$700 million development

Magnolia Bay submits permit

The application for an
environmental resource permit
that, if approved, would allow for
the construction of a $700 million
marina development here, has been
submitted.'
Chuck Olson, project developer
and team leader for Magnolia Bay
Marina & Resort, submitted the
voluminous application Dec. 30' to
the Suwannee River Water
Management District.
The marina and resort, to be
located just east of bekle Beach, is
the first phase of the 3,870-acre
development property owner Dr. J.
Crayton Pruitt is planning. When
complete, it could add as many as.
7,000 people to Taylor .County's

population.
Phase one includes the
construction of a 25-acre marina
basin just east of Dekle Beach and
a two-mile channel into the gulf.
Surrounding the basin will be
-condominiums, hotels, shops and a
marina designed for 300 wet clips
and dry storage for 500 more boats.
A two-mile-long, four-laned
boulevard will access the marina
area from Dekle Beach Road.
While the condominiums will be
privately owned, many of the areas
in the marina compl'ex'will be open
to the public.
A multi-laned public boat
ramping facility will be located on
the north side of the basin. It is

designed to handle more than 300
boats per day and will have parking
for 400 vehicles and trailers.
A marine lab and aquarium will

be open for the public. Olson said
Dr. Pruitt envisions the lab as an
educational tool for kids and area
schools.

A heliport pad will be built
across the channel from the lab. It

At NFCC nursing program

Three from Perry in inau

The inaugural class of 20
students--three from Taylor
County--in North Florida
Community College's (NFCC)
Registered Nursing Program began
classes Thursday.
The two-year program, in which
students are working toward an
associate's degree in nursing, was
brought to fruition in part by a
$100,000 donation the Taylor
County Commission made to the
program.
The students from Taylor County
are Lawanda Beasley, Melissa
Denton and Michelle Dixon.
The class also includes nine
students from Madison County,
three from Suwannee County, two
from Lafayette County, two from
Lowndes County, Ga., and one
from Atlanta, Ga. /

The 20 students will be joined by
four licensed practical nurses
(LPNs) in the summer as part of a
bridge program.
The students will take classes
during spring and fall semesters
with clinical in the summer, and
finish the program in fall 2007. A
new class begin each January.
"We are very glad that Taylor
County was able to donate money,"
Nita Fico, director of the
Registered Nursing Program.
That money went in part to help
in the purchase of several life-like
mannequins for the program's
newly completed "state-of-the-art"
lab.
The mannequins have a pulse,
blood pressure and can breathe, all
of which can be regulated by
computer to test students. The lab

started classes Thursday.

has two adults and one baby, which
can provide a printout of the
student's work to gauge their care.
The mannequins can cost
between $50,000 and $100,000.
"It's an ideal. way to train
students," Fico said. "You get more
advanced students. Training for

today's nursing students in high-
tech."
According to Fico, the. college
has been working toward bringing
the associate degree in nursing to
rural north Florida residents for
four and one-half years.

'Cold case' remains open

Murderer still at large

Six months after re-opening the
case, officials with the Perry Police
Department (PPD) and Florida
Department of Law Enforcement
(FDLE) are still asking the public
for any information on the April
17, 1999, murder of Genevieve E.
Severance, whose body was
discovered at the former Sun 'n
Sand Motel.
Although Severance's murderer
has never been found, PPD Inv. Cla
Parker, along with FDLE Special
Agent Jim Biddle, re-opened' the
cold case last June, in hopes of
solving the six-year-old mystery.
"I know that someone out there
knows what happened," said
Parker. "And after all this time, I
would hope that someone with
information would want to maybe
clear their conscience or just do the
right thing by helping us solve this
murder.
"Even the smallest scrap of
information could help us," he
added. "What may seem
insignificant, could perhaps be the
piece of information that could
blow this unsolved murder out of
the water."
When this cold case was re-
opened last June, Parker said not
one person from the community
called with information.
"This .was surprising to me," he
said. "Like I mentioned before--I
know that there is information out
there. Mrs. Severance didn't
deserve to die like she did. No one
does.
"I would ask anyone with
information to let me know what

they know. Open your hearts and
mind and ask yourself if you would
want someone to help solve the
murder if you were the one who
was killed," he added.
"We are looking at all the

evidence and reviewing it," Parker
said. "DNA screenings have gotten
better; more experts are around
now who specialize in cases like

Four of those sales occurred in

All of these sales took place

Palaio earns National

Board Certification

Jack Palaio of Taylor County
Schools is one of 7,289.
elementary and secondary school
teachers nationwide who achieved
National Board Certification in
2005, according to the National
Board for Professional Teaching
Standards (NBPTS) in Arlington,
Va.
This award is one of the highest
achievements a teacher, can receive
on the national scale. This year's
achievement brings the total
*number of National Board
Certified Teacher (NBCTs) to
47,503, with Florida having the
second highest.
Palaio teaches children with
special needs at Perry Primary
School, and has been a teacher for
18 years. He holds a degree in
elementary education and early
childhood, along with a Master's
degree in varying exceptionalities,'
and certification in educational
leadership from Florida State
University.
"The administration of Perry
Primary is proud of Mr. Palaio's
accomplishments and his
assistance that he gives our school
through technology services,
serving on the school advisory
committee, along with other
duties," said George Clayton,
principal of Perry Primary School.
"He is part of an entire staff
which strives for excellence in all
that they do and we are blessed to
have at Perry Primary nearly twice
the state average of Nationally
Certified Teachers," Clayton added.
"We are extremely proud of Mr.
Palaio," said Oscar Howard Jr.,
superintendent of Taylor County
Schools. "Not only is national
board certification a tremendous
personal accomplishment, it is a
true sign of teaching excellence in
our school district."
"Achieving National Board
Certification demonstrates
accomplished teaching and

represents a teacher's strong
commitment to improve their
skills and knowledge of their
subjects." Palaio joins .previous
National Board Certified Teachers.
from the Taylor County School.
System: Perry Primary (Cathy
Hagberg and Anne Sesock), Taylor'
County Elementary School (Cathy
Wiggins) and (Taylor County
High School) Pam Yates.
National board certification is
the highest credential obtainable in
the teaching profession. A
voluntary process established by
National Board for Professional
Teaching Standards (NBPTS),
certification is achieved through a
rigorous, performance-based
assessment that typically takes
more than a year to complete and
measures what accomplished
teachers should know and be able
to do.
This process requires teachers to
demonstrate how their activities,
both inside and outside of the
classroom, improve student,
achievement.
"Teachers who earn national
board certification represent the
gold standard in teaching and are
among the most effective teachers
in our nation's classrooms today,"
said former Georgia Gov. Roy E.
Barnes, chair of the NBPTS Board
of Directors.
"While research has clearly
demonstrated that national board
certified teachers (NBCTs) have a
greater impact on their students'
success, and quickly become
instructional leaders in their
schools and communities, it is
also important to realize that
NBCTs are helping their fellow
teachers understand and promote
high-quality teaching and learning.
This 'multiplier effect' is making
a positive difference nationwide in
increasing student achievement and
improving the performance of our
nation's schools," added Howard.

Olson showed a map of the
Taylor County coastline indicating
that much of it is preserved in
government ownership.
S"It's the last large tract of
coastal land in private ownership
in the entire state. The population
density along the Taylor County
coast will still not be much due to
the large state ownership," he said.
A championship golf course is

also in the works for the
development and could actually
happen rather quickly.

Olson said the course Would be
much easier to permit than the
marina. Preliminary plans indicate
its location on 500 acres, just
north of Clearwater Creek.

The two-mile channel into the
gulf will be 100 feet wide and
seven feet deep at mean low tide.
Olson said the channel and basin
is being designed to accommodate
boats up to 45 feet long.

He said he expects the

Have you noticed how sweet the
strawberries are?
That's because the first week in
January is "peak production" for
'Florida's crop, according to Chip
Hinton, president of the Florida
Strawberry Growers' Association.
"We hit another peak the last week
in February and the first week of
March, but by then, we're
competing with strawberries from
California," he said.
Hinton has.advice for strawberry
lovers and general shoppers:
Don't choose a berry with
white or green spots, in hopes it
will ripen up on your windowsill;
strawberries stop ripening as soon
as they are picked. Look for
strawberries that are fully and
deeply red.
There should be no.obvious
mold or bruised spots, Hinton.
said. "The calyx, the strawberry's
leafy cap, should be fresh and

wasn't stopping anybody and we
couldn't get a rebound."
The Bulldogs nearly missed the
