Deputy Harrynarine and several others have been on administrative leave with pay after an of cer-related shooting March 5, which ended with the subject being shot and killed. Harrynarine was one of four of cers involved. According to the Hendry County Sheriff’s Of ce, after his arrest in Charlotte County, he was placed on Administrative Leave without Pay, pending the outcome of his court case and an internal investigation conducted by the local Sheriff’s Of ce. According to the Charlotte County Sheriff’s booking sheet Harrynarine is being held without bond on a charge of felony battery. The report states the incident began shortly after midnight as the deputy, his girlfriend and her nine-year-old son were traveling southbound on I75. A caller said he was at the side of the highway with a woman whose face was bleeding. She told the man that she had been beaten. Before his arrival at the scene, responding of cer A. Nardi learned that the man in question is a Hendry County deputy. On scene, he made contact with Harrynarine, who was leaning against his vehicle by the side of the road. His report indicates that there was blood on the sleeve of his sweater. The Charlotte of cer said in his report that Harrynarine told him his girlfriend, Jamie R. Bartley, 31, started “going crazy” for no reason and wanted him to pull over so she could get out. According to Harrynarine, he refused because it would not be safe. However, he said she opened the car door while they were traveling and he reached across her to close it, accidentally striking her in the face with his elbow. He said that he did not hit her with his hands. The report indicates that Ms. Bartley was crying when interviewed by Deputy Nardi, was bleeding from her face and had blood all over her clothing. She had a laceration in the middle o f her face from the “middle of inbetween her eyes to above her eyebrows.” She told the of cer that Harrynarrine was on adminDeputy arrested in Charlotte County by Patty BrantCaloosa Belle A plan by Florida Power & Light to build a “Clean Energy Center” in the southeast corner of Hendry County, adjacent to the Seminole Indian Reservation has pitted the Native American Tribe against the natural gas and solar powered electricity producing giant and Hendry County’s economic goals. A lawsuit seeking to force Hendry County to reverse its May 2011 rezoning of that 2,300-acre proposed site from General Agriculture to Planned Unit Development is scheduled for 9 a.m. April 21 at the Hendry County Circuit Court. One small piece of that showdown occurred at the February 25 Hendry County Commission meeting in LaBelle when a contingent from the Reservation came to argue against a county vote to amend to the Economic Development Element of the Future Land Use Map (FLUM) and to add the de nition of an Economic Engine Project and Target Industries to its Comprehensive Plan. Tribe members spoke passionately against building the plant, saying it would disrupt their ancient life style and have a serious detrimental effect on the water table and wildlife on the Reservation. They fear the planned FPL 20+ million gallon per day water plant will put their water source in danger, tap into the aquifer and further stress endangered species. The group feared that Hendry County is being treated like Palm Beach County with “everything open for economic development.” Spokesmen for the Tribe noted that for the past 100 years changes in South Florida have been all about money and that often results in damage to the environment. They felt that their land is a “unique place” where they have a relationship with God and urged that American society stop destroying the environment and turn the tide around. Tribal members said in the last few years they have already seen dramatic and dismaying changes in area wildlife, including a reduced number of birds and the contamination of water. One speaker, Stephanie Hall of the Toad Clan, said her people have lived for 1,000 years on this land and feared the project would ultimately end in “environmental genocide” of indigenous people. Hendry County Associate Planner Sarah Catala is just as convinced that the amendment to the county’s decision will not affect the Tribe. She said that Hendr y County is only interested in providing a “target industry” to help build its economic future target industries like FPL’s gas powered electric plant proposed for the property. Ms. Catala tried to allay the dissenters’ fears, saying the change will only streamline the current process. The county is trying to add an economic engine element tool to its abilities. If a project is not in compliance with the ordinance, she said, it will not be allowed. “This is a really good thing,” she told a small group of dissenters after the meeting. Hendry County Commission Chairman Karson Turner also tried to soothe the Seminoles’ fears. by Patty BrantCaloosa Belle The county commission voted to purchase a second motor for the Fort Denaud Bridge as a back up for the problem-prone swing bridge. The new $29,000 motor needs to be and requires the county to pay 50 percent down. The board approved 5-0. Strategic Plan County Administrator Charles Chapman delivered a draft of his 2014-16 Hendry County Government Strategic Plan to the board to review, asking for feedback. The document identi es four strategic priorities: economy (covering items like sales tax framework and strategies for sustainable business development and expansion); environment (maintaining systems of roads, etc., supporting the Economic Development Council, etc); quality of life (providing essential services, recreation, public safety, etc.); and governance (establishing a core of transparency, accessibility, a culture of performance, retaining and attracting a skilled workforce, etc.).Jail, court issuesCommissioner Janet Taylor asked that the board, along with the Public Safety Coordinating Committee, make a visit to the jail and also meet with the sheriff and State Attorney to discuss low prosecution gures. Commissioner Turner agreed, saying the county needs to "hold some people accountable."In other business:The board voted to demolish the recycling center. Due to the county's inter local agreement with Lee County, the facility is no longer needed. After being demolished, the site will be used to store recycling containers and the household hazardous waste center. The board plans to honor the county's public works employees at a future date, recognizing National Public Works Week May 18-24. Approved county administrator to attend the Leadership Florida Class if he is chosen. However, he will be expected to pay his own travel and per diem. The county will pay the cost of the program some $5,000. Commissioner Taylor was the lone dissenter, saying she felt the taxpayers should not pay for it. The next regular county commission meeting will be Tuesday, April 8, at 5 p.m. in Clewiston City Hall. florida.newszap.com Check out these new features: • Daily Local News Updates • New interactive and easy to navigate format • Plus much, much more!Come see for yourself! He noted that developers will still have to abide by state and federal environmental rules and apply for all the normal permits. Any future projects will still have to come back to the county for approval, he told the group. County Administrator Charles Chapman said there is still a lot to discuss, the county wants to keep natural areas wild and to prevent rural sprawling. As the commissioner representing the Reservation, Commissioner Turner said he would reach out to the Tribe to try to come to a better understanding of what the county would like to see happen in that area. Tribal representative Frank Billie Jr. seemed to doubt it would make any difference, but invited the commissioner to their community meetings anyway. At the end of the discussion, Commissioner Don Davis moved to adopt the amendment with Commissioner Darrell Harris' second, The board passed the amendment to the 2011 rezone, 5-0. The power company did not have a representative at the meeting but according to FPL's Ten Year Power Plant Site Plan 20132022: It is the Company's intent to continue to conduct its business in an environmentall y responsible manner. Accordingly, Florid a Power & Light Company will: Comply with the spirit and intent, as well as the letter of, environmental laws, regulations, and standards; Incorporate environmental protection and stewardship as an integral part of the design, construction, operation, and maintenance of our facilities; Encourage the wise use of energy to minimize the impact on the environment; Communicate effectively on environmental issues; and Conduct periodic self-evaluations and report performance. Joe Frank spoke on behalf of the Tribe, saying they are ghting this power plant on behalf of their families as well as themselves to ensure that they can live as they wish in the future. The future," he said, "will always tell the truth." Lawsuit Continued From Page 1 County orders back up motor for Ft. Denaud Bridgeistrative leave from the Hendry County Sheriff's Of ce following the March 5 incident. According to the arrest report, Ms. Bartley said Harrynarine had been acting "strange," laughing for no reason in a "creepy" way. She said she had never seen him act that w ay and was concerned that he "was about to ip out." She said she tried to get Harrynarine to stop the car so she and her son could get out, but Harrynarine would just laugh. She grabbed the steering wheel in an attempt to get him to pull over, but he hit her in the face. She was unsure if it was with his st or his elbow. She tried a few more times to grab the steering wheel but he hit her in the face and laughed again. She began to w ave her hands out the window to get other drivers' attention. She said Harrynarine hit her in the face so hard she saw a blur and noticed she was bleeding. Eventually, she got the attention of another driver, who pulled in front of them and slammed on his breaks, forcing Harrynarine to slow down and pull off the road. At that point she yelled for her son to get out of the v ehicle and they ran to the other vehicle for assistance. The report further states that the other driver, Zachary R. Kamp, 29, said the Harrynarine vehicle swerved into his lane and almost hit his vehicle. Kamp pulled in front of Harrynarine and they both came to a stop. He said he heard a woman scream "help" and "get off of me." Kamp was approaching their vehicle when the pair came to him. He said there was blood on Ms. Bartley's face and he called the sheriff's of ce. The mother and son waited by the Kamp vehicle, while Harrynarine stayed inside his. Kamp said he did not witness anyone being physical to anyone and that his wife didn't see anything because he told her to stay in the vehicle when he got out. The boy told Deputy Nardi that Harrynarine was being "scary;" was yelling and driving fast and wouldn't pull over when his mother asked him to. According to the boy's statement, when his mother grabbed the steering wheel Harrynarine punched her in the face a total of ve to seven times and he saw blood coming from his mother's face. Harrynarine was placed in double-locked handcuffs and placed in a patrol vehicle. He was transported to the Charlotte County Jail by Deputy Gonzales CCSO. Because the couple has been dating for over three years and reside together, the charge is Felony Battery (domestic). EMS tended to Ms. Bartley's injuries and she was transported to Lee Memorial Hospital where she got stitches. According to Deputy Nardi's report, she did not want to provide a sworn recorded statement and continued to tell the deputy that it was not Harrynarine's normal behavior. She felt it was a result of the March 5 shooting incident in LaBelle that left 23-year-old Eddy Barrios dead as well as Harrynarine and three other Hendry County deputies on administrative leave. A ccelerated Readers Night at Barron Library On March 25, 2014, Hendry County Deputies followed up on a complaint of Animal Cruelty in the County Line Trailer Park. Deputies originally received the complaint on March 23, 2014, when it was reported that 29-year-old Gene Harris may be responsible for the death of a dog belonging to a former girlfriend. Deputies arrived on scene and found the dog hanging in a tree. Witnesses reported that Harris was angry at his former girlfriend and took her dog onto the roadway, slammed it onto the road, then hung it from a tree. Witnesses stated they called out to Harris, asking him what he was doing. Harris then reportedly ran from the area. On March 27, 2014, Sgt. J. Olvera went to the home of Gene Harris. Sgt. Olvera did speak with Harris at that time and he was placed under arrest. Upon making contact with Harris, a marijuana plant was noticed next to him. When questioned about the marijuan a plant Harris reportedly admitted to nding it in the trailer park, digging it up and taking it home. He then went on to tell the Deputy he put the plant in a pot and fertilized it. Harris was then transported to the Hendry County Jail. Harris was charged with Cruelty to an Animal and Producing Marijuana. Harris is currently being held in the Hendry Count y Jail on $10,000 bond.
