Prompts discussion of new sales tax



DMH facing 'significant' losses


With news that Doctors'
Memorial Hospital is experiencing
"significant" losses, the new year'
could bring with it discussions on
developing new revenue streams
for the local hospital, including the
possibility of a half-cent sales tax.
DMH CEO Charles Darcy was
present at Tuesday's commission
meeting, bringing with him news
that the hospital is facing a
$454,000 net operating loss in
October.
"That is not a small'loss," Darcy
said. "That is a very significant
loss and we are having some major
concerns. We are projecting a loss


for November as well.
"It's something we're working t.o
turn around."
Darcy provided commissioners
with a detailed financial report as
well as some of the ways he is
planning to correct the problems.
Following his presentation,
however, County Commissioner
Malcolm Page expressed his
concern over the future of the
hospital.
"I feel for you," Page said. "I am
concerned about the hospital. We
all know that this is not a unique
problem to Doctors' Memorial
Hospital. These financial issues are


affecting most rural hospitals.
"I've done a lot of thinking over
the last year and I've come to the
conclusion that unless we can
find--the community can find--
some revenue stream, whether it be
a half cent sales tax or a hospital
authority, some way to subsidize
this local hospital, we run the risk
of losing what we've got.
"I think you need an infusion of
cash," Page said. "How you get
that is difficult. Counties are
strapped for funds and may be
more strapped for funds as you
look to the future.
"Have you given any


consideration to looking at what
some other communities do with a
hospital authority, which has some
authority to levy a tax, as bad as I
hate to use the word?"
"I have done some preliminary
studies on that, and that's what
other communities have done,
either a taxing authority or a half-
cent sales tax, some way to fund
indigent care and unfunded care. It
has to -funded some way," Darcy
said.

Williams charged with 24



counts of video voyeurism


A 72-year-old Perry man was
charged with 24 counts of
voyeurism Wednesday after it was
discovered that he had been
secretly video-taping a 14-year-dld
girl in the privacy of her bedroom.
Kenneth Williams was released
from custody Thursday after
posting a $100,000 bond,,
The juvenile" victim and- her


another were both living with the
suspect at the time of his arrest.
"Williams had been a longtime
, family friend; he had been dating
the victim's grandmother (who also
lived with him) for approximately
16 years. The teenager said she
called him 'Papa'," Perry Police
Department Capt. Jamie Cruse
said.


The mother and daughter shared
a bedroom at Williams' Orange
Street residence; the young teen
discovered a camera hidden'in an
alarm clock "by accident," Cruse
said.

Padgett -gets probation for DUI manslaughter


William Logan Padgett, 20, will
not face prison time after pleading
guilty to DUI manslaughter last
week.
In a negotiated plea agreement
that had the approval of the
victim's family (17-year-old Sara


Jones), Padgett was sentenced to
, 10 years probation, 150 hours of
community service and had his'
driver's license revoked for life.
Judge James "Roy" Bean also
ordered Padgett to spend 20 hours
visiting schools and speaking to


students about the effect alcohol
has had in his life. Padgett is also
not allowed to "possess or
consume alcohol until further
ordered."
The plea agreement was brought
before Bean during VOP hearings


* last week, Dec. 12.
Jones' family was present at the
hearing and said they agreed with
the sentencing. The teenager died
Aug. 18 in a one-vehicle crash on
C.R. 14 off Highway 98. She was
one of four teenagers riding in


Padgett's truck that hit a wooden
platform, resulting in her death.
Padgett was charged with DUI
* manslaughter in November. Jones
died one day prior to starting her
senior year at Taylor County High
School.


Blount 'Ducks' FSU, signs with Oregon


LaGairette Blount's Christmas
present arrived wrapped in green
and yellow.
On Wednesday, the former
Taylor County High 'School
football stand-out signed to play
with the University of Oregon,
backing off on a verbal
commitment he made a few weeks
ago with Florida State.
The move takes him from
Mississippi Gulf Coast
Community College (MGCCC)
where he has played for the past
two years and puts him on the field
in Oregon.
"While there is no place like
Perry, the campus out there just felt
like home. I'm really looking
forward to the experience," Blount
said, donning a green hat
emblazoned with Oregon's
trademark yellow "O."
Blount, who is the son of Gary
Blount and Barbara Blount, both
of Perry, starts classes in January
as a junior and will participate in

the season, they are encouraged to
remember those not so fortunate.
Dozens of children will be
spending their holiday in foster
care and the local foster parent
organization invites the
community to reach out to these


spring drills.
He said one of his main reasons
for signing with the Ducks is "they
will let me play for sure--I'll be on
the field. They like to run the ball a
lot and if they run it 46 times
during a game, I'll be getting it

Blount ran for 1,042 yards and six
touchdowns, averaging 116 yards
per game.
That was on top of his freshman
season when he ran the ball 189
times for 1,250 yards and 12
touchdowns.
The 6-3, 235-pound speedster
(4.5 second 40-yard dash)
originally signed with Auburn in


2005 after three straight 1,000-plus
yard seasons at Taylor County. In
four seasons at TCHS, Blount


accumulated 3,714 rushing yards.
This is the first time in about a
decade that a TCHS athlete has


signed to play football for a major
university, according to Coach
Price Harris.

Christmas," said Tommy Wilson,
president of the Tri-County Foster


Parents Association.
"Right now, there are about 53
children in foster care in Taylor
County. And while families with
foster children get a small stipend
for room and board, none of the
other expenses involved with
raising a child are provided.That's


why we have a Christmas
Toy Drive every year, as well
as a School Supply Drive.
Occasionally, our drives do so well
that we are able to offer toys
and supplies to other families
in need," he said.
Current needs for the foster


program include high chairs and
infant supplies (diapers, wet wipes,
etc.), Wilson noted. Other items for
children of all ages are welcome.

items to the foster parent

was a Navy Veteran of World War
II and a former pastor of several
churches.
He was preceded in death by a

"I'd rather have control over it
ourselves, rather than have Leon
County or Aladhua or some other
county charging us for our indigent
care," he continued.
"I really welcome those
comments and yes, based on the
data I've just shown we need to
start those discussions."
Included in that data was
numbers showing that October
gaw 40 fewer admissions than
during the same month last year
(151 vs. 191). It marked the sixth
straight month that admissions fell
below last year's figures.
In fact, for the first 10 months of
2007, only three exceeded the
admission figures of 2006.
"Part of the reason for that is that
we lost physicians who have left
town," Darcy said.
Another issue is increasing
Levels of unfunded care, including
those patients who don't pay and
Charity care, which is projected,to.
top $5 million for the current fiscal
year.
"It's just a double whammy
where we're not in a very good
situation," Darcy said.
"Our expenses over time are
relatively y flat," he said, adding that


they're averaging around
$2 million a month. "Our revenues
are just tailing off."
"Could we do a better job with
our expenses?.You can always do a
better job, but are we being
irresponsible? It's pretty flat every
month."
' He was expecting to meet this
week with the DMH board to
discuss expenses.
"Getting to that $450,000
number is not easy. It's hard and
somewhat painful.
"From my standpoint, I've
always liked building. I like to
focus on generating new business
and getting more revenue. But
that's a slow process and we're in a
situation now where we need a
quick fix and the only way to do it
is to look at those expenses."
"I want to assure you and the
DMH board that I support the local
hospital. I don't know how you can
continue to lose $450,000 a
month," Page said.
"Not long," Darcy said.
"There has got to be a way for
this community to work together to
solve, or alleviate, the problem at
the hospital so this community can
continue to receive, the services
you all receive out there."
The rest of the commission
echoed his comments,
thanking Darcy for his report, even
though the news had not been
good.

William "Bill" Everett Edwards,
79, died Dec. 18, 2007, at home in
Suwannee.
Mr. Edwards was born in Fort
White on Dec. 26, 1927. He served
in the United States Navy during
World War II and spent his life as a
law enforcement officer retiring
after 24 years as a sergeant in the
Florida Game and Fresh Water
Fish Commission. During his
career he served in Taylor,
Lafayette, Gilchrist, Dixie and


Levy counties.
Survivors include: his wife of 57
years, Betty Sue Edwards; three
sons, Fred Edwards, Sam Edwards
and Rodney Edwards; three
brothers; Wilbur, Johnny and Jerry;
nine grandchildren; and four great
grandchildren.
Graveside service will be held
today, Dec. 21, at Fort White
Cemetery with Fred Edwards,
Rodney Edwards and. Terry
Cranford officiating.
In lieu of flowers, donations may
be made to Haven Hospice of
Chiefland and Suwannee Baptist

that the camera sent a wireless feed
to a television located in the
defendant's bedroom," Cruse said.
Also found were two videotapes
which showed the victims inside
the privacy of their bedroom.
Police were able to obtain a
search warrant for the home during
which time they found the camera,
a wireless receiver, VCR and in
excess of 20 video tapes, all of the
young girl in the privacy of her
room.
"Other recording media was
taken for processing, which is
being done at this time," Cruse


said Thursday morning.
A review of the seized video
tapes showed that "the juvenile
teen was the target of the video
voyeurism."
According to a police report,
"there were literally hundreds of
hours of video recording" of
the (primarily) the juvenile
victim during personal and
private activities (dressing,
applying make-up, preparing for a
shower).
"Discovering this invasion of
privacy has put this, young girl
under an enormous amount 'of
stress. What he has done is taken
away the innocence of a 14-year-
old girl," Cruse said.'
Williams was arrested at his
home Wednesday afternoon.

'Stardust, 'Harry Potter' arrive


on DVD in time for Christmas


"Stardust"
Every once in a while, you watch a movie that
reminds you why you like to watch movies. In a time of
remakes of remakes and by-the-numbers drivel, it's a
pure delight to catch a film that is truly original.
"Stardust," which hit stores on DVD and HD-DVD
this week, is one of those films.
As, the movie
opens, Ian
McKellen, as
narrator,
introduces us to
the small English
town of Wall..
The village was
given its
somewhat odd
title due to the
N.n long stone, wall
on its north side.
No one ever
crosses the wall,
and an aged
guard is
stationed there
i just to' be sure.
For ,Dunstan
Thornm; however,
the wall is only a
mild deterrent from what he sees as a new adventure in
his otherwise boring life.
Once over the wall, he discovers that he is nor longer
in England, but in the magical realm of Stormhold.
While there, he meets a woman who tells him she is the
prisoner of a witch. Unable to help her, he finds other
ways to pass the time.
Nine months later, back home in Wall, Dunstan
receives a package on his doorstep: a son.
"Stardust" is about that son,,Tristan (Charlie Cox), and
his efforts to woo the love of Victoria, the town beauty.
:While Tristan. now 18, does everything in hispower to.,
:gain her notice, she tells luim that she has promised to,
i- accept his rival's proposal upon her birthday in two
.weeks.
Not content to give up, he sees a falling star and
:promises to find and retrieve it for her before her.
:"birthday'if she will then accept his own proposal of
:-marriage.
She agrees and Tristan begins his journey across the
,wall. What he doesn't know is that he isi not alore in his
Search for the star. Three witches (including the talented
Michelle Pfeiffer) can restore their youth and power
-with the star, while several power-hungry princes are
'.seeking a necklace--which fell along with the star--that
:will give'them their father's throne.
"Stardust" is a story that plays with your expectations.
::Things are rarely what they seem as Tristan makes his
-:way through Stormhold.
The coveted fallen star that Tristan is seeking to bring
't9 Victoria is, for instance, not a hunk of rock, but a
-'beautiful woman, Yvaine (Claire Danes). Likewise,
ratherr than dashing princes, we are given murderous
,siblings. Later, we meet a marauding sky captain
(Robert.De Niro) who is not nearly as marauding as we
are first led to believe.
This constant bucking of conventions is one of things
-that makes "Stardust" so unique, and enjoyable.
"Stardust" has been receiving many comparisons to
'"The Princess Bride," and rightfully so. This new film
has one of the best mixes of fantasy, romance and
:comedy since the 1987 classic. Like "Bride," "Stardust"
manages its three genres exceedingly well. Much of the
credit must be given to original author Neil Gaiman
along with screenwriters Jane Goldman and Matthew
'Vaughn (who also directs the film).
The story effortlessly builds from one absurd (in the
good sense of the word) event to another, all the while
developing the characters and building our interest in the
love story. Tristan sets out on his journey in the pursuit
of love, but what he finds and where, is not what he
expected.
Vaughn, whose only other directing credit is "Layer
.Cake," makes the most of his cast, set and story to keep
'things moving during the filnis's two-hour length.
He is helped by his star-filled cast, who give earnest
,performances in their roles. Relative new-comer Charlie
.,Cox proves he has potential star power of his own in the
Lead role of Tristan. Danes provides a nice mix of spunk
,and longing as a star who has spent her entire existence
looking down on humans, seeing them at their best and
;worst. De Niro is absolutely hilarious in his role as
-Captain Shakespeare. Pfeiffer is once again on top of her
game. Peter O'Toole as King Stormhold and Ricky
:Gervais as Ferdy the Fence, in small roles, own their.
scenes as well.
"Stardust" is a great date movie, with a bit of magic
-and swashbuckling here and there for the.guys and the
'promise of true love for the girls. Well, doesn't, that
:sound sexist? Maybe the guys will like the love story
land the girls the swordfights. Either way, or even if you
just want to watch it by yourself, "Stardust" is a
wonderful gem of a film.
SIt is rated PG-13 for some fantasy violence and risque
!humor.
"The DVD release has several deleted scenes, a
short making-of featurette and a blooper reel, but no
commentaries. The studio may be holding off
for a special edition later on, but that is just speculation *
on my part.


"Harry Potter and
the Order of the Phoenix"
Following this summer's, release of "Harry Potter and
the Order of the Phoenix," the fifth movie based on the
fantasy series by J. K. Rowling, the films became the
highest grossing movie franchise in history, eclipsing the
James Bonds films.
The movie was released last week on DVD (including
a single-disc* standard edition and two-disc special
edition), HD-DVD and BluRay. ""
David Yates,' become the fourth director to helm the
series, tasked with adapting Rowling's longest'novel
(870 pages). .While he and screenwriter Michael
Goldenberg (taking over for Steve Kloves, who adapted
the first four novels) never really had a chance to- make
a completely faithful adaptation, they do -succeed in
making an enjoyable movie that stands well .on its own.
In the film, we. first find Harry back at home with his
muggle (non-magical) relatives one month after the-
tragic events, at the end of the previous movie in which
the dreaded Lord Vordemort' restored his body and
power, killing one of-Harry's classmates in the process.
Cut off front news from the wizarding world, Harry is
becoming despondent and angry. To make matters
worse, he and his cousifi Dudley are attacked 'by
dementors, the horrific guards of Azkaban prison he met
in the third film. He survives the 'encounter, and is
subsequently rescued by the titular Order of the Phoenix,
an organization formed by Albus Dumbledore during
Voldemort's first reign of terror. '

It is not until
Harry reaches
Hogwarts that
the movie finally, begins to hit its stride. The ministry,
led by Cornelius Fudge, is trying its best to'convince the
. wizarding world that Harry's story about Voldemort's
return is a lie and doing everything it. can to discredit
him and his biggest ally, Dumbledore.
To aid in that. aim, they appoint a new Defense
Against the Dark Arts teacher, Delores Umbridge
(Imelda Staunton),'who refuses to teach the students any
practical defetise, telling an indignant Harry that, "There
is nothing out there, dear! Who do you imagine would
want to attack children like yourself?"
In defiance' to the increasing authoritarian control
Umbridge wields over the school, Harry, along with his
friends Ron and Hermione, join together with other
students to form a covert organization to teach
themselves.
Those who enjoyed the action-filled "Goblet of Fire"
may be disappointed with the lack of action throughout
most of the middle act of this film, as the story is much
more character driven this time around.
Yates, like the directors before him (Chris Columbus,
Alfonso Cuaron'and Mike Nemwell), brings his own take
on the Harry Potter universe. He also draws out
excellent performances from his actors, especially
Daniel Radcliffe as Harry. The acting seemed to take a
dip during Newell's "Goblet of Fire," so it was
heartening to see the improvement.
Michael Gambon, who had the unenviable task of
taking over the role of Dumbledore after Richard Harris
died between the second and third films, seems to have
finally found the right mix of authority and playfulness
that makes theoheadmaster such a wonderful character in
the books.
Imelda Staunton* plays Umbridge just as I imagined
her from the books. Her smile' while torturing Harry in
detention was enough to give me goosebumps.
Newcomer Evanna Lynch, who beat out thousands of
other girls .to play Harry's classmate Luna Lovegood,
plays the goofy and airy character perfectly. She
provides some great moments in the film.
While Yates improves on the failings of "Goblet," the
finished'product still feels rushed in places as the movie
races -onto its climatic conclusion. While Cuaron's
"Prisoner of Azkaban" is still the most stylish film of the
series, I think "Order of the Phoenix" has the best mix of
good filmmaking 'while giving the audience enough
information for non-book fans to understand.
The films, like the books, are growing darker as Harry
and his friends grow. Parents should take note of the
movie's PG-13 rating, but children who made it through
"Goblet of'Firb" should not have a problem with this
one. .
DVD extras, depending on whether you get the
standard or special edition, come with 11
minutes of additional footage, several featurettes and a
lengthy A&E documentary about the entire "Harry
Potter" saga.
