City's budget sees millions in savings


Mayor calls $3 million in savings phenomenal

last year's budget and found good news
despite a dismal economy. Overall, the

In an effort to get more minority
teachers and more males to teach in
Polk County public schools the school
district received a $1.2 million grant
from tile Florida Department of Educa-
tion to help make that happen.
It was the only school district in the
state to earn the three-year award, a
grant that is huge, those who will run
the project, say.

Stores opening early in Bartow for Black Friday

Some people live for and thrive on
Black Friday and others avoid it like
the plague.
Lynette Lynch plans to start hers on
Thursday at Walmart. meet her mom.
get in a little action there, sleep and
do it again on Friday.
"I live for this," she said Monday.
adding that her mother is going to
make her do the driving and they
plan to take her car to Tampa Friday
because it's bigger and can hold more
merchandise. She's just looking for
something for the kids.
On the other had, Betty Jo Smith is
staying home. She's not going to put
up with it, but "my daughter and her
friends are going. I'm not going to
have any part f it."
Barrow may not be the largest
shopping mecca for Black Friday. but
stores in town are opening early and
staying open later for the anticipated
crowds.
Walmart kick-starts everything by


conducting its first sale at 10 p.m.
Thursday, when it offers top selling
toys, plus bargains on home furnish-
ings and apparel. However, the big
lure for many, as it has been in previ-
ous years, are electronics, which will
go on sale at midnight.

Beall's Outlet on Van Fleer Drive
will open its doors at 6 a.m. Friday
and will stay open until 11 p.m.
Radio Shack, also in the Golden
Gate Shopping Center, will open its
doors at 5 a.m. though it plans to
close at 9 p.m., the normal time.
Family Dollar plans to open an
hour earlier at 8 a.m. Friday and is
also open until 10 p.m. Wednesday.
It is featuring buy one, get 60 per-
cent off, on much of its toy and cold
weather merchandise.
Walgreerns is also open on Thanks-
gi inlg tromn 9 a.m.-6 p.m. and plans
to open from 7 a.m. Friday until 10
p.m., featuring special sales through-
out the store. One sale is on toys that
are 9 ) jq. that shoppers can buy and
get another one free.
Lowe's is also opening at 5 a.m.

haven't let her know what's on sale,

Aaron's Sales & Lease Ownership
on Van Fleet plans to open at 6 a.m.
and is offering a $1 delivery charge
on some items, including an 82-inch
television. But that happens only
between 6 and 7 a.m.
Cato's apparel store is open from 9
a.m.-9 p.m. and Hibbet Sports plans
to open at 6 a.m.
At Eagle Ridge Mall in Lake Wales,
two of the three anchor stores, JCPen-
ney and Sears, will open their doors
at 4 a.m., and spokespersons for both
stores say there will be "doorbuster"
and "early bird" specials. Both will
be offering specials until 1 p.m. The
third anchor store, Dillard's, will not
open until 8 a.m., which still is two
hours earlier than it normally opens.
"Each of the anchor stores chooses
its own opening time," said Michele
Martinelli, in charge of marketing and
specialty leasing for Eagle Ridge Mall.
"The other stores will open at 6 a.m."

Counties playing rigged game

Reeling from years of budget cuts, unfunded man-
dates, moving regulatory targets and micromanaging
from Tallahassee, Florida's counties last week issued
a defensive list of priorities for the 2012 session of the
Florida Legislature. Not surprisingly, the list adopted
by the Florida Association of Counties is heavy on
preserving home rule, securing funding for infra-
structure and services and minimizing legislative
attempts to pass through more costs to local gi vi\ i n-
ments, employees and conununitieis.
The FAC launched a preemptive sir ke against
another tax hike on public employees in the form
of a second increase in contributions to the Florida
Retirement System.
The Legislature already. passed a 3 percent payroll
tax hike on teachers, police, tirelighter, and state
workers earlier this year. A bill has already been tiled
in the House of Representati vs that would reduce
retirement benefits for new hires.
With Gov. Rick Scott itching to cut the state's corpo-
rate income tax to make the state even more reliant
on regressive sales taxes, public employee salaries
and benefits have become a favorite source of funds
for tax cuts.
IDspite the rising cost of providing health care for

plans at the expense of actual health care services to
low-income Floridians, children and the elderly.

be bigger holes in health care services that must be
plugged by charities and volunteers, such as free

f.uilcd to come up with a comprehensive health care
solution, the strategy now seems to be u-iingr away

losing federal Mtedicaid monev.

developers to build or pay for sLchools. roads, parks,
public safety facilities and more to meet new de-
mand. last year, it essentially did away with concur-
rency (and the rest of the 1985 Growth Management
Act) by r.iansfe rinig to counties the power to require
such infrastructure contributions, but stacked the le-
gal deck against them by putting the burden of proof
such work was needed on the counties. Florida's
return to historical growth rates will lay bare the folly
of this approach. Ready, set, sprawl.
The FAC wants the Legislature to allow counties to
use a combination of local impact fees and the "pro-
portionate share" process used by the state Depart-
ment of Transportation to cover infrastructure costs.
IAC members have been falling over each other to
scale back impact fees, so the new authority they are
seeking is already hamstrung by shorn-sighted local
decisions.

A journalism professor at Florida
State University was fond of telling his
entry level students that you had to
write a million words before you could
consider yourself a writer.
From time to time, I havw tried to fig-
ure out how long it took me to w rite my
first million words. It is a fool's errand.
I figure I have written about 3.0o0
columns in my career, and Dad wrote
more than that., partingg fresh out of
college. continuing even during his two
years in the Army in World War II, until
a series ofTIAs (mini-strokes) when he
was well into his 80s finally took the
keen edge off his writing ability.
I regret that I didn't read all of them,
but of the thousands that I did read,
one always stood out in my mind. It
was written at Thanksgiving in the early
1960s.
Adding to the poignancy of the mes-
sage is that this was during a time of
crisis in his family, including the slow
and painful death of his father from
throat cancer.
Dad Loyal Frisbic died on Dec.
5, 2004, at the age of 89, but that inspi-
rational Thanksgiving message is time-
less, and I enjoy rereading it each year
at this time. Perhaps you will too.

much to be thankful for at this Thanks-
giving season.

hard to believe anyone could have such

in such pain that it is a monstrous effort
for you to move around.
If you are able to rise from your bed


or chair and walk. there are people in
hospitals throughout this land who
would gladly exchange half the years
they have left to do as much.
Please believe me, 1 would not for one
moment belittle your troubles, what-
ever they may he.
I know that your troubles weigh
hla',\ il\ because they are yours, and you
must live with tlieni. hour by hour, and
day by day.
it is only Ihuman for each of us to feel
that our burdens are heaviest. But per-
haps you can join me in this thought:
As I catalogue my own difficulties and
look about me, I don't find anyone with
whom I would wish to exchange miser-
ies.


My own are familiar to me, and
manageable, and I am grateful that I
am alive in God's world, where there is
cause for thanksgiving in every sun-
beam and every raindrop, where every
new dawn brings promise of hope and
faith for a brighter tomorrow.
May God's love for his children awake
an echoing love in all our hearts.

Hoops for the holidays


he Bartow High School gym won't be
sitting empty Friday and Saturday
as nearly non-stop basketball action
will be giving the community a start of
what could be a new tradition in sport.
The Bartow Girls Basketball Thanksgiving
Shootout will feature four games on Friday
and four games on Saturday. While many
are seeking the best shopping bargains on
"Black Friday", one of the best bargains in
sports will be happening right here. Admis-
sion to the games is $5 ... but that's not per
game. You can come for the first auid lsty 'til
the last and it only costs you $5,
There will be eight teams in action, but
this is not an elimination toumamnent. Each
team will get two games. There are four Polk
County schools, including some regular
season rivals, and four schools from outside
the count' .
The action kicks off at 2 p.m. Ft idl.i, lien
Lake Region goes up against Lakewood
Ranch. The Thunder are 2- in the vouing
season while the Mustangs of Lakewood

Breakfast with Santa


On Saturday, Dec. 3, Santa Claus will
be in the house.
Santa and Mrs. Claus will be visiting
boys and girls at the Zonta Club's 22nd
annual Breakfast with Santa at Holy
Trinity Episcopal Church, 500 West
Stuart St., Bartow.
The Clauses will be there from 7-11 a.m.
and kids and adults may also have a
pancake breakfast with sausage, orange
juice, and coffee, and make crafts in this
fundraiser for the Zonta Club.
Club members will decorate the churltis
Carleton Hall with Christmas trees and
other seasonal decomtions. Breakfast will
be served at decorated tables to children
and their families. Muay adults without
children come to enjoy breakfast in the
Christmas setting and to watch the chil-


dren interact with Santa and Mrs. Claus.
Assisting the Zonta Club will be par-
ents and members of the Swarm youth
baseball team, members of the Bartow
High National Honor Society and fam-
ily members and friends of Zontians.

FUTURE: City, Chamber tackle economy

Long stated some of the top priorities
for the immediate future for 2011-12
would be to concentrate on city eco-
nomic development in coordination
with participation from the Chamber,
as well as the commission making a
decision on a proposed electric rate
reduction, which would be the first in
Bartow's history.
"It's a real editing development as
the drop in electric rates will be a key
factor in the economic development
of the city," said Long. "It is the first
time this has happened in Bartow, but
1 don't believe it will be the last. I think
we'll be seeing more reductions in the


future." "
Goals for the five-year time frame
into 2016 included upgrading city
facilities and infrastructure, creat-
ing a financially sound city providing
excellent municipal services, develop-
ing a diverse city with an expanding
local economy, and ensuring Bartow is
a livable community enriching resi-
dents' lives. long presented spe itic
ways to boost tile local economy, such
as expanding the business tax base in
Bartow, cleaning up and tilling vacant
commercial buildings, creating dli'e
sity businesses in the city, retaining
and growing current local businesses
and attrit tling "t.rgetedl businesses to
Bartow.


The new strategy to have the city so-
licit involvement from the Committee
of 100 members snowballs the prospect
of developing a comprehensive plan
to strengthen Bartow's position as a
place to do business. Members of the
Chamber held meetings and created a
sunnmary plan of items they believed to
be of concern to present to the Bartow
City Coinunission such as ilnauiklilng
education, business and municipal
infrastructure and regional competi-
tiveness, as well as public health and
safety. The Chamber is offering the city
not only their input, but hope to actu-
ally lend a hand in taking over sole of
the tasks in the strategic plan in terms
of bettering the community.


Florida Secretary of State Kurt
Browning dropped in at the meeting
and offered further support at the state
level to ensure Barlow meets its goals.
"I was in downtown Bartow this
morning and it looked a lot like my
hometown of Dade City, which is truly
beautiful," said Browning. "I appreciate
what you folks are doing and agree that
the key here is economic development.
Be assured that Governor Scott is all
over economic development and ev-
erything we have to do has to be geared
towards jobs, job creation, tourism,
getting revenues up and getting busi-
nesses started. Anything Florida can do
to help in your efforts for Bartow, we're
here."

Early on Saturday. Nov. 19, Bartow's
Summerlin Park was filled with people
and dogs for the city Parks and iRecre-
ation Deparnment's Third Annual Turkey
Chase 5K and 2K race and the inaugtulll
2K WValk and Wag.
More than a dozen area residents
signed up to walk the 2K course with
their furry best friends while another
145 opted to run (or walk) either the 5K
or 2K Turkey Chase.
"We're really happy with the turn-
out for both the Walk and Wag and
the r'urkey Chase races," losh Brandl,
Recreation Supervisor for I.rrow Parks
and Recreation said. "It's a fun event
and we're glad it's being well received."
He added there were 148 registered for
the 5K race. 12 registrants in the Walk &
Wag and 9 entrants in the 2K.
"That's up from last year when we
had only 145."
The course was in and around the
Jackson Street Park meandering piast
Nye Jordan Park, Summerlin IinsItitite
Bartow High School and down nearby
streets including South Orange. Geor-
gia, l hibiscus. Soledad. llroadwa.s and
Stuart. The courses were cltairl marked
with either red or yellow tribess on the
road and volunteers manned stops to
keep runners and walkers on track and
lend encuitragement There was also
a welcomed water station at the lake
behind Bartow I ligh School.

They're stars on Main Street


Steve Githens (right) was honored with his own street sign plaque for his service as 2010-11
president of Main Street Bartow Inc. Florida Secretary of State Kurt Browning, who is a former
president of Downtown Dade City Main Street. Browning also was the guest speaker at Main
Street Bartow's annual luncheon Friday, Nov. 18, in the Polk County Historical Museum.


Richard and Anita Kokes were named 2011 Volunteers of the Year for Main Street Bartow. The
couple can usually be seen selling tokens at Friday Fest, one of the organization's downtown
monthly events.


Sue Hanson of The Cool Shoppe was presented with a Main Street Bartow
Legacy Award by Past President Steve Githens."Through downtown resi-
dency, historic building restoration, small business ownership and over 8
years of volunteerism you have directly contributed to the preservation
and beautification of the heart of Bartow," the plaque reads. Hanson
also was recognized for her service on the Main Street Bartow board of
directors.


The Polk County Democrat received a Legacy Award. Founded in
1931, the newspaper's "unwavering commitment for 80 years to their
community have a lasting impact on economic prosperity and unparal-
leled quality of life that is Bartow, the plaque says. Democrat General
Manager Aileen Hood accepted the award from Past President Steve
Githens.
