Reported chemical

fire sparks high alert

Tclyor Coiuty celebrates its

Sesquicentennial,
} r

Law enforcement and rescue
crews were on high alert Tuesday
evening after it was reported that a
McKenzie .Tank Lines tanker
hauling sodium dioxide was on fire
on the side of the road.
Officers and Taylor County Fire-
Rescue crews were warned by
TCSO dispatch not to use water on
the fire because it would react with
the chemical and generate a gas
which could cause extreme bums
to the lungs, eyes and skin.
Taylor County Sheriffs Office
deputies were dispatched to create
a perimeter around the truck "for
the safety of citizens who could
have come in contact with the
chemical."
The good news is, the truck only
suffered a brake fire and another
truck driver had already stopped
and used his extinguisher to put
out the small fire.
Rescue crews and deputies
actually drove past the truck,

which was at the Wayside Park,
into Jefferson County, "because
they were looking for a truck that
was on fire," said TCSO Lt. Audie
Towles.
Lt. Robert Lytle with Taylor
County Fire-Rescue said Thursday,
"that in a case like this, we have
large extinguishers which we
would have used on the fire, in lieu
of water. In a worse case scenario,
we would have simply let the fire
. ,

burn itself out, keeping the safety
of all the citizens nearby in mind.
"All involved were extremely
lucky," he added. "What could
have been a catastrophe, turned out
to be a simple brake fire. But in
cases like this, it's always better to
be safe than sorry."
Fire-Rescue sent two trucks,
manned by Interim Fire Chief Carl
McAfee, along with firefighters
Justin Duggan and Kyle Gibbs.

Storied past, bright future

For the handful of settlers carving out a life from the tangled growth of
pine trees and palmettos in the wilds of the North Florida frontier, the day
Dec. 23, 1856, marked a turning point in their destiny.
That was the day--150 years ago this week--Florida Gov. James Emilius
Broome signed a bill creating two new counties--Taylor and Lafayette.
To mark this sesquicentennial anniversary, the Perry News-Herald has
turned to the writings of Taylor County's foremost historian, W.T. Cash, to
present, a capsulated vision of those pioneering days. (Materials courtesy

of Auley Rowell.)
In today's edition you'll also find a summarized account of the early
history of education in Taylor County written by Marge Woodell.
Accompanying these accounts are photos provided by the "good
steward" of Taylor County's history, the Taylor County Historical
Society.
Please enjoy these accounts of Taylor County's storied past as we move
forward to a bright future.

. It was fitting that when Taylor
County was created Dec. 23, 1856,
it should be named for the 12th
president of fhe United States for
he was a commander in the Florida
War of 1835-42, performed
important operations in this section
in clearing it' of Indians. Writing
from Tampa, July 20, 1839,
General Taylor told of having
proceeded to Deadman's Bay late
in 1838. Said he:
"I reached the Isteenhatchee
(now called Steinhatchee) River on
which the post is established on the
18th of December, 'and found four
companies, 6th; Infantry under
Major Noel, who had been actively
employed in openingng roads,
erecting defenses, etc...
"I put into immediate motion
together with the troops, who
accompanied me, .to examine the
swamps and hammocks of the
Isteenhatchee, Ecdnfinney (now
Econfina) and Finihalloaway (now
Fenholloway) rivers\.. On the 30th
a large camp, supposed to contain
about one hundred and twenty
people, was discovered between
the Econfinney and Finihalloaway.
This was surprised, and all the
effects taken from, it; such,
however, was the depse cover of
the enemy that nothing more
decisive was accomplished, the
enemy making little or no
resistance."

general of the Florida War to set
foot in the present county named in
his honor, during the entire
struggle with the Seminoles.
Settlers began to move into this
section soon after the Indian war
closed, although there were

already a few white inhabitants
within the area. The first people
moving in apparently settled
within the present community of
Shady Grove, about 12 miles north
of what is now Perry, on Rocky
Creek, mn what later came to be

called the Spring Warrior
settlement. Among the early
families we find such names as
Edwards, Wallace, Drew, English,
Poppell, Henderson, Ezell, White,

A log courthouse was built here around 1857-58. Perry's first frame courthouse
(pictured above) was located in the same location at the present-day building. This photo is
from the collection of the late Dr. Wilson Hendry and is now housed at the Taylor County
Historical Society.

Merry Christmas!
First graders in Melissa Everett's first grade class at
Perry Primary School pose with their handmade crafts to
show Santa that they have all been "good." Everett said she
explained to them that Santa was watching to see which kids
were naughty or nice: Some of the children reported that they
would share their crafts with the big guy in red on Christmas
Eve, along with cookies and milk as an added incentive "to get
lots of toys."

Crash victims

return home

Two victims of a Golf Course Road car crash last week have been
released from their respective hospitals, with a third remaining
hospitalized.
The crash claimed the life of Cynthia Miller, 51.
Michael Patrick Warf, 39, was flown to Tallahassee Memorial
Hospital in Tallahassee, but later transported to Shands in Gainesville,
where he was treated for back and neck injuries.
Family members report that he was released and returned home on
Wednesday, where he is recuperating in a temporary upper body
plastic brace.
Alicia Harris, 19, has also returned home and "is getting around on
crutches."
A second passenger, Ashley Williams, 18, who was ejected from
her vehicle, is still in Shands in Gainesville, as of Thursday, where she
is undergoing physical therapy for two broken legs and a broken hip.

Adopt A Family

drive 'a success!'
Refuge House had a tremendous response to its Adopt A Family
program for the holidays. Director Debra McGrew reports that all families
were adopted, and baskets with food and gifts were being distributed this
week. "We are covered, and very grateful," said McGrew. Refuge House
provides safe, emergency shelter for up to 45 days for women and children
who are victims of domestic violence. To contact the hotline, call 584-

173 taxpayers in 1858

Further evidence of the growth of this area is
indicated by the introduction of a bill in the Florida
House of Representatives, Nov. 26, 1855, to
organize the County of Taylor.
The cause of the failure of this bill is unknown,
but it may have been because many thought the area
included within the proposed county was large
enough for two.
On Nov. 26, 1856, James W. McQueen, one of the
representatives from Madison County, gave notice
of intention at some future day to introduce a bill to
organize two new counties out of the County of
Madison. The House Journal of Dec. 10, 1856,
states that Mr. McQueen that day, pursuant to
previous notice, introduced a bill to create and
organize the counties of Lafayette and Taylor. After
this was amended somewhat it unanimously passed

Dec. 17. The Senate passed the bill two days later
with 14 votes for and three against. Gov. Broome
signed it Dec. 23.
Although Taylor County had begun to function as
a separate governmental unit and the place for the
county seat had been chosen before the end of 1857,
its first tax roll was not approved by the county
commissioners until June 4, 1858. This roll showed
173 poll tax payers and 67 others (persons above 50
years of age, out-of-county persons owning
property in Taylor and business firms) with a total
property valuation of $279,152.

Schools mentioned in Taylor County school board minutes from 1886 and 1887 include:
Vienna, Hall Creek, Blue Creek, Perry Academy, Perry, Spring Warrior, San Pedro, Pine

Mill, New Prospect, Cabbage Grove, Thomas Mill Hammock, Woodyard, Salem and Springhill.

Emphasis on education looms

The history of education in
Taylor County began in the Pisgah
area almost immediately after
settlement as evidenced by an
Article of Agreement which has
miraculously survived.
However, much has been lost
and only a few isolated facts from
individuals who remember
mothers' or grandmothers' stories
of early schools remain. Sadly for
those interested, the first book of
school board minutes, 1859 to Oct.
18, 1886 (17 years), has been lost.
The extensive writings of W.T.
Cash and his younger brother-in-
law, Alton Wentworth, have been a
valuable source. Just five years
after the first recorded settler
(Mary Sevier in 1845) arrived, four
families signed the Article of
Agreement with John Mixson to
teach their children. One of the
women to sign the agreement was
Marie A. Jenkins, whose husband
had gone to the California gold
rush bh o%.-cart. He returned after a'
four-year absence with enough
money to buy several hundred
acres of land, set up a water mill on
Rock Creek and built a nine-room
house of sawed lumber, perhaps
the first Taylor County home not of
log construction. (W.T. Cash)
The Article of Agreement is
printed below just as it was written
with its strange capitalization and
lack of punctuation:

Cash believes a school house
was built for Mixson's school
(based on his mother's
recollection). He remembers his
mother telling of attending school
at Pisgah about three miles
northwest of Perry, during the
Civil War.
This private school eventually
became the Pisgah public school
and often overshadowed the Perry
schools. Mrs. Mary Anderson went
to this school in the early 1900's
when it was located on the west
side of Highway 19. It was
eventually moved across the
highway near the Pisgah
Cemetery.
Of the settlements established
during the 1850's, Pisgah was
evidently the most progressive. A
post office named "Fenholloway"
was established there on May 6,
1854. When Mrs. Whitfield was
asked why the name, her answer
was that the Fenholloway River
was the most prominent feature on
the map at that time, but it is

1:

"These frontier folks were far
better learned in old British and
Early American ballads than their:
present-day counterparts."
The Governor of Florida in 1864
approved an act for the education
of soldiers' children. Under this it
was made the duty of the county
commissioners of each county not
only to provide schools, but to
certify to the governor the cost of
maintaining them. On the
governor's approval, it became the
duty of the Comptroller to issue
the warrant needed in payment. It
is most unlikely that Taylor County
ever got a dollar under this act, but
nevertheless there were schools
taught in the county during the
war.
A paper with no author found in
the library mentions several
schools in the county before or
during the Civil War. Spencer Fife
taught at one and James J'. Mixson,
a brother of John, was a teacher in
'one of the-private. sehools-bei re
the war. A man named Beaty
taught in the Barker Hammock
settlement, eight miles southeast of
Perry. On the Taylor County
Census in 1860, Robert H. Beaty,
after 40, listed his occupation as
"school teacher," living in the
household of William and Mary
Sever. Others who listed their .
occupation as school teacher on
the census were as follows: Jasper
N. Simmons, age 26, married to
Mary C.M. Simmons, age 21; John
W. Roberts, age 45, lived in the
household of Reuben B. and Mary
Jenkins; and Theodore Killbom,
age 37, lived in the household of
Joseph H. and Susan W.
Sappington. On the 1870 census
only Roberts H. Beaty's name
appears with the designation of
school teacher.
It was not until the constitution
of 1868, which made more livable
provisions for the support of public
education, that Taylor County had
a superintendent of public
instruction.
The first superintendent of
schools was James H. Wentworth,
grandfather of Alton H.
Wentworth, who began his term as
early as 1869.
In his report to the State
Superintendent, Mr. Wentworth
says among other things: "The
eight (school houses) in use are
provided by citizens free of rent.
Each has a broom, a drinking cup
and a well of good water. Four
have water buckets; three have
chairs and tables for the teachers;
one is well-seated. None have an
apparatus or blackboard. All are
without outhouses. Very
considerable repairs are needed."
Mr. Wentworth reported an
attendance of 230 children, an
average attendance of 191.
Average teacher salary reported as
$26.37. Mr. Wentworth served as
superintendent again in 1872 for
one year and in a report to the state
department wrote the following:
"The county is better socially
than it was before the war because
stock raising had been broken up.
"Under the school system of the
state we have several good schools
in a flourishing condition. When
the system first went into effect, it
was bitterly opposed by the
natives, but the schools are now
appreciated by the people, and if
there is no mismanagement in the
educational affairs of the county, it
will tend more to the elevation of
the masses than anything else."

Taylor County was already into its second 50-year stretch'when this photo was taken in the
early 1900s. Shot from the water tank located behind the Perry Woman's Club, it captured
the Taylor County Jail in the foreground and the Methodist Church off to the left. In the
distance can be seen the dome-topped courthouse.

The first post office was near
what is now known as "the rise of
Rocky Creek." It was established
May 6, 1854; with Nathan C.
Smart as postmaster.
On the 2nd of October, 1857, the
count% c"mntLiiso,rer of Taylor
County purchased 40 acres of land
within the area now occupied by
Perry from the state, and on this
tract a little later a log courthouse
was built. At that time no entry had
ever been made of land within the
section of land where Perry now is.
The chief Civil War activities in
Taylor County were: the
assembling of deserters near the
mouth of the Fenholloway to go to
Cedar Key--ield by the Federals
from February, 1862; the hunting
,of deserters hidden in the swamps
by a force under the immediate
command of Major Camfield in
1864; and the establishment of a
camp by a company of home
guards on the Fernholloway River,
about three miles southeast of
Perry. '
The population of Taylor Coaunty
grew but slightly during the 1.86,0-
70 decade, growing from 1,384 to
1,453, but in 1880 the census
reported 2,279 inhabitants. Until
1870, there were only two post
offices in the entire county, the one
named Fenholloway, and another
established at the present Perry in
1869. The post office first took the
name of Rose Head, but was given
the name of Perry in 1875.
The first newspaper established
in Taylor County was the Taylor
County Banner, which began
publication July 13, 1888. From
early in 1893 till the latter part of
August, 1895, the county was
without a newspaper, but since that
latter date there had always been
one and sometimes two in the
county.
Between 1880 and 1890, Taylor
County lost 157 in population, but

increase was over 80 percent. The

Another significant event in the
history of education occurred in
1853 when a family of free blacks
living in what was then Madison
County established Springhill
Missionary Baptist Church in what
.is now the town of Perry but was
called Rosehead at the time. It was
here in this church fellowship
which has had continuous service
since it was first established that
the seeds of education were first
sown. (Pat Rozier).
Fittingly the first school for
"colored" children was named
Springhill. Because of the loss of
the first book of school board
minutes, there is no official record
of the establishment of Springhill
or other schools but according to
Laura Scott Reaves it began

shortly after the Civil War. The
Springhill School appears on the

continued on the list of schools
through 1898. The church building
was located near the cemetery on
Buckeye Nursery Road and San
Pedro, but was moved to its
present location on Pinecrest in the
1940's.
An excerpt on education from
Cash's History of Taylor County:
"From the very first, Taylor
County settlers were interested in
education and before the end of
1860, eight schools were in
operation. That year the sum of
$185.40, or 45 cents per pupil, was
allotted Taylor County from the
state school funds. A teacher with,
say, 20 pupils, would have 20
times 45 cents or $9 added to
whatever the patrons paid him. It is
impossible to tell how well these
schools functioned but the writer
has known a sufficient number of
ante-bellum settlers of Taylor
County to be certain that more than
80 percent of them were taught to
read and write and is satisfied from
what he actually knows that fully
90 percent could read well enough
to get the meaning of words.
"Many were by no means
without culture. In some homes
could be found the works of Peter
Parley, St. Pierre's 'Paul and
Virginia,' Jonathan Edwards' 'Life
of Rev. David Brainerd Taylor,'
Defoe's 'Robinson Crusoe,' Rev.
Richard Flavel's 'Fountain of Life,'
William Gillmore Simms' 'Frances
Marion' and always the King
James Bible. In school they
learned far more than mere
geography in books on that subject
by such authors as Rev. Jedidiah
Morse; and numerous selections
from McGuffey's fifth and sixth
readers gave them an excellent
introduction to Shakespeare.

Is there a Santa

Claus?

A long time ago, in a big city, a small child faced, unwillingly, the question of the
"reality" of Santa Claus.
And it still happens, every year, in small towns and in big cities, that children finally
ask the question.
But there's probably never been a better answer to the question than the one
written by Francis P Church, on Sept. 21, 1897, which was printed on the editorial
page of the New York Sun.
The now famous question, and its answer by the editorial writer, have become a
part of our American legend at Christmas time.
Dear editor:
I am eight years old.
Some of my friends say there is no Santa Claus.
Papa says, "If you see it in the Sun, it's so0."
Please tell me the truth, is there a Santa Claus?
Virginia O'Hanlon,
115 W. 95th Street

Virginia, your little friends are wrong.
They have been affected by the skepticism of a skeptical age. They do
not believe except what they see. They think that nothing can be which is
not comprehensible by their little minds.
All minds, Virginia, whether they be men's or children's are little. In this
great universe of ours, man is a mere insect, an ant, in his intellect, as
compared with the boundless world about him, as measured by the
intelligence capable of grasping the whole of truth and knowledge.
Yes, Virginia, there is a Santa Claus.
He exists as certainly as love and generosity and devotion exist, and you

know they abound and give to your life its highest beauty and joy.
Alas! How dreary would be the world if there were no Santa Claus. It
would be as dreary as if there were no Virginias. There would be no
childlike faith then, no poetry, no romance to make tolerable this existence.
We should have no enjoyment, except in sense and sight. The eternal light
with which childhood fills the world would be extinguished.
Not believe in Santa Claus?!?
You might as well not believe in fairies!
You might get your papa to hire men to watch in all the chimneys on
Christmas Eve to catch Santa Claus, but even if they did not see Santa
Claus coming down, what would that prove?
Nobody sees Santa Claus, but that is no sign that there is no Santa Claus.
The most real things in the world are those that neither children nor men
can see. Did you ever see fairies dancing on the lawn? Of course not, but
that's no proof that they are not there. Nobody can conceive or imagine all
the wonders there are unseen and unseeable in the world.
You tear apart the baby's rattle and see what makes the noise inside, but
there is a veil covering the unseen world which not the strongest man, nor
even the united strength of all the strongest men that ever lived, could tear
apart.
Only faith, fancy, poetry, love, romance, can push aside that curtain and
view and picture the supernal beauty and glory beyond.
Is it all real?
Ah, Virginia, in all this world, there is nothing else real and abiding.
No Santa Claus?
Thank God, he lives and he lives forever. A thousand years from now,
Virginia, nay ten times ten thousand years from now, he will continue to
make glad the heart 'of childhood.

ELEMENTARY CHILDREN
TELL THE MEANING
OF CHRISTMAS
The children in Mrs. Alma
Lewis' Perry Elementary School
English classes were asked to write
stories on "What Christmas Means
To Me."
Some small excerpts follow:
"Having Pappy home because
Christmas doesn't seem like
Christmas without him. Going out
to look for the Christmas tree and
bringing it home io decorate--
putting the little bulbs on the
bottom branches, which means I
have to crawl under the tree.
"Not being able to 'go into
Mommy's closet after she's gone
shopping because that's where she
puts the presents. After some of the
presents are put under the tree, I
sneak over to see what presents are
whose.
"On Christmas Eve being so
excited I can't go to sleep. And in
the morning having to wait for my
sister to get up. Then opening the
presents to see what we all got and
then playing with them.
"In the afternoon, stuffing
myself on Christmas dinner. (We
always have lots to eat.).
"Most of all, Christmas is the
time to be happy and love
everyone. Christmas is the day
Jesus was born."
-Billie Oxford

"Christmas Day is a special day
for all.
"Christmas is special because
Jesus Christ was born on this day.
Christmas is a time for giving
rather than receiving.
"Christmas is a time for letting
out your feelings whether they are
happy feelings or sad feelings.
Everyone should be happy
because Christ was born on this
day."
-Michelle Stephens

C--is for Christ;
H--is for the holly;
R--is for the Redwood trees;
I--is for the icy snow;
S--is for Santa Claus;
T--is for the toys;
M--is for Merry Christmas:
A--is for the angels that sing;

CHRISTMAS
-Mark Southerland

-k*-iJ-* -

The wonder of Christmas has never left me although I
am well past the time of childhood. I will never change,
don't want to!
Over the past six-plus decades of my life I have seen
the joy of sharing this special season with family and
friends, and on more than one occasion, I have been
privileged to expand the, circle to include those not
known to me until circumstances brought them into my
life. There is enough darkness in the world to bring us
down on a daily basis so the gift of Christmas is
something we should hold in our hearts and never allow
it to disappear.
Growing up in the age of innocence such as we had
during the forties and fifties may sound like we were very
easily entertained to folks today, but I sure am thankful
.that the good Lord chose to place me in such a time since
it molded me into who I. am today. Plain fact is I love
Christmas.
, Some of the most precious memories ingrained in my
mind are the hours between the time we were sent to bed
on- Christmas Eve and the time we awoke on Christmas
morning. Those hours were filled with wide-eyed
expectancy as my sister .Leta and I would alternate
slipping from the bed to gaze at the Christmas tree to see
if Santa had made his visit to our house. Finally, sleep
would win out and our eyes would close only to spring
open moments later and we would once again slip from
the bed to check for signs of Santa's visit.
This scenario would continue to play out until at last
we would hear the sound of bells outside our bedroom
window followed by the thump-thump sound of little
hoofs prancing across our roof. That's when the Leggett
sisters would lose all their desire to creep from the bed.
We would wrap our arms around each other, close our
eyes and hold our breath as we listened to the sound of
each other's heartbeat. We were totally entranced...we
knew that just on the other side of our bedroom door
Santa was checking his list to see if our names were
recorded with all the good little boys and girls. We were
convinced that if Santa caught us awake all our toys
would be loaded back aboard the sleigh to be left at the :
next stop on Santa's list. So we lay quietly listening to the :
movement going on in the next room. Then, with the :
siund .of hoofs once again crossing the roof and the
tinkle of tiny bells sounding loud and clear, we would
very slowly start to breathe again as we smiled to each
other in the darkness. Without saying a word we both
knew that we had been counted among the good children
for another year and with the dawn of the next morning
there would be rewards awaiting us. So with that thought
in mind, we would relax and slip into a dreamless sleep.
On Christmas morning our eyes would pop open, the
covers would fly off and our feet would hit the cold floor
all within a moment's time! The space from the bedroom
to the living room would be accomplished in about five
giant steps then we would stop dead-still in front of the
tree as we surveyed the treasure that lay at our feet.
High on the list for a child of my era was a bride doll
and one glorious Christmas there she stood. She had
long blond hair and blue eyes and her gown and veil were
the whitest white imaginable. Reaching for her I carefully
opened the box and touched her face, then her hair, then
I drew her to me and inhaled the sweet smell of her skin.
She was without a doubt the most beautiful doll ever
created and she was mine. It was the perfect Christmas.
Many other gifts are remembered, but none are more
fondly remembered than my beautiful bride doll. Sadly
and with the unthinking neglect of a child she was lost
over the years, but she will always remain a very
important part of a unforgotten Christmas morning.
I eventually discovered that Daddy very cleverly used a
broomstick to imitate the hoof sounds on the roof and
also was the bell-ringer outside our bedroom window.
That knowledge didn't dim the wonder of Christmas for
me though since I rationalized that Daddy was certainly
one of Santa's most valuable helpers.
The role of Santa was never confused with the
importance of the birth of Jesus. We were taught from
earliest childhood that the celebration of Jesus' birthday
and his love for us was the reason we shared that love
with others through gift giving. My Mama told us the
legend of St. Nicholas from long ago and how that other
Santas had followed in his footsteps to carry on the
tradition of love. Made sense to me as a child and it
makes sense to me as. an adult. It doesn't matter what
you call the gift-giver as long as it teaches us to love each
other. Since my days as a child I have had the
opportunity to be Santa to my own little family and to
many others through various outreaches. One of the
most memorable times was the Christmas of the mid-
eighties when we had the unexpected snowstorm. If you
recall that time you will remember that traffic was
detoured through Perry and Mayo. Hundreds of travelers
flocked to the motels in Perry to find shelter but those
who arrived too late to find a room traveled on to Mayo.
It was an Oriental family of some 10 or 12 on the way
to Disney World that showed up at our door on
Christmas Eve that year. They stayed with us until well
into the night while the Community Center was prepared
for their night's stay. I will never forget their greeting as
I opened the door for them. "We're visitors from the East,"
she said. "Wow! It's Christmas Eve and we have visitors
from the East just like Jesus did on that long ago night,"
I said. That night with my eastern visitors made the birth
of the Christ Child so vivid. I thank God he allowed them
to show up at our door.
As you celebrate this Christmas do so with the
knowledge that you are making lifelong memories for
each other...strive to make them good ones.
