98 Bar, located at the intersection of highways 98 and 19,
has posted signs warning of ils zero tolerance of drug activity.

Thursday in Suwanneee County

Man killed in rollover

A 32-year-old Perry man was killed in a one-car collision early Thursday
morning in Suwannee County.
According to a Florida Highway Patrol report, the man was driving a
1984 white BMW 625 into Live Oak, northbound on State Road 51, when
he drove left of the center line, entering the southbound lane.
The driver attempted to correct the.vehicle, swerving hard to the right.
He reentered the northbound lane and went onto the grassy shoulder,

PPD: zero

tolerance

for 'public

nuisance'
Bright neon letters on the doors
of 98 Bar. warn "absolutely
positively no drugs" and the Perry
Police Department stands ready to
enforce the declaration to the
letter.
Utilizing a city ordinance which
deems any property that "harbors
or (sees) the sale or distribution of
a controlled substance" a public
nuisance, the police department is
"cracking down on drugs," PPD
Chief Wayne Ptitnal said.
"If it is a business, it could be
closed; if it is private property, we
could in all essence take it over,"
Putnal said.
To date, City Attorney Mike
Smith has sent three letters to local

The vehicle continued northward and overturned, partially ejecting the
driver and coming to a final rest on its top.
As of press time, the victim's next of kin had not been notified and his
name had not been released.
According to the report, the driver wa not wearing his seatbelt and
alcohol was not a factor in the crash.

Would-be candidate misses deadline

While 17 candidates met the
noon deadline Monday to qualify
for the upcoming elections by the
(alternative) petition method, one
would-be candidate missed out by
just three minutes..
Longtime social worker and
local environmentalist Diane
Whitfield said she had not decided
to run for the County Commission
District 2 seat being vacated by,
Daryll Gunter "until Monday
morning."
"However, I had agreed to cover
the phones at my office and our
first phone call was from a woman

with two children about to have her
power cut off. Anyone who knows
me knows that I would take the call
and try to help. Had I not picked up
the. first phone call...instead I
stayed. Later that morning I was
able to get away and said okay,
now I'm going to do this. I
collected signatures between 10-
11:30 a.m. and lacked only two
petitions," she said. "I got the final
two signatures, but by the time I
got up to the elections office it was
three minutes after 12.
"I'm still debating paying the
(qualifying fee). What was

astonishing to me is that we had
800 petitions signed asking to put
the coal plant on the ballot and yet
to become a candidate for a seat
takes only one percent of the
registered voters in a district: And
if you added up all the signatures
candidates need, it doesn't add up
to 800," Whitfield said.
"As a lifetime social worker I
feel the need to try to fix things and
make them better. I think I could
work hard for the common person.
I have no special interest except the
people I have always worked to
help. I thought we needed

somebody who wasn't in business officials noted "that everybody
or working for a big company," she who filed paperwork with us met
said. the deadline. One individual who
Contacted Thursday, election had not filed any preliminary

paperwork with us had gathered
signatures and came in, but was,:
here at 12:03 p.m. and missed the
deadline."

AirMedic Three crashes

AirMedic Three transport

patient.
According to DMH Emergency
Medical Services Director Marty
Tompkins, a call came in of a baby
who had stopped breathing. The
helicopter was dispatched to a

landing zone which had some type
of construction taking place;--
Tompkins said, and when the pilot

opponents continue fight for vote

*Commission

denies request
Once again opponents to the
coal-fired power plant proposed for
Taylor County demanded
commissioners put the issue on
November's ballot, and once again
the answer was no.
The question of a referendum
has been raised numerous times
since it was announced last year
that four municipal utilities were
looking to site. the plant in Taylor
County, but this was the largest
showing at a commission meeting
in several months.
The closest opponents came to
getting a vote was last September
when Commissioner Pat Patterson
made a motion to hold a
referendum, but no second was
offered and the measure died.
At Tuesday night's meeting, the
board room was filled to capacity
and people spilled out into the
hallway.
More than 10 people addressed
the commission on the issue, all
demanding a vote.
Debra Stephens quoted from
Patterson's response to a public
request for the information
commissioners' reviewed before
their unanimous June 6, 2005,
resolution to pursue bringing the
power plant to Taylor County.

"This is a serious issue which is
going to have an effect, on the
health of my seven-year-old for
many years," Stephens said.
"Based on the commissioner's
search, I am not comfortable
leaving this decision in your
hands."
Janice Blair Jackson presented
commissioners with more than 800
petitions supporting the
referendum. ,
"The point I would like to make
about this is that District I's county
commissioner, if they qualify by
petition, they need 21 signatures to
get on the ballot," Jackson said.
"District II needs 18 signatures to
get on the ballot., District III needs
30 signatures to get on the ballot.
District IV needs 26 signature to
get on the ballot. District V needs
18 signatures to get on the ballot.
"So, we respectively request
with our 800 plus signatures that
you put us on the ballot," she said.
She was followed by a series of
people who spoke on the health
impacts of the plant as well as
demanding a vote.
"I fear after the last year we have
an issue of social justice in this
community," resident Diane
Whitfield said. "A certain segment
with assets and more cash flow
than others feels one way, that we
need a power plant, and a certain
segment that doesn't have the
assets feel they are being done to

and say, they are not being
considered."
She then asked for each
commissioner to speak about the
referendum.
Patterson responded to the
comments made earlier about the
information she had read about

power plants.
"I have read all information that
came to me from you, from those
who work with you, from those for
it and from those are against it,"
Patterson said. "If I kept every
sheet of paper given to me, .I
couldn't walk into this room

because the papers would be up to
the ceiling."
Whitfield .asked the audience to
stand if they supported the vote and
most of the room stood.
"Ms. Whitfield, I make a motion
that our group poll the panel
(commission) tonight whether they

More than 20 opponents to the proposed 800-rrie.gawatt, .coal-fired power plant filled the
county commission board room Tuesday night as they presented commissioners' with more than
800 petitions in favor of holding a referendum on the issue. The commission declined' to take
action on the request.

are going to let the citizens of
Taylor County vote or not," Jackson
said, standing up in the audience.
"Is everyone in this group in
favor?" she asked, with a number
of people voicing agreement.
"Commissioners, the people
have spoken," Whitfield sgid, "I'm'
just a conduit."
None of- the commissioners;.
responded for several moments,
"Call their namea s arid'they eithet:
answer or not answer,"' Jacksofnr
said. "We're all hereto witriess it."
"I'm glad you're.now running their
meeting,',' Commiss.ionp Chairman.
Daryll Gunter said..:I I.ithink i:f the
commission want's, to. give you th$
vote,, they'll make a motion. I'm not:'
hearing one, however."
"I've read extensively the pros"-
and cons of- coal-fired power:
plants," Commissioner Jack-.
Brown. "It will go through a'
process with DEP. They will ha e;
to sit down and they will loQk at th:
technology they will employ. There-.
-will be testimony given by,:
scientific experts, tht are' pros and
cons. ." ":,
"I have made imy decision based:
upon what I think is, best for this
community and I stand by that," he,-
said.
Gunter called for a motion on the
issue and none was offered. He
called twice more and again no
motion was offered; he then moved
to the next item on the agenda.

Complaints prompt action;

good response is reported

ZERO TOLERANCE
Continued from page 1
property owners advising them that
illegal activities were taking place
on their property and warning that
such activities constitute a "public
nuisance."
Two of the letters were sent to
owners of rental property; the third
letter was to a business.
"The letters advised the property
owners to take steps necessary to
remedy a nuisance. If not, the city
could file a complaint requiring
enforcement of the public nuisance
ordinance," Smith said.
"We have had positive response
from all three property owners. All
of them called and asked what they
needed to do to eliminate the

public nuisance. From what I
understand, they have already take
steps to remedy the situation. In
one instance, the property owner
said they were unaware that illegal
activity was occurring at the rental
property," he said.
"We started out with just one
letter to see how it would go...then
we had the other two sent. The first
property owner had a good bit of
time to react; whereas the others
haven't," Putnal noted.
"At the one location, the owner
has addressed the issue," he said.
The action stems from
complaints brought before the
Perry City Council regarding
"crack houses" in local
neighborhoods and other areas
known for illegal drug activities.

created a "whiteout," making it
impossible to see, disorienting the
pilot.
The helicopter shifted and the
tail rotor struck a tree, causing the
helicopter to make a "hard
landing" from about 10-feet in the
air.
All three crew members were
taken to Southeast Alabama
Hospital to be "checked out," and
ntere released, according to`

Tompkins.
The helicopter suffered
"substantial" damage.
Tompkins said another AirMedic
Three helicopter, which was the
predecessor to the one which
crashed Wednesday night, also
suffered a similar fate "between six
and eight weeks ago, when it also
sustained a hard landing, causing
major damage to the aircraft."
That helicopter was replaced the
next day.
"We are very fortunate that no
one was hurt," said Tompkins.

ONE MORE CAST

KEATON BEACH

Trout, reds, Spanish

doing fine at Keaton

_-By PAT McGRIFF
SOne More Cast Guide Service
Keaton Beach avoided any
damage from Alberto whatsoever
despite the National Weather
Service predicting 6-10 foot surge.
I guess these guys are really
spooked after Katrina to the west
and Dennis flooded so many folks
S.at St. Marks, etc.
i The water is clean and clear (too
7 clear) all the way past Warrior to
-the north, and cloudy only after
-. you get to Grassy Isle bird rack,
south.
Anyway the trout, reds,
Spanish, grouper and snapper are
just fine off Keaton as I had
Spanish, trout and reds this week
with all of my fish coming in on
live pinfish and pilchards'under
Cajun Thunders.
Teddy and Debbie Fletcher of
Sycamore, Ga., fished Friday and
brought in nine trout, then fished
Saturday and had 10 trout while

fishing live pinfish under Cajuns
in 5-6 feet of water.
Offshore, Steve and Chris
Hendly, and Phil Furney of
Valdosta, Ga., went to 75 feet of
water and fished with squid and
live pinfish and brought in red
snapper, vermilion snapper, black
sea bass, porgies, grunts, a
dolphin and a triggerfish. Kind of
a who's who of bottom fish.
Billy Pillow, Ben Barbee, Cal
Beanblossom and I went Friday
and brought in 20 grouper with
five over 15 pounds and 12 over
10, then caught 12 red snapper to
seven pounds and three yellowtail
snapper! The grouper were
banging live pinfish, while the
snapper ate most anything you put
down there...including shrimp, cut
mackerel, frozen cigar minnow,
live pinfish and cut pinfish...most
anything like I said. Depth? Heck
it was deep...it was over my head!

At Master Logger workshop

Responsible forestry emphasized

In a continuing effort to protect
Florida's wildlife, 34 timber
harvesters from the Perry and
Chiefland area participated. in a
workshop focused on responsible
forestry practices and endangered
species at the Tommy Usher Center
in Chiefland June 14.
The workshop, one of eight
Florida Master Logger continuing
education courses offered during
the year, was sponsored by the
Florida Forestry Association.
Through the course, -loggers
learned how to harvest timber in
ways which would have little or no
significant impact on endangered
and threatened species.
Of particular interest was the
swallow-tailed kite, a bird :not
currently an endangered species,
but experiencing habitat loss in key

areas of Florida. The workshop,
addressed how logging can
influence habitat conditions for the'
bird both positively and negatively.
Participants visited Plum Creek'
Timber Company's Gulf Hammock
Forest, where they got a firsthand
look at a soaring swallow-tailed
kite and its habitat.

Forestry contributes almost $2
billion to Taylor County and more
than $26 million to the Levy
County economy. The Florida
Master Logger educational
program provides Florida loggers
training in safety, timber
hjrvesting and environmental
regulations.

PROUDLY SERVING

DISTRICT 10
$, o million of state tax dollars is being returned to District 10
counties in the form of FRDAP Grants, Road Projects, Water
and Wastewater Projects, Beach Restoration, Small County
Courthouses, Historic Preservation and Health & Safety
Projects.
The list includes:
V 14 Recreation Projects (Parks, River Walks,
Livestock Arena, Campground, Sports Complex)
V 14 Road Projects (Building, Paving, Resurfacing)
V 5 Small County Courthouse Renovation Projects
V 5 Wastewater, and Stormwater Projects
V 2 Rural Health & Safety Projects

HEALTH CARE
The 2006 Budget contains major funding for our seniors and
children alike. It restores Medicaid coverage for adult hearing
and vision services, and expands the amount of time nursing
home staff can spend with individual patients each day. This
increase will, serve to ensure our citizens are properly cared
for in nursing home facilities. The 2006 Legislature extended
the Florida KidCare program to include children ages 1-4 who
were previously ineligible for the program. Low income par-
ents can now purchase high quality health coverage at low
cost, for all of their children.

JUSTICE
The state budget provides funds for the local Sheriff's office to
contract with the Department of Juvenile Justice, to administer
a new STAR juvenile program to help our troubled youth.
This program replaces the previous boot camp program
which was eliminated during the 2006 Legislative Session.

UPDATE
STATE REPRESENTATIVE

WILL S.

KENDRICK

* Public Records:
I sponsored and the Legislature passed House Bill 1563
which gives the Clerks of the Court the authority to
remove confidential information from a published court
record. With this legislation, we protect our citizens from
the potential for invasion of privacy and also limit oppor-
tunities for identity theft.
Oyster Surcharge & Oyster Planting:
I sponsored and the Legislature passed House Bill 1249
which eliminated the "unjust" fifty-cent surcharge placed
on each bag of oysters harvested and sold in Franklin
County. This bill also provides recurring annual funding
for oyster management and restoration.
Education:
Funding public education was a priority for the 2006
Legislature. A combined $31.9 billion was appropriated
for Pre-kindergarten, K-12, community colleges and uni-
versities. District 10 Public Schools received up to 11.7%
increases over last year, and $13.2 million in special facili-
ty funding to complete new school construction.
Statewide Distance Learning:
Funding continues for the horticulture industry assuring
technological and practical advancements. This distance
learning initiative provides training and services and has
a significant impact for the horticulture communities both
in the district and statewide.

Dear Friends:
The 2006 Legislative Session proved to be exciting and challenging.
Legislators were met with many tough issues and concerns that
thankfully were able to be resolved for the citizens of this great State.

state budget.
Funding highlights for District 10 include:

* $1.5 million for Small County Courthouses
* $5.9 million for District 10 water, wastewater and SWIM projects
* $2.8 million for FRDAP projects
* $2.2 million for Alligator Point Beach Restoration

Noted Weather Channel Hurricane Expert, Dr. Steve Lyons
met with House Members during the 2006 Legislative Session
to bring them up to date o6 the projections for the 2006 hurri-
cane season. Rep. Kendrick and Dr. Lyons discussed the over
300 miles of District 10 Gulf coastline. Both encourage coastal
and inland citizens to "be prepared" for the 2006 hurricane
season.

To encourage and assist
Florida citizens to prepare I
for the hurricane season, '
the Legislature established
and provided a 12-day

exempts essential items .

such as flashlights, coolers, batteries and generators. A $250

Edward G. Swartz
1869-1944
Mr. Edward G. Swartz came
to Taylor County in 1914 from
Burton, La., (64 miles from
New Orleans). He had been
engaged in sawmilling at this
location and at Swartz, La.,
before that operation.
The Burton-Swartz Cypress
Company began operations in
Taylor County in 1914 andMr.
Swartz was at the helm until
his demise in 1944. For Taylor
County this was an interesting
era. Some of those who came
from the Louisiana location
and continued with the;
coinpany here. include the
names: Hecker, Brescher,
Cross, Hawkins. Chiasson.
Heins and Rose i mamed Mrs.
.-Burton's sister). All the
important functions in the
process of turning Taylor
County cypress (some of it.
1,000 years old) into ood
eternal" lumber. Some were
employed in logging at various
locations (Carbur in:
particular). Mr. Rose was the.
horticulturist and his task. was
keeping the rose garden:
around the fountain in'
fragrance and beauty.
In addition to his duties at-
the mill, .Mr. Swartz was a-
member of the Rotary Club.
and he embodied to anE
outstanding degree, the
"Service Above Self" ideals of,
Rotary. He .was a friendly;
person and interested in' the
welfare of those with whom he
associated. On one occasion,
he furnished a "special train"
on the South Georgia Rail to
transport the Rotary Club to,:
Quitman, Ga.,' for a .joint
meeting with the club. This
was just characteristic of his
attitude.

Siting the post office
Scouting the location of Perry's new post office, a construction engineer snapped photos of the lot Sept. 19, 1934. Two varying
angles of the lot--located at the corner of Washington and Green streets--are shown above. Added to the National Register of
Historical Place in 1989, today the building houses the Taylor County Courthouse Annex. (Plhotos courtesy Florida State Archives)
