The Taylor County Health
Department is being forced to limit
its range of services because a full-
time physician is not currently on
staff.
The department is now operating
with one health care provider,
Tiffannee Padgett, ARNP.
Services will now be limited to
those who are most in need,
according to Administrator
Stephen Tullos.

"In the past, we opened our
doors to all those in the community
wishing to use our services
for basic health care," he
said.
"However, at this time, we are
limiting our primary health care
services to families who qualify for
services/based on income level and
where ,that income falls on the
2006 Department of Health sliding
fee scale.

"Effective this week, families
whose income is 180 percent and
Above on the sliding fee scale will
no longer be eligible to receive
primary health care services at our
facility.
"We will continue to serve our
family planning clients of all ages
and incomes, as well as obstetric
clients in this community," Tullos
added.
"We apologize for any

inconvenience this may have
caused," said Tullos; "and we will
be happy to forward anyone's
medical records at no charge to
your provider of choice upon
request."
Tullos said a search for
an' additional service provider is
on-going, "but it has been difficult
for our department to recruit a
provider who fits both our clinical
and financial needs."

An altercation turned brutal

leaving two men in Shands
Gainesville Hospital--one of them
shot.
Perry Police Department Det.

12:45 a.m. regarding a shooting.
Parker. said that Charlie Smith,

The woman's cousin, Ulysses B.
Woodfaulk Jr., intervened and a
fight ensued between the two men.
During the ,altercation, Smith

Stephanie Blanton witnessed the

said Bailey first spotted one of the

"When Jeey first pointed out the

it's just not something you see

SCALLOPS

Nature's treasure bui)t

People looking for scallops along the Taylor County coast should have
an "okay" experience this season, according to Bill Arnold of the Florida
Marine Institute in St. 'Petersburg.
"Some people will nail spots while others will have to work hard to get
their limits," Arnold said.
Open harvest season for bay scallops begins Saturday, July 1, and runs
through September 1.0..State ,..aer, in the Gult tf" MNeico open io scallop
harvest extend from the Pasco-Hernando County line to the west bank of
the Mexico Beach Canal in Bay County.
Arnold said dive teams recently found an average of 11 scallops per 600
square meters in the 20 areas studied between Pepperfish Keys just south
of the Steinhatchee River.and Grassy Island.
Scallops were found in all but one of the areas studied. Several, areas had
in excess of 40 scallops.
"It should be a mediocre year. A lot of the scallops are small right now
and may be difficult to find. Wewould encourage folks to release scallops.
that are less than two inches wide so they can grow and reproduce," he:;
said.
Although the scallop numbers are down somewhat from last year's
average numbers (23), Arnold indicated the species is still healthy off the
Taylor County coast.
"These animals live one year and their numbers fluctuate from year to
year. We're pretty happy with the population right now," Arnold said.
Recreational harvesters are limited to two gallons of wholebay scallops
in the shell, or one pint of bay scallop meat, per day during the open
season.

Festival, bike rally

lure tourists here

Even though summer arrived only last week, the Taylor County Tourism
Development Council and the Perry/Taylor County Chamber of
Commerce are preparing for a series of events beginning in August and
- continuing through Spring 2007.
The next major event will begin as Taylor County hosts the Gold Wing
Road Riders Association (GWRRA) Region A Rally, which will bring
countless motorcycle, enthusiasts to the area over Labor Day weekend,
Aug. 31 through Sept. 2.
"Don't worry," Chamber Director Dawn Taylor said, "these are not what
you usually think about when you think of bikers."
GWRRA is the world's largest social organization for owners and riders
of Honda Gold Wing and Valkyrie motorcycles. Founded in 1977, the
organization has grown to more than 80,000 U.S., Canadian and
international members in 53 foreign countries.
"GWRRA members are men and women from all walks of life with
varied interests and backgrounds," the organization's website states. "We
have riders in their teens, riders in their 90s and every age 'in between.
Many ride solo; many ride with their children or grandchildren."
According to Taylor, the motorcycles are well-known for their "fancy

Non-profits left out of city's 2006-07 budget?

Local non-profit organizations
such as the Boys & Girls Club and
Refuge House may once again face
heavy losses with the City of Perry
declining to contribute to
community groups for a second
year running.
During talks Tuesday, City
Manager Brown said a preliminary
2006-07 budget was "in the works"
and that he hoped to present a
preview of the 2006-07 fiscal
outlook at the council's' next

meeting.
"Do you foresee giving us a
balanced budget?" Mayor Emily
Ketring asked.
"Yes," Brown, said.
"So we won't'have to go through
and delete line-by-line? That's
awesome (compared) to the way
we were doing the past few years,"
Ketring said.
Finance Director Penny Staffney
called the projected budget "tight--
very tight...to the bone. Very

similar to, this (current fiscal) year."
"We do have increases for
employees in there," Brown said.
"To get a budget without a
$500,000 deficit is just great,"
Ketring said, with other council
members echoing her comment.
In past years, the city council
was called to make decisions
regarding bottom line cuts to
achieve a balanced budget.
Community contributions were
excluded from the city's 2005-06

budget and the council pledged to
utilize any "surplus" money from
its 2004-05 budget to meet the
groups' requests.
However, at year's end, the city-
had zero dollars in "cash carry
forward" monies. It marked the
first time in decades the city had
not contributed to local groups
such as the Boys & Girls Club,
Taylor County Development
Authority, Chamber of Commerce,
Refuge House and the Taylor

County Leadership Council.
At Tuesday's meeting, Ketring
announced that a representative
from United Way would be
addressing the council regarding a
possible collaboration with the
city.
"The city would partner with
them and any non-profits which
were formerly funded by the city
can go to United Way for funding,"
Ketring said.
"But this doesn't mean we will

be giving them anything, right?"
Councilman Doug Everett
clarified.
"No, basically we'll just become
a collection point," Brown said.
"Bor instance, if someone:
wanted to give $5 a month to
United Way, we could just add it to
their city bill. This is a way we'll be
back to helping non-profits, but it
will be at the people's will instead

City eyes new aquatic park

Waterworks could have been a

of being mandated," Ketring said.
On Thursday, Brown stressed
that any budget talks were "very
preliminary."
He noted that the city is facing'
several line item increases,
specially: a 50 percent increase in
property insurance rates, a 26
percent increase in the city's
contribution to the state retirement
program; a 15 percent increase in
workman's comp; and a 10-12
percent increase in medical
insurance rates.

"Of those, about the only one we
may have any control over is the
property insurance. We are looking
to see if we can raise 1our
deductible and maybe trim some
off the premium," Brown said.
He added that any savings seen
in recent action by the council
regarding building/permitting and
zoning fees will be "pretty much
offset by these increases."
On a more positive note, Brown
said he "did not foresee any
property tax increase and actually
we still have the lowest property
rate than any surrounding
city."

crabs.
Blanton took time) to snap some
photos while thoughts of a long
ago event which shook her and her
family's lives replayed in her
mind.
When Blanton was a small child,
living in Madison with her family,
a monster tornado, which
destroyed part of the North Florida
Junior College campus, roared
through their house, destroying
everything in sight.
"The tornado took down all the
walls and the roof," she said. "It
was right over our house and the
only thing left standing was a

hallway in the middle of the house,
where the walls had fallen in,
leaving the only shelter available.
"We were all huddled down and
everything was flying. Dirt, glass
and debris had filled the air. My
mom was holding my little sister
and the vacuum from the tornado
almost pulled her away. As it was,
it pulled her nightgown from her,"
she added.
Blanton said she was glad she
saw the waterspouts because it
brought closure from her
childhood nightmare. "It was scary
at first and then it became unreal,"
she said. "When I started taking
pictures, I felt like those people
you see on television. It was like,
wow, I'm a waterspout chaser."

the other.
In response to the council's
request to explore recreation
options at the now closed Jerkins
Pool center, City Manager Bob
Brown said he had discovered a
possible solution--a $80,000 to
$100,000 aquatic park.
"I'm sure you've seen them...you
have water spouts shooting water
across a cushioned foundation. I
think we might even be able to use
some of the existing treatments,"
Brown said.
Councilman Alphonso Dowdell
gave his approval of the notion
with a quick 'I like it," while
Mayor Emily Ketring said it would
help with liability issues.
"And.you wouldn't have to staff
it. It would be something new and
unique and could be used more
year-round versps a swimming
pool," Brown said.
Council members instructed
Brown to continue researching the
water park option. The city closed
Jerkins Pool due to on-going
leakage problems. Estimate for
repair/replacing, the center were
around $400,000 to $500,000.
In other park news, Brown-
reported he had spoken with
Veterans Memorial Park
Committee Chairman Pam Feagle
regarding the, park's water bill.
"I've asked her to look at
conserving water. Last month, the
bill was $843. As I explained to

her, that amounted to four tankers
of water being used every three
days," Brown said.
"It is clear by their (the
committee) request they that want
the city to maintain the park.
However, if that is the case, city
staff needs to be in charge of the
utilities," Ketring said.
The council directed Brown to
have the water controls at the park
secured for city staff use only, as it
is at all other city parks.
The city committed to
underwriting water and electric
costs during construction of the
project. Water usage has steadily
increased at the park as
landscaping phases progress. In
April, the water bill was $98/;.in

Trout fishing is good

By PAT McGRIFF
One More Cast Guide Service
Trout fishing has been good this
week if you are fishing with live
pinfish under a Cajun Thunder.
Folks trying to catch a limit on
jigs are having a harder go of it.
We did manage to catch a few
nice trout and a bunch of shorts on
Assassin's new Shrimp Cocktail
in the "Drunk Monkey" and the
Green Pumpkin/gold Shad,
which I have nick-named
Grumplestilskin (you can figure it
out). I am fishing the new Shrimp
Cocktail on a 1/16 oz. spring lock
jighead, also by Assassin. I am
rigging it under a 2.5-inch Cajun
Thunder with a 46-inch leader.
I had a 22-inch trout on the
Drunk Monkey color last
Thursday while fishing with Bill
Gaskin of Valdosta, Ga. We
brought back nine trout and caught
a few short reds on the Thunder-
Spin. I also caught a 19-inch trout
on the Thunder-Spin with a copper
blade.
Phillip and Margo Chancey of
Trenton had 12 trout and two
Spanish last Wednesday, while
fishing live pinfish under Cajuns
with me on their One More Cast
guide service trip. We fished 4-6
feet of water with Pilchards and
pinfish.
Monday, Chuck Kessler and I
fished plugs and had a bunch of
SBig trout swat -at a MirrOlure,
CHPR She Dog, but only
managed to bring in three which -
took the plugs. I had two reds on
the Thunder-Spin (copper blade)..
Tuesday, I had Betsy Teegen, of
Tallahassee with Bridget and her
pom, Mora Bradshaw of Seattle,
-Wash., out.and we had 12 trout
including a 25.5 which. Betsy
landed, two reds to 25 inches and
Betsy also bested a nice 3.5-pound
Spanish. They caught all of their

Last Friday, Billy and Dec

brought back 20 gag grouper to
17.5. pounds, 13 red snapper to

on live pinfish on TripleFish 100
