee River
Water Management District.
If fact, of the .five monitoring
wells in the district that reported
new historic lows last month, three
were in Taylor County.
While five wells in Taylor
County reported an increase since
December's numbers; four of them
still recorded new monthly lows
for the month of January. In all, of
the 10 wells in Taylor County, nine
reported new monthly lows.
Across the district, some 45
wells experienced new record lows
for the month of January.
Additionally, the district issued
17 emergency construction permits
'for dry wells in January, and a total
of 174 since April.
The drop in groundwater levels
is being blamed primarily on a
long-term rainfall deficit, district
officials say.
In January, the district received,
on average, 3.66 inches of rainfall,
with Levy and Madison counties
receiving more than four inches
and isolated areas receiving more
than seven inches.
Taylor County received 3.75
inches of rain for the month, the
same level the county reported in
January 2007. The average rainfall
total for the month of January is
4.72 inches.
District-wide, the rainfall deficit-
for the past 24 months is 28.31


inches, and the National Weather
Service Climate Prediction Center
predicts that below-normal rainfall
will continue through at least May,
prolonging and worsening the
drought.
The Econfina River near Perry
set a new historic low for January,
breaking the record set in 1991.
In response to the lengthy
drought, the district governing
board in January issued the
agency's first-ever Phase II Water
Shortage Order that includes
mandatory water-use restrictions
which will take effect on April 7.
The order includes restrictions
for all ,water-use categories
including residential, commercial,
industrial and agricultural.
Meanwhile, district officials are
urging voluntary conservation,
noting that it should be an ongoing
practice for all water users.
Most agricultural operations
throughout the district have
implemented or plan to implement
measures to conserve water by
increasing the efficiency of their
irrigation systems, officials said.
The district held a cities and
counties water shortage
coordination meeting Thursday,
Feb. 14, in Live Oak to discuss the
water shortage

number of suggestions for ways
citizens can practice water
conservation year-round

Public hearing Tuesday


County plots 50-year course


with new Shared Vision Plan


The Vision 2060 Shared Vision
Plan, which plots a course for
Taylor County over the next 50
years, will go before the county
commission next week for its
approval.
During a meeting held Thursday,
Feb. 7, the Taylor County Planning
Board unanimously voted to
recommend* that the commission
approve the plan. ,
The Shared Vision Plan is the
result of a nine-month public
process spearheaded by the Perry-
Taylor County Chamber of
Commerce and the Orlando-based
planning firm MSCW.
The county commission will
hold a public hearing Tuesday
during its regular board meeting to
consider approving the vision.
Additionally, the board will hold a
workshop Monday at 4 p.m. in
Doctors' Memorial Hospital


(DMH) Windows Cate to receive
an overview of the vision from the
task force and MSCW. (An
unrelated board workshop will
follow at 6 p.m. concerning
DMH's current financial crisis.)
The vision plan includes a
graphic portrayal of preferred
development patterns,
recommended goals, objectives,
and policies for the county's
comprehensive plan, quality of life
benchmarks to monitor progress
and specific actions to implement
the vision, including a five-year
economic development action
plan. Copies of the Shared Vision
Plan are available for public
viewing at the Taylor County
Administration Building and the
Taylor County Public Library.
"The Task Force appreciates the
tremendous effort and
overwhelming support the citizens


of Taylor County have shown in
developing the Vision 2060 plan,"
said Vision 2060 Task Force
Chairman Auley Rowell.
"This grassroots effort has
produced 'a comprehensive road
map, which if followed, will help
secure a brighter future for all of
our citizens," he said.
"It'is a' balanced plan. It respects
our heritage, protects our quality of
life and provides strategic
direction for how we can diversify
our economy and grow a
sustainable community. Thanks to
the input of so many people,
including staff from DCA, DEP.
DOT and the Governor's office, we
have a plan that really sets Taylor
County apart; it will stimulate
success."

Obstacles, issues remain


Work is progressing on Steinhatchee boat ramp


Progress continues on the
proposed Steinhatchee boat ramp
project, however, committee
officials are warning that many
obstacles remain and it may be
some time before a long-term
solution to the community's lack of
public access to the water is
completed.
Earle Greene apprised the
county commission last week of
the progress made by the
Steifhatchee Boat Ramp
Committee, the first such update
since October.
"We have made considerable
progress since the last time we
provided you an update," Greene

plan, made the first feasibility
estimates and begun work on
providing for proper flushing of
the proposed basin.
Greene also said they were "well
on our way" to completing
requirements dictated by the U.S.

LLC, which has partnered with the
county on the boat ramp project.

"The reality of the situation is
there are many obstacles and
issues that we are still facing that
are going to take time--possibly a

partnering with us feels like they
are able to support.

in the plan are some 70 residential
tots, which are part
of Conservancy Partnership's
development plan.

determined that the "best option"
was to permit the entire project
together.
"We are committed to staying
the course here, developing this
plan until it gets to the place where
it is taking off and getting done or
hits insurmountable roadblocks
and it cannot work," Greene said
last week.
"We believe it is the best option
we have right now for a good long-
term solution for the Steinhatchee
community and the south end of
the county."
Originally, the committee had
planned to complete the project in
two phases, with the first
providing a short-term solution to
the public access issue in
Steinhatchee. Greene, however,
admitted that option was probably
no longer on the table.
"I know we also promised to be
looking into some interim means
of alleviating' the pressure on the
short-term, recognizing that this
long-term solution would take
time," he said.
"That just does not appear to be
practical at this current time. I
think if we tried to do something
short term there right now, it
would detract and further bog
down the effort on what we're
working on."
For short-term help, he instead
suggested the commission support
a project at Second Avenue South
which Grants Coordinator Melody
Cox discussed later in the meeting.
Cox requested a public hearing
to discuss options for a Florida
Boating Improvement Grant which
the county will be applying for
next month. The county received
two such grants in 2006, one for
a feasibility study for the
Steinhatchee Boat Ramp project
and one for improvements at the
Aucilla boat ramp.
Cox suggested using the grant
for a small boat ramp at the end of
the county right-of-way of Second
Avenue.
Commissioners agreed to hold
the public hearing at their regular
board meeting Tuesday, .Feb. 19,
but asked that issue be turned over
the county's coastal committee for
consideration first.

The new ninth to 12th grade
standards however, have an entire
subsection on "evolution and


diversity," which includes 14
benchmarks that must be taught to
students.
"Evolution is the fundamental
concept underlying all of
biology and is supported- by
multiple forms of scientific
evidence," the standards state.
"Organisms are classified based
on their evolutionary history.
Natural evolution is the
primary mechanism leading to
evolutionary change."

Valentine's Day decorations,
Kristy Smyrnios spoke to members


of the Perry Woman's Club
Wednesday and surely made quick
friends. "Every woman in here is


beautiful--I think so and God
thinks so," she said.
Basing her remarks on the book,
"Do You Think I'm Beautiful?" by
Angela Thomas, Smyrnios
reminded members, "What's on the
inside makes you beautiful.
She further challenged- members
to share this message of true
beauty to those who need to hear it
most.
"Our job as women in this
community is to reach out to the
many young girls and women who
have no idea of what direction to


take, or who to follow. We need to
tell them that God has something
to offer them--that He can be their
heavenly Prince Charming, and He
will always consider them
beautiful."
She also challenged the
contemporary definitions of
beauty, noting how many of the
world's "beautiful people" are on
drugs, or in rehabilitation, or
contemplating suicide.

The Florida Fish and Wildlife
Conservation Commission (FWC)
on Thursday approved changes to
management rules for red snapper
harvested in Gulf of Mexico state
waters. The FWC also approved
new rules that will require all
commercial and recreational
anglers fishing for any Gulf reef
fish species to use circle hooks,
dehooking devices and venting
tools.
These new rules are similar to
: recently implemented red snapper
- regulations in Gulf federal waters
that are intended to end overfishing
of red snapper in the Gulf and
reduce release mortality of Gulf
reef fish.
The new rules reduce the daily
recreational bag limit for red
: snapper from four-fish to two fish
per person and establish a zero
daily bag limit for captains and
crew of for-hire vessels in all Gulf
waters off Florida's coast.
No change will be made to the
April 15 through Oct. 31 Gulf
recreational red snapper harvest
season in state waters.
However, new federal rules
establish a June 1 through Sept.
30 recreational harvest season in
- Gulf federal waters adjacent to
Florida waters.
Other new FWC rules reduce the
minimum size for commercially
harvested red snapper in the Gulf
and for imported red snapper from
15 to 13 inches total length, and
: reduce the daily commercial bag
and trip limit for red snapper
harvested in Gulf state waters off
SFlorida from four fish to two fish
daily per person.
The new rules also require
fishers on all vessels in the Gulf
Sreef fish isheryyt-.ps.ss ii-.u.-c
certain gear, including non-
stainless steel circle hooks that
must be possessed aboard a vessel
and used to harvest any Gulf reef


fish when natural baits are used.
A circle hook is a fishing hook
designed and manufactured so that
the point is turned perpendicularly
back to the shank to form a
generally circular or oval shape.
At least one dehooking device is
required as well and must be used
to remove hooks embedded in Gulf
reef fish with minimum damage.
The dehooking device must be
constructed to allow the hook to
be secured and the barb shielded
without re-engaging during the
removal process. It must be
blunt and all edges rounded, and it
must be of a size appropriate to
secure the rangeof hook sizes and
styles used in the Gulf reef fish
fishery.
At least one venting tool is also
required and must be used to
deflate the swimbladders of Gulf
reef fish to help release the fish
with minimum damage. This
tool must be a sharpened, hollow
instrument, such as a hypodermic
syringe with the plunger removed
or a 16-gauge needle fixed to a
hollow wooden dowel. A tool
such as a knife or an ice-pick may
not be used. The venting tool
must be inserted into the fish at a
45-degree angle approximately I
to 2 inches from the base of the
pectoral fin and be inserted just
deep enough to release the gases
so that the fish may be released
with minimum damage.
"Today's action will help to
improve Gulf red snapper
populations while maintaining the
sport fishing season that benefits
several North Florida fishing
communities," said FWC
Chairman Rodney Barreto.
FWC's new red snapper rules
take effect on April 1. The rules
requiring circle hooks, dehooking
devices and venting tools for all
reef fish species take effect on
June 1.

Edward Lee, 79, died Feb. 12,
2008, in Tampa.
He was born in Taylor County.
Coming from Ft. Myers, he had
lived in Perry for the past 15 years.
He previously worked as a heavy
equipment operator in the
construction business.
Survivors include: three sons,
Larry Lee of Cocoa, James Lee of
Brandon and John Lee of Live
Oak; two daughters, Patricia
Arthur of St. Petersburg and
Kathlene Raines of Ft. Myers; two
brothers, Seth Lee and Curtis Lee,
both of Ft. Myers; two sisters,
Ellen Wallace and Helen Stanland;
eight grandchildren; and two great
grandchildren.
Funeral services. will be held
Saturday, Feb. 16, at 2 p.m. at
Antioch Revival Center with
interment following at New Hope
Cemetery.
Family members will receive
friends today, Feb. 15, from 6 8
p.m. at the church.

Jimmie Ray Wilkins, 74, died
Feb. 1.1, 2008, at the Gainesville
Veterans Administration
Hospital.
Mr. Wilkins was born Feb.
10, 1934, to the late James and
Lydia Wilkins in Lepanto, Ark.
He was a Baptist and a member
of New Home Baptist Church.
He served in the U.S. Army
overseas in Germany. He also
was employed by Sporteraft and
Martin Electronics here in Perry
for several years.
Survivors include: his wife of
43 years, Mrs. Richalene Wilkins
of Perry; his daughters, Jackie
Tuten of Perry and Marion Taylor
(husband Bruce) of Jacksonville;
a brother, Jerry Simpson (wife
Phyllis) of Mountain View, Ark.;
sisters, Vaneal Smith (husband
Joe,) and Karen Chandler,
both of Savannah, Tenn., and
Shirley Ann Martin (husband

Sometime between 1730 hrs. on 02/06/08 and 0830 hrs. on 02/07/08 unidentified
subjects) stole a 2007 Kubota RTV1100CR from Gordon Tractor Company in
Madison FL. The Kubota had a serial number of 15457 located on a sticker just
behind the driver's side on the rear of the cab. The Kubota was cranked and
driven out of the secure storage lot of Gordon Tractor. The only way to crank
one of these Kubotas is with a key from a similar RTV, not just with a Kubota
tractor key. Color: Camo The Kubota has a cab with heat and a/c. This style is
new and rare to have heat and a/c.

The Oscars are back on track, but


who's in the fast lane for the win?


The strike is over! Three months of turmoil came to an
end this week when the Writer's Guild of America
:members agreed to stop the picketing and get back to the
writing.
The timing looks as if it will allow" television
'producers to revive the current season and crank out a
;couple more episodes before summer.
On the Hollywood side, the producers of the Academy
-Awards are breathing a big sigh of relief as now the
show will go on. There had been a lot of discussions
-lately over whether the Oscars would suffer the same
.fate of the disastrously truncated Golden Globes. Now,
its all red carpets and revealing dresses in their dreams.
As for me, it means it's time to stick out my neck
again and make some predictions for this year's big
show. Last year I managed a mediocre 10-11 on my
'icks and I'm hoping to pick up my
averages this time around.
While there are few high-profile
leavy hitters like last year's "The
.Departed" or "Dreamgirls," 2007's
.' art house" films have been making "
:their names known. The comedy'
"'Juno" continues to rack up the bo\
office e dollars as it becomes one o l
'the highest grossing independeri
films of all time. Meanwhile, "N.
,Country for Old Men," "There Wi!l
,Be Blood" and "Atonement" have
picked up so many awards already\ .
'they're going to need two posters
-each to list them.
The Academy Awards ceremony i i
will be held Sunday, Feb. 24, and
'some 24 categories will be up fcr
-grabs. So that means I need to g P
,ahead and get started with part one cf
;my Academy Award predictions.
As with last year, I haven't 'had j
,chance to see-any- of the nominees
for the three short film categories: Best Short Film-Live
"Action, Best Short Film-Animated and Best
)Documentary-Short Subject. Thus I won't be making
.any picks here. Considered a great jumping off point fQr
Aup-and-coming directors, the short film categories are
often overpowered by the glitz and glamour of their
longer cousins. While it is about impossible for the
average Joe to catch these films before the big night,
they are usually collected together for DVD release each
year following the ceremony.
The Best Documentary-Feature category is once again
filled with various looks at the current conflicts in Iraq
jand Afghanistan, but once again a Hollywood darling
Will be the one to pick up the award. Michael Moore,
known n for his in-your-face documentaries, is back with
look at the American healthcare system, comparing it
unfavorably with socialist systems in Cuba and
elsewhere. I can't foresee Hollywood ever denying
iMoore an award,-so this one should be a lock. (If you
.want to see some interesting documentaries that
challenge Moore's position, visit
,ww.onthefencefilms.cdm.) The sacrificial lambs
include the war-centered docs "No End in Sight,"
'Operation Homecoming: Writing the Wartime
IExperience" and "Taxi to the Dark Side," as well as
i'War Dance," about three children in a Ugandan
.displacement camp competing in a music and dance
competitionn.
^ The Best Foreign Language Film category is up for
.grabs this year, especially considering "The Diving Bell


and the Butterfly" ("Le Scaphandre et le papillon")
somehow did not get nominated. It did get four other
nominations, including Best Director, but its absence
leaves the foreign category wide open. In its stead are
Austria's "The Counterfeiters" ("Die Flilscher"), Israel's
"Beaufort," Kazakhstan's "Mongol" and Russian's "12."
Honestly. I don't know much about any of these films,
but "Beaufort." about a troop of Israeli soldiers before
the 2000 pull-out of Lebanon, picked up the Silver Bear
Award for best director and a Golden Bear nomination
for best film at the prestigious Berlin Film Festival.
Thus, it gets my pick.
Over in the Best Animated Feature Film category,
we've got Pixar's "Ratatouille," Sony Pictures' "Surfs
Up" and the French-language "Persepolis." "Ratatouille"
is the clear favorite in this one, as it was not only the best
lU.S. animated film of the year, it
was also one of the best movies
period. "Persepolis," about a
young girl growing up in Iran
during the time of the revolution,
t' has been gaining praise from many
circles and was considered at one
time to be on theshort list for Best
Foreign Language Film. Even .o,
"Ratatouille" will pick this one up
easily.
Best Achievement in Visual
.; .:t..! Effects will pit daemons, pirates
.'' 'and robots against one another
with "The Golden Compass,"
"'Pirates of the Caribbean: At
World's End" and "Transformers"
vying for the prize. As much as it
was a childhood dream come true
to see the Transformers fully-
realized on the big screen, the
maelstrom scene alone in "Pirates"
should win the movie the award.
While it may lose some votes since
"Dead Man's Chest" won last year, it should finish at the
top of the pack-again.
Like last year, the Best Achievement in Sound Editing
and Best Achievement in Sound have almost identical
nominees (and no, I still don't know what the difference
is between the two). In Best Sound Editing. we have
"The Bourne Ultimatum," "No Country for Old Men,"
"Ratatouille," "There Will Be Blood" and

Three films--"La Mome," "Norbit" and "Pirates of the
Caribbean: At World's End"--will vie for the Best
Achievement in Makeup category. Between the pirates,
soldiers and sea creatures, I'm going to have to call
"Pirates" for this one.
In the running- for Best Achievement in Costume
Design, we have "Across the Universe," "Atonement,"
"Elizabeth: The Golden Age," "La Mome" and
"Sweeney Todd: The Demon Barber of Fleet Street." All
of the films are period pieces of one time or another.
"Sweeney Todd," Tim Burton's musical adaptation, only
picked up a handful of nominations and this is probably
the film's best chance for a win, so I'm giving it the nod
here.
Well, with that, I'm going to call it a week. Coming
next week will be the song and music categories along
with the writing, directing and acting awards. Oh, best
picture too. Until then...

As dozens of volunteers trek
around the Taylor County High
School track Friday, April 25, for
American Cancer Society's Relay
For Life, the air will be filled with
the sound of rock and pop music
from the up-and-coming band, The
Drive Home.
The band, which is based in
Miami. will be in Perry as part of
an across-the-state tour of Relay
For Life events supporting the
fight against cancer.
"We are very excited to have this
talented, clean group performing
free of charge at our Relay,"
said Publicity Chair Cheryl
Gregory.
The band will also be in town
Tuesday, March 11. for a meet and
greet session. The time and place


of the event have not yet been,
determined. I
The Drive Home has been:
described as a "fun, fresh, clean,
and positive group of guys with!
infectious melodies that will make'

Tallahassee-Leon County Civic Center on Saturday,
March 15.
The concert is part of the 2008 tour: Rocket Man *
Number Ones.
