burns bright in Taylor

The "Flame of Freedom" bums brightly in Taylor County and those
who have fought to keep that light shining will be honored today--
Veterans Day.
While construction continues on Veterans Memorial Park,
landmarks throughout the county bear silent witness to the
appreciation and honor shown the men and women who have given so
much in freedom's name.
It was 35 years ago that a plan developed by the-Perry/Taylor
County Chamber of Commerce's Americanism Committee saw the
placement of a "Flame of Freedom" at the site of the (then new)
courthouse.
Eveyln Williams spearheaded the monument drive, which was
dedicated in May 1970. Veteran Joseph H. Milliner Jr. lit the "eternal"
flame, which continues to burn at the comer of North Jefferson and
Green streets.
In 1998, the Taylor County Historical Society took the lead in
overseeing the placement of a historical marker at -the site of the

Bob Brown has been named the
leading candidate for the City of
Perry's top administrative office.
The city council voted to offer
the city manager position to Brown
during its regular .meeting
Tuesday; Mayor Emily Ketring
was charged with drafting an
employment package to offer
Brown, who will have one week to
accept or decline the position.
Three of the four council
members present for the meeting--
Ketring, Councilman Doug Everett
and Councilman Don Cook--
named Brown as their first choice
for city manager.
Candidate Don Hart was
Everett's and Cook's second choice
for the, position; John Singer was
Ketring's second choice.
Councilman Sylvester Harris
gave Hart as his first choice and
Brown as his second. '
Councilman Alphonso Dowdell
was not present due to health
concerns.
Everett made a formal motion to
offer the job to Brown, Cook gave
a second and the measure passed
unanimously.
"One of the things that put me
firmly in his favor were his skills
that .possibly eliminate another
position at city hall...given his land.
use and zoning experience, we may
be able eliminate the need to
replace Mr. (Billy) LaValle (who
retired as community development
'director)," Everett said.
"If that happens, then he needs to.
be rewarded for it. To give a fair
value for the job and to be

salary offer should be $85,000," he
continued.
Cook 'said he took the current
city manager salary and added 25
percent of LaValle's salary to reach
a suggested offer of $84,700.
"I would also like to see the
potential for a bonus tied to any
economies, efficiencies or
partnerships that generate
$100,000 (in savings or revenue)
for the city without eliminating
positions," Cook added. "The max
on that would be five percent of his
salary so that would be about
$5,000."
Unlike previous managers,
Brown will not be offered use of a
city vehicle.
"I would like to see us remove
the car from the table as a possible
means of saving some additional
dollars," Cook said.


The council directed Ketring to
take the lead in putting together the
employment offer. No timelines--
beyond Brown being given a week
to reach a decision--were given.
The council conducted
interviews for the position
Saturday, Nov. 5.
A nearly 20-year resident of
Perry, Brown is currently
employed with Lance ,(formerly
Tom's Foods) as plant manager.
He has served on various local
and regional boards for the past 15
years, including the City of Perry
Planning Board and; Board of
Adjustment, Doctors' Memorial
Hospital Board of Directors
and the Blue Ribbon Prison
Feasibility Committee.
He is also presently serving on
the North Florida Workforce
Development Board of
Directors.

According to County Property
Appraiser Eldon Sadler, it's fine
with him if thecounty commission
and the Suwannee River Water
Management District (SRWMD)
want to put the county's map data
online, but he doesn't have the
time, money or personnel to do it.
SRWMD has led the charge to
help the 15 counties in its region
get their map data online.
In September, the district's
governing board passed a
resolution to encourage property
appraisers within its region to
make online digital parcel data
available on county-managed
websites to the public by the end of
2006.
SRWMD Executive Director
Jerry Scarborough addressed the


county commission Monday night
listing his reasons why it's
important to have the information
online.
People, he said, would be able to
go online and determine if a
property was within flood areas,
identify wetlands for permitting
purposes, as well as examine
topography and the road system.
"The public is also very
interested in this; the realtors like
it, as do contractors and builders,"
Scarborough said. "I know in the
past you have expressed an interest
in your community getting online."
According to Scarborough, three
or four counties in the region,
including Taylor, have not been.
able to get their data online yet.
"We've been working with Eldon


for the past three or 'four years
trying to get the parcel data and
we're still trying to assure
accuracy. Eldon feels very strongly
that any information that's put
online should be' accurate to the
best of his ability and our ability.
"What we're interested in doing
is seeing how we can assist Taylor
County and the property
appraiser's office in meeting the
goal of getting this data online so
citizens and government agencies
can use it."
Scarborough said SWRMD has
funds available in cost-share
programs to assist counties.

The 2005 inductees into the
Educators' Hall of Fame have been
named and they have a combined
117 years of service in the
education field, with. 108 of them
served in Taylor County.
Arbutus "Boo" Blankenship
served 40 years in the Taylor
School District in positions.

to high school principal.
Blankenship was nominated by
Anne Morgan, who said that "Boo,
as most Taylor County residents
over a certain age affectionately
know her, served as a role model
for fairness, integrity and hard
work.
"A testament to her reputation is
that the. students 'feared' her, but
they also loved her because, like
their parents, she loved them and
held them to a high standard of
behavior.
"Without a doubt, Boo did her
job and did it well, but she went
beyond normal duties. All I can say
is that we pould use Boo today at


the high school. Parents always
knew that Boo had her eye on their
children. I cannot tell you the times
that Boo took off in her car to
round up the skippers on .senior
skip day.
"But her dedication goes beyond
chasing misguided teenagers, she
strove to improve education by
. working on curriculum and by
challenging students "in the
classroom.
"Boo's day didn't end with the
sound of the bell. Usually, it meant
she was off to work with teenagers
somewhere on campus or off to
help the social studies department
develop new curriculum or maybe
off to speak with parents of
misguided teenagers.
"Former students, now
community leaders, remember her
as the person who kept them from
falling through the cracks. They
appreciate the fact that she kept
such a- vigilant watch over them.
Former colleagues respect her for
her dedication to Taylor County

,marker's wording.
"This memorial will be a
constant reminder to the people of
Taylor County of the sacrifices
made by the young men who gave
their lives at Perry, and even
beyond that, of those who went
overseas to live and die in foreign
air space," the late William
Jaques--who served the base--said
of the historical marker's
dedication.
The marker is located on
Highway 19 South, in front of
Forest Capital Hall.
"All to see, lest we forget, those
who help to keep us free," is the
sentiment expressed by members
of Perry Garden Club, who saw
the designation of Highway 19 as
a "Blue Star Memorial" highway.
A marker recognizing that
distinction was placed in the
median in front of Forest Capital
Hall in 1995.
Also of note to veterans is the
dedication of a street in their honor
and Veterans Memorial Park,
formerly known as Jaycee Park.
The Taylor County Historical

boys and girls by teaching them
the 'Three R's,' along with the
many social and physical skills
which our students need to develop
in their formative years.
"She spent many hours beyond
,the school day developing learning
kits, learning centers, preparing
and coaching student plays and
tutoring students to ensure their
academic success. Plus, she
engaged herself in many home
visits and night telephone
conferences with parents to
accommodate their individual
schedules.
"Ms. Scott's personal motto is
'if it's worth doing, it's worth
doing right.' She lives by that
motto, even until this day.
Therefore, her dedication and work
ethic is impeccable. She is highly
motivated, she is a self-starter and
she has a stick-to-it-ness which is
surreal.
"She believed that if her
students were required to do an
assignment, she was obligated to
give feedback on that assignment
to her students. If a student was
experiencing difficulty in a subject
area, she worked to help that
student overcome the difficulty.,
"Throughout her career, Ms.
Scott taught students across the
spectrum, from at-risk to gifted.
She has had some very


challenging students, but
nevertheless, she never lost her
level of enthusiasm and dedication,
never wavered, and furthermore,
the joy and satisfaction of teaching
were ever present when she saw
the lights come on, one by one, in
those students' eyes when they
experienced success. That's the joy
and the reward of teaching!
"Many of our boys and girls
today are productive parents and
citizens because of her positive
influence and Willingness to go
the second mile for" young
people."
Mary Parker, the non-


instructional inductee, served as a
school bus driver in the Taylor
school district for 35 years.
She was nominated by Nadine
Lynn, who said Parker "could be
depended upon 24 hours, night or
day, to immediately respond to
emergencies within or outside the
district.
"Her outstanding attributes are
resourcefulness, punctuality,
enthusiasm and willingness to go
the extra mile.
"Mary has always gained the
respect from her co-workers and
.shared her knowledge and
experiences. Mary had never met a

The first Miss Teen Essence
Pageant will be held Saturday,
Nov. 12, at 6 p.m. in the Taylor
County Middle School
auditorium, with five contestants
competing for this year's title.
Admission is $5.
"The theme for this first event
is 'Be All You Can Be,' and our
motto is, 'We're striving for the
future, and learning from our
past,'" explained Renee Robinson,
one of the organizers. "We .have
worked tirelessly for the last few
months to plan an event to be
enjoyed by. all. But we have truly
enjoyed getting acquainted with
the five contestants. These young
ladies are beautiful, intelligent,
talented, spirited and ready to let
their light shine," she said.

Man--what a bunch of trout
were caught this past week and
every day was. different!
The water temp started at 59
degrees and was at 74 Tuesday!
We caught fish every day and did
it differently each time.
Dave Malone and I went
Thursday and caught all our fish in
4-5 ft of water' and couldn't get
anything to even look at a plug.
Friday, I took Jack Courson of
* Tampa, and we caught most of our
fish on lipped-jerkbaits in 3.4 feet
of water.
Then Sunday, I took O.C. and

in just under three hours, we
landed 15 trout weighing 32
pounds from 2.5-3 feet of water on
live pinfish under Cajuns. O.C.
had a 25-inch trout and we had two
more over 20 inches long as well.
We had two reds with one 24
inches long.
Sea Tow captain Greg Kirchberg
took his friend, Bill Barnett of
Spring Warrior, fishing. with live
shrimp under Cajuns in 4 ft. of
water and they landed their limit of
trout -in three hours. This pair had
two 22-inch trout and two 22-inch
reds as well.
Pat Thornhill and Jack Obert of
Griffin, Ga., had a limit of trout
Saturday and four trout Sunday
using jerkbaits in less than 3 feet
of water.
Sonya and Mick Inzer of
Auburndale had their limit of trout
Friday an'd four trout Saturday
then two keepers Sunday all of
Assassin Candy Corn under
Cajuns in four feet of water.

Gena Elaine Morgan
Gena Elaine Morgan, 44, died
Sunday, Nov. 6, 2005, in
Tallahassee.
A native and lifelong resident of
Taylor County, she was the
daughter of the late Arthur Eugene
Morgan and Lois Elaine (Dorman)
Morgan. Ms. Morgan was a
member of New Home Baptist
Church. She was a past city police
officer in Perry, before leaving to
go to work at Buckeye, where she
worked in the powerhouse.
Survivors include: a brother,
Frank Ashley Morgan of Texas;
twosisters, Mary Angela Kellaway
of Grand Junction, Colo., and
Valerie Blaske of Perry; and a host
of nieces, nephews, aunts, uncles
Jand cousins.
Memorial services will be held
Wednesday, Nov. 16, at 4 p.m. at
Joe P. Burns Funeral Home.
Family members will receive
friends Wednesday from 3 p.m.
until the time of the service.

1986 as a computer analyst.

that's to appraise property. It's not
to furnish a GIS system up on the
World Wide Web so people in
Russia and Iraq and Iran and
everywhere else [can look up the
data.]
"If Mr. Scarborough wants to
fund the entire project then.he is
more than'welcome to take the


ball and run with it. Or the
county."
Dudley said that the county does
have the map data, but it was
digitized using an earlier software
and therefore the maps are not
properly spatially oriented,
making is time consuming to
orient the maps.
Scarborough suggested sitting
down with County Administator
Buddy Humphries after he had
discussions with officials in
Putnam County where they have


the county engineering office
maintain the online data outside
the property appraisers office..
"Eldon has one of the most
efficient property appraiser's
offices," said Dale Rowell with
Delta Surveyors.
"I don't think it's anyone's
opinion that Eldon's office isn't
efficient," Gunter said.
It was agreed that-Scarborough
and Humphries would return their
findings to the commission within
60 days.

Cellulose Corp. approved the
International Brotherhood of Pulp,
Sulphite and Paper Mill Workers,
AFL-CIO, as the union to provide
them with representation.
Results of the election showed
employees favored the
International Brotherhood by a
margin of 383-303.

entomology. He received a red
ribbon, for his entomology project
and on Achievement Day, he

electricity. Rodgers was in the
ninth grade and attended Taylor
County High School.

Brown of Steinhatchee, was
selected as the 4-H Girl of th

Brown was a member of the
Chick-A-Dee 4-H Club and had
been a 4-H member for four years.
