Tribe announces
Saturday meeting
The Muskogee Creek Indian Tribe

the road Hartsfield's vehicle then
slid across: the center line and
struck an oncoming small car in
the opposing lane.
The small car was occupied by
the driver and three occupants.
Both Harnsfield's vehicle and the
.mall car traveled into the ditch,


conducted by the Tallahassee firm
of Healthy Development, Inc.
"Using a health impact
assessment is a great tool for
understanding the balance between
economic development and health.
This study will tell.us where we are
now and the steps we need to take
to make the most of the new power


plant," Taylor County Economic
Developer Rick Breer said.
According to the introduction to
the study, Taylor County officials
anticipate elevating the county's
economic, health and social
conditions by bringing to the area
TEC jobs which come with a full
benefits package for employees.


Conversely, many community
menibers fear health impacts of the
plant's harmful emissions to the
area's air and water. This sudy is
intended to inform the community
about the expected risks and
benefits of the plant's operation.
.The first phase of the study
assessed several existing


conditions of the county such as;:-
educational achievement,:
household income, death rate,
behavior risk and access to health
insurance.
The study found that, overall,

Two elementary school teachers were injured in a Wednesday afternoon
crash that snarled Jefferson Street traffic and required assistance from
evpry emergency response unit in the county.
Officers, deputies and firefighters from the City of Perry Fire
Department, Taylor County Fire/Rescue (TCFR), Perry Police Department
(PPD) and Taylor County Sheriffs Office all arrived within minutes of the
911 call reporting the two-car wreck at the south entrance/exit for the Wal-
Mart super center. Doctors' Memorial Hospital (DMH) Emergency
Medical Services (EMS) Director Marty Tompkins also responded to the
scene.
The crash occurred around 1:15 p.m. when Taylor County Elemenitary
School (TCES) physical education teacher Anna Smyrnios Morgan, 34,
pulled into the path of an oncoming van driven by Angela Adams, 32, of
Branford, according to the PPD.

The driver's side door of 2005 four-door Honda bore the brunt of the
impact, pinning Morgan inside the car. Her passenger, Katherine Shepherd,
26, who also teaches PE at TCES, was able to get out of the car and was
taken to grassy shoulder of the highway to await treatment.
Both Adams and her six-year-old daughter, Morgan, received minor
injuries from their safety belt restraints, PPD Ptl. Gina Ddeson, reported;. --
"Her eighth-month-old son, Sidney, was appropriately placed in the back
seat of the van in an infant seat carrier (rear facing) and was not harmed at,
all," Deeson said.
TCRS firefighters used the "Jaws of Life" to remove the crushed door
that trapped Morgan inside the car.
No ambulance units were immediately available to respond to the scene

County native Roy "Doug" Cruce
has announced his bid for the
district 4 county commissioner seat
being vacated by Jack Brown.

He is married to Karla Ortega
Cruce and is the son of Roy and


Thelma Cruce. His great
grandfather, Hardy Brigers Cruce,

A graduate of Taylor County
High School and North Florida
Junior College, Cruce earned a
bachelor of science degree in
health care management from
Florida A&M University.
"I have an established
comprehensive and operational


ability of accounting procedures.
Effective leadership and problem-

the strengths needed to perform
efficiently with positives outcomes
for our community," he said.
"I am knowledgeable in strategic
planning (internal and external) for
the future of Taylor County. I am

with other commissioners to

Cruce is one of four candidates
running on the Democratic tickets.
He will face challengers Pam
Feagle, Joe Heartsfield and
Rudolph Parker in the upcoming
Primary Election.

Resolution endorses Magnolia Bay


The Ta.,lor County Tourism
De\elopnient Council (TDC) has
adopted .1 solution in support of
the proposed multi-million dollar
Magnolia Bay Marina & Resort
project.
"What Dr. (J. Crayton) Pruitt is
proposing--the Magnolia Bay
Marina & Resort--is going to have
one of the largest impacts on
tourism and the bed tax we've seen
in Taylor County for a while," TDC
Chairperson Sandy Beach


Manning said.
"We wanted to come forward
and put it out there that we are in
support of this project so the public
can know why and to help garner
support," she said.
The council plans to present the
resolution to the Taylor County
Board of County Commissioners.
The resolution reads: "Whereas,
the Taylor County Tourism
Development Council has
announced their support of the


proposed Magnolia Bay Marina
and Resort Project to be located
two miles north of Keaton Beach in
Taylor County Florida; and
"Whereas, the economic benefits
that this development will bring to
Taylor County and our coastline is
unprecedented; and
"Whereas, should this
environmentally balanced project
be permitted it will provide access
to the Gulf of Mexico for all
. residents, visitors and tourists to


enjoy; and
"Whereas, the public access
marina will provide better boating
and recreation opportunities for our
community; and
"Whereas, overall the many new
jobs and bed tax revenue that will
be created along with the other
benefits a development of this size
will create as well as to enhance
the quality of living for our

Steinhatchee. This was one of
those times that it just so happened

odor of an alcoholic beverage on
Hartsfield's breath and his eyes
were red and watery.
"Trp. Bell told me that there:
were several Michelob beers in and
around Hartsfield's vehicle, one of
which was open. Bell told me thai
he believed Hartsfield was under


the influence of alcohol.
"I instructed Bell to request -a
legal blood withdrawal from
Hartsfield and he received it with
the' assistance ,.of DMH EMS.
Hartsfield consented to the
withdrawal," said Pitts.

Countians, 25 and over, with a high
school diploma (or equivalent) is
70 percent compared to 80 percent
statewide.
TThe median household income
here is $30,032 compared to the
state average of $38,819. Black
households here were particularly
low with an average income
of $15,149 compared to
black households statewide at
$28,033.
According to the study, TEC
plans to employ 180 people at an
average salary of more than
$55,000.
The age-adjusted death rates for
Taylor County residents are higher
than the state average for the top
five causes of deaths (heart
disease, cancer, stroke, chronic
lower respiratory disease and


diabetes).
But when compared to other
similar-size rural counties, Taylor
fared better, especially in the top
two causes (heart disease and
cancer).
The health of Taylor County
citizens may be impacted by their'
behavioral lifestyles as the study
found that 31 percent of adults here
smoke compared to 22 percent
statewide.
Taylor Countians are more obese
than the state average (30 percent
to 22 percent) and are less likely to
participate in regular. vigorous
physical activity compared to
others in the state.,
The study found that 28 percent
of county residents did not have
health insurance.
About 36 percent are covered by
private insurers while 20 percent.
are on Medicaid and 17 percent are
on Medicare.
The study found that typical
employee benefits at TEC will
include health insurance, short and


long-term disability insurance, life
insurance, a retirement program as
well as annual physical and hearing
testing.
Phase two of the study will look
closer at concerns over pollutants
associated with the plant as well as
job training and economic
multiplier effects.
Phase three will report the final
health impact assessment and
will make recommendations to
optimize health for the citizens
of the county.
TCDA Chairman Jim Bassett
said he believes the study is one of
the best tools that can be used to
make. informed choices for the
people of Taylor County.
"We want to do what is, best for
,Taylor County's economic future,
which is absolutely connected to
our long-term health and well
being," he said.

The' debut of the Scallop Swing
celebration at Keaton Beach was
held July 15 at Hodges Park,
boasting "superb weather" during
the day and a canopy of glistening
stars at nightfall.
The two winners of the Scallop
Cook-Off were Glenn Senter, who
took first place with the "best
tasting" scallop dish, and Alice
Silveria won first place for "best
presentation."
The men's legs contest produced
a winner to serve as King of the
Scallop Swing. Cornell Silveria
was chosen to reign over
festivities and his wife, Alice, was
awarded Queen by association.
Festivities continued well into
S the night and included both line
dancing and couple dancing on the
beach as well as on the street.
Eldon Sadler provided music for
ark. the celebration and also entertained
with his solo performances of
Elvis. The crowd sang karaoke
intermittingly during the night's
activities.
"It was a swinging good'time,"
said Bonnie Jo Wells who gives
credit to the The' Taylor Coastal
Community Association(TCCA)
for organizing and promoting the
Keaton Beach Scallop Swing.
Committee members for the event
were Patty Causey, Lynette
Senter, Alice Silveria, Alice
Lengl, Marsha Parker, Karen Ezell
and Wells. Jerry Cawthorn,
president of TCCA, presented a
surprise Volunteer of the Year
Award to. Glenn and Lynette
Senter, for "donating their time'
and energy, and faithfully

The only report I have this week
is about my charter with Joe
Paoletti and Jeff Collins, both of
Valdosta, Ga., who fished with me
Saturday.
We started the day off at 12
noon to take advantage of the
incoming tides. Our first stop was
a demonstration for Jeff while I let
Joe go ahead and start fishing. Joe
promptly caught three trout in the
first 45 minutes. During this first
drift, the sun was obscured by
thick cloud cover and a nice stiff
breeze of 10 mph or so kept us
moving.
No sooner than the first hour
was up and the sun came out, the
breeze quit and we went three
hours without a single trout.
About 3:15 p.m. we moved into
4.5 feet of water and started


catching nice trout. We were
,fishing with live pinfish and
pigfish under Cajuns on a 40-inch
long leader, using Penn Slammer
Reels spooled with 10 pound
Triple Fish Perlon line. Our drift
took us from 4.5 to 3:7 feet of,
water and we brought in five fish-
over 20 inches releasing two of
them over 23 inches long. Joe had
a 25-inch trout and we also had
two over 23 riches as well. By
4:30 it was over! .This on
Saturday, July 29, when everyone
will tell you the trout are all in 8-
10 feet of water.
Also, Ben Tucker and Kristin
Sharp from Adel, Ga., caught
their limit of trout Saturday, July
29, along with some Spanish
using live pinfish under a Cajun
Thunder in 5 feet water.

Hunter safety course in Tally


A free hunter safety course
offered by the Florida Fish and
Wildlife Conservation
Commission (FWC) takes place
later this month in Tallahassee.
The course begins at 6 p.m. and
ends at 9 p.m. Aug. 15, 17, 22
and 24 at the Farris Bryant
Building, 620 S. Meridian St., in
Tallahassee. The firing range
portion of the course is scheduled
for Aug. 26.


The FWC course satisfies
hunter safety training requirements
for all other states and Canadian
provinces.
Persons interested in attending
the course can register online and
obtain information about future
hunter safety classes at

calling FWC's regional office in

A warning to boaters
TheU.S. Fish and Wildlife Service recently placed a sign at
the Mandalay boat ramp on the Aucilla River, warning
boaters against launching their boats at low tide. Taylor
County staff have worked in recent months with federal
officials to have them do repairs to the ramp, which they
maintain. The wildlife service, made some repairs, but said
there was nothing more they could do and erected the sign as
a warning.

The dog days of summer have
found me wishing for an early fall.
As I look forward to cool, crisp
mornings and dry, bright days,
visions of wildflowers dance in
my head.
While spring and summer bring
us a respectable assortment of
blooming native plants, fall is the
time of year our wildflowers are at
their zenith. The amber yellows
of Goldenrod cloak the landscape
while the pinks and purples of
Deer Tongue and Blazing Star
provide contrast. It's enough to
make me want to get out and
frolic amongst them. Except I'm
afraid someone might see me
cavorting among the flowers and
think I've gone daft. So I try to
serious up my commune with
nature by taking along a book.

it's a good learning experience
because I tend to remember the
plants I flip by and can go back to
them when I find them in the
field. Another reason this is my
preferred book is that it includes
"roadside plants" that folks don't
usually think of as flowers.
No matter what book you use
for plant identification, you do not
have to venture far and wide to
find wildflowers. They can be
found on roadsides, fields and
vacant lots. Some of the most
beautiful .native flowers I've ever
seen were found right in my own
backyard.

Taylor classifies wildflowers by
color. Walter was using his head
for something besides a hat-rack
when he wrote this book. He
separates the yellows from the
blues and the pinks from the
whites chapter by chapter. When
you are looking up a purple
flower,-you look in the purple
chapter. It's a very quick, helpful
and well thought out field guide
and probably the best bet for a
beginner.
"Florida Wildflowers in Their
Natural Communities," also by
Taylor, is set up by habitat. If
you are slogging around in a
swamp and come upon a plant
you've never seen, you can go
directly to the "swamps and bogs"
chapter and identify it quick. It's a
good overview of the plant
communities and the wildflowers
found in them. Besides swamps
and bogs, the communities
included are pine flatwoods,
sandhills and clayhills, scrubs,
coastal uplands, and hardwood
hammocks. It is recommended for
the. experienced wildflower
aficionado.
My personal favorite is "Florida
Wild Flowers and Roadside.
Plants" by Bell and Taylor. This
.edition is formatted by plant
'"species" and "family." Which, for
a non-botanist like me, is not the
format that provides the quickest,
reference. I usually end up

Ruby Beach Towles
1914-1967
Ruby Beach's parents came to Taylor County from Suwannee
County when her father accepted employment by Brooks-Scanlon
Corporation. She married J.X. Towles and their children were: Jo Ann
(Bellar), Kay and Joy:
She graduated from the Taylor County High School. She was a
member of the Athena Baptist Church and the Order of Eastern Star.
The memory of her is accentuated in the lives of three fine children.
H.C. Walker
1895-1973
Howell C. Walker was a native of Lowdnes County, Ga., but he
. moved to Taylor County at the age of three, and he married Cora
Rawls, a native of Grady County, Ga. They were the parents of H.C.
Jr. (died early), Mary (Dees), John and Mildred (Melvin).
He lived on a farm just south of the Fenholloway River and he
reared his family in a building that had once been the Springdale
Schoolhouse. He was a veteran of World War I.
In 1930, he became a postal employee under the guidance of
Postmaster Tom Lundy and, continued in that position until -his
retirement.
He was a member of the American Legion and, since 1904, a
member of First Methodist Church. He was a patriotic soldier, a
splendid post office clerk and a loyal Methodist.
V Paul D. Bird
1907-1960
Paul D. Bird was born in Perry and he married Miss Nita Andrews
of Madison County. They were the parents of Paula Cloys, Willa
Parker and Paul Jr.
Paul D. attended Taylor County High School and the University of
Florida. He was very much interested in "singing conventions" during
the time he was in high school and the years immediately afterwards.
He was county school superintendent beginning in 1941, and he
deserves much credit for Perry's first gymnasium--which incidentally
was a "first" for the schools in this area and it accounted for Perry,
being host for group basketball tournaments for many years.
He enlisted in the Navy before his term was over and served during
the remainder of World War II.I
He was a Baptist, a Kiwanian and a Mason. In each of these
organizations, he was committed to. active participation in the
principles of service to which they subscribed.
W.J. Hines
1883-1956
Mr. W.J. Hines was a native of Climax, Ga., (where the rattlesnake
rodeo flourishes) and he was married to Miss Ceola Carraway. Their
children were: William J. Jr., Virginia (m. Ray Dean), Peggy (Smith)
and Robert Carraway.
For many years, Mr. Hines wasa railroad engineer. He operated the
South Georgia trains into Perry from Adel, Ga. He was acquainted
with all the rural crossings and was able to observe the. way of life
through south Georgia and north Florida. Upon his retirement from
the railroad, he settled on a beautiful site near Pretty Pond. He was -
active in the Rural Electric Program for. Taylor County and he is due
credit for the good coverage given the county.
He was a member of the Masonic Lodge and First Baptist Church.
He and his family for many years have been loyal to the program of
the church.
J.S. Louque
1881-1963
Joseph S. Louque was a native of Louisiana, and he married Miss
Alusia Matheme, also of Louisiana. Their children were: Lionel J.,
Lizette (Tarver), Hilda (Jones), Elmore, Austin and Myrtis (Clees).
Mr. Louque came to Perry in 1914 with the Burton-Swartz
migration. He had been an employee of the company in Louisiana. In
fact, his entire career was with Burton-Swartz. He was a very friendly
person and was held in high esteem by the management and his fellow
employees. And he and his family amalgamated superbly with the
Taylor County citizenship. He was a member of the Catholic Church
and was faithful to this commitment.
A.C. Putnal
1916-1959
Albert C. "A.C." Putnal was born in Alton (Fla.) and he married
Miss Elizabeth Madeline Irby of Eufaula, Ala. Their children were:
Albert "Bert" C. Jr. and Eugenia (Barwick).
He moved with the family to Bradenton when he was 10 years of
age. From there he enlisted in the U.S. Army 'and served with the
124th Infantry in World War II. He was wounded in action and
became a prisoner of war in Germany. After his return to the states,
he became associated with the Peninsular Life Insurance Company
and served 14 years in agency and management. His assignments took
him to Thomasville, Carrabelle, Tallahassee and Perry. He was a
member of First United Methodist Church, the Masonic Lodge
(Carrabelle), past president of. Life Underwriters Association and a
member of the Perry Quarterback Club.
